Description: "Research by the Women and Child Rights Project (WCRP) has demonstrated that grave violations of children?s rights continue to occur in southern Burma despite the creation, by the United Nations, of the Monitoring and Reporting Mechanism (MRM) pursuant to United Nations Security Council (UNSC) Resolution 1612 on Children and Armed Conflict passed in 2005. The Burmese government has failed to meet the time-bound action plan under Resolution 1612, demonstrated by the fact that WCRP researchers found numerous accounts of ?grave violations? under United Nations Security Council?s Resolution 1612 on children and armed conflict. These violations, committed by Burmese soldiers against children in southern Burma, include recruitment of child soldiers, killing and maiming, rape and sexual abuse, and forced labor. Though the Burmese government agreed to the implementation of a monitoring and reporting mechanism (MRM), pursuant to Resolution 1612, to report on instances of these grave violations, WCRP has found that abuses have continued unabated since 2005. The data detailed below provide evidence of widespread and systematic abuses, the vast majority of which were committed by soldiers from the Tatmadaw, the Burmese military. These confirmed cases of grave violations, taken from just 15 villages in two townships, committed over a period of 5 years, suggest that the Burmese government has failed to live up to its obligations under international law to protect children during situations of armed conflict. Limitations imposed by the Burmese government on the UN country team has made it difficult for them to receive, or verify, accounts of grave violations, in turn preventing the MRM from making a noticeable impact on the continued widespread abuse of children in southern Burma. WCRP?s data strongly suggests that the real numbers of abuses against children is vastly greater than officially recognized. Additionally, despite the fact that WCRP?s primary research covered only the period from 2005 through November 2010, recent updated reports suggest that all of the violations documented by WCRP have continued to occur over the course of the past year. Despite the political changes that may be underway in Naypyidaw, children in areas where armed conflict is ongoing continue to suffer grave violations. Thus, the international community must take further action to ensure that the MRM can effectively protect the rights of Burma?s children and realize the objective put forth in Resolution 1612, an end to the grave violations of children?s rights..."

Description: "Burma?s human rights situation remained dire in 2011 despite some significant moves by the government which formed in late March following November 2010 elections. Freedoms of expression, association, and assembly remain severely curtailed. Although some media restrictions were relaxed, including increased access to the internet and broader scope for journalists to cover formerly prohibited subjects, official censorship constrains reporting on many important national issues. In May and October the government released an estimated 316 political prisoners in amnesties, though many more remain behind bars. Ethnic conflict escalated in 2011 as longstanding ceasefires with ethnic armed groups broke down in northern Burma. The Burmese military continues to be responsible for abuses against civilians in conflict areas, including forced labor, extrajudicial killings, sexual violence, the use of ?human shields,? and indiscriminate attacks on civilians. Despite support from 16 countries for a proposed United Nations commission of inquiry into serious violations of international humanitarian law by all parties to Burma?s internal armed conflicts, no country took leadership at the UN to make it a reality. Foreign government officials expressed their optimism about government reforms despite abundant evidence of continuing systematic repression..."

Description: For the Examination of the combined 3rd and 4th periodic State Party Reports (CRC/C/MMR/3-4) -MYANMAR - Updated in January 2012....."...The Muslim population of Northern Rakhine State, known as Rohingya2, constitutes an ethnic, linguistic and religious minority group in Myanmar. Their number is estimated at 735,000 or about 91% of the total population of that area3. They are ethnically related to the Chittagonian Bengalis just across the border in Bangladesh. The Rohingya are discriminated against on the basis of their ethnicity and religion, and are subject to systematic state policies of exclusion, restrictions and arbitrary treatment imposed on them by successive governments over the last few decades. These policies were the root causes of two mass refugee exoduses to Bangladesh, in 1978 and again in 1991/92. The outflow has not stopped and today Rohingyas continue to flee from Myanmar. In addition to 29,000 registered refugees housed in two refugee camps, Bangladesh currently hosts 200,000 or more unregistered Rohingya refugees living among local communities. Tens of thousands have also migrated to Malaysia and the Middle-East, including thousands of boat people. Rohingya children, in particular, bear the full brunt of the devastating impact of these policies, which gravely impair their physical and mental development as children and will affect the long-term future of their community..."

The farmers? complaint was rejected in court on grounds that the land was being acquired for a government project, even though the company is private. After, the company and army officers involved organized for a gang to ambush and attack a group of the farmers and to have a false criminal case lodged against them. The case has gone to court very quickly and it looks as if the court is getting orders to punish the farmers severely as a way to frighten the other farmers to stop opposing the army-backed construction project..."....Land rights; judicial system; fabrication of charges; corruption...

Description: BURMA: Farmers? land fight celebrated in new booklet... (Hong Kong, January 10, 2012) A Burma-based rights group has released a new publication documenting and recounting the courageous fight against land expropriation, intimidation and false prosecution of a group of rural villagers. The 38-page Burmese language booklet, "Forced expropriations of farmlands and partial victories", written and published by the Farmers? Rights Defenders Network, retells the story of the villagers of Sissayan, in Magway, part of the country?s dry central zone, who have been struggling against the attempts of army-backed companies to take over their land for use by factories that will produce toxic substances. The Asian Human Rights Commission issued an urgent appeal in April about an attack and false prosecution of a group of the farmers leading the fight against the army-backed companies in Sissayan: http://www.humanrights.asia/news/urgent-appeals/AHRC-UAC-073-2011 Although a court convicted the farmers, the village community rallied around them, as told and illustrated through photographs in the new booklet, and on appeal their sentences were reduced to the time already served. Description: Submission to the International Trade Union Confederation (ITUC) for consideration by the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR) – ILO Convention 29 22 August 2011..."This report, prepared by the Arakan Project, documents and analyses forced labour practices in North Arakan State/North Rakhine State of Burma/Myanmar over the 9-month period which followed the national elections of 7 November 2010 that brought a new ?civilian? government to power. It aims to provide information to the International Trade Unions Confederation (ITUC) to be incorporated in their annual submission to the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR) reviewing Myanmar?s compliance with ILO Convention 29. It updates our previous report ?Forced labour in times of elections? dated 24 August 2010, covering practices in the run-up to the elections in 2010. This submission is based on field reports transmitted by sources within North Arakan and on 13 interviews with Rohingya visitors and seasonal migrants carried out along the Bangladesh-Burma border between March and July 2011. It includes an analysis of trends and practices while relevant excerpts from these 13 testimonies have been included as annexes...Conclusion: Following national elections on 7 November 2010, a new civilian government was sworn in on 30 March 2011. But, for the Rohingya villagers in North Arakan, nothing has changed. Forced labour is as pervasive as ever and there was even a spike in forced labour demands just after the elections around the end of the year. Even though a budget has been allocated to pay fair wages for work on strategic infrastructure construction projects such the border fence and certain roads, villagers at the grassroots level have hardly benefitted and the funds have disappeared in cuts by the NaSaKa and other authorities. So far, no serious measures have been implemented for the purpose of eradicating forced labour."

Already over 2,400 people have been relocated at gunpoint from the dam site, without fair compensation. The Tamanthi dam will adversely affect the biodiversity and ecological balance of the entire Chindwin River, which, as the largest tributary of the Irrawaddy, acts as a major watershed for the whole country. Although the dam will bring about massive changes to the Chindwin, the entire dam building process has been shrouded in secrecy, and there has been a complete lack of public participation in decision making. Local indigenous Kuki people have been nourished by the Chindwin for generations, and are determined to protect the river from this destructive project. We therefore urge the Burmese regime and Indian government to immediately cancel the Tamanthi dam."

Description: "The Burmese language (Burmese: မွနျမာဘာသာ; pronounced [mjəm? b???]; MLCTS: myanma bhasa) is the official language of Burma. Although the constitution officially recognizes it as the Myanmar language,[1] most English speakers continue to refer to the language as Burmese. Burmese is the native language of the Bamar and related sub-ethnic groups of the Bamar, as well as that of some ethnic minorities in Burma like the Mon. Burmese is spoken by 32 million as a first language and as a second language by 10 million, particularly ethnic minorities in Burma and those in neighboring countries. Burmese is a tonal, pitch-register, and syllable-timed language,[2] largely monosyllabic and analytic language, with a subject–object–verb word order. It is a member of the Tibeto-Burman language family, which is a subfamily of the Sino-Tibetan family of languages. Description: "..The objective of this report is to help the policy makers with an analysis of the international sanctions effect and to try to explain the real current economic and social conditions, impact on and Burma?s urgent need to combat poverty. Moreover, also try to present the relationship between macro economic situation such as economic growth, foreign trade, state budget, inflation, employment, wages and the conditions of freedom, equity, security and human dignity in Burma. In addition, to explain how the Burmese generals and their crony drug lords exploit the Burmese economy, and how the Burmese military has become the sole beneficiary of foreign direct investment by setting up its own industries separately from the state enterprises since 1988. And also would like to explain the impact on the military?s confiscation of land, labor, crops and capital assets or militarization on the whole economy..."

Description: "...The Assistance Association for Political Prisoners (Burma), AAPP has been verifying the political prisoner database in attempts to publicly account for each individual who has been unjustly detained and arrested for exercising their fundamental freedoms. AAPP can now verify there are at least 1,572 individuals in Burma who have been arrested and sentenced on political grounds and are believed to currently be in prison. There is an ongoing secondary verification process to confirm their current whereabouts, for example, whether they are in prison or have been released. The verification process is currently underway, and this does not mean there are only 918 political prisoners in Burma. AAPP maintains that the number of political prisoners is likely much higher, given the lack of access and reliable information in remote ethnic areas, monasteries, and during periods of mass arrests, compounded by the absolute lack of prison transparency in Burma. The number of verified political prisoners will continue to increase as the verification process continues, and AAPP will make sure to provide the public with consistent updates as to progress made..."

Description: "For more than 60 years, Karen rebels have been fighting a civil war against the government of Myanmar...In February 1949, members of the Karen ethnic minority launched an armed insurrection against Myanmar?s central government. In pictures: Sixty years of war. Over 60 years later, the conflict continues, with more than a dozen ethnic rebel groups waging war against the army in their fight for self-rule. Now, the war is entering a new and bloody stage. Myanmar is the only regime still regularly planting anti-personnel mines. But it is not only the army that uses them. Rebel groups also regularly use homemade landmines or mines seized from the military. As the conflict escalates, civilians are trapped in the middle of some of the worst fighting in decades. 101 East travels to Myanmar, home to the world?s longest running civil war."

Description: "?Where There Is No Dentist? is a book about what people can do for themselves and each other to care for their gums and teeth. It is written for: • village and neighborhood health workers who want to learn more about dental care as part of a complete community-based approach to health; • school teachers, mothers, fathers, and anyone concerned with encouraging dental health in their children and their community; and • those dentists and dental technicians who are looking for ways to share their skills, to help people become more self-reliant at lower cost. Just as with the rest of health care, there is a strong need to ?deprofessionalize? dentistry—to provide ordinary people and community workers with more skills to prevent and cure problems in the mouth. After all, early care is what makes the dentist?s work unnecessary—and this is the care that each person gives to his or her own teeth, or what a mother does to protect her children?s teeth...".....Read online or download (3.7MB)...Originally published 1983; last revised 2011.

Description: "This handbook has been written primarily for those who live far from medical centers, in places where there is no doctor. But even where there are doctors, people can and should take the lead in their own health care. So this book is for everyone who cares. It has been written in the belief that: 1. Health care is not only everyone?s right, but everyone?s responsibility... 2. Informed self-care should be the main goal of any health program or activity... 3. Ordinary people provided with clear, simple information can prevent and treat most common health problems in their own homes—earlier, cheaper, and often better than can doctors... 4. Medical knowledge should not be the guarded secret of a select few, but should be freely shared by everyone... 5. People with little formal education can be trusted as much as those with a lot. And they are just as smart... 6. Basic health care should not be delivered, but encouraged..... Clearly, a part of informed self-care is knowing one?s own limits. Therefore guidelines are included not only for what to do, but for when to seek help. The book points out those cases when it is important to see or get advice from a health worker or doctor. But because doctors or health workers are not always nearby, the book also suggests what to do in the meantime—even for very serious problems...".....The Hesperian.org site provides links to the 23 individual chapters, for easy download."

Description: Summarized and Translated by Women?s Education for Advancement and Empowerment (WEAVE).... Foreword: "Health is a right; and like all other human rights it applies to everybody, particularly those person living in deplorable conditions. Quality health services must be based on poor people?s particularly poor women?s needs. Historically, women have been at a disadvantaged on account of neglect and discrimination in treatment by the state and societal institutions in most parts of the world. This leads to marginalization of women as attributed by the lack of opportunity and indignities perpetrated by discriminatory legal systems. We are very pleased to offer this new adapted Burmese version of the book entitled Where Women Have No Doctor which combines self-help medical information with an understanding of the way of poverty, discrimination and cultural beliefs that limit women?s health and access to care. The book aims to empower women to improve their health and to support community health workers who continue to improve women?s health. Our special thanks go to the women and men behind the publication of this book whose immeasurable contribution led to the completion work. Moreover, to the Hesperian Foundation, without the generous support of, this book will not come into fruition. Moreover, we dedicate this book to the Burmese women who continue to be marginalized. May this book offer relief and support to you.".....The Hesperian site provides the full text in high resolution and links to individual chapters... Description: "This book was written to help women care for their own health, and to help community health workers or others meet women?s health needs. We have tried to include information that will be useful for those with no formal training in health care skills, and for those who do have some training. Although this book covers a wide range of women?s health problems, it does not cover many problems that commonly affect both women and men, such as malaria, parasites, intestinal problems, and other diseases. For information on these kinds of problems, see Where There Is No Doctor or another general medical book. Sometimes the information in this book will not be enough to enable you to solve a health problem. When this happens, get more help. Depending on the problem, we may suggest that you: • see a health worker. This means that a trained health worker should be able to help you solve the problem. • get medical help. This means you need to go to a clinic that has trained medical people or a doctor, or a laboratory where basic tests are done. • go to a hospital. This means you need to see a doctor at a hospital that is equipped for emergencies, for surgery, or for special tests..."......The Hesperian site provides the full text in high resolution and links to individual chapters. Description: "...Opium Poppy Cultivation: In 2011, for the fifth year in a row, opium poppy cultivation increased in Myanmar. The total area under opium poppy cultivation was estimated at 43,600 ha, an increase of 14% compared to 2010 (38,100 ha). This upward trend started in 2007 after six years of decline between 2001 and 2006. Shan State accounted now for 91% of opium production in Myanmar, while the largest increase in poppy cultivation was observed in Kachin State (+27%). In Shan State most of the increase in the area cultivated took place in South Shan (+21%) followed by North Shan (+17%). There was no significant change in East Shan (+1%)...Opium yield and production In 2011, the national average opium yield was estimated at 14.0 kg per hectare, which represents a decrease of 8% compared to last year?s yield. Nevertheless, the larger area under cultivation resulted in an increase in total opium production of 5%, from 580 mt in 2010 to 610 mt in 2011... Opium prices: Opium prices in Myanmar have significantly increased in 2011. The average farm-gate price of opium (weighted by the estimated area under cultivation) was US$ 450/kg in 2011, up some 48% from US$ 305/kg in 2010. Opium prices have continued to increase since 2002. The most recent increase can be explained by the strong demand in opium from neighbouring countries as well as the depreciation of the Kyat against the US$ (by some 14% over the past year)... Household income from opium: The average annual cash income of opium-producing households increased by almost 24% in the Shan State, from US$ 830 in 2010 to US$ 1,030 in 2011. However, opium farmers in Myanmar generally remain poorer than non-opium growing farmers. For non-opium cultivating households (including those that never cultivated or have stopped opium poppy cultivation), the average annual cash income was almost US$ 1,200. On average, income from opium accounts for 54% of total cash income among poppy-growing farmers and in South Shan even more than 60%. For Myanmar opium survey 2011 44 these farmers, opium cultivation is the principal income to survive, which is illustrated by the comments of farmers that had stopped cultivating opium and had to purchase food on credit or borrow food and rely on relatives and friends... Addiction: Data on opium and other drug addiction was collected via interviews with village headmen. Headmen were asked about the number of daily opium users and the number of ?regular? users of other drugs (without specifying frequency of use). According to the headmen, daily opium use in Shan State and in Kachin affects 0.8% of the population aged 15 years and above. As in previous years, the prevalence rate was higher in opium-growing villages (1.3%) than in non-opiumgrowing villages (0.4%). Although the number of amphetamine type stimulant (ATS) users is increasing, the prevalence rate remained very low, at 0.2% of the population in opium-growing areas which is almost the same ratio as last year. Heroin use is also reported to be very low, affecting less than 0.1% of the population aged 15 and above. However, information on drug use must be interpreted with caution, as respondents may have been reluctant to report opium, heroin and ATS consumption in the context of the Government?s efforts to curb drug use and addiction... Reported Eradication: This survey did not monitor or validate the results of the eradication campaign carried out by the Government of Myanmar (GOUM). According to the GOUM, a total of 7,058 ha were eradicated in the 2010-2011 opium season, which is 15% less the area eradicated in 2009-2010. Most of the eradication continued to take place in Shan State (85% of the total), notably in South Shan (51%). 44% of the eradication concentrated in three townships in the southern part of South Shan, namely Pinlaung, Pekong and Sisaing townships... Food security and coping strategies: Food security remains a major problem in almost all regions where the survey took place for both poppy-growing and non-poppy-growing villages. The erosion of food security is of particular concern because it could trigger a further increase in opium cultivation. In order to meet their food deficit, households across all regions most frequently sought assistance from friends and/or took loans to buy food. The high (and rising) price of opium in Myanmar is making opium production more attractive. In fact, as a proportion of total income, opium income has increased among opium growing farmers. Among opium growing farmers, the proportion of total household income derived from opium production is also now increasing. Between 2003 and 2009, the income generated by opium was a declining proportion of opium-growing farmers? total cash income falling (from 70% to about 20% during the period). However, in 2010, this trend reversed and the proportion of total cash income coming from opium is now 54%. With the cultivation of one hectare of opium farmers earned 9 times more than from rice cultivation in low lands, and 15 times more than rice cultivated in uplands. This makes it more difficult to convince farmers to abandon opium and switch to other crops. Nonetheless, this survey provides important information to help design and target alternative livelihood-programmes..."

Description: "...Human rights abuses faced by ethnic communities across rural eastern Burma have continued since November 2010, and are consistent with patterns KHRG has documented since 1992. Drawing from a dataset of 1,270 oral testimonies, sets of images and documentation written and collected over the last year by villagers trained to monitor human rights conditions in their own communities, this report presents information on 17 categories of abuse and quantifies their occurrence across KHRG research areas. By placing recent testimony from villagers in the context of twenty years of abusive practices, this report should make clear that developments since the 2010 elections have neither expanded villagers? options for claiming their human rights, nor addressed the root causes of abuse in rural eastern Burma. External assessments of developments in Burma that ignore local perspectives on continuing human rights abuse thus exclude the input of the most knowledgeable and engaged stakeholders ? who also stand to lose the most from inaccurate conclusions drawn without their participation. The testimony presented in the report should thus function as a critique of any attempt to assess changes in Burma that ignores local perspectives, and a call to heed the concerns of rural people who are gauging, on a day-to-day basis, the way past, present and continuing abuse impacts the future for communities in eastern Burma..."
