Description: HLUTTAW SESSIONS: Pyidaungsu Hluttaw (Union Parliament) Roundup: "Nay Pyi Taw, 28 Aug — The 12th regular session of the Pyidaungsu Hluttaw came to a close on Friday. Representatives discussed a Yen 99.850 billion loan for the Ministry of Rail Transportation and the Ministry of Electric Power from JICA during the Pyidaungsu Hluttaw Session on Friday. Some representatives supported the loan in principle but maintained it is important to spend the funds in the most beneficial way. One representative suggested that ministries provide updates to parliament every six months on the work being carried out using foreign loans. Another representative pointed out that despite the benefits the loan may offer, Myanmar?s current economic slowdown means that the debt will also be a burden. The representative urged ministries to hold themselves accountable for the spending of the funds. Members ultimately approved the plan to accept a loan from JICA, as well as the monogamy law and the signing of the Maritime Labour Convention 2006. Later, Deputy Minister for Social Welfare, Relief and Resettlement Daw Su Su Hlaing explained ongoing disaster management efforts in flood affected areas. She said that disaster relief efforts could be considered a success overall despite some weaknesses in management. She commended the high level of cooperation between experts, civil society organisations and the government and added that state and region governments will be responsible for the reconstruction of flood-hit areas..."..... The Asian Development Bank?s ASEAN Infrastructure Fund will provide US$260 million while the French Development Agency will provide 40 million euros. Officials have said that the loans will be provided to the Ministry of Construction, the Ministry of Electric Power and the Mandalay Region Government and used to speed up several development projects. U Mahn Kan Nyunt of Kayin State constituency argued in favour of the loans, saying that upgrading the Asian Highway from Eindu to Kawkareik will benefit surrounding regions, including Kayin State and the Greater Mekong Sub-region. The loan will be split between the Ministry of Livestock, Fisheries and Rural Development and the Ministry of Electric Power. U Maung Toe of Minhla constituency supported the loan and said that although parliament has already approved over US$ 1.4 billion in foreign loans, low interest rates on the loans make further ones vi-able. Daw Tin Nwe Oo MP disagreed. She said that any spending on unnecessary projects should be cut and stressed that taking another loan while the US dollar prices is rising against the kyat is unwise. The loan was approved by the majority of members during a vote that followed discussions. Meanwhile, the newly appointed Union Minister for Defence Lt-Gen Sein Win and Union Minister for Border Affairs Lt-Gen Kyaw Swe gave an oath before the Hluttaw speaker. Representatives also passed a bill amending the constitutional law as well as the Myanmar Red Cross Society Bill." ...Pyithu Hluttaw (Lower House) Roundup: "Nay Pyi Taw, 25 Aug — Myanmar?s financial rules do not allow state-run economic organisations to deposit money in private banks, said the Deputy Governor of the Central Bank of Myanmar U Set Aung on Tuesday. The deputy governor was responding to a question raised by U Ohn Ngwe, MP for Myaung. He said that the government?s economic organisations may only open bank accounts at Myanma Economic Banks and added that state-owned banks are permitted to take part in the treasury bill auction and deposit auction as a means of raising revenue to cover expenses. He noted that the Central Bank of Myanmar considers Myanma Economic Bank as a non-competitive bidder in deposit auctions, which is in line with the country?s monetary policies. Meanwhile, U Than Oo of Myawady constituency asked about whether there are plans to reduce toll gate fees for vehicles owned outside Yangon Region. Deputy Minister at the President Office U Kyaw Kyaw Win responded by saying that Yangon City Development Committee currently gives exemptions of toll gate fees to buses, departmental vehicles, government vehicles and cargo trucks. He did not state whether reduced fees for general traffic from outside Yangon is on the cards. The Hluttaw session also approved a bill which amended a 2012 Pyithu Hluttaw Law as well as the Vehicle bill. Description: HLUTTAW SESSIONS: Pyidaungsu Hluttaw: Pyidaungsu Hluttaw votes to postpone constitutional referendum: "Nay Pyi Taw, 22 July — The Pyidaungsu Hluttaw on Wednesday voted in favour of postponing a constitutional referendum until after the 8 November general election. The referendum on Section 59 (d) of the Constitution had been scheduled to be held in conjunction with the election, but the Union Election Commission proposed holding it separately at a later date. The referendum will ask voters whether the term ?military” in the section — which states the president of the union ?shall be well acquainted with the affairs of the Union such as political, administrative, economic and military” — should be changed to ?defence.” A majority of MPs backed the UEC proposal, saying the concurrent staging of the referendum with the election would pose several difficulties but would not reduce costs significantly. The Speaker of the Pyidaungsu Hluttaw earlier this month said he would send a proposal to the Union Election Commission to hold a referendum on amendment of Section 59 (D) alongside the parliamentary elections on 8 November. In budget matters, MPs also discussed the Public Account Joint Committee?s report on the national budget for the second half of fiscal 2014- 2015. Union Minister for Finance U Win Shein said the government is making plans to reduce the number of its loans from the Central Bank of Myanmar."...Pyithu Hluttaw: Pyithu Hluttaw discuss reservoir projects, Chindwin River conservation: "Nay Pyi Taw, 22 July — Construction of two reservoirs for the Zawgyi irrigation system in Sagaing Region?s Singu Township can be completed next fiscal year provided enough funds are allocated in the budget, Deputy Minister for Agriculture and Irrigation U Khin Zaw told the Pyithu Hluttaw on Wednesday. The ministry had requested funds to complete the Swanye and Minhla reservoir projects this fiscal year but did not receive budget approval. Deputy Minister for Transport U Han Sein said K 26.8 million will be spent on dredging as part of waterway maintenance of the Chindwin River. The Joint Bill Committee submitted the second amending bill on the Pyiduangsu Hluttaw Law. Approval was sought for the bills on the Union Government Law and Homogenous Marriage."...Amyotha Hluttaw: Amyotha Hluttaw MPs raise queries on illegal liquor license, national sports plans: "Nay Pyi Taw, 22 July — Strict enforcement of regulations on reduction of illegal liquor sales will continue while the number of beverage license is being decreased year by year, Deputy Minister for Home Affairs Brig-Gen Kyaw Kyaw Tun told the Amyotha Hluttaw on Wednesday. The ministry has issued 41,040 liquor licenses for the fiscal year, 170 fewer than last year, under 30 categories. Deputy Minister for Sports U Thaung Htike replied to queries about national sports plans. He said a total of 40 townships across the country do not have sports grounds or stadiums. He also urged other government agencies to inform the Union government and the sports ministry if sports facilities are renovated for other purposes. The Myanmar Red Cross Society Bill with an amendment from Pyithu Hluttaw was submitted for approval, and the report on the Arbitration Bill was read out. The Bill on the Brothel Suppression Act was submitted for approval, and was read out to the parliament. Description: HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Parliament to vote on tying referendum to general election: "Nay Pyi Taw, 21 July — The Pyidaungsu Hluttaw will vote on whether to suspend a constitutional referendum scheduled to coincide with the 8 November general election, the Speaker of the joint assembly said Tuesday. At the parliamentary meeting, Speaker Thura U Shwe Mann relayed a letter from the Chairman of the Union Election Commission recommending the suspension of the referendum on an amendment to Section 59 (d) changing the word ?military” to ?defence” in a clause stipulating that a president must be ?well acquainted with the political, administrative, economic and military affairs of the Union.” In the letter, the Union Election Commission chairman said holding the referendum along with the upcoming general elections would save time and money. However, a referendum should be held separately and requires more than K4,729 million to complete the task, according to the Speaker. During a parliamentary meeting on 25 June, out of six proposed changes to the constitution, the Pyidaungsu Hluttaw voted in favour of only one, the amendment to Section 59 (d). Speaker Thura U Shwe Mann previously suggested holding the referendum at the same time as to protect public property and funds. The settlement of debt then increased from 0.5 percent to 9 percent, leaving the total bad debt remaining at K29.422 billion. The total amount of debts from the 10 highest debtors including top debtor U Min Thein (Thone Pwint Hsaing), son of U Maung Maung Thein, with K6.755 billion debt, has already declined to K25.592 billion, of which the highest single debt accounts for K6.756 billion and the lowest K484.844 million. the general election to reduce costs."...Pyithu Hluttaw: Term ?political prisoner? unconstitutional: ministry: "Nay Pyi Taw, 21 July — The term ?political prisoner” contravenes the State Constitution, which grants all prisoners the same legal status, and will not be officially used, Deputy Minister for Home Affairs Brig-Gen Kyaw Kyaw Tun told the Pyithu Hluttaw on Tuesday. Description: HLUTTAW SESSIONS:- MP calls for halt to car manufacturing at local industrial zones: "Nay Pyi Taw, 13 July — Deputy Minister for Rail Transportation U Chan Maung on Monday said vehicle production will not be cancelled at local industrial zones so as to avoid creating unemployment. Kanpetlet Township constituency MP Thura U Aung Ko suggested local industrial zones were losing money because cars produced there were in low demand, and were primarily being used for the old car exchange programme which allows another automobile to be imported at a lower tax rate. Local industrial zones have manufactured nearly 100,000 cars up to 2014- 2015 fiscal year, but there was little demand for them in the domestic market, the deputy minister said. U Chan Maung also replied to the query of Launglon Township constituency?s MP U Aung Soe. The deputy minister said the construction of the Dawei-Myeik railway network will be continued in the third five-year plan of the project from 2021 to 2016. The Pyithu Hluttaw Bill Committee tabled the bill on Intellectual Property Law of Industrial Designs submitted by the Ministry of Science and Technology. The deputy minister was responding to reports that 90 percent of auto parts for sale at a tax-free market in Tamway were stolen from ports. The police and the Myanma Port Authority need victims to provide information before they can take action, the deputy minister said. Port authorities and shipping lines must be accountable for loss of auto parts, while agents must only accept vehicles after matching them with inspection sheets, the deputy minister advised. The deputy minister blamed some agents for auto part thefts, saying there were a number who forgot vehicles outside ports. The deputy minister said vehicle importers can apply to recoup their losses by providing firm evidence. The Ministry of Religious Affairs is providing cash assistance to teachers at monastic education schools, but there is no plan to increase the amount at the moment, Deputy Minister for Religious Affairs Dr Maung Maung Htay said at the Upper House session. Daw Lei Lei Thein of the Ministry of National Planning and Economic Development explained directives on tender procedures for procurement, construction, services, and rental, adding that government departments invite tenders for procurement of lower monetary value, but open tenders are required when higher costs are involved. Tender systems differ from ministry to ministry, she said. Dr Win Myint of the Hlaing constituency queried the number of SIM cards sold, annual earnings and taxes from foreign mobile operators. Licences have been issued to Myanma Posts and Telecommunications, Ooredoo Myanmar Ltd and Telenor Myanmar Ltd. Deputy Minister for Communications and Information Technology U Win Than in response said MPT, in partnership with KSGM Co Ltd, sold over 8.66 million SIM cards from September 2014 to June 2015, earning K9.154 billion with commissions deducted and K574.967 billion from calls, mobile data and recharges. Ooredoo is required to pay U S$1.010 billion in tax in three installments for its 15-year mobile services in the country. Telenor has paid K363.155 billion (US $375 million), 75 percent of US $500 it owes to the ministry, with the remaining payment of $125 million to be made this fiscal year. MPT does not have to pay the tax, the deputy minister noted. MPT is licensed for 15 years from 24 March 2014 to 23 March 2030, while Ooredoo and Telenor are licensed from 5 February 2014 to 4 February 2029, with the ministry hinting at possible extension in accordance with the communications laws, rules and regulations. Description: HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Pyidaungsu Hluttaw debates extension of retirement age: "Nay Pyi Taw, 9 July — The Pyidaungsu Hluttaw heard vigorous debate Thursday from MPs arguing for and against extending the retirement age for civil servants from the current 60 years. Fourteen representatives discussed two separate proposals on the issue — one seeking to keep the retirement age at 60 and the other pushing to raise it to 63. U Khin Maung Nyo of Loikaw constituency supported maintaining the status quo, while L t - C o l Hlaing Win, representative of defence services, spoke in favour of raising the age, arguing civil servants aged 60 and above with rich experience would contribute a lot to the country, provided they were healthy enough to continue working. U Htan Lain of Mintut constituency was against the proposed extension, saying it could become a barrier to promotion for subordinates. In a similar vein, U Sai Than Naing of Phapun constituency said extension of the retirement age would fuel the unemployment problem. U Kyaw Thu, Chairman of the Union Civil Services Board, said the issue had undeniable pros and cons, but hinted that the board would extend the retirement age if it was deemed to be in the interests of the country and civil workforce. The parliament approved three bills — the boiler bill, the election commission amendment bill and the dams bill — that came from the president with remarks. The parliament also put on record four bills concerning television and radio broadcasting, preservation and maintenance of ancient artefacts and buildings, and development of border areas and national races. Also put on record were issues related to reformation of village-tracts in Rakhine State, Shan State, Mandalay Region, Yangon Region and Ayeyawady Region."..... Description: HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Parliament approves amendment to Schedules 2 and 5 of Section 436(b): "Nay Pyi Taw, 8 July — Parliamentary approval was sought by secret ballot at the Pyidaungsu Hluttaw on Wednesday in connection with the constitution amendment bill of Section 436(b), of which amendment to chapters, sections and sub-sections did not win the support of over 75 percent of the vote of the representatives but Schedules 2 and 5 were approved with over 75 percent of the vote. U Khin Maung Nyo of Loikaw constituency urged the parliament and the central government to continue to use the existing retirement system, which allows civil servants to retire on the day they turn 60. He added that changes to the retirement system are against the will of the people and that the plan to extend the retirement age will involve taking into consideration the population growth, the life expectancy of the people, literacy rate, the population of able workers, unemployment rate, economic aspects, GDP rate and healthcare. According to him, eight of 10 ASEAN countries regard the age of 60 years as retirement age. Myanmar has a life expectancy of 66 years in average, with 64 years for men and 68 for women, he added.".....
