"The National Unity Government is saddened to learn of two explosions and shootings that took place at approximately 9:40am on October 19, 2022, near the delivery point at Insein Prison in Yangon. We understand that these explosions have killed both some prison staffs and five innocent civilians who were there to deliver parcels to imprisoned family prisoners. It is a matter of the deepest sorrow to the National Unity Government that the mother and family members of some of the political prisoners and other civilians were killed during this bombing and explosion. It was a day on which political prisoners unjustly detained in Insein Prison happened to appear in court, and could receive parcels from their families. The National Unity Government is investigating urgently the details of this event, including the cause of death of all civilians who died in the incident. The National Unity Government's Ministry of Defence is committed to protecting civilians from the atrocities and torture carried out by the terrorist military Council, in accordance with its published Code of Conduct. This Code of Conduct sets out that only military targets under the command of the military dictatorship should be targeted. The intimidation of civilians and the targeting of civilians is explicitly contrary to the code, and must be avoided at all times. All soldiers engaged in the defensive war against the junta must adhere to this Code of Conduct. Training on the implementation of the Code of Conduct is being delivered.
