Divisions in July, August and September 2021 by the Military by means of state terrorism, murder, massacre, torture and
extrajudicial arrests and detentions. The UNHRC was urged by the ministry for an immediate arms embargo on Myanmar,
derecognition of international military ties with Myanmar, immediate cessation of violation of human rights in Myanmar, a
judicial action on these injustices through international criminal laws and procedures such as the International Criminal
Court, and humanitarian aids for Myanmar citizens including people of Sagaing and Magwe Divisions who have been
subjected to these atrocities.

3. The ministerial meeting on The Responsibility to Protect and the Role of Women and Girls in Atrocity Prevention
was held on 20 September 2021. The Myanmar Ambassador to the United Nations U Kyaw Moe Tun addressed that
collaboration with and support from international communities were crucial for prevention of sexual and gender-based
violations in Myanmar and criminal culpability of the offenders. He urged international communities and the United Nations
Security Council to stop the Myanmar Military’s ritual to ignore these offences. He quoted UN reports and said that sexual
and gender-based violence in Myanmar was a hallmark of the Myanmar Military’s operations. These violations were used
with the intent to intimidate, terrorise and punish the civilian population and as a tactic of war. For these past and present
sexual and gender-based violations, the National Unity Government will continue to collaborate with the International
Criminal Court, the United Nations Independent Investigative Mechanism for Myanmar and other international human
rights courts and tribunals, to prepare files in order to facilitate and expedite fair and independent criminal proceedings..."
