(On the suggestion that NGOs should go into Burma) "SLORC's shift into longer-term planning has not changed its basic military logic. The military no doubt hopes that NGO involvement in Burma will further its Low-Intensity Conflict strategy, whose final goal is control over all the "liberated areas" currently administered by the non-burman ethnic groups. Hard collective bargaining with SLORC and insistence on specific conditions will reduce this danger... NGOs should not go into Burma at this time.
