SELECTED SLORC ORDERS
ORDER 1
To all the villagers
If the army camp calls you, come.
If the army asks your help, help.
Other villagers have already started helping.
If the villagers help the army, the army will help them in return.
If the insurgents in the jungle who are armed do not make peace, this means they are the ones giving trouble to the villagers.
There is a patient army.
There is an impatient army.

ORDER 3
[This letter was sent to a village after a land-mine exploded in the area.]
Date : 31-1-95
To : The in-charge of the village
- We are being patient for this time.
- For the next time, if you do any shooting or planting land-mines we will burn you down (your whole village will be destroyed), we hereby inform you.
- KNU and ABSDF, make peace or we will uproot you and fight you together with DKBO/DKBA (Democratic Karen Buddhist Organisation/Association [sic: army]), we hereby inform you — now your village head, come and contact the column (or) Kyauk Hnyat camp (or) Pan Hai camp (or) northern Kayah State battalion in urgent.
- For now, we only saw an old man so we took him. village head, come and apologise and take him back.
- U Saw Blu Maung from Papun was killed by the Thay Way Heh group’s land-mine [Thay Way Heh is a local Karen army lieutenant]. His family is asking for compensation, so go to Papun and pay it.
- We didn’t lay mines around the village, because we don’t want to make trouble for female/male villagers, and cattle. We haven’t done anything to the village. (This is our last forgiving.)
- The village heads, collect 1 or 2 village elders and 5 villagers from this side [area], and go to Papun.
Let Bo Eh Doh make peace. [Bo Eh Doh is a Karen Army company commander in the area]
(Wishing all to stay tranquilly with darling wife and daughter),
[Sd. illegible]
Lieutenant Colonel
[Notes: There was a land-mine explosion in the area, and there is still Karen Army (KNLA) activity there. This order effectively warned local Karen villagers that they were to be blamed for any and all KNLA actions and faced SLORC’s retaliation. Despite claiming to be patient “for this time”, the Lieutenant Colonel admitted that they had arrested an old man and were detained him until villagers “apologise” for the land-mine. U Saw Blu Maung was not a SLORC soldier, but a Karen from Papun, almost certainly a villager who had been taken as a SLORC porter for their operations in the Kyauk Hnyat area along the Salween River. He might have been sent ahead of their troops as a human mine-sweeper when he was killed by the land-mine. The local villagers, who had nothing to do with the incident, were forced to pay “compensation” for him.]
ORDER 4
Date : 31-1-95
To : village Heads
Now, we army are attempting to get peace. In order to develop all areas, army (troops and columns) will often go in and out.
Therefore, in order that all armed insurgents (KNU + ABSDF ...) and all young and old villagers can live in peace and to begin development, notify them that we invite them to co-operate with the army or show them this letter.
For the future — if the villagers around the area contact, support or protect the armed insurgents, the army will solve that by the use of force.
The army never even put a freckle on the skin of the villages, farms in the forest or other property. villagers! Don’t run away in the future. If you run, we are not going to take responsibility for what is lost or damaged. [The expression “never put a freckle on the skin” means “never did a bit of harm”. “What is lost or damaged” is written to imply both lives and property.]
Continuously comply with the following, by order of the Strategic Command Commander from Papun —
- 2 village heads and 5 villagers from villages in To Si Der and To Wi Der village groups, as soon as you have received this letter start to get ready to collect people from villages [for labour], and go to see the Strategic Command Commander not later than 3/2/95. (In order that you should not fail for any reason, the Strategic Command Commander himself now informs you that if you don’t go, responsibility for that will fall on whoever doesn’t go.)
Matters of peace and development in the villages
In order to begin, report what you need. Warn and notify the following villages: 1) To Wi Der, 2) Wah Ko Der, 3) Pay Ploh Kee, 4) Toe Kaw Kee, 5) Naw Sa Da — and other villages. 1) Chaw Pweh Der, 2) Kyot Ko Der, 3) Meh Saw Kee, 4) Kee Po Der, 5) Lay Ain Zu — and the village leaders from other villages, must go without fail.
[Sd. illegible]
Lieutenant Colonel
Column Commander
[Note: While this implies that SLORC will provide some of the “needs” of the villagers for development, experience throughout Burma have shown that this is very unlikely. It is more likely that the army will report its needs (in terms of forced labour) to the village leaders.]
ORDER 5
[In January/February 1995, an opposition member managed to conceal the following note at one of the work-sites on the Ye-Tavoy railway line. At this particular work-site, prison convicts are being held in a labour camp and being forced to work on the railway.]
Dear Brother,
We have heard about your troubles. We want to help you. We are thinking how we can do this and we want to communicate. If you have a chance to escape, you can. We have already asked the civilians of the surrounding villages, and they will help you too. Always we are thinking of what we can do and how we can help you.
Revolutionaries
(Tomorrow evening, please leave your reply letter here)
[A couple of day letter the following note, written on the back of the first, was retrieved from the same place:]
There is full security and we can not escape.
If they catch us, they will kill us. One person has escaped — did you meet him? He didn’t come back. the food is scare-food, we never get enough and we have to work the whole day. We have been beaten many times. There are so many sick people. Help us out of this trouble.
[Signed Y—]
8 years (17/1)
Ko-Mile Prison Labour Camp
[Note: No one had encountered the man who escaped — he might have been caught. “Scare-food” is a Burmese idiom which basically means “although the food comes from them, still we are terrified of them”. The man signed “8 years (17/1)”, meaning he was serving an 8-year imprisonment under Article 17/1 which decrees imprisonment for anyone “associating with illegal or opposition Organisations” such as democratic political parties and ethnic opposition Organisations. In other words, this man is a political prisoner. Using political prisoners for forced labour violates all international norms, but this letter makes it clear that SLORC is using political prisoner for labour on the Ye-Tavoy railway. The number of political prisoners being used remains unknown.]

[This order indicates that SLORC has decided to build houses for a group of Mon soldiers who surrendered to SLORC in September 1994. However, it is the villagers in the area who were forced to provide all the money, materials and labour to build these houses.]

Ref. No. 100/ 4-20/ TLORC ( Ye )
Date : 1994 September 22

All Quarter/village LORC
Ye Township
Subject : Help to support construction of houses for the people who returned to the legal fold
1. On 2- 9-1994, 28 people led by Nai Tala Bun, southern Ye region commander, from the New Mon State Party surrendered at LIB 343 and the State government is now planning to resettle them.
2. According to the order of the State government, we are going to build houses with the same designs of cement foundation, floor and wooden walls for their resettlement. All houses will be the same. During a monthly meeting (9/94) among the regional military commanders, township /quarter /village LORC and the leader of the department held at Township LORC office on 21-9-94, they decided to assign duty for all quarters and villages listed on the attached papers to help and support them for building.
3. In recognition of the correct leadership of the State Law and Order Restoration Council, those who were on the wrong path have returned to the legal fold and their families. For their families to be able to stabilise their lives and live peacefully and earn their living in the right way, while the State Government has been implementing for their social welfare, the civilians need to contribute earnest help and support.
4. Therefore we are informing you to help and support those who have return to the legal fold, and to implement this on time very earnestly according to the assignments we have given you.
5. With this letter we attach one set of detailed house plans estimated costs.

[This order document continues for a total of 7 pages. Following the above, there is a page showing architectural drawings for the house, with notes indicating that the house is to be raised above the ground on ironwood posts with a cement foundation under each post, with wooden floor, walls of woven bamboo and a zinc plate roof. Each house is 30 ft wide (in the front half) and 16 ft wide (in the back half ). The floor is to be raised 5( ft above the ground, and the house has a 9( ft ceiling. By Burmese standards, these are quite large houses made of high quality and expensive materials. The villages and quarters listed above have been forced to provide all these materials and hire or provide all required labour. Note that 28 people defected, but the list indicates that 33 houses are to be built. Some of them will probably be taken and sold for profit by SLORC officials or military officers. There is also a good chance that the defectors themselves have been forced to buy the houses from SLORC once they’re built. Following the pictorial plans, there are 3 pages of extremely detailed lists of materials required with estimated prices. The total amount for each house comes to 119, 459 Ks (US$ 19,909 at official exchange rate, US $ 1,086 at market rate). However, all prices listed are “official prices “ which are not available to civilians unless they pay huge bribes. In reality, each house will probably cost 3 to 5 times as much as the “estimated cost” — a huge amount to poverty-stricken Mon villages.]

Subject: Notification
1. On 19-11-94, the KNU destructive elements called a meeting for some of the village youth and made the following decisions:
(a) To form the Karen Youth Organisation
(b) To recruit members in every village
(c) To put up the Karen Youth Organisation sign in every village
(d) To learn Karen songs/Christian hymns
2. We heard that the KNU destructive elements pressured the villages to found a youth Organisation. This is not a social organisation but a Stick in the Hand [Burmese expression meaning a normally harmless object being used as a weapon] for the KNU. Also, this is against the National Unity. This is to be used to suppress the Buddhist religion. Don’t allow it to form.
3. Some headmen have claimed that the harvest is not so good in this year because of the weather changed in last year. Therefore, the villagers have a lot of troubles and they should not spend the money in useless ways [implicitly meaning membership or donations for KYO].
4. According to the history of 33 Pagodas [the name of the area], the people had to give a ransom in gold as some people of other religions tried to kill the 33 Buddhist saints. This history is told by the village head and the monks.
5. Now the youth are told that this [KYO] is just for social welfare, but this is only a disguise. Their inner aim is to enforce insurgency which is not serious on religion and national understanding nor supported by the youth. The elders who have experienced the past and present will understand what they [‘destructive elements’] are doing.
6. In Kawkareik Township, such kinds of organisations and meetings as a means of support for the insurgency are not allowed. Anyone gets involved in such kind of organisation or meeting will be taken severe (severe) action.

Date:

To : Headman

Subject: To stop the formation of illegal Karen Youth Organisation by KNU destructive elements.
1. Karen destructive elements want to infiltrate their administrative power in Kawkareik Township and want to change the Buddhists there to another religion. So we have heard that they tried to form the Karen Youth Organisation in villages to work for social welfare (building bridges/repairing roads/clearing ground). This is just pretending. Actually they want to organise to gain achievements in politics and warfare.
2. According to the district report, this Organisation is not formed according to the legal rules and regulations of the State. However, in accordance with the enemy’s situation, they want to use the Youth for military purposes. Actually the Youth are not interested in this. So every village must stop this organisation quickly as soon as they receive this letter.

So buy something and donate it at the monastery immediately, and then close the account. Should the village religious committee receive it, then they come to inform the military column themselves.
4. As soon as you get this letter, the positions of village youth leaders (both boys and girls) should be replaced with those who are not involved in Karen Youth Organisation. And those who are replaced should come and inform the military column together with the religious leaders.

[Note: The aims of the KYO are to promote youth activities in the fields of Karen culture and social welfare at the village level, including health care and farming projects. It is interesting to note in this order that SLORC’s idea of social welfare projects is “building bridges, repairing roads and clearing ground”, because this is certainly not the KYO’s nor the villagers’ idea of what “social welfare” means.]

[Notes: This order follows a recent clamp-down against Mon literature in public schools, in which ’s complete ban on Mon literature in the schools in Mon State became rigidly enforced. The Mon people were told that Mon literature and culture could only be taught in monasteries. Then this order enforced strict SLORC control over even the teaching in monasteries. Its terms are extremely intimidating. Asking for photographs and biographies of all committee members, teachers and students is SLORC’s way of telling them that they will be arrested even on the slightest suspicion of any ‘subversive’ thinking or action (furthermore, Item 10 forces the abbot of the monastery to join the list of those liable to arrest). This order is intended to frighten most people from participation in Mon cultural programmes and to strictly control over those who are brave enough to meet its conditions. Many villages would have a difficult time even in finding a camera to be able to submit the required photographs. All these restrictions target against the simple rights of Mon children to learn to speak, read and write their own language and understand their own culture. The New Mon State Party has reportedly indicated its hope that this order will be rescinded under the recent cease-fire with SLORC, although this is unlikely.]

Subject: To purchase the full amount of paddy for 1995-96
1. Regarding the above subject, according to the Karen State LORC meeting held on 15-11-95, a plan was made to purchase at the previous price (4) baskets of summer paddy per acre, and if possible more than that, in each township of Karen State. Under the Agriculture and Purchasing Plan, according to the decision made by the Karen State LORC, it was directed to fulfil the plan, order reference 212 / 60-2 / Township LORC (Karen State) dated 21-11-95.
2. Thus, we inform you to make arrangements to purchase (4) baskets per acre.

Copies to: Office Copy / by clearance only
[Notes: a village chairman wrote on this order “We received this letter on 3 Dec. 1995”. Four baskets per acre for the 95/96 harvest is 4 to 5 times higher than previous quotas. SLORC is increasing quotas exponentially in order to export rice for profit and to show the world “things are good in Burma”, as well as to feed its ever-expanding army. As a result, Burma is now in the grip of a staggering rice shortage — people are starving, and rice prices have doubled since last year in many areas (only military families can buy rice at subsidised prices). However, as noted in this order the farmers are still to be paid the “previous price” for the quota, probably 70 Ks per tin. A year ago market price was 225 Ks per tin, and this year market price is 400-500 Ks per tin.]

village leaders, as soon as you get this letter, you have to send (2) people to serve in our camp as promised. Moreover, you must send (2) more people to take over from the previous ones and you must also send back (2) people who ran away and did not finish their duty. The fact that they returned [home] is your responsibility and we consider that you did not fulfil your duty.
The operation column warns you that if they take the opportunity to leave while the troops are not around, we will not take any responsibility [for what we do to you]. Should this happen in the future, we will take action and you will be charged with disturbing and causing delay to our military operations.
You have to take action and find those (2) undutiful servants, and inform us when you have done so.
You must send them quickly to xxxx Column.

Do not pretend as if you forgot about them. village leaders, you have to take this matter seriously. We do not want to hear any excuse, such as “it is far away and it is flooded”. Replace the people that we have now released and replace also those who are still left in the camp.

Following my previous letter asking to send (2) servants and replace (2) others, you must come to xxxx camp on the 7th of the English calendar or 3rd of the waxing moon of the Burmese calendar. The column commander is angry that you neglect your duty. You have to come and explain.
Don’t make the excuse that it is too difficult and too far to come. When you come to xxxx, you have to bring information about the situation of your village. Are you afraid of the insurgents or do you feel pity on the villagers? Think carefully and do as we have ordered unconditionally.
[Sd.]
Column Office
[Note: village heads often avoid going when called like this, then tell the commander that they were too “afraid of the rebels” to go. This commander suggests that perhaps the real reason the village head doesn’t come is because he “feels pity on the villagers”, which is apparently considered a serious crime by the Tatmadaw.]

[Note: This is a typed form letter which was sent to several villages. As it refers to previous arrangements, the meaning is somewhat unclear. Apparently each village is being ordered to send 20 porters, or 3,000 Ks for each person who doesn’t go. Here “servants” is SLORC’s way of referring to porters. When it says “agreements” were made, it means orders were issued — civilians have no say in “agreements” with SLORC.]
