Services Senior General Than Shwe this morning arrived
at the Insein Locomotive Shed of the Myanma Railways
of the Ministry of Rail Transportation in Insein
Township, and there the Senior-General inspected

necessary instructions.
Senior General Than Shwe, arrived at the Insein
Locomotive Shed in Insein Township at 9.40 am.
At the briefing hall, officials reported to the
Senior-General and party on the background history of
the shed, the targeted aims, the establishment of the
shed and the strength of staff, conditions of
steam-engines, diesel-powered electric engines, and
diesel-hydraulic engines, repairs of locomotive
engines, capacity enhancement, major repairs of
diesel-powered electric engines, cost of repairs,
efforts to save foreign exchange, renovation of spare
parts, cooperation with factories of other ministries
and private entrepreneurs, and renovation of short-
and medium-range locomotive engines.
Minister Maj-Gen Aung Min also reported on tasks being
carried out by factories under Myanma Railways, tasks
of the Insein Locomotive Shed, arrangements for supply
of skilled workers, efforts to raise the standard of
trains and requirements.
Then, Chairman of the State Peace and Development
Council Commander-in-Chief of Defence Services Senior
General Than Shwe gave guidance. He said in the
transport machinery of the State, rail transportation,
water transport and road transport are important
sectors. It is necessary to reinforce the rail
transportation sector for the betterment of the
transport machinery of the State.
A short-term plan is needed to be laid down so that
the present condition of factories under the Myanma
Railways can be improved. The Insein Locomotive Shed
has turned 128. Emphasis should be placed on extended
production of required machinery quantitatively and
qualitatively for locomotive engines, carriages and
wagons. In doing so, efforts must be exerted to be
cost-effective.
Moreover, coordination should be made among such
ministries producing machinery and spare parts as the
Ministry of Defence, the Ministry of Industry-2 and
the Ministry of Transport so as to be able to produce
necessary machinery. Innovative measures must be taken
in order to manufacture not only machines and spare
parts but also locomotive engines and carriages.
Although it is not possible to make necessary
machinery at home, targets must be set and
arrangements must be made step by step to be able to
produce them at home.
Only then will the cost be reduced to some extent, and
the advancing technologies be gained. It is also
required to develop the rail transportation services.
Early arrangements should be made for the systematic
transport of cargoes and passengers. It is essential
to make efforts to win the confidence of travelling
public on the transportation industry as well as
improve the service.
Then, the Senior General and party inspected
diesel-powered electric engines under repair at the
Insein Locomotive Shed. Maj-Gen Aung Min and officials
conducted the Senior General and party round the shed.

friendship that has already been strengthened between
the peoples of the two countries, adding that the
friendship bridge construction project could not be
implemented in the absence of the friendship between
the peoples of the two countries.
Construction of the Second Friendship Bridge between
Myanmar and Thailand could now be able to implement
since the friendship between the two countries has
flourished based on common culture and religion, he
pointed out.
On completion, the friendship bridge will benefit both
Myanmar and Thailand especially in the field of trade
and tourism and communications between the peoples of
the two countries. Thus, the bridge will contribute
much to the peoples of the two countries, who reside
in Mekong basin, he noted.
Prime Minister of Thailand Dr Thaksin has pledged to
intensify cooperation with the neighbouring countries
for regional peace, better transport and regional
development, he stressed.
The friendship bridge will be the evidence of better
ties between Myanmar and Thailand and it will become
the perpetual symbol for the two countries.
Afterwards, Minister for Foreign Affairs of Myanmar U

Thailand share long border and their peoples were
common in culture and religion in the course of

perpetually cooperate for development of the two
countries living together in a peaceful manner, he
said.
The friendship bridge that is to be constructed soon
will be the facility for ensuring better trade and
communications for the two countries as well as the
pillar of ties and cooperation between the two
countries, he stressed.
The Myanmar-Thai friendship bridge project was the
fruitful result of the goodwill visit to Thailand by
Secretary-1 of the State Peace and Development Council
General Khin Nyunt in September 2001, he said adding
that the facility depicts the pledge of peaceful
co-existence by leaders of the two countries. Efforts
for peaceful co-existence by leaders of the two
countries were also a pride for the peoples of the two
countries.
Those efforts show the international community that
the two countries are ready to cooperate for peaceful
co-existence and regional development coordinating and
addressing difficulties and problems faced, and the
efforts of far-sighted leaders of the two countries
will exist as the milestone for the two countries.
The bridge will contribute much to development of
economy, regional peace and better transport of the
two countries as well as development of economic life
of local people. Thus, it is believed that the

Afterwards, Foreign Minister of Thailand Dr Surakiart

Khin Nyunt, left Tachilek for home.
Next, Secretary-1 General Khin Nyunt met with members
of district and township peace and development
councils and departmental personnel at the hall of the
Golden Triangle Hotel in Tachilek and gave necessary
instructions.
General Khin Nyunt said that Tachilek District is
situated at the border with Thailand and the two
regions on either side of the border will enjoy more
benefit if the bilateral relations between the two
countries get better.
However, there often occurs misunderstanding between
the two nations because there are armed insurgents
operating near the border. Now, as there has been
renewed understanding between the two governments,
there have been increased relations and dealings
between Tachilek and the other region across the
border.
At such a time like this, departmental officials
posted at the border regions should perform their
duties in the interests of both countries while
upholding the dignity of their own nation and the
people.
Tachilek and Golden Triangle regions were once
notorious for drug trafficking. But now, as the State
is taking measures for Tachilek Township to become a
drug-free zone, active cooperation of departmental
personnel is required to realize the goal.
The government has been trying for the total
eradication of narcotics throughout the country by
laying down a 15-year plan. Moreover, it is targeted
to make Wa region a drug free zone by the year 2005.
Therefore, departmental personnel shouldering their
respective duties in Tachilek and Golden Triangle
regions should work together to make these two regions
free from narcotic drugs.
Myanmar and Thailand are now making cooperative and
coordinated efforts to eradicate drugs in their
respective regions.
Yesterday in Techilek, responsible officials of the
two nations held discussions and the ground-breaking
ceremony for the construction of No 2 Myanmar-Thai
Friendship Bridge. Then, responsible officials of
Thailand were shown round the sites where
drug-elimination and development projects were being
carried out with the cooperation of Thailand in
Yongkha area in Wa region and plantations of
opium-substitute crops. Thus, the guests had a chance
to make a first-hand study of drug-eradication and
regional development projects being carried out by Wa
national leaders with the assistance and encouragement
of the government. At a time when each country is
working together with the other for the eradication of
drugs, we should do our utmost on our part.
Once No 2 Myanmar-Thai Friendship Bridge has been
built, there will be increased bilateral trade. Only
when we grow crops suitable to our country, establish
import-substitute industries and produce goods which
have demand in the other country will the economy of
our region develop and the living standard of the
people become higher.
Responsible personnel should visit districts,
townships, wards and villages and try to solve the
problems and difficulties of the local people as much
as they can.
If the management lose contact with the people, they
will not realize the needs of the people. Then, they
will not be able to lead the people and their work
will not be successful. The responsible personnel
should always keep in touch with the people so that
they can understand the lives of the local people and
solve their problems. Only then will we command the
trust and respect of the local people.
The people and departmental personnel in border areas
should avoid acts that can cause misunderstanding, and
try to raise the dignity of our country and people.
Tachilek is an area where the disturbance of the armed
insurgents still exists and they often try to cause
racial misunderstanding to cover up their destructive
acts. Therefore, to nib their unscrupulous acts in the
bud, all the responsible personnel are supposed to
consolidate national unity all the more.
The ceremony came to a close after the Secretary-1 had
given the instructions.
The Secretary-1 and party left Tachilek and arrived
back here in the evening. USDA Secretary-General U
Than Aung, Secretariat Member Brig-Gen Thein Zaw, and
CEC Members Col Tin Hlaing, Col Thein Nyunt, Brig-Gen
Pyi Sone and Brig-Gen Khin Maung, who accompanied the
Secretary-1, on 18 May evening met with executives and
members of Tachilek District and Township USDAs at the
office of District USDA. At the meeting, the
Secretary-General briefed those present on the policy
of the USDA and tasks to be carried out in the
interests of the people, and then reviewed the reports
presented by the executives and members of the USDA.
Similarly, Minister for Social Welfare, Relief and
Resettlement Maj-Gen Sein Htwa met staff of the Social
Welfare Department and the Fire Services Department,

primary school in Tachilek, and members of the board
of directors of Shwetaungdan Parahita Geha in Tachilek
