local national races and journalists led by President
of Foreign Correspondents Club U Sao Kai Hpa.
First, Chairman of Central Committee for Drug Abuse
Control Minister for Home Affairs Col Tin Hlaing made
a speech. He said the opening of Mongka Canal is the
proof of the cooperation of the State, the UNODC and
Wa nationals. The Wa region alternative development
project was started in 1998 at the place which was
notorious for producing a large amount of drugs. It is
one of the longest and most expensive projects the
south-east Asia region. In implementing the project,
there were a lot of difficulties. The State, the UNODC
and Wa national race leaders solved the problems
together. Thanks to the efforts of the State,
wellwisher countries and international community have
clear view on the project, and Wa nationals accept and
understand it and thanks to the efforts of the UNODC
the project continued.
It is needed to know how much important the Wa region
development project is, for not only Wa group but also
the State could show their emphasis on eradication of
drugs to the international community which keeps
watchful eyes on the progress of the project. And
wellwisher countries also may want to know that their
donation is used in a beneficial way. The Wa national
race group is making efforts for regional development
with might and main and striving for the region to
become a drug-free zone at the same time. As such, the
opening of Mongka Canal is an important success of Wa
region development project.
The newly-opened Mongka canal was built with US $ 1.6
million donated by the Trust Fund for Human Security
of Japan. It was built on a self-reliance basis by the
Wa nationals. But it was a failure due to the lack of
technology. It can be built with the cooperation of
the State and the UNODC and the donation of the
Japanese Government. He then expressed his thanks to
Japanese Government and Japanese Ambassador.
The Mongka Canal was built on 15 October 2002 and
completed on 7 May 2003. The Mongka main canal is 5.8
metres wide and the secondary canal is 3,860 metres
long and tertiary canal is 7,000 metres long. Water
can be supplied to over 500 hectares of land. It is
very beneficial to the local people. So, opening of
Mongka Canal is an important step in making efforts
for eradication of drugs by the State, the UNODC and
Wa nationals.
The State is cooperating with neighbouring countries
for development of border areas and national races.
Yongkha Project is being implemented in cooperation
with Thailand for development of Wa south region and
cooperation has been made with China for development
of Laukkai region.
In conclusion, he said Wa national race group is
striving for the region to be a drug-free region in
2005 and the State has also announced it to the
international community. He urged all to strive for
the region to be a drug-free region. He thanked the
staff of the Border Area and National Races
Development Department, Technical Adviser Mr Xavier
Bouan of the UNODC and staff, Wa national race leader
U Pau Yu Chan and local people.
Afterwards, Wa national race leader U Pau Yu Chan of
Special Region-2 in Shan State (North) made a speech.
He said the success of Mongka canal is a good
foundation for striving for the region to be a
drug-free region in 2005. During a period of 10 years,
the Wa region has received attention of the State and
the assistance of departments concerned. He thanked
the United States of America, Japan, Germany and Italy
and others for their assistance on drug elimination
tasks in Wa region. He assured that Wa region will be
a drug-free region in June, 2005.
Then, Pangsang Central Agriculture Department Head U
Kyauk Wan Kun made a report.
On behalf of wellwisher Japanese Government, Deputy
Chief of Mission Mr Rokuchiro Michii explained
purposes of donation for development of Wa region.
Afterwards, General Khin Nyunt made a speech.
Speaking on the occasion, he said: I am much delighted
that I have an opportunity to address the opening
ceremony of the canal of the Mongka Dam and the Wa
Special Region of eastern Shan State. The canal of the
Mongka Dam will surely contribute to agricultural
development, a part of the alternative project for
poppy-substitute crops. Being a milestone that marks
the cooperation between Myanmar and international
community in the eradication of narcotic drugs, the
canal is significant.
Myanmar, with her pledge for the total eradication of
narcotic drugs, is actively implementing the 15-year
plan for drugs elimination. It is believed that we
will no doubt reach the goal soon as achievements were
made in the first year of the period of that plan.
According to the opium yield survey conducted by the
United States of America and the observations made by
the United Nations, it can be witnessed that there has
been a considerably sharp fall in the poppy
cultivation of Myanmar.
These achievements are fruits of the active and
earnest participation of the entire people, especially
the people of national races. The eradication of
narcotic drugs is not an easy task. Therefore, I would
like to honour such leaders of national races like U
Pau Yu Chan, who has pledged to fight against the
narcotic drugs. And I firmly believe that Wa nationals
will keep their promises to carry out the tasks for
the narcotic drugs elimination because they are
enthusiastically participating in these tasks. At the
same time, I would like to repeat that the Government
will offer assistance fully to these noble efforts of
national peoples.
In particular, we are standing on our own feet in
braving the menace threatening the entire mankind.
However, we welcome any assistance rendered by the
international community to speed up our endeavours.
The canal of the Mongka Dam opened today will be an
example of mutual cooperation. I would like to express
my gratitude to the UN Narcotics Control Office and
such donor nations as the USA, Japan, Germany, and
Italy.
In conclusion, I would like to point out Myanmar has
also made a pledge to root out the problem of
Amphetamine stimulant tablets in a similar way just as
in the effort to eliminate the cultivation and
production of poppy. A great deal of stimulant tablets
were seized because of severe action. However, the
root cause of the problem is vital in tackling this
problem. According to the motto that reads "No
chemical precursors, no stimulant tablets", the
cooperation of the international community, especially
that of neighbouring countries is of essence in
preventing the inflow of chemical precursors from
entering our country.
The problem of narcotic drugs is the problem concerned
with the entire mankind. Therefore, I would like to
urge you all to participate in the fight against the
narcotic drugs threatening the entire people of the
world.
Then, Secretary-1 General Khin Nyunt presented baskets
of flowers to Wa national race leader U Pau Yu Chan
and UNODC Coordinator Mr Xavier Bouan and gifts to
service personnel shouldering duties in the border
areas.
Afterwards, General Khin Nyunt, Wa national leader U
Pau Yu Chan and Mr Rokuichiro Michii, Minister
Counsellor of the Japanese Embassy, unveiled the stone
plaque erected to mark the successful construction of
Mongka Canal.
Thanks to the Mongka Dam, it will be possible to grow
double crops of paddy as well as opium-substitute
crops in a year and thus rice-sufficiency for the
region is assured. Moreover, the aim of making the Wa
region a drug-free zone by the year 2005 will become a
reality.
Then, the Secretary-1 and party proceeded to Kengtung
in Shan State (East) and attended the opening ceremony
of the City Hall there. General Khin Nyunt delivered

Races and Development Affairs Col Thein Nyunt opened
the City Hall of Kengtung by cutting a ribbon.

signboard of the hall by pressing a button. Then the
opening ceremony was held in the hall.
In his address, the Secretary-1 said it was an
auspicious day to attend the opening of the city hall
of Kengtung city together with national races.
To become a city of the eastern regions of Thanlwin
River and the east of Shan State, he said, the
government made arrangements for Kengtung to possess
the characteristics of a city. As a result, a
magnificent and grand town hall has now emerged.
National races can now discuss political, economic and
social affairs of Kengtung region in the hall, he
said.
He said local people in Kengtung can take pride to
possess such a grand hall. In those days, as there
were BCP insurgents in the region the people lived
without stability and peace. After 1988, national
reconsolidation was built. It is obvious that Kengtung
region has developed with peace and stability in the
region, he said.
With peace and stability and development in the
region, condition of Kengtung region today is quite
different from that of the past. As Kengtung region in
eastern part of Thanlwin River is a place where over
30 national races live in unity, so there is the Union
Spirit based on national solidarity spirit among the
people.
He said all national races with national solidarity
spirit and Union spirit are participating in the tasks
for perpetuation of the Union.
He said at a time when there is peace and national
solidarity in the region the government, on its part,
is laying special emphasis on development of Kengtung
region.
He said Kengtung airport was extended and arrangements
are being made for further extension of the airport.
Kengtung Degree College was established for local
youths to complete their higher education.
The college will be upgraded to the university level
soon, he added. The 200-bed new General Hospital will
also be opened in Kengtwang. Moreover, border area
development projects are being implemented not only
for Kengtwang city but also for eastern parts of
Thanlwin River, he said.
He said Mongka dam and canals were inaugurated in
Monghkat Township. Local people can undertake double
cropping from single cropping in the region and the
agricultural sector will improve, he said.
Border region development projects benefit local
national people in practice. Friendly nations are
providing assistance to the project. Mongka dam and
canals were constructed with the contribution by
Japan. The US, Germany and Italy are also providing
assistance to eradication of narcotic drugs, opium
substitute cultivation project and border region
development projects.
The government is carrying out border region
development tasks of opium substitute cultivation,
livestock breeding, construction of roads and bridges,
communication, education and health spending US
dollars 500 million and K 40,000 million.
Therefore, in border areas modern urban towns emerged
and they developed rapidly. Efforts were made for
eradication of narcotic drugs with greater momentum.
At a time when the living standard of the local people
is improving, they are responsible for safeguarding
peace and stability in the region.
The Secretary-1 pointed out that there are those who
disrupt peace and stability and there are those who
support them. The government is endeavouring for
development of the region and the country and uplift
of socio-economic life of national people. At the same
time, insurgent groups are committing destructive acts
of killing people, planting mines and setting fire to
villages. He spoke of the need for the people to know
that fact.
He said the entire people are responsible for
safeguarding peace and stability and better
development foundations. He called for making
concerted efforts for regional development with
national solidarity spirit, and the Union Spirit.
Then, Chairman of Shan State (East) Peace and
Development Council Commander Brig-Gen Khin Zaw also
spoke on the occasion. He said the State Peace and
Development Council is building the country for the
emergence of a peaceful, modern and developed nation.
Shan State (East) is also striving with might and main
for development of the tasks under the leadership of
the State Peace and Development Council in line with
the guidance of the Head of State.
Thanks to the State's development drive based on Our
Three Main National Causes, 12 State Objectives, Union
Spirit and goodwill of the State, armed groups have
returned to the legal fold and are actively
participating in national development tasks. Moreover,
opium cultivation as well as the black market have run
