officials of the State Peace and Development Council
Office, departmental heads and officials, left here by

The Secretary-1 and party were welcomed there by Bago
Division Peace and Development Council Chairman
Southern Command Commander Brig-Gen Ko Ko, Bago
Division (West) Peace and Development Council Chairman
Col Tin Maung Win and officials.

Secretary-1 General Khin Nyunt and party attended the
opening ceremony of Gamone dam constructed by the
Irrigation Department of the Ministry of Agriculture
and Irrigation.

Also present were local authorities, departmental
personnel, the director-general of the Irrigation
Department and staff of construction group-2 of the
department, members of the Union Solidarity and
Development Association and social organizations,
students and teachers, band, pom pom troupe, Sidaw
troupe and farmers from Thayawady, Letpadan, Minhla,
Okpo, Moenyo, Gyobingauk, Zegon and Nattalin Townships
totalling over 5,000.

First, the Secretary-1 made a speech.

Secretary-1 General Khin Nyunt said the fruits which
are the results of the State?s goodwill towards the
people of Bago Division are coming out one after
another. Gamone Dam, the 145th one in the nation, was
opened today, hailing the Workers Day.

Nowadays, the government is building clusters of
infrastructures and a large number of nation-building
tasks in the whole country for emergence of a modern
and developed nation. With the leadership and support
of the government, all the people are harmoniously
taking part in the national economic development drive
that will help develop and modernize the motherland.

At this time, the government is giving priority to
building dams, the main infrastructures not only for
national development but also for progress of the
national economy and improvement of social standard.
As Myanmar is rich in land and water resources and has
a favourable climate, agriculture sector has been the
main pillar for national economy since pre-historic
times, and till now.

As a strategic national task, the government is giving
encouragement for progress of the agricultural sector
for national development and modernization,
strengthening the national economy, and producing
enough food for the growing population.

Agriculture is the main economy for the rural people
and farmers, the majority of the nation?s population,
to earn their living. Thus, developing the
agricultural sector amounts to raising the living
standard of the rural people and farmers and
advancement of the rural areas, the basic regions of
the nation.

Hence, the government has been giving priority to the
advancement of the agricultural sector, reclaiming
more land, tapping additional water resources, and
using advanced equipment and methods and quality
strains in accord with the schedule. Advanced
technologies are being applied to add value to the
natural land and water resources. Dams provide water,
the most basic requirement for agriculture, and ensure
effective use of land for cultivation. Thus, the
government has been building dams the length and
breadth of the nation.

In the past only the large dams were built which
needed foreign assistance and technicians. At present,
some big western countries are imposing various
sanctions on Myanmar as part of political instigation.
They are even using power and influence on the
international organizations and world nations to stop
providing social assistance to Myanmar. The foreign
assistance for dams, the most important facilities for
farmers, has stopped since long. Without wasting time,
the government has been building dams with the native
technicians in the whole country for social economic
development.

The government has built the four-mile long
Thaphanseik Dam, the longest in Southeast Asia,
Zaungtu Hydel Power Dam, and is building other
advanced major dams including, Paunglaung and Mone
Creek dams with its own capital and technical power.
These projects are the pride for the entire national
people. One of the significant things is that the
government is not only building large dams, but also
small dams, which are not profitable in economic
terms. In areas which are not possible to build large
dams, clusters of small and medium dams are being
built.

Especially in Bago Division in which many streams
originate from the Bago Yoma mountain range running
from north to south in the region, and which face
water shortage in summer, many small and medium dams
have been built to change and develop the
socio-economic life of the farmers. The dams have also
prevented floods, enabling farmers to grow crops in
low-lying areas during monsoon and providing water for
summer paddy.

Up to now, the government has built 36 dams including
Gamone Dam in Bago Division at a cost of over K 20,000
million. The facilities are irrigating over 570,000
acres of crops. Eight dams including Yenwe Dam in
Kyauktaga Township, Bago Division, which will irrigate
over 100,000 acres; Minhla Dam in Okpo Township, which
will irrigate 15,000 acres; Phyu Dam in Phyu Township,
which will irrigate over 120,000 acres; and Kaboung
Dam in Ottwin Township, which will irrigate over
130,000 acres are under construction. Plans are under
way to build eight more dams including Phongyi Dam in
Ottwin Township, Mokkha Dam in Minhla Township, and
Thegon Dam in Thegon Township.

Bago will achieve greater success in agriculture if
adequate amount of water is provided for cultivation.
Thus, agriculture, the main economy of the division
will further develop as more and more dams are coming
into existence in the region, improving the
socio-economic life and standard of the division.
Thus, the local people are required to effectively use
the facilities. They will have to harmoniously strive
with the government for successful implementation of
the five rural development tasks in addition to
developing their own region.

In conclusion, the Secretary-1 urged the local people
to strive harmoniously for effective use of the farm
land covered by the Gamone Dam Project for further
development of the agriculture, the region, and
socio-economic life of the people; the local
authorities, departmental personnel and local people
to strive hand in hand for rapid progress of the rural
areas and living standard of the people in accord with
the goodwill of the Head of State; to harmoniously
strive with their own strength for community, regional
and national development; and to ardently join hands
with the government to serve the interest of the
nation and people despite the obstructions of the
internal and external destructive elements.

Then Minister for Agriculture and Irrigation Maj-Gen
Nyunt Tin delivered a speech. He said that Bago
Division has plenty of potential for agricultural
development on which national economy depends a lot.
Therefore, to boost the agricultural production of
Bago Division in accordance with the guidance of the
Head of State, Gamone dam has been built.

The agricultural production is the basis for the
improvement of national economy. Moreover, it is also
the main occupation of the majority of rural people.
Therefore, measures are being taken to narrow down
development gap between rural and urban areas. As we
are trying to industrialize the nation, based on
agriculture, we are building dams and river water
pumping projects which are essential to agricultural
economy.

As a result, clusters of dams have emerged on the
eastern and western sides of Bago mountain ranges.
These dams will surely help create favourable
environment for agricultural development of Bago
Division.

The Ministry of Agriculture and Irrigation is trying
to promote the agricultural economy by utilizing
natural and human resources.

Steps are being taken to meet the domestic consumption
and to export the surplus by exploiting land and water
resources. At the same time, efforts are being made to
replace conventional farming with mechanized farming.
High-yield quality seeds of paddy, beans & pulses,
sugarcane, sunflower, cotton, maize etc are being
cultivated in special agricultural zones while coffee,
tea, Thitseint, Macadamia etc are put under scheduled
perennial crop cultivation. Rice is the staple food in
Myanmar. Agriuclture, in fact, is important for the
national development, strengthening the economic power
and promotion of social lives of the people. Hence,
rice trading has been liberalised in line with the
market economy. It is a great opportunity for the
farmers to boost the agricultural production.

All over the country, clusters of dams and reservoirs
have emerged for the farmers to irrigate the
cultivated land sufficiently in order to boost the
production of paddy, cotton, sugarcane, pulses & beans
and oil crops. To ensure the durability of dams and
keeping the surrounding areas green and pleasant, it
is important to conserve trees and forests in
watershed areas. The regional people are to abide by
irrigation regulations in order to ensure long-term
use of the dams, he said.

Then, Commander Brig-Gen Ko Ko said that the opening
of Gamone Dam in Okpo Township as part of water supply
which is one of the major requirements to raise the
economy of farmers, a fundamental force of the State,
contributes towards the development of agricultural
sector for the region as well as for the State. With
the development of agricultural sector, there will be
food sufficiency and greening of the environment.

The government has constructed North Nawin, South
Nawin and Kangyigon dams in Pyay Township, Shwedaung
dam in Shwedaung Township, Nyaungkaing dam in Padaung
Township, Wegyi dam in Paungde Township, Taungnyo dam
in Nattalin Township, Thekaw and

Kantinbilin dams in Letpadan Township, Sinkuchaung dam
in Okpo Township and Thonze dam in Thayawady Township
in Bago Division (West). Gamone Dam is situated
between Minhla and Bawbin dams in Bago Division (West)
and so it will irrigate fields in Bago Division
(West). It will also contribute to double or triple
cropping and mixed cropping in Pyay and Thayawady
districts in Bago Division (West) all year round.
Officials at different levels and employees of the
Irrigation Department are making all-out efforts
without sparing day and night in constructing Minhla
Dam in Okpo Township. The Gamone Dam, which can
irrigate some 15,000 acres of land, is the 145th one
of the facilities constructed from 1988 to date in the
nation as well as the 36th one in Bago Division. The
12 formerly constructed dams in Bago Division (West)
benefit over 336,000 acres. He thanked the Head of
State and the Ministry of Agriculture and Irrigation
for implementing the irrigation projects.

Emphasis is to be laid on durability of the dams
constructed at a huge sum of money. He urged local
authorities, farmers and people to maintain the dams
and related structures with a sense of duty. In the
past, Gyobingauk and Okpo townships had to mainly rely
on the rain for cultivation of crops but now they can
cultivate crops all year round. Farmers should strive
for double or triple cropping as well as mixed
cropping.

Under the guidance of Head of State Senior General
Than Shwe, educative signboards have been set up as
cutting down the trees in watershed areas without
discipline and cutting down trees and setting fire to
forests for agricultural purposes can lead to drying
of the dams.

Dams were built even in the reign of successive
Myanmar kings, and posterity can still enjoy the
benefits of these irrigation facilities. So, dams and
reservoirs being built today will benefit new
generations. Then, on behalf of the local people,
Secretary U Tin Htwe of Okpo Township USDA thanked the
government for construction of the dam. Then, the
Secretary-1 presented gifts for mechanical and civil
staff of the Irrigation Department who took part in
the construction of the dam to the directors of the
respective sections.

Afterwards, the ceremony continued at the archway of
the dam. The Secretary-1 formally unveiled the stone
inscription of the dam. Then, Commander Brig-Gen Ko Ko
and Minister for Agriculture and Irrigation Maj-Gen
Nyunt Tin formally opened the dam. Afterwards, the
Secretary-1 and party posed for a documentary photo
together with local people and students. Later,
Secretary-1 General Khin Nyunt cordially greeted the
local people and inspected the main dam and water
control tower.

At the briefing hall, Minister Maj-Gen Nyunt Tin
reported to the Secretary-1 on condition, benefits,
cooperation and water supply task of dams in the
western part of Bago Yoma. Director-General U Kyaw San
Win of the Irrigation Department reported to the
Secretary-1 and party on salient points of Gamone dam.
Commander Brig-Gen Ko Ko and Minister Maj-Gen Nyunt
Tin made supplementary reports. Then, the Secretary-1
gave necessary instructions. Gamone dam, with a
4,400-foot long and 116-foot high earthen dyke, is
situated on Gamone Creek near Waing Village in Okpo
Township, Bago Division, and its benefited area is
15,000 acres.
