2. Senior General Than Shwe sends Workers Day Message

Yangon, 1 May - The following is a translation of the
Workers Day message sent by Chairman of the State
Peace and Development Council of the Union of Myanmar
Senior General Than Shwe:

Esteemed workers,

On this Workers Day, which falls on 1 May 2003, I send
this message to all the workers of the nation, who are
exerting physical and intellectual efforts to the best
of their ability to ensure development and fulfil
food, clothing and shelter needs of the people,
wishing auspiciousness to you all.

The State Peace and Development Council has been
striving with the united strength of the entire
national people including the workers for the
emergence of a peaceful, modern and developed nation.

Due to the correct leadership of the State Peace and
Development Council, harmonious efforts of the
government and the people, and the efforts of the
workers, the Union of Myanmar at present is developing
in leaps and bounds.

Myanmar had to live under unjust subjugation of the
colonialists for more than a hundred years. There is a
firm historical evidence that, during the time when
the nation was under colonial rule, Myanmar workers
making strenuous efforts under the unpleasant
condition sank deeper into abject poverty throughout
their life, because of the import of foreign labourers
into the nation to substitute them for Myanmar
workers, and decrease in the wages of Myanmar workers.

The entire mass of Myanmar national people including
the workers and peasants had to live in abject poverty
as the colonialists and their minions were exploiting
the valuable resources of the nation for their
interest.

In addition, the colonialists schemed to suppress the
people's Union Spirit and patriotism and their love
for the race and the nation and weaken the
nationalistic character; and, besides, they adopted
the divide-and-rule policy to break up unity among the
national brethren. Despite the suppression and the
divide-and-rule policy of the colonialists, the
Myanmar workers and national races took part in the
anti-colonialist and national independence struggles
with unyielding spirit and love for the race,
upholding the nationalistic fervour, and based on the
will to help each other and sacrifice self-interest.
Thus, glory of the workers is bright in history.

During the time when Myanmar should have been in the
process of national rehabilitation project after the
restoration of independence, the nation lacked peace
and stability and all the nation-building efforts were
in vain because of the multi-coloured armed insurgency
that broke out due to the colonialist schemes to break
up the Union. At the same time, the workers were used
in the power struggles based on extreme partisan,
ideological and sectarian beliefs, followed by
disintegration of the unity among the workers;
therefore, the invaluable labour force for rebuilding
the nation was lost. Here, I would like to urge the
workers to take lessons from the past incidents, while
guarding against all the instigations that may destroy
their unity.

At present, the neo-colonialists are manipulating the
international organizations, and hurling various
slanders and accusations at Myanmar, while pretending
to act as the protectors of human rights and workers
rights, to break up unity among the national people.
We must beware of all such perpetrations.

The anti-colonialist spirit, national spirit and Union
Spirit of the workers have been put to the test and
recorded in history for many times. Thus, while
upholding their good traditions they will have to take
part in the nation-building endeavours, safeguarding
the nation against the dangers of the neo-colonialists
together with the entire people.

Nowadays, suspicions among the national races have
been cleared, and together with the vitalization of
Union Spirit, the national re-consolidation is in
progress due to the correct policy and noble goodwill
of the State. In addition, the national objectives are
being laid down, and efforts made in all sectors for
peace, modernization and development of the nation.
And, because of the harmonious efforts of the State
and the people and the energetic endeavours of the
peasants and the workers in their respective fields,
the good conditions are developing and flourishing in
the political, economic and social sectors of the
nation.

As the nation is developing, the living standard of
the workers is improving much better than that in the
past. The State is constantly paying attention to
creating a pleasant working environment, ensuring
welfare and occupational safety, and raising the
living standard of the workers in the production and
services sectors of the State-owned and the private
industries.

Esteemed workers,

The State Peace and Development Council is
implementing the 24-development zone project to pay
special consideration to the development undertakings
in states and divisions till achieving full and
harmonious progress in all the regions of the Union of
Myanmar. All-round development projects in all sectors
including transport, health, education, social and
human resource fields are being implemented
region-wise in all the 24 development zones. The
border areas and national races development projects
have been laid down and are being implemented for
rapid advancement of the remote regions of the nation,
which lagged behind in development, and the national
brethren living there. Moreover, the five rural
development tasks have been laid down and are being
carried out to fundamentally and effectively
accelerate the momentum of the rural development
drive. Now, the people of the nation are beginning to
enjoy the fruits of the three major development
projects being launched by the government to raise the
living standard of the entire national races including
the workers, and cent-per-cent development of the
entire nation.

Esteemed workers,

On this auspicious occasion, I would like to urge the
blue collar and white collar workers to take part in
the drive to build a peaceful, modern and developed
nation together with the entire national races in the
forefront with firm national resolve as all their
efforts to develop the production and services sectors
reflect promotion of the national interest.
