two families returned on
their own volition to Taung
Pyo Letwe Reception Centre
in Maungtaw Township, Rakhine
State at 8: 15 am on 17
December morning.
Officials at the reception
centre carried out review
and acceptance procedures
for them.
After completing security
checkup and immigration
procedures, national verification
cards were issued for two
men and four women above
10 years of age, and humanitarian
assistances were given
to them.

provided the returnees with

These returnees are from
West Myoma ward and Kyaut
Chaung village, and the respective
ward/village administrators
accepted them at 1:30

"CHAIRPERSON of the Border Area
and National Races Development
Affairs Central Committee State Counsellor
Daw Aung San Suu Kyi yesterday
attended the opening ceremony of a solar
power plant in Manaung, Rakhine State
and met with local people.
The State Counsellor and her entourage
left Nay Pyi Taw for Thandwe by special
flight, and then they flew to Manaung
by helicopter to attend the ceremony.
(Her opening address at the ceremony
is covered on Page-5)
The power plant with Solar PV and
Energy Storage System (ESS) and a Diesel
Hybrid System is part of corporate
social responsibility efforts of POSCO
International Corporation’s Shwe Natural
Gas Project, and Phase-1 of the plant was
implemented at a cost of US$2.5 million.
With 1,411 solar panels, 720 batteries,
and a two-hour energy storage system,
the project will produce 0.5 MW of power
and supply electricity to 1,435 households
in five wards of Manaung and three nearby
villages.
Phase-2 of the project will be carried
out with the assistance of the Korea International
Cooperation Agency..."

"CONSTRUCTION of a
new bridge over the
Kinchaung Creek in
Kyaukphyu Township,
Rakhine State began
on 1 June 2017 and is scheduled
to be completed in April
2020, according to an official
from the Special Construction
Group – 8 of the Department
of Bridge under the Ministry
of Construction. The 1,256-ft
long Kinchaung Bridge on the
Yangon-Kyaukphyu Road is being
built with K 6,730 million (
around € 5 million) interest-free
loan from Austria.
Construction of the bridge
is expected to take two years
and three months to finish
and withstand up to 75 tons
of weight, the official who is
tasked with supervising the
bridge construction project
said. The bridge is being constructed
mostly from reinforced
concrete and has a 3 ft.
long pedestrian walkway on
each side. Once completed, it
can easily connect the Kyaukphyu-
Laytaung-Taungup-Sitway
Road and residents from
nearby areas will be able use
the new structure in all seasons
with greater ease, thereby
contributing to socioeconomic
development of the area. The
facility will also directly link
the Yangon-Sitway Road with
Laytaung from one side and
Kyauk Chaung from another
side, he added.
Upon completion of the
bridge, marine products from
nearby areas can easily be
transported to other regions
and states via land routes, providing
better road transportation
for locals. In addition, the
bridge is expected to promote
development of the area, facilitate
swift flow of goods, and
reduce transportation charges.
“If the construction of the
bridge is finished as scheduled,
we will be able to easily transport
fishery products from our
region to major cities without
any delays. We once relied on
motor boats for transportation,”
said a resident. The bridge will
be vital to link Rakhine State
with other regions and will
contribute to the development
of Kyaukphyu Township. Road
transport will no longer be a
headache for local people who
once experienced travel delays
and access barriers to other
areas..."

"On this auspicious occasion of the 45th Anniversary of Rakhine State Day, I
send this Message of Greetings to all ethnic brothers and sisters living in Rakhine
State to be blessed with prosperity and auspiciousness.
When the states and regions were designated and established in accordance
with the 1974 constitution, Rakhine state was one of the states which were established.
The 15th December, the date on which the referendum was started to
adopt the 1974 Constitution was designated as Rakhine State Day and from that
date onwards the Rakhine State Day has been celebrated every year up till the
present moment. Today marks the 45th anniversary of this day. Our Union Government has
been working strenuously for the
accomplishment of the following
three goals:
- Rule of law and the uplifting
of the people’s socio-economic
life;
- National reconciliation and
internal peace;
- And amendment of the Constitution
which is the foundation
stone for the establishment of
a Democratic Federal Union.
In this endeavour, we have been
putting in tremendous efforts for
greater effectiveness by aligning
the MSDP – Myanmar Sustainable
Development Plan 2018 – 2030 with
the global SDG’s – Sustainable Development
Goals by adopting goals,
strategies and programmes..."

"THE International Court of Justice
(ICJ) held the third day of oral hearings
on the application submitted by The
Gambia. State Counsellor Daw Aung San
Suu Kyi, in her capacity as the Union
Minister for Foreign Affairs appeared
as Agent for Myanmar and delivered the
closing oral presentation in the afternoon
on 12 December 2019 at The Hague, the
Netherlands. The Gambia presented
its second round of oral presentations
earlier in the day.
Daw Aung San Suu Kyi, on behalf
of Myanmar, requested the Court to remove
the case from its List; or in the
alternative to reject the request for the
indication of provisional measures submitted
by The Gambia.

At the oral hearings, the counsels
and advocates for Myanmar responded
to the arguments presented by The
Gambia in the morning session. Dr.
Christopher Staker responded to the
points made by counsel for The Gambia
in relation to issues of prima facie jurisdiction
and prima facie standing, and
the form of the provisional measures
requested. Professor William Schabas
responded to the remarks made by The
Gambia’s counsel about the United Nations
Fact-Finding Mission and further
argued on the issue of the lack of a plausible

advocates for Myanmar with her closing

"MYANMAR citizens are coming out in mass rallies in
support of State Counsellor Daw Aung San Suu Kyi,
who is defending the case filed by the Gambia at the
Hague, the Netherlands.
Like the State Counsellor, the people of Myanmar know the
genuine situation on the ground in Rakhine.
The Myanmar Government has said repeatedly that it will
show “no tolerance” for human rights abuses committed in Rakhine
state and will prosecute the military, if war crimes are found
to have been committed there.
We will not shirk our responsibility to take care of the rights
and security of all those whom we must protect.
The government of Myanmar is also fully committed to voluntary,
safe, and dignified repatriation of displaced persons from
Rakhine under the framework agreement signed with Bangladesh
and the trilateral agreement signed with the UNHCR and UNDP.
Meanwhile, with constructive contribution from ASEAN, the
ASEAN Secretariat and the
AHA Centre, the government
is making efforts for creating
a conducive environment to
which the displaced people
can return in peace, voluntarily
and safely.
Myanmar’s intention is
to continue its work with the
help of friends who approach
the problems in Rakhine in a
practical and balanced way.
Hence, the State Counsellor
said at the Hague: “Can
there be genocidal intent on
the part of a state that actively
investigates, prosecutes,
and punishes soldiers and
officers who are accused of
wrongdoing?”
Myanmar’s greatest
challenge is to address the
roots of distrust and fear,
and prejudice and hate that
undermine the foundations
of our Union..."

Committee in producing its
report for peace, stability and
security of the State.
Rakhine State Chief Minister
U Nyi Pu briefed on his
government’s works in providing
humanitarian assistance
to IDPs and measures to end
ongoing problems in the State.
At the ceremony, Chairman
U Aye Tha Aung handed over
K12,734,400 to purchase twoweek
rice ration for 3,032 IDPs
from 802 families.

Dr Win Myat Aye explained the
resettlement programmes and
the National Strategy for the

relevant ministries are trying to
emerge a suitable State Constitution
that is required for rule
of laws, socioeconomic development
national reconciliation
and internal peace, and a federal
democratic union as socioeconomic
development is interrelated

of the country.
He talked about the ministry’s
works in developing human
resources that can support socioeconomic
development of the
country in accordance with the
sustainable development plan of
the country.
The Union Minister remarked
that the armed conflicts
have left many internally
displaced persons at the IDP
camps in Kachin, Shan, Kayin
and Rakhine states, and the prolonged
existence of these camps
would hinder development of the
country.
He said the National Strategy
for the Closure of IDP camps
must be implemented in cooperation
with civil societies, INGOs,
UN agencies and social organizations.
The strategy was adopted
in 2018, and the monthly cash
assistance is being given to the
internally displaced persons,
with the total amount of over K
1.8 billion up to date.
The Ministry of Social Welfare,
Relief and Resettlement
is taking up resettlement and
socioeconomic development
committee out of the four work
committees for peace and development

"ON 14 November 2019, the Third
Committee (Social, Humanitarian
and Cultural Committee) of
the 74th UN General Assembly
took action on five country-specific
resolutions against Myanmar,
DPRK, Iran, Crimea (Ukraine)
and Syria.
Myanmar delegation called
for the vote regarding the resolution
on Myanmar and voted
against the politically motivated
resolution co-sponsored by OIC
and EU.
The Permanent Representative
made a general statement
before the action was taken and
responded to the outcome after
the voting.
In his general statement,
the Permanent Representative
pointed out that the draft resolution
grossly mischaracterized
the complex issue of Rakhine.
He stated that the situation in
Rakhine State is neither an issue
of religious persecution nor an
issue of driving a community out
of the country. It is a complicated
political and economic issue involving
cross-border migration,
poverty, lack of the rule of law
and security. He further pointed
out that the resolution is just another
statement that attempts to
demonize Myanmar and neglects
the monumental task that the
Government of Myanmar is carrying
out to address the issue.
After the voting, the Permanent
Representative responded
that the results of the voting
reflected the divisive nature of
country-specific resolutions. Myanmar
learned a lesson, again,
how some member states use the
power of bloc voting to exert pressures
on other member countries
for their political agenda. The
adoption of the discriminatory
draft resolution demonstrates the
failure to uphold the principle of
sovereign equality of nations, undermining
impartiality and fairness,
and application of double
standards and exceptionalism
and selectivity in addressing the
humanitarian and human rights
issues. Moreover, he strongly rejects
the dubious, ill-intentioned,
selective and politically motivated
resolution..."

"JUST over a week ago,
the Union Enterprise
for Humanitarian
Assistance, Resettlement
and Development in
Rakhine (UEHRD) commemorated
the second anniversary of
their founding in Nay Pyi Taw.
The State Counsellor delivered
a heartfelt speech at the
event, which was wholeheartedly
attended by relevant officials,
ambassadors, civil society
organizations and members of
the UEHRD as well. Rakhine
youths provided entertainment
with traditional dances and performances
and a video on the
progression of education in the
state was played.
The journey from
two years ago
While I was attending the
anniversary of the UEHRD,
my mind floated back to two
years ago when it was first established.
I was thinking of the
thoughts and conceptions at
that time and also comparing
it with the one year anniversary
from the previous year.
The UEHRD was established by
State Counsellor Daw Aung San
Suu Kyi and she leads it as well.
UEHRD was founded to
respond to the various conflicts
spawned by the attacks
from ARSA on 25 August, 2017.
The State was able to lead the
private sector to participate.
Businesses from Myanmar donated
to the UEHRD to fund its
efforts. They took oaths. The
State Counsellor took the position
of Chairperson and formed
it with the two remaining people.
A meeting was held at UMFCCI
to gather the participation
of businesspersons and different
task forces were formed and
delegated specific tasks so that
they may be performed more
effectively..."

"DURING the ARSA terrorist attacks in 2017 in
Rakhine State, local people fled their homes, and
since then there have also been people who sought
shelter in the homes of their closest relatives, but
did not flee to the neighbouring country. Work has been ongoing
to try and resettle these people.
The Committee for Accepting and Resettling Returnees,
along with a working committee, was formed in July 2018 to
carry out resettlement and socioeconomic development in
the state after the 2017 ARSA terrorist attacks. They have
conducted many works in the field to collect true information,
as part of the efforts in effectively assisting the various
processes.
The committee is currently
involved in realistic measures
to assist those displaced
people who are sheltering at
their relatives’ homes, as they
seek to resettle the original
villagers.
As an initial step, two villages
in Maungtaw Township
would be given priority under
this project.
This reflects Myanmar’s
commitment that it will not
shirk its responsibilities to take
care of the rights and security
of all those whom it must
protect.
It is our responsibility to
ensure an environment which
is conducive for the safe, voluntary
and dignified return of
displaced people.
In fact, the issue of Rakhine
is a most complex one,
which is why the UN and its
agencies, which have been
present in the region for ten
times longer than the present
Government has been in office,
must have some idea of the
extent of the complexities of
the problem.
The Government of Myanmar
remains fully committed to take back verified returnees,
based on the bilateral agreement signed with Bangladesh and
the trilateral agreement signed with the UNHCR and UNDP..."

He said as his ministry handles
resettlement and socioeconomic
development in the region,
they formed the Committee for

The Union Minister said the
State Counsellor mentioned the

"On the issue of Rakhine, the ASEAN
Chair stressed that ASEAN needs to continue
its support to Myanmar in addressing
the complex issue. He added that
the role of ASEAN should be enhanced
through the work of the Secretary-General
of ASEAN by cooperating with friends
with whom Myanmar is comfortable with
in working on the specific areas such as
capacity building and sustainable development
projects beneficial to local
communities so as to create a conducive
environment for the repatriation. He also
expressed his support to the proposal to
establish Ad Hoc Support Team of the
ASEAN Secretariat to support the Secretary-
General of ASEAN in implementing
the recommendations of the Preliminary
Needs Assessment.
The State Counsellor stated that
Myanmar understands very much the
concern of the ASEAN friends with regard
to the situation in Rakhine State.
She stressed that Myanmar has always
worked very closely with the ASEAN
Secretariat, and is very much ready to
further cooperate with them, The 7 prioritized
projects identified at the Second
Technical Working Group (TWG)
Meeting will be implemented as soon
as possible. She added that Myanmar
agrees with the Secretary-General of
ASEAN to form a team to work on the
early implementation of the prioritized
projects. She emphasized that Myanmar
has always worked closely with friends
who have been consistent in supporting
Myanmar to create a situation which will
provide enduring security for all there,
and hoped that they will continue to help
Myanmar in creating a situation to which
the displaced persons can return in safety
and dignity.
At the end of the ASEAN Summit,
Chairman’s Statement of the 35th ASEAN
Summit was issued in which the ASEAN
Leaders welcomed the outcomes of the
2nd Technical Working Group Meeting
held on 29 October 2019 in Nay Pyi Taw
and the identification at that Meeting of
the prioritized projects to implement the
recommendations of the Preliminary
Needs Assessment on enhancing capacity
of Reception and Transit Centres,
strengthening of information dissemination
and support to the provision of basic
services in Rakhine State as the first

Representative expressed the
Government’s appreciation to
the Special Envoy for her impartiality
and constructive engagement
with Myanmar in
discharging her mandate. He
highlighted the development in

State (CSPSRS) held
a coordination meeting for
the compilation of its final report

The secretary of the committee

version of the report will be
compiled as the second draft
report,” U Aye Tha Aung said.
The second draft report
will be discussed and edited
in the next meeting to finalize
the third draft report, which
will then be signed by the
committee’s members and
submitted as the final report,
the chairman said.
Afterwards, U Tin Myint,
the secretary of the committee,
explained the draft report
with the help of a projector.

"Our expectation was intended
for the long term development
of the Union. If the ongoing
problems of Rakhine State could
be solved with the collaborative
efforts of the people, the result
would be a very valuable heritage
for posterity.
What kind of heritage would
it be? It is self-confidence. Collaborative
strength could encounter
and overcome these challenges
although Myanmar has not yet
become a wealthy or powerful
country. This self-confidence
needed to be relayed to posterity.
If this confidence and
strength could be relayed to
them, Myanmar could surely
overcome any challenge.
A female writer wrote that a
good history of a country is the
strength for next generations.
She also remarked that reviewing
the history could help it find
ways for the future, and bring
out courage.
She added that she wished
to repeat again and again that
the works of UEHRD were intended
for the whole Union, not
only for Rakhine State. Problem-
solving strength in youths
needed to be developed. Therefore
the contribution of young
people across the country has
truly supported UEHRD. They
were participating in UEHRD
actively. They seem to be more
flexible than older persons.

much aware of the scope of the
challenges lying ahead of Myanmar.
We also know that time is
the most crucial aspect and to
give time means to provide an
opportunity to face challenges and
deal with them. There will always
be events that make headlines and
the context that simply stays in

due to the Rakhine issue other serious
issues may not be as visible
and do not capture world attention
as much. In my opinion, however,
one could take care of human
rights in parallel in your country
and at the same time focus on
the development on needed infrastructure
everywhere. I will give

lack of road network in Myanmar.
Once a Myanmar businessman
showed me a part of Myanmar
on the map where there are no
roads. Moreover, he pointed out
that when roads are built there,
the development of transportation,

better lives of local people will

"AA group stopped a Shwepyithit
express bus near mile-post
127 of MraukU-Sittway road in
Rakhine State MraukU Township
and abducted 19 Fire Department
personnel and 12

morning of 11 October.
The express bus 6J/xxxx
carrying 31 passengers, 19 Rakhine
State Fire Department
personnel and 12 civilians, was
driven by U Nyi Nyi Hein of
Mandalay Region Chanmyathazi
Township’s Aungpinle Ward
together with assistant U Ko
Oo and bus attendant U Myint
Soe @ Yamin Soe. The express
bus left Mandalay for Sittway
on the afternoon of 10 October
and on reaching mile-post 127
at about 9:50 am on 11 October
it stopped for a man in civilian
cloth at the roadside who
was signaling the bus to stop.
Once the bus stopped about
18 armed men from AA group
in sportswear emerged from
the forest and abducted the 31
passengers into the forest. As
the driver, driver assistant and
bus attendant were released
with the express bus, the bus
arrived in Sittway later.
AA group was conducting
acts of disrupting peace and
rule of law as well as abducting
public servants and innocent
civilians, according to news
released by Myanmar Police
Force..."

"I HAVE made frequent trips
to Rakhine since 2016. I
traveled there as part of
the Maungtaw Investigation
Commission led by Vice President
U Myint Swe after the conflicts
that occurred in Maungtaw Region
in 2016. I have also visited
the region for socioeconomic research
programmes during my
tenure at the Institute of Economics.
I collected information
at various villages and collaborated
with the pearl and fishery
associations as well. Then when
the UEHRD was formed in 2017,
I made more visits as its Chief
Coordinator and also as part of
the Independent Investigation
Commission. Personally, I have
also visited Sittway and MraukU
with my family.
Meeting with businesses in
Sittway
This was different from past
visits as I was meeting with private
businesses in Sittway. I had
recently been acquainted with U
Soe Paing, Chairman of a public
company in Rakhine, during an
investment forum in Bangkok.
Now, as I was both a researcher
and lecturer on public
companies, one established in
Rakhine State intrigued me. I
had gotten in contact with U Soe
Paing last month and arranged
for a seminar in Sittway. We chose
a date I was available but U Soe
Paing had to go abroad that day
so my assistance, Ko Lu Aye, had
to organize everything with the
officials.
Joining me in that seminar
were UMFCCI Secretary-General
U Aung Kyi Soe, the leader of
Rakhine Ethnic Myanmar Innovators
Association U Tun Tun Naing,
and U Zaw Min Thein, founder of
the Rakhine State football team.
We notified State Chief Minister
U Nyi Pu of the meeting and seminar
as well.
Exchanging perspectives
I flew to Sittway in the early
morning to get more time. Ko Lu
Aye was waiting for me at the
airport with the Chairman of the
Rakhine Chambers of Commerce,
the Chairman of the Rakhine Ethnic
Entrepreneurs Association
and other officials.
We went to the SS Restaurant
near the beach and had Rakhine
mont-di (rice vermicelli mixed
with thin soup). I quite enjoyed
the mont-di as it was very delicious
as well. We held our meeting
at the restaurant after we finished
our meal.
We explained the motive behind
our visit and urged them to
honestly put up the actual facts.
The attendees were experienced
business people consisting of individual
company owners, conglomerates
and public companies who
have practical experience.
We listened to them and exchanged
opinions. We had the opportunity
to learn what the actual
people in the field were facing. I
was happy with their honesty and
trust..."

and cash from five houses in two
villages of Yathedaung Township
and shot dead two cows on
the morning of 6 October.
On the morning of 6 October
seven armed men speaking
Rakhine language and in
civilian clothing fired shots into
the air and entered Yathedaung
Township Sinkondaing village.
They robbed 12.247 gm of gold
from Abdu Khoran, K 800,000
from Abdu Zabor and a tical
(16.3293 gm) of gold and K
300,000 from Ma Sajida. Similarly
in Luntaung village, they
robbed a tical (16.3293 gm) of
gold and K 500,000 from Mabia
Khatu and 4 ticals (65.3172 gm)
of gold from Majida after breaking
into the houses. A total of
6 ticals and 12.247 gm of gold
and K 1,600,000 were robbed. In
addition to this two cows owned
by Ma Sachida of Sinkondaing
village were shot and killed by
the armed men. A case has been
opened at Zedipyin Police Station,
according to the news from

males and 6 females from a
single household), from Rakhine
who were in Cox’s Bazaar
in Bangladesh returned of
their own volition. They were
verified and received at Nga
Khu Ya Reception Centre in
Maungtaw Township, Rakhine
State on 2 October 2019. In
accordance with the existing
immigration regulations, the
responsible officials of the Ministry
of Labour, Immigration
and Population issued the National
Verification Cards (NVC)
to 4 individuals who are over
10 years of age. Similarly, a total of 27 displaced
persons (16 males and
11 females from 14 households)
also returned voluntarily to
Myanmar on 25 September
2019 and they were verified
and received by the responsible
officials. Out of those returnees,
20 persons (12 men
and 8 women), who are over
10 years of age, were issued
the National Verification Cards
by the immigration officials.
In addition, on 30 September
2019, a total of 15 displaced persons
(9 males and 6 females)
from 5 households returned
voluntarily to Myanmar. They
were also verified and received
by the responsible officials at
Nga Khu Ya Reception Centre.
Among those returnees,
12 persons (7 males and 5 females)
who are over 10 years
of age received the National

was developed to collect
information for adopting development

harmony in Rakhine State.
The joint assessment plan
was submitted to the Protocol
and Ethical Board of the ministry
in January 2017 by forming
a technical team to be able to
implement it in accordance with
research ethics and principles
and avoid sensitive issues, with
seeking recommendations from
Rakhine State government and
the relevant departments.
The survey for Rakhine
Joint Assessment began after
holding a workshop in Nay Pyi
Taw in May 2017. However, the
survey works were postponed
due to the conflcts in August
2017, and resumed in Kyauktaw,
Mrauk-U and Minbya townships
in July and August 2018.
The Union Minister also disclosed
the findings have indicated
that underdevelopment was
the main reason of the problems;
access to food, nutrition, education
and healthcare services is
not too much different among
different communities; availability
of hygiene water is still a
grave problem in most of the
villages; lower education level
and lesser employment opportunities
are the underlying causes
for temporary jobs..."

Agreement.
Union Attorney-General U
Tun Tun Oo, in his capacity as
the vice chairman of the NRPC,
extended his greetings saying
that the meeting was a significant
event for the peace making
process, and that discussions had
been made during the previous
occasions in Kengtung for the
future ceasefire plan.
During that meeting, both
sides thoroughly discussed to
stop recent armed conflicts. As
a result, the attacks had significantly
become fewer along
the Union Road despite small
remaining clashes in some areas.
The three northern ethnic
armed groups made a ceasefire
announcement as proposed by
the government. This situation
was recognized as a progress in
the ongoing ceasefire attempts.
Both sides need to maintain this
momentum.
The government discussed
the draft proposal of the northern
four ethnic armed groups
to sign the bilateral ceasefire
agreement. Although there were
no notable controversies, there
were still pending issues on monitoring
processes. He was hopeful
that this agreement would
be signed after both sides had
reached agreement..."

Pyi Taw yesterday afternoon.
Director-General U Zaw
Htay said to media that the government
discussed with Karen
National Union at the National
Reconciliation and Peace
Centre (NRPC) in Yangon on 7
September. The next discussion
was made with 10 signatories, including
KNU, in the Nationwide
Ceasefire Agreement. The discussion
included the concerns
of Ethnic Armed Organizations
(EAO) about the suspension of
peace talks.
There are four processes
in way forward for peace process.
The peace commission
explained it ahead of Peace
Process Steering Team (PPST)
meeting in Chiang Mai, Thailand.
The PPST meeting made
decisions to meet with the government.
The meeting formed
the groups for discussions. The
follow-up meetings could make
some recommendations. The attitude
of EAO was quite optimistic
on these recommendations.
They presented their expectations
in details. Preparations
were thoroughly made for this
achievement..."

"A DELEGATION of Heads of
Missions and senior diplomats
from the embassies of the nine
ASEAN member states; China,
India and Bangladesh as well as
the representatives from UNDP
and UNHCR, visited Rakhine
State from 10 to 11 September
2019. On 10 September, they met
with men and women returnees
of the Hindu community; and
on 11 September they met with
10 members representing the
Muslim families who had also returned
of their own volition. The
delegation was accompanied by U
Khin Maung Tin, Deputy Minister
of the Ministry of the Office of the
State Counsellor.
The delegation met with
the 11 returnees from the Hindu
community and was able to engage
in a discussion in an open,
free and frank atmosphere. The
returnees responded to the queries
raised by the members of
the delegation. They recounted
on the loss of lives and property
and how they were forced to flee
to Bangladesh due to the attacks
by ARSA in August 2017 and how
they were repatriated back to Rakhine
with the help of a Hindu
religious leader from Rakhine
State and the Indian government.
Following their return to Rakhine,
they continued to be threatened
by ARSA and therefore lived under
the protection of the security
personnel. They had felt safe and
secure under their protection, but
now wish to return to Maungdaw
to lead normal lives and be able
to earn their own living. They also
mentioned about the NVC cards.
The government officials
accompanying the delegation
also told the returnees about the
readiness of the purpose-built
houses for their resettlement
and livelihood. They were also
informed that they would be able
to move back to Maungdaw to
pursue a normal life soon. The
government is also coordinating
with the international entities to
create sustainable livelihood opportunities.
The delegation also met with
ten members from the Muslim
community who returned of their
own volition and was told of the
hardships and intimidation during
their short stay in the camps. Because
of these atrocities, threats,
killings, food shortages, schooling
and healthcare difficulties
for their families they decided to
return on their own accord and
arrangements. On arrival back
in Rakhine, the Myanmar immigration
authorities ascertained
that they were former residents
and that they have no links with
any terrorist groups. They also
related how those remaining
in the camps continue living in
fear and threat from ARSA, that
there have been threats via the
internet and social media. And
even though they want to return
to their place of origin they are
afraid of the threat from ARSA.
And even though their relatives
and friends wanted to return, they
dared not, because the situation
in the camps was fraught with
danger including constant threats
from ARSA. The NVC cards and
the creation of livelihood opportunities
were further discussed.
The Rakhine State Minister
for Security and Border Affairs
said that 6 more people out of
20,000 who have listed to return
under the agreement between
the two countries, arrived back at
the Taung Pyo Let Wei reception
centre on the morning of 11 September.
Temporary relief, welfare
and accommodation assistance,
and arrangements for them to be
resettled in their original places or
nearest to it are being organized.
Deputy Minister U Khin
Maung Tin thanked the members
of the delegation for their participation
and requested continued
assistance, support and cooperation
from ASEAN member states,
the neighbouring countries and
relevant UN agencies in the
implementation of the bilateral
agreement on the repatriation of
displaced persons.
Myanmar is also appreciative
of the assistance from Japan.
Mr Ichiro Maruyama, Japanese
Ambassador to Myanmar visited
Maungdaw, Buthitaung in Rakhine
State late last month, to find
out, first hand, the situation on
the ground for the returnees. The
Japanese Ambassador was able
to conduct a face to face interview
with 12 Hindu returnees.
Following his visit, the ambassador
said the embassy will
identify types and nature of assistance
required in order to
determine the needs and also to
provide advice to the Myanmar
government and coordinate efforts
with related UN agencies.
According to a first hand observation
made by a member of
the delegation, people in Maungdaw
and Buthitaung were going
about their daily business freely..."

"TWO bodies of men reportedly
killed by AA armed group
were found in the market of
Middle Ward in Kamhtaunggyi

to receive displaced persons

On 21 August, the Union

held a meeting with Rakhine
State authorities in Sittway, Rakhine
State on the repatriation and
resettlement of displaced people.
The meeting was also attended
by Rakhine State Chief
Minister U Nyi Pu, members of
the Rakhine State Cabinet, and
departmental officials.
At the meeting, Union Minister
Dr Win Myat Aye said Myanmar
has made preparations to
keep everything in readiness for
repatriation, in accordance with
the agreement with Bangladesh.
He said the ASEAN Coordinating
Centre for Humanitarian
Assistance on disaster management
(AHA Centre) and the
ASEAN-Emergency Response
and Assessment Team (ASEAN-
ERAT) have promised to
cooperate in promoting capacity
building at the Reception centres
and Hla Pho Khaung Transit Centre,
for disseminating information,
and providing basic services

regarding the UNHCR’s
request to access the resettlement
sites of 3,450 verified
displaced persons who will
be expected to repatriate to
Myanmar on 22 August 2019
in accordance with the bilateral
agreements between Myanmar
and Bangladesh, and
areas of cooperation between
Myanmar and UNHCR.
The Director-General informed
the UNHCR’s Deputy
Representative that the
repatriation of 3,450 verified
displaced persons will be conducted
in accordance with
the bilateral agreements between
Myanmar and Bangladesh
and the MoU signed between
Myanmar and UNDP/
UNHCR. The UNHCR could
propose related assistance to
provide for the resettlement
of the returnees on their return
to Myanmar. Myanmar
will also inform the UNHCR
should it have any need for
assistance in its efforts to resettlement.
The Government
of Myanmar has provided
relevant information of the
resettlement and sites to the
Bangladesh Government, in
accordance with the bilateral
agreements. If Bangladesh
needs any further information,
Myanmar stands ready
to cooperate with Bangladesh
constructively. Recently, a
delegation of Myanmar led
by the Permanent Secretary
of Ministry of Foreign Affairs,
together with the members
of an Association of Southeast
Asian Nations’ (ASEAN)
emergency response team,
visited displaced persons’
camps in Bangladesh’s Cox’s
Bazar to explain the way forward
for their repatriation.

"AA, TNLA and MNDAA
armed groups were blowing
up bridges in Nawnghkio,
Hsenwi and Kunlong townships
in northern Shan State,
and approaching Kutkai to
attack the town with heavy
weapons from afar. But they
fled with heavy losses when
the Tatmadaw columns repulsed
them, according to
the information released by
the Office of the Commander-
in-Chief of Defence Services.
AA, TNLA and MNDAA
armed groups blew up the
50-foot long and 25-foot wide
reinforced concrete bridge at
the entrance of Nartee village
at 31st-mile on Lashio- Hsenwi-
Kunlong Union Highway
at about 5 pm on 17 August.
The bridge was damaged and
transport cutoff.
At about 10 am yesterday,
about 150 members of
the armed groups approached
Kutkai from three places from
the south-west of the town
to fire heavy weapons on the
town. When the Tatmadaw
columns attacked them they
retreated with heavy losses.
There were four engagements
between Tatmadaw
columns that were taking
security measures and the
groups in the surrounding
areas of Lashio-Kutkai-Nanphatkha-
Muse and Hsenwi-
Kunlong Union highways.
At about 5.30 am on 15 August,
AA, TNLA and MNDAA
armed groups fired small
arms and heavy weapons at
Defence Services Technological
Academy in PyinOoLwin,
PyinOoLwin tollgate towards
Nawnghkio, Gote Twin police
station in Nawnghkio Township,
Shan State (North),
Nawnghkio tollgate towards
Kyaukme, narcotics inspection
gate, local battalion headquarters,
killing two innocent
civilians and three policemen
and injuring 13 innocent civilians
and two policemen.
During the incident, 17
small arms, six magazines,
1,312 rounds of cartridges,
one drug finder, one chemical
tester, four walkie talkies
were lost, three cars were
burnt down and the floor of
the Gote Twin bridge was
damaged and transport halted..."

armed groups fired three rocket
propelled grenades (RPGs)
on a battalion headquarter in
Kyaukme, Shan State North
and retreated to the west after

The group also mined the
reinforced concrete bridge
(Byone Taung) on Namt
Slup-Kunlong Road and the
reinforced concrete Mantonsun
Bridge on Hsenwi-Namt
Slup Road around 3:30 am and
4:30 am cutting off the road
communication.
Tatmadaw columns conducting
security operations
around Kutkai-Namtpatkha-
Muse region also encountered
with armed groups until
yesterday morning.
Later in the afternoon,
about 200 armed personnel approached
from Kone Sar side
northeast of Lashio to attack
the town but were engaged but
Tatmadaw columns forcing the
armed group to retreat with
heavy casualties.
Tatmadaw columns conducting
security operations
along Lashio-Hsenwi-Kutkhai
(105) miles Union Road
also came into contact with
armed groups and had about
ten armed engagements.
Security personnel near
Namt On Village fired on a motorcycle
with two suspicious
persons who were driving toward
Namtpatkha from Muse
and captured a TNLA armed
personnel with a RPG.
Around 9:30 am, armed
groups fired on Tane Phyu
Petrol Station near Pan Hat
Village north of Lashio and
houses in Lashio Town Ward
12 with heavy arms, leaving
the petrol station burn down
and some houses in Ward 12
were damaged.
In addition, a vehicle from
a local philanthropic association
from Lashio was attacked
with heavy arms by the armed
groups and a person was killed
in the attack.
Tatmadaw was conducting
mine clearance operation
around Gote Twin Bridge sabotaged
by AA/TNLA/MNDAA
armed groups and found 33
Improvised Explosive Devices
(IEDs) with 0.53 tons of C-4
explosives, 160 TNT blocks (80
lbs), 222 detonators, one RPG
grenade, two hand grenades,
one 40 mm round and two ENERGA

"NINE members of the United
League of Arakan ULA/AA are
facing criminal charges for violating
Sections 50 (j) and 52 (a) of
The Counter-Terrorism Law for
establishing ULA/AA groups and
providing support to said group
engaged in acts threatening the
rule of law, according to Myanmar
Police Force.
The suspects include the
former leader of the Singapore-
based ULA/AA group, Aung
Myat Kyaw (a) Tun Aung Naing,
and were deported by the Singaporean
Ministry of Home Affairs
on 10 July for organizing a 10th
Anniversary event for the ULA/
AA on 7 April without acquiring
permission from relevant authorities.
In addition, they also
persuaded Rakhine workers in
Singapore to donate money for
the AA group. Myanmar police
arrested the deported Aung Myat
Kyaw and related members on 12
July for interrogation.
According to MPF, the Singapore-
based ULA/AA group was
established in 2015 and Aung
Myat Kyaw, who is also the younger
brother of AA leader Tun Myat
Naing, joined the group a year later
together with three other men
identified as Tun Aye, Than Htun
Naing and Soe Soe . Their group
collected funds for the ULA/AA
headquarters, purchased drone
cameras, computers and other
technology from Singapore and
delivered them to AA family members
and supporters in monasteries
of MraukU, Kyauktaw, Ponnagyun
and Minbya townships.
Aung Myat Kyaw also opened
the website ulanews.com to assist
ULA/AA and formed a WhatsApp
group named Blooded Brother
and a Viber group named ULA/
AA World to provide news in real
time. Their group also persuaded
and recruited people to join AA
and sent them to the AA headquarters
in Laiza. They began
gathering Rakhine workers in
Singapore on April 2017 and held
anniversaries for the formation of
the ULA/AA and events concerning
the supposed fall of Rakhine
sovereignty. Tun Myat Naing
would also deliver live speeches
via Skype at these events. One of
the events in 2017 was attended by
the leader of the Thai-based ULA/
AA group Aye Tun (a) Tun Min
Naing, Kyaw Han from the AA
group, and a few Rakhine writers
from Myanmar who proceeded
to organize and gather support
for the group there. They also
ridiculed the Union government
and Tatmadaw of Myanmar in
certain performances. In addition,
the Arakan Association Singapore
(AASG) was established
in 2011 and appointed Hein Zaw
as its Chairman and Aye Myat
Mon as Vice-Chairman earlier
in April this year in a 17-member
group. They persuaded Rakhine
workers in Singapore to donate to
the ULA/AA. For these reasons,
Aung Myat Kyaw and eight other
related suspects have been sued
at the Yangon Western District
Court. Police are continuing investigations
for additional co-conspirators..."

"DEPUTY MINISTER for Construction
U Kyaw Linn and
Rakhine State government’s
Transport Minister U Aung
Kyaw Zan inspected the camps
for the returnee families in
Maungtaw district on 11 August.
They first visited Ohhtane
camp where the construction of
houses has fully completed. The
deputy minister asked to continue
the remaining works on
building roads inside the camp.
A total of 122 houses— 72
units by UEHRD and 50 units
by Japan— have been set up
together with one unit of community
centre for the displaced
local ethnic people.
The deputy minister and
party then proceeded to Kyeinchaungtaung
camp, and
looked into constructions of
the houses and the entrance
road to the camp. A total of 211
houses— 100 units by UEHRD,
60 units by India and 51 units
by Japan— and a community
centre are ready to reaccept
the refugees.
As the deputy minister and
party arrived at the Hla Pho
Khaung transit centre, the supervising
officer of the facility
presented about the construction
of new buildings and the
reconstruction of buildings
damaged by strong winds this
year. They also looked into the
plans for feeding and healthcare
services for the refugees at the
camp with 623 buildings for 8
households each.
The Hla Pho Khaung transit
centre has a total of 1,090
assemble board houses which
were donated by China. Among
them, 90 units have been erected
with concrete water tanks,
faucets, toilets and septic tanks.
Another 100 unites are ready for
installation, and the remaining
900 units will be set up depending
on the number of returnees.
The deputy minister and
party arrived at Shwezar camp
to inspect the houses donated
by India for the displaced Hindu
people at Thatkalbyin.
They also meet with officials
at the office of Maungtaw
District General Admiration Department,
and advised for collaborative
measures on resettlement
programmes..."

"BEFORE 2015, all the areas,
except from Buthidaung
and Maungtaw regions where
ARSA terrorist insurgents were
active, of Rakhine State were
peaceful and stable areas. Beginning
2015, AA group entered
Rakhine State, and peace and
stability in the northern parts
of the state started to deteriorate.
Since then the AA group
has been continuously attacking
police outposts stationed in the
regions for enforcing the rule of
law and community security, intimidating
or murdering village
administrators or forcing them
into leaving their job, and blowing
up mines to cut off communication
lines, mainly targeting
the administrative and security
machinery and the rule of law of
the Government.
On 26 July 2019 at 4.15 am,
AA group using a strong force attacked
the Nyaungchaung area
police station with heavy weapons
and small arms. A police
company led by a police major
of the police border guards was
posted at the police station to
shoulder the duty of ensuring
community peace, the rule of
law and area security at Nyaungchaung
Village in Buthidaung
Township. The police station
did not fall thanks to the police
members who valiantly defended
their station. However, the
AA group indiscriminately fired
shots at Muslim villages along
their retreating route. Three
Muslim women were wounded
and one house caught fire due
to the indiscriminate attack. The
three wounded Muslim women
were admitted at Buthidaung
People’s Hospital at 11.45 am
the same day, and the Tatmadaw
provided necessary assistance to
repair the house that caught fire.
The abovementioned event
is one of the most obvious instances
of AA attacks. Although
there are many instances of AA
group’s destructive acts against
the rule of law and community
peace, it is found that the UN,
NGOs and the media never give
faithful accounts of the events.
As regards the current situation
of Rakhine State, Ms. Ravina
Shamdasani, the spokesperson
of the United Nations High
Commissioner on Human Rights
(UNHCR), released a Press
Briefing Note “Myanmar Military
Target Civilians in Deadly
Helicopter Attack, UN Rights
Office issues War Crimes Warning”
on the news website of the
UN on 5 April 2019.What the Note
stated was that again the Myanmar
Tatmadaw was committing
an offense that might amount to
war crimes against the civilians
at the time when the international
community was pressing
forward with demands for
accountability of the Myanmar
Tatmadaw for its past crimes;
and that the consequences of
impunity would continue to be
deadly.
The Note also condemned
the armed clashes between the
Myanmar Tatmadaw and the AA
group in Rakhine State; that civilians
including native Rakhine,
Chin, Mro and Daingnet people
of Rakhine and Chin states and
people of Muslim community lost
their homes, property and cultural
heritage due to the armed
conflicts; that at least seven Muslims
were killed and another 18
wounded when two Tatmadaw
helicopter launched an aerial
strike against Phonnyoleik Village-
Tract in the southern part
of Buthidaung Township on 3
April 2019, that not long ago
many Muslims had to leave their
homes in the area; that according
to news of UNHCR Office,
about 4,000 Muslims of the villages
along Buthidaung-Yathedaung
road fled their homes during the
period from 25 to 31 March; that
it wanted to urge the Tatmadaw
and AA to hold a ceasefire; and
that early sending of humanitarian
aid to all the places in
northern Rakhine had become
a requirement.
A study of the Note revealed
that the Note constituted partiality,
and was baseless and a
compilation of wrong information
and analysis; and that the
Note was found to be a means
of a mere propaganda for generating
sympathy for the Muslims.
An official news release of what
really happened on 3 April was
issued on 4 April. The Tatmadaw
received information which
said that about 150 AA members
arrived at the surrounding areas
of Saidin Creek in the east
of Wakhotechaung Village on 3
April afternoon; and that they
were going to attack, threaten
and control Buthidaung Town
and the surrounding villages
including the Wakhotechaung
Village. The Tatmadaw acted
fast and struck first in crushing
them. Thanks to the quick
response of the Tatmadaw, the
AA members could not disturb
the town and villages. They could
only fire heavy weapons rounds
at a local battalion headquarters
near Phonnyoleik Village in
Buthidaung Township from afar
in the evening..."

"WE, the Union Enterprise for Humanitarian Assistance,
Resettlement and Development in Rakhine
(UEHRD), categorically reject the allegations in the
recent report (A/HRC/42/CRP.3 “The economic interests
of the Myanmar military”, 5 August 2019) released
by the Fact-Finding Mission (FFM). The report alleges
that UEHRD, its Task Forces and projects contributed
to “the commission of crimes under international law”
and “consolidated the consequences of war crimes,
crimes against humanity and acts of genocide.”
From its inception, UEHRD’s objectives were
to provide effective humanitarian aid, to coordinate
resettlement and rehabilitation efforts, and to promote
conflict resolution and durable peace for all communities
in Rakhine. We have never wavered in our
pursuit of humanitarian objectives and have worked
consistently to improve conditions on the ground
for the relief, dignified return, and resettlement of
conflict-affected communities and displaced persons.
The FFM paints a distorted picture of the UEHRD
which was established to address the complex issues
of Rakhine.
We shall continue to strive for viable, inclusive
and durable solutions that will enable communities
and inhabitants in Rakhine to live in peace, harmony
and dignity, and to realize a safe and vibrant future.

the ASEAN Intergovernmental
Commission on Human Rights
(AICHR), Meeting of the Southeast
Asia Nuclear Weapon-Free
Zone (SEANWFZ) Commission
and Working Dinner of the ASEAN
Foreign Ministers on 30th
July 2019. At the Working Dinner,
the Ministers also informally exchanged
views, among others,
on the implementation of the
Preliminary Needs Assessment
(PNA) report relating to Rakhine
State.
At the Working Dinner,
the Union Minister informed
the Meeting about the visit to
Cox’s Bazar of the Myanmar
High-Level delegation to share
the information on arrangements
made for prospective returnees,
steps taken to form a Technical
Working Group comprising of
officials from Myanmar, ASEAN
Secretariat and AHA Centre, to
implement the recommendations
made in the report of the
Preliminary Needs Assessment,
ongoing cooperation with
UNDP and UNHCR to create a
conducive environment for the
returnees and efforts made by
the Myanmar Government for
the repatriation. The ASEAN
Ministers agreed to the proposal
made by the Secretary-General
of ASEAN to set up an Ad Hoc
Unit to help with the implementation
of the recommendations
of the PNA Mission.
On 31st July, the Union Minister
paid a joint courtesy call on
Mr. Prayut Chan-o-cha, Prime
Minister of the Kingdom of Thailand,
together with other ASEAN
Foreign Ministers. Then, the Union
Minister attended Opening
Ceremony of the 52nd ASEAN
Foreign Ministers’ Meeting,
Plenary and Retreat Sessions
of the 52nd ASEAN Foreign Ministers’

Tin co-chaired the Meeting with

the evening, the Union Minister
attended Gala Dinner hosted by

Asia Division, Ministry of Foreign
Affairs of Bangladesh, Mr
Manjural Karim Khan Chowdhury,
Ambassador of Bangladesh
to the Republic of the Union of
Myanmar, Mr Md Abul Kalam,
Refugee Relief and Repatriation
Commissioner and responsible
officials.
Permanent Secretary
briefed the displaced persons on
the preparations for the repatriation,
including the construction
of buildings, repatriation process
at the Reception Centres and
Transit Centre, prevalence of law
and order, access to education
and health, citizenship in line
with the 1982 Citizenship Law,
benefits of NVC Card, creation
of job opportunities, and social
cohesion among various communities,
among others. ASEAN
ERAT Team members also explained
on the outcomes of the
Preliminary Needs Assessment
(PNA) conducted in Northern
Rakhine State and possible areas
of cooperation between Myanmar
and ASEAN to support the
repatriation process.
Permanent Secretary also
handed over Factsheets on repatriation
process, prepared in Myanmar
and English languages,
to Mr Md Abul Kalam, Refugee
Permanent Secretary of Ministry of Foreign Affairs, High level Myanmar Delegation
meet with representatives of displaced persons at Cox’s Bazar, Bangladesh
Relief and Repatriation Commissioner
for distribution among
the prospective returnees in the
camps. Furthermore, he circulated
among the displaced persons
who were present at the
meeting.
In the evening, Myanmar
Repatriation Task Force held a
meeting with Bangladesh counterparts
in order to address the
difficulties and challenges in the
verification process of displaced
persons, particularly the need to
comply with the agreed verification
form.
On 28 July 2019, Myanmar
delegation and ASEAN ERAT
Team revisited the Office of
Camp No 4 and met again with
the displaced persons from various
camps in Cox’s Bazar. They
discussed issues focusing on the
continued dialogue and engagement
between the Myanmar delegation
and ASEAN ERAT Team
with the prospective returnees,
citizenship, and the prevalence
of peace and stability upon their
return.
Permanent Secretary explicitly
explained that 1982 Citizenship
Law also contains the
eligibility of naturalized citizenship,
and the decision to return should be made by their own
volition without fear or favour..."

“When I studied the anniversary
events, I have noticed
a trick of the time. It seemed to
be some years ago the Ministry
of State Counsellor’s Office was
founded. But it was just three
year. It is not a long-time span.
I concluded that the ministry
functioned very well, and that
it was felt the time was very
long. It has been firmly rooted
to get a good foundation. This
was due to the efforts of all the
staff members at this ministry.
“The Ministry of State
Counsellor’s Office is largely
concerned with the national reconciliation
and peace-making
efforts. It is the most important
tasks of the ministry and the
country.
We performed our duties
by taking priority on national
reconciliation as the most fundamental
needs for our country
since we took office.
Therefore, I would like to
review the previous milestones
of the ministry.
After taking office in 2016,
our government unexpectedly
encountered Rakhine issue.
We formed the NRPC to focus
on peace-making efforts of the
country.
We have already understood
we needed to address
Rakhine crisis since it broke
out in 2012..."

participated at the Ministerial
Meeting of the Coordination Bureau of the Non-Aligned Movement (NAM) held in Caracas,
Venezuela from 20 to 21 July 2019
and delivered a statement in the
debate under the theme “Promotion and Consolidation of Peace
through Respect for International Law”. The Ministerial Meeting
was presided over by the current
Chair of the Movement, Minister
of the People’s Power for Foreign
Affairs of the Bolivarian Republic
of Venezuela and attended by 78
Member States of the Movement
and 4 observer States and 7 international organizations and 2
countries as special guests.
Union Minister U Kyaw Tin
made a statement in the first
session of the debate of the Ministerial Meeting on 20 July 2019
recalling that the Non-Aligned
Movement was founded based
on the Bandung Principles at
the height of the Cold War and
had envisaged a peaceful and
prosperous world and a just and
equitable order where states can
determine independently their
own destinies. Regardless of the
profound changes of the world,
he added, the founding principles
and purposes of the Movement
still remained relevant and valid.
He emphasized the importance
for all NAM member states to
remain committed to the core
principles of the Movement, especially the principles of respect
for the sovereignty and territorial integrity, justice, equality and
mutual respect among nations
without interfering in the internal
affairs of another country and settlement of disputes by peaceful
means. In today’s world, developing countries are still far from
enjoying the right to determine
their own destiny or resolve their
own internal problems in their
own way best suited to their own
circumstances. Even some of the
United Nations today are focusing
more on retribution than helping
the countries resolve their problems by peaceful means. It is the
duty of the United Nations to help
in bringing conflicting communities together rather than making
them further apart. The unity of
the Movement is therefore of paramount importance to stand up
together against their common
challenges. He also urged the
NAM member states to be careful
not to allow anyone to misuse
the platform of the Movement to
serve one’s own political agenda
against other member states.
The Union Minister stated
that observance of the principles
of international law applicable
to each member state is of utmost importance for the maintenance of the world peace and
security. He reminded, however,
that application of international
law must be based on principles
of objectivity, impartiality and
avoidance of double standard.
He expressed serious concern
over the claim of jurisdiction of
ICC to a country which is not a
party to the Rome Statute, citing
the 1969 UN Vienna Convention
on International Treaties which
clearly states that “no treaty can
be imposed on a country that has
not ratified it”. The extension of
the jurisdiction to a non-party
may have a reverberating effect
to all non-parties and challenges
the long established legal principles such as legal certainty. It will
also run counter to the principles
enshrined in the UN Charter and
set a very dangerous precedence
in international law..."

"AA group fired two rockets at three
navy boats anchored near Mayu
River bank west of Yathedaung
on 20 July morning. There was
no casualty or damage, according
to the Office of the Commander-
in-Chief of Defence Services.
The three boats of the Tatmadaw
(Navy) were anchored near Mayu
River bank about 3,000 metres
west of Yathedaung to conduct
emergency rescue and aid operations
in case any passenger vessel
running along the coast in the Myanmar
waters in Rakhine State
faced mechanical breakdown or
any natural disaster hits the area.
When the AA group launched the
attack, the navy boats returned
the fire. There was no casualty or
damage. When the place where
the attacked was launched was
combed three 107mm Type 63
shells, already connected to
battery through the wires were
found, and were defused.
AA group also attacked a tugboat,
anchored near the mouth of
Hsantyoe creek east of Sittway
with three similar rockets on 22
June, according to the news report
released by the Office of the
Commander-in-Chief of Defence
Services..."

"The Ministry of Social Welfare,
Relief and Resettlement held
a coordination meeting on the
UN’s aid proposal for the people
displaced armed conflicts in
Rakhine State and in Paletwa
Township, Chin State, yesterday.
Speaking at the meeting,
Deputy Minister U Soe Aung
told participants to discuss the
UN’s proposal in detail, which
seeks to provide aid to IDPs in
Paletwa Township of Chin State
and Buthidaung, Yathedaung,
Kyauktaw, MraukU, Minbya,
Ponnagyun and Pauktaw townships
of Rakhine State.
Since 18 December 2018,
the ministry has provided K1.1
billion worth of food, rescue
equipment and financial aid to
over 65,000 people from more
than 16,000 households displaced
by fighting, said the Deputy Minister.
He said regional organizations
and donors have also supported
the various temporary
shelters which house approximately
22,000 each. He said
the Red Cross Movement and
WFP have provided food, rescue
equipment, crop seeds and
fertilizers, and opened mobile
clinics. He said they will carefully
consider the UN’s and international
organizations’ request to
provide assistance.
The meeting then commenced
and participants discussed
the proposals for providing
assistance with food
security, nutrition, roofing and
rescue equipment, education,
healthcare, water purification
and protecting vulnerable populations.
They also discussed their
willingness to cooperate with
the Union Government, current
tasks, and petitions for the
emergency response fund from
UN and other funds.
Department representatives
then discussed the prioritized
tasks and proposals of
their respective ministry..."

searched a vehicle (registration
number BGO-3P/----) at a location
a mile east of Kan Zauk Village
around 6:30 am on the morning
of 15 July. The vehicle was heading

Onboard the vehicle were Min

Village.
Also on the car were a handmade
gun, 28 5.56 mm bullets,
a dagger, a sword, 2,000 WY
stimulant tablets worth about
K 4 million and 5 mobile phones.
Interrogation of the persons on
the vehicles revealed that Tun
Win son of U Maung Shwe Zan of
Yotayoke Village was associated
with AA armed group and security
personnel conducted a search
of Tun Win’s house in Yotayoke
Village. Tun Win was found together
with U Than Shwe son
of U Wai Phyo Aung and photo
records and video files of wounded
AA armed group sent by Viber
was found on a KAMBO brand
mobile phone. Western Union
cash remittance receipts and
accessories for using drugs were
also seized. The captured persons,
arms, ammunitions, drugs
and vehicle were systematically
transferred to Kanzauk police
station and Yotayoke police station
and works were conducted
to open a case, according to a
Press release from the Office
of the Commander-in-Chief of

"THE Permanent Representative U Kyaw Moe Tun
delivered a statement in response to the oral update on
Myanmar by Deputy High Commissioner for Human
Rights at the on-going 41st Session of the Human Rights
Council in Geneva on 10 July.
In his rebuttal statement, the Permanent Representative
underlined the importance of respect for
human rights based on fairness and inclusiveness in
the multi-ethnic, multi-religious country like Myanmar
during the democratic transition. He expressed concern
over unverified allegations of human rights situation in
Rakhine State which found their way to the reports of
the Council. He highlighted that the current government
has identified this matter as a national priority as well
as the need for rule of law and sustainable development
in Rakhine State.
He reiterated the government’s efforts including
setting up of the Central Committee, establishment of
Dr Kofi Annan’ Advisory Commission on Rakhine State,
implementation of the recommendations and progress
achieved despite challenges and a series of ARSA terrorist
attacks, as well as concrete steps taken to create
conducive condition for returnees.
Responding to some critics citing little or no effort
by the Myanmar government to create conditions for
voluntary, safe and dignified return of displaced persons,
the Permanent Representative urged them to assess the
situation objectively and impartially. He expressed the
government’s concern over the possible disastrous effect
of monsoon season on displaced persons and reiterated
Myanmar’s readiness to receive verified returnees as
bilaterally agreed in the Arrangements.
He expressed his hope for successful repatriation
in an amicable manner in accordance with the bilateral
arrangements and emphasized the imperative need of
genuine and sincere cooperation and stressed the need
to avoid misusing international platforms including the

people in Rakhine State
was held at Rakhine State Government
office yesterday afternoon.

Departments, organizations
and task forces which use
the Committee’s funds, are having
their accounts audited. It
was necessary for the organizations
to collaborate with the international
audit team which will
audit their accounts. UEHRD
tasks were long term ones, nevertheless
it was also important to
accomplish the short term ones
effectively. ASEAN conducted a
preliminary needs assessment
on repatriation and identified
possible areas for copperation.
ASEAN would cooperate with
UEHRD on making repatriation
efforts smoother, ,information
dissemination, and providing
basic services to the people.
Efforts were being made
to allow UNHCR, a UN agency
to assist ASEAN’s collaborative
efforts in Rakhine State. In rehabilitating
displaced persons in
Rakhine state, it was important
to focus on Rule of Law and social
harmony.

a few days ago, ASEAN Leaders discussed

issued a statement.
The Chairman’s Statement reaffirmed ASEAN Leaders’
support for Myanmar’s efforts to bring peace, stability, harmony
and reconciliation among the various communities in
Rakhine State, as well as to ensure sustainable and equitable
development in Rakhine State.
The Union Enterprise
for Humanitarian Assistance,
Resettlement and
Development in Rakhine
(UEHRD) was established
by the Union Government
with members consisting
of government officials and
individuals and businesspeople
from the private sector.
Their combined efforts in
practically and effectively
addressing Rakhine State
has earned the support of
ASEAN countries.
ASEAN has carefully
scrutinized Myanmar’s
preparations for repatriation
so that they may offer
their assistance. They have
supported capacity building
initiatives for government
officials and individuals involved
in the repatriation
process, disseminating news
and information, and development.
With regard to the humanitarian situation in Rakhine, the
ASEAN Leaders reaffirmed, in the Statement, their support
for a more visible and enhanced role of ASEAN to support Myanmar
in providing humanitarian assistance, facilitating the
repatriation process and promoting sustainable development.
They agreed for the Secretary-General of ASEAN to go
further with the recommendations contained in the Preliminary
Needs Assessment, including those that focus on
capacity-building, dissemination of information and support
to the provision of basic services in Rakhine State.
The complications in Rakhine are not something new and
while there are numerous difficulties, the UEHRD is taking
care of the state’s issues because equity among the states
and regions is necessary for forming a federal republic.
A democratic federal republic is the path the Union Government
is heading towards and this incorporates bringing
equity to all the people of the country. This will fulfill the basic
requirements of the people.
With ASEAN strengthening their support for Myanmar’s
efforts in bringing peace, stability and development into
Rakhine State, we believe that the international community
will soon see the actual situation in the region and lend their
assistance in speeding up the Union Government’s implementation

process. Some stressed the importance

The State Counsellor expressed

and the AHA Centre for
their pragmatic and positive

THE Committee for Supporting
Peace and Stability in Rakhine
State met with officials from the
National League for Democracy, Rakhine State Legal Support
Group and Municipal Development Committee, experts on
Rakhine and local elders at the
State Cabinet’s Guesthouse in
Sittway yesterday.
The Committee Chairman
U Aye Tha Aung, who is also
Deputy Speaker of the Amyotha
Hluttaw, first delivered a speech.
He said this meeting has brought
individuals with political experience to figure out long-term and
short-term solutions to Rakhine
State’s armed conflicts and stability.
He said this is the committee’s third observation trip
to Rakhine State. In the previous trips, the meetings invited
monks, political parties, local elders, civil society organizations
and experienced individuals to
share their perspectives and the
true situation faced by the people
in Rakhine State, said U Aye Tha
Aung. He added that every comment was compiled into a report
and submitted to the President.
U Aye Tha Aung said the
committee’s main responsibility
is to meet every relevant person and compile a report without leaving a single comment
or suggestion out. He said the
committee also responds to consequences from armed conflicts
to best of their abilities. He said
this meeting has invited people with sufficient experience
in politics and Rakhine affairs.
He urged attendees to discuss
all possible solutions to reduce
conflicts in Rakhine State and
ways to provide aid to innocent
citizens caught in the negative
consequences of conflicts.
Following the Chairman’s
speech, attendees began discussions on finding political solutions to Rakhine’s armed
conflicts, resettling IDPs to
their homes and ensuring security, supporting their social,
health and vocational matters,
arranging for students in IDP
camps to attend schools nearby,
and short/long-term solutions to
implement peace and stability
in Rakhine State. The Chairman then delivered the closing
speech.
In the afternoon, U Aye Tha
Aung and his delegation met with
the State Chief Minister U Nyi
Pu, the state cabinet, State Hluttaw Speaker U San Kyaw Hla
and Hluttaw representatives at
the State Cabinet’s Guesthouse.
U Aye Tha Aung first delivered a speech and attendees
then discussed current affairs
in Rakhine State, matters related to the IDPs, and state peace,
stability and development.

"SEVEN improvised explosive
devices-IEDs- planted by the
AA group exploded on the Yangon-
Sittway Road in Myebon,
Rakhine State yesterday, causing
damage to a bridge and the
road.
Two landmines reportedly
planted by AA near Kyarchantaung
Bridge at mile post 69/4,
and between mile posts 62/3 and
62/4 on the Yangon-Sittway Road
in Myebon Township exploded
around 8 am yesterday. There
were no casualties or injuries
during the incident.
Also, a bus ran over a landmine
planted by AA on 31 May
at the same site.
Similarly, five IEDs planted
by AA exploded between
mile posts 62/3 and 62/4 on the
Yangon-Sittway Road between
Michaungtat and Taungchay
villages in Myebon Township
at noon.
No injuries were reported.
AA has been planting landmines
on roads in Rakhine
State, in an attempt to jeopardise
the rule of law and cause
panic among local residents,
according to the Myanmar Police
Force.
The MPF will take actions
against the AA group for planting
landmines, said the MPF in
its statement yesterday..."

"THE Union Minister for Social
Welfare, Relief and Resettlement,
Dr. Win Myat Aye, received
delegations from the
International Relations Task
Force of the Union Enterprise
for Humanitarian Assistance,
Resettlement and Development
in Rakhine State (UEHRD) and
Singapore-based Asia Philanthropy
Circle (APC) at his ministry
yesterday.
During the meeting, both
sides discussed the Peace University
project in MraukU, Rakhine
State, initiated under the
cooperation of the UEHRD’s
International Task Force and
APC and in coordination with
relevant Hluttaw, government
and ministries at the region/
state levels.
They also talked about
conducting vocational training
courses in Rakhine to promote
peace, stability, harmonious
coexistence and eventually
leading to socio-economic
development, promoting the
development of the hotels and
tourism industry, community
centres, preserving cultural
heritage, and the Peace University’s
possible areas of contribution
in the future..."

"THE Japanese Ambassador to
Myanmar, Mr. Maruyama, said
Japan would not support efforts
by the international community
to put pressure on Myanmar on
the Rakhine issue.
He made the remarks to the
media during an interview about
the Official Development Assistance
for Myanmar (ODA) at the
Ambassador’s residence in Bahan,
Yangon, at 10 a.m. yesterday.
“We cannot agree to the
international community applying
pressure or taking action
against Myanmar concerning
the Rakhine issue. Things will
become more complicated. The
Rakhine issue is an enormously
complicated one. The Japanese
government’s stand is to work
with the Myanmar government
for the good of all,” he said.
He added that if the displaced
persons in Bangladesh return, Japan
would provide assistance to
give them food, education, training,
and assistance to get jobs.
“The Rakhine issue is complicated
in many different ways.
Although the Myanmar government
has worked hard, it has yet
to achieve success. Not only the
Myanmar public, but the international
community needs to know
the efforts being made by the Myanmar
government for Rakhine
State. This is what we want to
see. It is also important to show
the international community
that they are actually cooperating
with the UN organizations
working hard,” he said. He added
that the Japanese government
would assist Myanmar in electric
power generation and building
road networks, which are vital
for the development of Rakhine
State. It was reported that the
Japanese government had earmarked
Yen 8 billion as assistance
to Myanmar over a 5-year period,
and they have already spent Yen
5 billion on development projects.
The remaining 3 billion yen
will be used in projects to eliminate
poverty in the country. It
is learnt that Rakhine State is
included in these projects..."
