Description: "ALTHOUGH progress has been made on resolving the Rakhine issue, we are still facing some challenges with respect to security, human rights, and the socio-economic development of the local people. We have focused all our energy into the implementation of Kofi Annan’s advisory report to bring about development in Rakhine State and witnessed the fruits of our efforts. But, we are not out of the woods yet. That means we still need to step up efforts for implementing the remaining works. We are confident that we will overcome the challenges for the safe and voluntary repatriation of verified displaced persons, and establishing the rule of law and security in Rakhine, through bilateral cooperation with Bangladesh. Cooperation will resolve the issues between the neighbours as we are ready to welcome back verified displaced persons through the agreed bilateral mechanism. We cannot resolve such a long-standing issue overnight. Rakhine’s problems are not of recent origin, and go back a couple of centuries. Like, many other parts of Myanmar, the Rakhine State has suffered from poverty and under-development for decades. To restore normalcy and improve the situation in Rakhine, we must promote the socio-economic development of the local people. To overcome the challenges in Rakhine State, upholding the rule of law is necessary. Rule of law is a fundamental necessity for dealing with the current security crisis, repatriating displaced communities to their homes, and preventing any future violence. We recognize the grave challenges we have to face and overcome in Rakhine State. From the very beginning of its term in office, our Union Government has identified the imperative need for rule of law and sustainable development in Rakhine as a national priority. With a view to ensure long-term peace and harmony for all those living in the State, the Union government has been doing its utmost to meet the security and humanitarian needs of the people, in line with the recommendations of the commission led by the late Dr. Kofi Annan. Much of Rakhine’s economic potential still remains untapped, while other parts of Myanmar have benefited to a large extent from the opening up of the country’s economy. The Union Government is committed to finding a lasting solution for peace and prosperity in Rakhine. With that aim, the government is continuing to uphold the recommendations and will implement those that best serve the interest of our nation. The international community is urged to understand the situation we are in, and support us in this uphill battle..."

Description: "Cyclone Fani made landfall in India on Friday, the strongest to make landfall in the country in two decades. At least seven people died in Odisha state after the cyclone made landfall on Friday, according to local police. Damage reports are still emerging, but more than 1 million people were evacuated from coastal areas of India as a precaution. As the storm moves along India’s eastern coastline, neighboring Bangladesh is also bracing for impacts, and officials were working to evacuate 2.1 million people from coastal areas on Friday. Even though the flood-prone country isn’t in the direct path of the storm, rain bands and high winds could inundate low-lying areas of Bangladesh quickly. Those at increased risk include Rohingya refugees living in settlements outside of Cox’s Bazar. Many reside in homes built without permanent foundations, placing them at risk of landslides and flash flooding. Direct Relief working with local staff inside India and with health provider networks in India and Bangladesh. One of those groups is Doctors for You, an organization that rapidly dispatched a medical team to Odisha, India, which was badly impacted by the cyclone. The medical team will be focusing on care for vulnerable people, including women, children and adolescents, the group reported. They’ll be providing primary healthcare and reproductive health services with mobile health units and medical outposts. Another organization Direct Relief is coordinating with is Calcutta Rescue, an organization responding with a medical team in the Kolkata area. In Bangladesh, Direct Relief is coordinating with HOPE Hospital Foundation for Women and Children in Cox’s Bazar, Bangladesh. The group has conducted extensive disaster response training for medical staff and is ready to respond if needed. Direct Relief has supported the organization with medical and financial support as they’ve expanded services to care for Rohingya refugees living in the area..."

The Government has therefore accorded high priority to resolve the issue of the Rakhine State ever The Ministry of Foreign Affairs and the Ministry of International Cooperation: Defending and protecting the interests of the people and the State in the international arena ’’Within the three year period of our government, we were able to establish diplomatic relations with seven new partner countries. We have already established diplomatic relations with 121 countries out of 193 countries of the world. ‘’ Union Minister U Kyaw Tin since it took office. We have stated to put in place necessary mechanisms including setting up of the Advisory Commission for Rakhine State headed by Dr. Kofi Anan who is highly respected by the international community for his capability to resolve conflicts in fair and impartial manner. The Commission was assigned with the aim of finding a durable and sustainable solution to the complicated issue in Rakhine State. This has also contributed to the discontinuation of the EU-sponsored resolution on situation of human rights in Myanmar at the UN General Assembly in 2016, which has been tabled for the past 20 years. This is one of our remarkable achievements. However, as a result of massive displacement of persons from Rakhine State following the coordinated attacks by the ARSA and ensuing incidents, the OIC tabled a resolution against Myanmar again at the 2017 session of the UN General Assembly, resulting in resurgence of international pressures on Myanmar. In light of this situation, our Ministry had to step up our efforts to respond to those mounting pressure through occasional issuance of our position statements, defending our position both at home and abroad, and lobbying other delegations to understand more about the realities and facts surrounding the issue..."

Repatriation efforts are also in order with 68 applications for Myanmar citizens approved out of 117 applicants who are reapplying for citizenship after losing it. Foreigner Registration Cards are also being issued with 480 approved out of 590 applicants. We are trying to update our Border Control System (BCS) into international standards at the airports and border gates. Q: How about reception efforts for people who had to flee due to conflict? A: There are reception centers for people who are coming back to Myanmar by land or sea. UNDP, UNHCR and our own Ministry is working together as promised in the MoU singed 6th June 2018. The Technical Working Groups have been founded to check whether people coming back have lived in Rakhine or not and are reporting back to the State Counselor’s Office. We are also issuing NV cards. NV card means the Identity Cards for National Verification for a person who is to undergo for scrutiny assessment for citizenship. There were 67699 NV cards issued so the people will be able to have an identification card that proves they are Myanmar citizens. For example, from the 89 IDP camps in Kachin, we helped 29351 people apply for new NRC cards due to lost/damage to the cards. The people in Rakhine IDP camps were also given a type of identification. With the help of NeID system, we were able to collect and account for 2,374,787 people. The ministry is also trying to collect bio data and biometric data starting with the prisons and people in custody of the police from different states and regions. Regarding the 1 million migrant workers from Myanmar that are currently in Thailand, we were able to scrutinize and confirm for 35780 people out of 39509 applicants. There are committees being formed and consultants hired for an e-government to go online so the ministry will be able to utilize e-ID. Q: What about the National Census? A: We publish population data on our website and Facebook. There are forward projections on population here in Myanmar up till 2031. The Ministry also distributes the Micro Data Set on request and maintains the Master Sample Frame from 2014 census. To capture a more accurate population snapshot in 2023, we are planning to have a national census in November...''

Upon questioning they discovered he had crossed from Noha Ali village, Rangamati Township, Bangladesh, into Myanmar with five villagers from Lainmaw Cherry village in Maungtaw Township on 28 March to rustle cattle. He got separated from the others after losing his way and was subsequently arrested. In a separate case, security officers patrolling Area 2 of northern Maungtaw Township arrested Osman Gawni (a) Osama for suspicious behaviour from a ravine located on Border Post 40. Description: ''The Tatmadaw True News Team issued a statement yesterday warning about fake news posted by AA on social media and websites. According to the statement, following attacks on four police outposts at Ngamyinbaw, Kyaungtaung, Goappi, and Khahtila on 4 January, the AA group continued to target police stations, planted mines on the Yangon-Sittway Union Road, sent bullets in envelopes, and issued death threats to heads of police stations, administrators of wards and villagers, and killed them in attempts to harm the administrative machinery and the rule of law. It has been found that local people are being subjected to intimidation by AA, according to the statement. The AA group is taking advantage of this to carry out attacks on security forces by taking position in wards and villages, according to the statement. Besides, after the clash with security forces, AA members have been disguising themselves as civilians and spread fake news, and forcing villagers to spread fake and fabricated information and post it on social media and websites to create misunderstanding among people, according to the statement. Touching upon fake information being spread on social media, the statement cited a live broadcast on Facebook by a woman who identified herself as a writer and provided fake information about the killing of the head of the Teinnyo Police Station in MraukU Township at 7.30 p.m. on 23 March. Upon investigation, the authorities found that the woman, Nwe Tharki, had made the live broadcast to intentionally create a misunderstanding between the Tatmadaw and the people, according to the statement. It was found that while the woman was from Rakhine, she was not residing in the state, but in Lashio, according to the statement. She could not be located and a case has been lodged against her at the local police station in accordance with the law. Separately, the Head of Aukthakan Village has refuted information that two women were killed during firing by Tatmadaw forces on 29 March at the Teinnyo-Aukthakan Village incident. His clarification on the fake information was released on 29 and 30 March, according to the statement. The statement from the Tatmadaw True News Team urged local people not to believe the fake news, information, and propaganda spread by the AA after intimidating people, and to inform the authorities and security forces about their actions in a timely manner...''

Description: ''The draft resolution on “Situation of Human Rights in Myanmar” tabled by the European Union (EU) was considered for action on 22 March 2019 at the 40th Regular Session of the United Nations Human Rights Council in Geneva. Myanmar categorically rejected the draft resolution. In the statement delivered as a concerned country before taking action on the draft resolution, Permanent Representative of Myanmar U Kyaw Moe Tun highlighted the following main reasons why the resolution is not accepted by Myanmar :- 1. First, the EU’s justification for the draft resolution is mainly based on the one-sided narratives, highly politicized and seriously flawed reports of the FFM and the Special Rapporteur that Myanmar has categorically objected. 2. Second, the draft resolution clearly demonstrates its intent to garner international pressure against Myanmar by passing one resolution after resolution and heaping mechanism over mechanism on our country. It contains a number of paragraphs, based on sweeping allegations, aiming to impose unprecedented discriminatory scrutiny on Myanmar by abusing various UN mechanisms under the name of human rights. Today, Myanmar is under the scrutiny of multiple UN mechanisms. 3. Third, the tone and tenor of the draft resolution demonstrates a total disregard for the dignity, sovereignty, and territorial integrity of a sovereign UN member state. It is seen a “classic example” of double standards and, selective and discriminatory application of human rights norms on a developing country in democratic transition. 4. Fourth, although the draft resolution is labelled “Situation of human rights in Myanmar”, a large number of paragraphs narrowly focus, with negative perspective, on the rights of a particular group in Rakhine. Myanmar will never allow any attempt that can have negative impact for the social cohesion and unity among different ethnic and religious communities in the country. 5. Fifth, the EU’s draft resolution sows the seeds of mistrust and further polarization not only among different communities in the country in particular in Rakhine but also between Myanmar and the international community. It is imbued with retributive and punitive undertone rather than seeking solution, understanding and reconciliation. 6. Sixth, the draft resolution deliberately ignored the threat of terrorism which is the real cause of present humanitarian situation. This calls for a great concern with regard to the true intention and sincerity of the cosponsors. 7. Seventh, as a principle, Myanmar is against country-specific resolutions...''

Description: ''Speaking of the situation in Rakhine State, he said, “The issue of Rakhine State is hugely complex with many challenges” and that Government is fully committed to find a sustainable solution for all people in Rakhine State. He informed the Council the speeding up of the implementation of Kofi Annan Advisory Commission’s recommendations under an Action Plan, covering five priority areas namely issuance of citizenship, freedom of movement, closure of IDP camps, education and health. The Permanent Representative shared Myanmar’s concern over the plight of all affected communities after the ARSA terrorists attack and reiterated Myanmar’s readiness to receive verified returnees in accordance with the bilateral agreements with Bangladesh. Myanmar informed Bangladesh side to resume the Joint Working Group Meeting in April to commence repatriation of verified displaced persons including 444 Hindus who of their own volition are desperate to return. He added that Myanmar has been working with UNDP and UNHCR, ASEAN friends and regional partners to create conducive environment for the returnees. The Rakhine State Investment Fair was held recently to generate job opportunities, income and long term development and a number of on-going projects were implemented to strengthen social cohesion in Rakhine State, he said. The Permanent Representative expressed his disappointment at the irresponsible comments of the Special Rapporteur on the situation of human rights in Myanmar on Rakhine State Investment Fair which is aimed for bringing prosperity to all people in Rakhine State. He reaffirmed Myanmar’s position on FFM that Myanmar categorically objected its establishment, as well as its narrative- based report. However, Myanmar takes allegations of human rights violation seriously. He updated on the Independent Commission of Enquiry as well as the recent establishment of an investigation court by the Armed Forces of Myanmar to investigate all alleged violations of human rights in Rakhine State. He emphasized, “The Government is willing and able to address the accountability issue. Therefore, we strongly reject any move to bring the issue to international judicial system.” He pointed out that the world’s attention narrowly and only focused on the negative aspects relating to the issue in Rakhine State. Notwithstanding positive developments, Myanmar has been unfairly targeted and disproportionately put under scrutiny of multiple mechanisms of the UN. He stressed that understanding the situation in Rakhine State requires deeper analysis and wider perspective. It should not be seen in isolation with narrow perspective...''

What is worse, the AA deliberately chose to attack civilian targets, setting fire to a vessel carrying construction materials worth about K1.072 billion on 16 March. The shipment was meant for the Paletwa Bridge project across the Kaladan river. There has been widespread condemnation among the public of AA’s terrorist act of burning and destroying a civilian vessel transporting materials meant for the development of Rakhine State. The attack on the civilian target has highlighted the need for communal peace and rule of law to carry out regional development aspired to by the people. It has also highlighted the fact that armed conflicts only hinder regional development projects and pose obstacles to the aspirations of the local people. The Union Government is committed to overcoming the grave challenges it has faced in Rakhine. From the very beginning of its term, the government has made rule of law and sustainable` development in Rakhine, for which there is a vital need in the state, a national priority. To ensure long-term peace and harmony in the State, the incumbent government has been doing its utmost to meet the security and humanitarian needs of the people, in line with the recommendations of the commission led by the late Dr. Kofi Annan. To end ongoing armed conflicts, we would like to urge the Government, the Tatmadaw, and the ethnic armed organizations to resolve issues through negotiation, without losing sight of the goal of total peace for the country...''

Description: ''Myanmar is still facing several challenges in its delicate democratic transition, which needs continued support from the international community. The international community must play a constructive role in seeking a sustainable resolution that would lead to peace, stability, and development in Rakhine State, rather than laying the blame on Myanmar. Sadly, some groups and countries in the UN are continuing to exploit UN agencies to exert discriminatory and illegitimate political pressure, with malicious intent for Myanmar. One clear example is the establishment of the Independent Investigative Mechanism (IIM) on Myanmar by the Human Rights Council. This action is yet another step in a series of unprecedented and discriminatory scrutinizations of a member State. We strongly objected to the establishment of the IIM, as it was set up beyond the Council’s mandate. It represents selectivity, discriminatory attitudes, and double standards by the UN human rights body. It will only serve the political purpose of those who wish to exploit the HRC for their political agenda. Some members of the Council have just made a reference to the report of the HRC’s Fact Finding Mission (FFM), which was totally biased and one-sided. Its investigation targeted only Myanmar security forces and excluded violations committed by the ARSA. The report fully adheres to the stories of displaced persons, while rejecting any contradicting evidence. The FFM ignored reports revealing massacres by the ARSA and discounted atrocities committed by it. Regarding the alleged human rights violations, the government of Myanmar has repeatedly stated that it will act against perpetrators according to law, if the allegations are supported by sufficient evidence. To investigate all allegations of human rights violations in Rakhine State, the Union Government has established an Independent Commission of Enquiry (ICoE). The Commission is carrying out its mandate with independence, impartiality, and objectivity, and is investigating allegations of human rights violations based on hard evidence. The Commission is also requesting access to refugee camps in Cox’s Bazar in Bangladesh to meet with the alleged victims of abuse. The Commission’s work will be evidence-based. Therefore, the international community must support the work of the Commission. The Government of Myanmar is committed to accountability in addressing the issue. Therefore, we strongly reject any move to bring the issue before the international judicial system. The international community must stop focusing narrowly on the negative aspects of the Rakhine issue...''

Description: ''The Government of Malaysia should provide refugees with the rights to work and access education in order to end child marriage and ensure protections for refugee girls, said the Rohingya Women Development Network (RWDN) and Fortify Rights today. Malaysia Foreign Minister Saiffudin Abdullah said on Tuesday that the government is considering options to provide refugees with access to public schools, hospitals, and employment. “Children should be in school, not forced into marriage,” said Sharifah Shakirah, founder and director of RWDN in Malaysia. “We encourage the Malaysian government to urgently ban child marriage and provide refugee families with legal access to jobs, schools, and health care, which would advance refugee and child rights.” RWDN and Fortify Rights conducted 11 interviews in Malaysia and Bangladesh between 2018 and 2019 with Rohingya child brides, former child brides, family members of child brides, and men arranging to marry or married to child brides. During these interviews, Rohingya girls described situations of domestic servitude, beatings, and hopelessness in Malaysia. Rohingya families also cite economic hardship and insecurity as drivers of child marriage. “I am physically and verbally abused by my husband,” a Rohingya refugee girl, 16, told RWDN and Fortify Rights in Kuala Lumpur, Malaysia on February 1, 2019. “I want an education. I want to be a teacher. I am not happy about getting married.” Originally from Buthidaung Township in Myanmar’s Rakhine State, the 16-year-old girl married a 24-year old Rohingya man in Malaysia on January 1, 2018. The girl’s family arranged the marriage due to financial difficulties. She told RWDN and Fortify Rights that she is now confined to a one-bedroom apartment in Kuala Lumpur where she cooks and cleans, describing slave-like conditions in a situation of domestic servitude...''
