Moreover, as the Commission?s work progressed, the situation on the ground deteriorated. In the immediate aftermath of the release of the Commission?s final report, attacks by the Arakan Rohingya Salvation Army (ARSA) on government positions were followed by a comprehensive ?clearance operation” by Myanmar authorities. Violence and destruction of private property forced more than 600,000 Muslims to flee across the border to Bangladesh. Reports of serious human rights violations carried out by security forces and Rakhine vigilante groups abounded...In December 2017, the Kofi Annan Foundation initiated an internal ?lessons learned” process in order to assess the strengths and weaknesses of the Commission?s work. This report sums up the main findings of the evaluation process, which was primarily based on some 50 interviews with key stakeholders with intimate knowledge of the Commission, including Government representatives, analysts, diplomats, UN officials, representatives of the Kofi Annan Foundation, as well as the commissioners themselves. The interviews were carried out in Yangon, Naypyidaw, Bangkok and Geneva...The report presents an outline of the Commission?s work, and examines its mandate, structure and modus operandi.
