Bill, Bill Amending the Myanmar Lighthouse Act: "THE Pyidaungsu Hluttaw continued
its last session in Nay
Pyi Taw yesterday, discussing
and putting on record bills including
the Public Debt Management
Bill.
During the Wednesday
meeting the Pyidaungsu Hluttaw
put the Public Debt Management
Bill and the Bill
Amending the Myanmar Lighthouse
Act on record.
The Pyidaungsu Hluttaw
also announced that it will carry
on the National Planning
Bill for FY 2016-2017 and the
Union Budget Bill for 2016 in
accordance with the rules of the
Hluttaw Law.
The meeting will resume on

the Myanmar Mining Law
and the Evidence Act, which
were sent back from the President

In regard to the Myanmar
Mining Law, the Joint Bill Committee
of the Pyidaungsu Hluttaw
agreed in three cases out of five
recommendations made by the
President.
For amending the Evidence
Act, the committee agreed to
amend according to remarks by

with shops and wages sent

U Shwe Mann sent a letter
to President U Thein Sein, urging
the government to report on the
actions of the Ministry of Mines
in response to landslide cases in
Kachin State to the parliament.
The ministry was tasked with responding
to this year?s landslides
in Hpakant by an urgent proposal
by parliament.
During the parliament session
yesterday, the speaker offered
clarifications about political
pensions.
Meanwhile, the Joint Bill
Committee discussed the disagreement
between the two houses
of parliament over amending
the Legal Supports Bill.
Four MPs discussed the

Region Constituency No. 10 over
farmland issues in Nay Pyi Taw.
She said the ministry would
remove more than 29,100 acres of
farmland in two districts in the Nay
Pyi Taw Council Area from the list
of protected forests in accordance
with rules and regulations. In response
to a proposal submitted by
MP U Khet Htein Nan urging the
Union Government to prevent further
deadly landslides in Hpakant,
Kachin State, Deputy Minister for
Mines U Than Tun Aung clarified
that the ministries concerned,
the Kachin State Government, the
Tatmadaw and armed groups will
work together to enforce the rule
of law and security in jade-mining
areas.
The deputy minister pledged
that the ministry would scrutinise
the number of heavy machines in
the at-risk area in order to conserve
the environment and protect
its resources.
He also said measures would
be taken to implement the rules and
regulations of the Myanma Gems
Law and to remove squatters working
as migrant workers in Lonkhin
and Hpakant from at-risk areas.".....

HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Pyidaungsu Hluttaw passes
three amendment bills: "THREE amendment bills
received parliamentary approval
at the Pyidaungsu Hluttaw
yesterday with one report coming
under discussion.
The Veterinary Council
amendment bill, the Foreign
Investment amendment bill and
the Myanmar Citizens Investment
amendment bill were put
on record as approved by the
parliament.
The Projects and Financial
Development Joint Committee
presented its findings on the
report of the first six-month
implementation of the National
Plan in 2015-16 fiscal year.
Six MPs discussed the report,
with U Kyi Tha of the Gwa
constituency calling for reconsideration
of the efforts for the
development of the industrial
sector.
In the first six months
of this fiscal year, agricultural
products accounted for
25.9 per cent of the total imports
while finished industrial
products stood at 8.8 per cent,
he noted."...Pyithu Hluttaw: ASEAN Highway extension
questioned by Pyithu Hluttaw: "THE Ministry of Construction
responded to queries on the construction
of the ASEAN Highway
and the Thuwunna housing estate
at the Pyithu Hluttaw yesterday.
U Sai Win Khaing of the
Theinni (also Hseniw) constituency
inquired about the planned
compensation to the residents
affected by the extension of the
ASEAN Highway, known as AH
14 between Lashio and Theinni.
Deputy Minister U Soe Tint
responded that arrangements for
compensation have been made in
coordination with local administrative
bodies.
The AH14 is being expanded
into a four-lane highway from
173/3 milepost in Lashio to 205/6
milepost in Thenni.
U Thein Nyunt of the Thingangyun
constituency asked about
the rising rents in Thuwunna
housing estate and the possibility
of ownership change.
Ownership of the house will
pass from husband to wife and
then to their offspring, the deputy
minister responded, adding
that the monthly rents range from K1,000 to K3,000 . He called
the rents relatively low.
?Property ownership is
not transferable,” he said,
hinting at a further reduction
in rental fees. The Pyithu
Hluttaw approved the report
submitted by its International
Relations Committee and the
Criminal Procedure bill as
commented on by the Amyotha

HLUTTAW SESSIONS:- Pyithu Hluttaw: Pyithu Hluttaw approves
amendments to five bills: "AT the 19th meeting of the
current Pyithu Hluttaw (Lower
House) session in Nay Pyi
Taw yesterday, MPs agreed to
amendments proposed by the
bill committee to the Pest Control
Bill and the Botanical Species
Protection Bill, which were
returned by the Amyotha Hluttaw
with amendments.
The Botanical Species Protection
Bill was sent back with
35 amendments by Amyotha
Hluttaw, three of which were
approved by the Pyithu Hluttaw.
During the meeting, U Myint
Soe, an MP from Pyawbwe
Constituency, asked for a plan
to invite foreign investment
for vehicle manufacturing in
Myanmar in order to stimulate
the car market with cheaper options.
In response to the question,
U Myo Aung, the Deputy
Minister for Industry, said an
Automobile Policy has been
drafted by relevant ministries
in April last year. Inviting foreign
investment to produce cars
at home is included in the draft,
the deputy minister added.".....

Commodity Tax Bill: "THE Pyidaungsu Hluttaw
discussed three reports, including
a report on the Union Budget, at
its latest session in Nay Pyi Taw
yesterday.
Also, the Joint Bill Committee
also discussed the Special
Commodity Tax Bill, which was
submitted by the Ministry of Finance
last Wednesday.
The bill committee agreed
with the proposal of the ministry,
saying indirect tax should be
promoted in Myanmar as it is in
other developing countries. The
committee also recommended
that special commodities should
be managed only under this law.
The Hluttaw invited MPs to
sign up in order to discuss the bill
at the next session.
During the Monday session,
Deputy Minister for National
Planning and Economic Development
Daw Le Le Thein clarified
tasks undertaken in the first
six months of the 2015-2016 fiscal
year.
Union Minister for Finance
U Win Shein also clarified a report
on the Union Government?s
budget for the first six months of

HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Finance Ministry proposes Union Tax Law Amendment: "THE Ministry of Finance put
forward the Union Tax Bill for
2016 to Pyidaungsu Hluttaw
yesterday.
The Union Tax Bill for 2016,
which is based on the Union Tax
Law 2015 with new amendments
and added content, includes eight
chapters and 39 sections, according
to Union Minister for Finance
U Win Shein.
The bill includes proposals
such as adding a new tax system,
abolishing a tax system, amending
the commercial tax for specific
goods and adding goods and services
which would be free from
tax.
The ministry also added that
tax for mobile phones top-up
cards will be collected next fiscal
year, netting a possible 80 million
kyats revenue.
The ministry expects to collect
over 6.1 trillion kyats next
fiscal year—a 269 million kyat
increase from this year. The Bill
Amending Criminal Law, the Bill
Amending Insurance Permission
Law and the Bill Amending Banking
Law were approved. Amendments
to laws relating to crime,
insurance and banking were approved
at the Tuesday session of
Pyidaungsu Hluttaw."...Pyithu Hluttaw: Pyithu Hluttaw Round-Up: "IN Pyithu Hluttaw (Lower
House) yesterday bills amending
