"This working paper (the Paper) aims to contribute to
greater consistency in the approaches to alternative
development (AD) and related practices in Southeast
Asia, and particularly, among the countries of the
1993 Memorandum of Understanding (MOU) on
Drug Control in the Greater Mekong Subregion
(GMS). Although some reviews of alternative development in
the GMS have been written, most have been countryspecific with a focus on Thailand. Accordingly, there
have been very limited comparative studies of
alternative development processes across all the
countries in the GMS. Similarly, there is a shortage
of studies and analysis that delineate what practices,
methods and approaches have worked best in the
region.
At the MOU Senior Official Committee (SOC) and
Ministerial meetings held in Ha Noi, Viet Nam from
19 to 21 May 2015, the MOU countries identified
this as a critical gap. It was also highlighted that
there were differing approaches, with subsequently
varying practices, to alternative development
currently being implemented in the GMS and this
was hampering collective efforts.
The MOU countries agreed that in order to better
address persistent challenges related to illicit crop
cultivation, there was a need to achieve greater
consistency and regional synergy in alternative
development approaches in the Subregion. This could
be achieved through the sharing of best practices
and experiences, and identification of what works..."
