"According to reports from KHRG field researchers working in the forested mountains of Toungoo District, local SPDC forces have recently begun utilising spies operating under the guise of escaped convict porters to locate civilian hiding sites. These individuals have reportedly utilised their cover to gain information on the location of displaced hiding sites, farm fields and food storage containers. This information has, in turn, allowed for the rapid deployment of SPDC patrols to target particular displaced communities in military attacks. Alongside this strategy, the SPDC has maintained heavy movement restrictions and imposed persistent forced labour in those areas already under its control.
