Information received is that a plot was hatched at the annual general meeting of the USDA Kawhmu township (Rangoon Division) on the 29 July 2000 between the authorities and the USDA members to stage a shouting demonstration for the destruction of the NLD. It was decided that members of the USDA would not wear their uniforms while doing their rounds. 2. The following day (30 July 2000) in continuation of that plot, a meeting of the authorities of the wards and villages was held where the instruction was about getting the signatures of 18 year olds and above, list of those who refused to sign and to make it compulsory for one from every household to attend on the day of the function..."
