"H.E. Mr. Aung Kyi Nyunt, Chairperson o f the Committee Representing Pyidaungsu
Hluttaw sent a thank you letter to H.E. Mr. Antonio Guterres, Secretary General o f
the United Nations on 14 November 2022 as follows:
"On behalf o f the Committee Representing Pyidaungsu Hluttaw (CRPH) and in my
capacity as Chairperson o f the CRPH, I write to thank you for your public calls urging
the M yanmar junta to immediately return to democracy, saying it was the only way to
stop the "unending n ightmare" engulfin g the country.
The nightmare is all too real for Myanmar's people and none more so than Myanmar’s
large Ethnic Nationalities population who have suffered systemic discrimination and
violence over many decades, but violence now at a level not seen before. The
indiscriminate killings caused by the targeted airstrikes conducted by the military
junta in the Saging Region, Magway Region, Kachin, Kayin, Chin and Rakhine States
is too cruel with children now being murdered.
We further welcome your strong call for the military junta to release all political
prisoners including President U Win Myint and State Counsellor Daw Aung San Suu
Kyi and for countries to develop a regional framework to protect refugees from
Myanmar. Moreover, your statement that it is vital to have a peace plan agreed to by
the military junta, referring to the ASEAN agreed five-point consensus that has not
taken effect.
In order to implement the ASEAN five-point consensus, an all-inclusive process is
important. We note that ASEAN has set its Foreign Ministers the task o f developing
an implementation plan to its statement issued recently in Phnom Penh.
Civilian leaders including leaders o f elected representatives, political parties, and
Ethnic Nationalities need to be front and center in these processes and military-led
dialogue only would not yield a return to a civilian democratic government.
The CRPH is the lawful parliamentary institution that legitimately represents the
people o f Myanmar. You would o f course know that the CRPH was convened with the clcctoral mandate from the citizens through a free and fair election in 2020
November. The CRPH stands ready to work with the United Nations, ASEAN, friends
of democracy and of Myanmar to bring an end to the violence and Usher in peace.
The International Parliamentary Union (IPU) states that the parliamentarians are the
peacemakers and that is what we are doing our best to be. We stand ready to lead in
this and lead our people to a better place. The violence, the trauma, the carnage, the
strafing o f children and civilians from fighter planes deployed by General Min Aung
Hlaing beggar belief. We must make every effort to effect peace.
To further this, I request your consideration of at least the following actions.
1. Lend your good offices to support ASEAN to advance its five-point consensus
and recent commitment to develop an implementation plan articulated in its
statement titled ASEAN LEADERS' REVIEW AND DECISION ON THE
IMPLEMENTATION OF THE FIVE-POINT CONSENSUS (Sec attached).
2. Lend your good offices to your Special Envoy to convene a series o f inclusive
round tables with the parties to brainstorm what peace could look like and
what practical steps are to be taken to get there. (Think DARE for Timor-Leste
talks and the UN’s direct involvement in getting people to the table). I know
that you played a big role as well in supporting Timor-Leste. It could be useful
to involve your colleague and close friend H.E. President Jose Ramos-Horta.
3. Lend your good offices to have United Nations inclusive processes and
procedures for the democratically elected representatives of Myanmar. (Noting
that at the recent Global Town Hull event where NUG is present that your
Deputies do not pressure organizers to disallow the NUG to be present as "it
looks like they the UN are taking sides" as happened).
I thank you again for your efforts regarding the Myanmar crisis and look forward to
working with you to restore peace, stability and development in our country."..."
