''There shall be not more than two Financial Commissioners for the Union of Burma, and they shall be appointed by the President of the Union. (/) The Financial Commissioner or Commissioners shall be subject to the control of the President of the Union and shall,' subject to the provisions of this Act and of any other enactment for the time being in force, discharge such functions as the President of the Union may, by general or special order, assign to him or them. The President of the Union may make rules for the purpose of regulating the transaction of business by the Financial Commissioner or Commissioners...''
