Military government dismissed 9600 employees of MAI

Military government SPDC dismissed 9600 employees of Ministry of Agriculture and Irrigation (MAI) after the government degrading of management and some dismissed employees dissatisfied to the possess, according to a manager of Township Myanmar Agricultural Service (MAS).

 

Military government started it dismissal process at the beginning of February 2005, and dismissed 3800 employees of MAS and 5800 of other 12 departments under MAI, said MAS manager who worked as manager near thirty years.

 

“MAS can’t manage its programs such as agricultural education to farmers, providing fertilizer and antiseptic.  That’s why MAS lost 3000 millions Kyat of its investment in the service. Because such a serious loss, Senior General Than Shwe felt the employees in MAS do not have sufficient capacity for management. He named the employees as ‘extra employees’ and dismissed them from our department”, said a 60 years old manager said.

 

According to the dismissed employee, he dissatisfied because unfair dismissal process.   “How do we satisfy? The employees those are necessarily to be dismissed are dismissed and the authorities continue employ their relatives”, said Yin Aye, a dismissed employee.

 

“Another matter was they strongly dissatisfied as they have to sign every day like working in the office and receive the salary only from Township PDC office, but not from their department.   They did not receive other on-wage costs for travel and others.   The authorities also reduced the number of employees up to 7 from the average 20-30 employees in each office”, Ma Yin Aye added.

 

“What the employee are right. The government does not make clear probation order and the dismissed employees do not want to withdraw salary or compensation in the TPDC office. I  think the government also concerns that if they dismissed massive servants, it will against the labour laws”, said the Manager who experienced in the MAS department in Tenasserim Division, Mon State, Arakan State, and Pegu division.

 

According to manager, the mis-management in the government is not in the level of departmental civil servants, it is in the level of ministerial managers.  

 

“MAS faced loss in its service because the Ministry did not conduct needs assessment survey among the farmers in the country. They just imported these chemical antiseptic and fertilizer and tried to sell to farmers. The farmers did not purchase these materials,” said the manager.

 

Ministries which are administrated by the army Generals, who have no agricultural knowledge and interest in the agriculture, created this serious problem said the Manager.

 

According to the Manager, 28 agriculture consultants who received Ph. D Degrees from abroad in agriculture studies and 20000 employees are employed in MAI before the current massive dismissal process.

 

“The Burma’s agriculture condition will be worst in 2008 if like dismissal of employees and experts continued.  Due to lack of skilled employees, disappointed feeling and reduction of agricultural experts will create serious problems for agriculture industry”, the Manager analyzed.

 

According to MAS employees, the government removed four departments under MAI to No. 1 Ministry of Industry.  Although SPDC claims there is economic improvement in all sectors in its controlled media, there has been instability in employment of government servants.
