"The six automobiles confiscated by junta authorities on Feb. 28

belonged to the

OCS, like many of you in Thailand are with Mac Donald's, KFC or

Pepsi-Cola," the source explained in response to a S.H.A.N. question as

to why some of them reportedly bore OCS labels. "It means he was the

owner of the whole  OCS operation in Burma. It also means the vehicles

might carry OCS logos but all of them belonged to him.".

 

"Of course, they no longer are his anymore," he added, "now that they

have taken them away."

 

S.H.A.N.'s contact at the Chiangmai-based Japanese consulate was not

available for comment.

 

Hkun Htoon Oo, leader of the Shan Nationalities League for Democracy

since 1989 and country representative of OCS since 1984, was arrested on

Feb. 9 for reasons still yet to be spelled out by Rangoon authorities.

The Rangoon OCS office was ordered to close on Feb. 14.

Ferry porter service drivers ordered to transport government servants

Thirty-seven trucks were forcibly used to transport immigration

officials and police officers in rotation for their government duties in

Three Pagoda Pass town bordering Thailand, according to a vehicle

association member.

 

When LB No. 846, a new rotating battalion under the  Western Command,

arrived in Three Pagoda Pass March 2 , the battalion commander ordered

trucks to transport the government servants based in Three Pagoda Pass

to their original administrative townships in Karen  or Mon states.

Every association of truckers agreed to provide trucks because they were

ordered to and could not refuse.

 

“They ordered that we must complete the transport of the government

servants,” said the person In charge of the Car Association.   The Car

Association in Three Pagoda Pass town was ordered to send them back

along the Three Pagoda Pass­Thanbyuzayat road, which is about 70 miles

long.

 

From March 3 to 10 the commanders forced drivers to transport the

personnel within seven days according to the order. The drivers or

owners did not receive any fuel for their vehicals to use during the

transport of servants, but the Car Association concerned had to fill them. 

 

“If we go as a car porter service (for them), we could travel without

troubles next time,” said Nai Jor, a truck driver.

 

The local truck associations forced to become involved in this

transportation were Ramanya, Thanmyamtu, Htaw-mae-par, Pan-ya-gone and

Aung-nan-daw transport ferry association offices base in Three Pagoda

Pass border town and most of the car owners and drivers are from Mon and

Karen states. 

 

The troops in Three Pagoda Pass use eight cars or trucks a day to

transport a vehicle porter service for battalion activities. Normally

thay provide fuel when they use it on a daily basis to truck owners,but

this time they did not provide fuel.

 

Since March 3 when Karen State Peace and Development Council Chairman U

Tun Thein and Secretary U Nu Lwin arrived at Three Pagoda Pass border town,

trucks that use the Three Pagoda Pass­Thanbyuzayat motor road have been

ordered to cease their travel.  Some cars/ trucks are blocked half-way,

accordingly to a source.

 

Similar to the rotation duties of Burmese Army troops, the Karen State

PDC also exchanges their government servants in this border town at a

set time. 

 

The SPDC does not appoint the permanent government servants and military

battalion in this border town but exchanges them from Karen state and

other areas of Burma.

Who will chair ASEAN in 2006

Chittagong, March 05:  Most ASEAN countries are discussing which

country will chair the ASEAN countries in 2006.

 

Burma must relinquish the chairmanship of ASEAN since the country's

people are having a tough time because  the SPDC doesn’t need to

establish democracy in the country, says AFK Jilani, organizing

secretary of the Northern Arakan National League for Democracy. 

 

Burma is due to take over ASEAN’s rotating chair by mid next year, when

the ASEAN meeting will be held in Burma. Sholdn't they play a more

active role befitting  ASEAN member states?  he further added.

 

Naturally, restoration of democracy and allowing rule of law and social

justice in Burma can come about only after association with ASEAN

enables Burma’s economy to reach a prosperous stage where democracy can

no longer be held back, as happened in Greece and East European

Communist States, he said.

 

On Feb. 17, the first step of then prime minister General Khin Nyunt’s

masterpiece road map for democracy called the “National Convention” was

reconvened despite scores of critical rhetoric from different quarters.

 

The ruling military junta wants a national convention where military

leaders, the National Leaque for Democracy and ethnic groups cordially

negotiate a new administration, Burma Prime Minister General Soe Win and

Foreign Minister Nyan Win began touring neighboring countries, the

Philippines on Feb. 21 and Bangladesh on Feb. 24-25, seeking  their

cooperation.

 

On March 2, politicians from six of 10 ASEAN member countries --

Indonesia, Thailand, Cambodia, Malaysia, the Philippines and Laos --

meeting at Parliament House in Bangkok, said they oppose Burma as the

next chair of ASEAN because Burma is not a democratic nation and creates

problems for several ASEAN member countries by forcing many of its

citizens into exile and displacing people from their homes, Thai Senator

Kraisak Choonhawan said at a meeting  at Parliament House in Bankok Feb. 2.

 

On Feb. 3, Sen. Miriam Santiago, chairman of the Philippine Senate

Committee on foreign relations, urged the senate to pass a resolution

asking Burma to give up the chairmanship of ASEAN in 2006 until Burma’s

ruling junta frees detained opposition leader Daw Aung San Suu Kyi and

allows her political party to participate in the political process in

Rangoon.

Toward Understanding Rohingya

The name "Rohingya " was not given by separatists or fundamentalists

from angladesh after 1993-1994. The word "Rohingya" was a legitimate and

recognized word during periods of democratic rule in Burma.

 

The word Rohingya comes from "Rohang," the original and ancient name of

Arakan. Today, some Arakanese-Rakhine educated people are not interested

in really understanding the word Rohingya and its actual meaning.

 

A Rakhine educated person  wrote to a friend that he had never heard the

word  "Rohingya"' and no Burmese government had ever mentioned the

Rohingya and also charged that Rohingyas are fighting with Rakhine

people and against them.

 

After reading their messages I realized these allegations were baseless,

false, fabricated and inaccurate. Rohingyas today fight the central SPDC

government for their rights of citizenship and liberty. It is absolutely

wrong for educated persons to make accusations against the Rohingya

ethnic group despite knowing the real facts of the irRohingya origin.

 

As for me, I would like to ask them if they really want to know about

Arakan and its people. Do they know about the past democratic government

recommendation and recognition of Rohingya people? Do they understand

the true history of Arakan? Do they ever try to comprehend the

background of Rohingya?

 

Historically, they must really accept and understand that Rohingyas were

recognized by the previous democratic government (1948-1964).  Rohingyas

even had the right to vote and be elected in general elections to choose

their parliamentarians in Arakan constituencies, according to Burmese

history written by Burmese officials and historians. Do they know these

facts?

 

Even after the SLORC/ SPDC came to power in 1988, SLORC held a

multi-party general election throughout the country in May 1990, in

which all Rohingyas were allowed to vote. Four Rohingyas won

parliamentary seats from different constituencies in north Arakan. If

the Rohingyas are not recognized as citizens, why did the SLORC

government allow Rohingyas to participate in the election? This is a

considerable factor to realize everybody. If there is no concrete fact

against Rohingyas, why is it so hard to accept them?

 

I wish Rakhine educated persons would study Rohingya to become

creditable and outstanding politicians doing research on the history of

Arakan and Rohingya subjects with a positive view for the advantage of

all Arakanese people.

 

You Rakhine educated persons have to think of sufficient grounds at your

level best before denying the root causes and reality of a civil society

such as Rohingyas who are now heading toward disappearing and wiping out

the entire Rohingya generation from Arakan by your foolish mood and

selfish acts. You cannot "disappear " the entire Rohingya generation

from the history aspect by any way. Rohingyas are the ancient people of

Arakan and their original arrival in Arakan since A.D. 800 according to

Burmese history by U Kyi.

 

Rohingya belongs to Arakan and Arakan belongs to Rohingya with its

sister community , the Rakhine people.

 

Nowadays, international communities as well as world statesmen already

know the facts and current situation of Rohingyas in Arakan. You cannot

 yourself determine Rohingya’s fate and their accurate history by

branding them with contaminated colors. It will be bad dream for those

trying to eliminate Rohingyas from their Arakan motherland. Rohingyas

have been living there from time immemorial, since Arakan existed.

 

In Arakan, Rohingyas (Muslims) and Rakhines (Buddhists) are two major

communities. They have co-existed with peace and amity over centuries

like twin brothers. They jointly developed their beloved country and

defended it from external aggression while maintaining close relations

with Muslim  Bengal in the fields of culture, religion, education, trade

and politics. Burmese envied the  Arakan, particularly in the period of

their greatest strength and prosperity.

 

Unfortunately, relations between these two sister communities began to

grow bitter, at the instigation of third parties such as British

colonialists followed by Burman Thakin leaders. The bitterness was

fuelled by the pogram of March 28, 1942 ,in which about 100,000

Rohingyas were massacred and about 80,000 had to flee their sacred

motherland. Due to the divide and rule policy of alien powers today,

Rakhine - Rohingya relations have become increasingly strained and they

have become unfriendly and do not trust each other. It is ironic that

the Rakhines are always at loggerheads with the Rohingyas under the

patronage of the administration. The Rakhines with the government often

use every opportunity to argue or fight against Rohingyas.

 

An astonishing number of Rakhines who include writers, professionals,

businessmen and students etc. have been striving hard to eliminate

Rohingya people from the soil of Arakan by lending active cooperation

and all-out support to the government,, even the present most

irresponsible dictatorial, brutal and oppressive military regime better

known as SLORC/SPDC which has persistently rejected the ethnic Rohingyas

right to nationality and having peaceful

livies in their home-land of Arakan.

 

Inside and outside  Arakan are those who are supporting and in favor of

SLORC/SPDC's conspiracy,  frequently attacking the Rohingyas and

unanimously deciding not to accept them as bonafide  citizens of Burma.

 

We Rohingyas have to condemn, by sending protest letters, the Arakan

National Council (ANC) for not including us as an ethnic group or

citizens of  Arakan in the conference March 1-6, 2004, in New Delhi,

India, under the supervision of ALD exile leader U THA NU, a social

welfare minister of NCGUB. The ANC called all representatives of ethnic

groups of Arakan except Rohingya representation from the Muslim ethnic

group. The ANC cannot represent the whole people of Arakan nor be given

leadership  without any representative from the Rohingya ethnic group

although the ANC unanimously decided to lead the Arakan people as

declared by the recent ANC conference In Arakan. There are approxomately

5 million people, Half are Rohingya Muslims. If so, how can the ANC lead

the whole Arakan people? It is impossible tfor the ANC to form any

government or any political representation role without Rohingyas in Arakan.

 

But, today some honorable Rakhine leaders and intellectuals like  Dr.

Shwe Lu Maung, Dr. Aye Chan,  U Mra Wa,  Dr. Khin Maung ( NUPA),  and

Major Tun Kyaw Oo ,(president of the Amyothar Party) are considered in

favor of Rohingyas as they respect the Rohingyas birth rights as well as

genuine citizen people of Arakan by making available strong historical

references, recommendations and recognition of them  through research

and comprehensive knowledge in the new millennium of political spectrum.

Even Dr. Than Tun, rector of Mandalay University and former professor of

history, Rangoon University makes strong recommendations on Rohingyas as

ethnic group and bonafide citizen of Arakan.

 

In conclusion, I would like to sincerely urge those who misunderstood

about Rohingyas to thoroughly consider and  restudy  the historical

facts about the Rohingya and their origin.
