We are told that the community loathes and is disgusted because of lies and the deceitful and misleading manner in which the participants of the function were manipulated by the chairman of the Kanee PDC, to the extent of even shouting and proclaiming that this was " national duty".

2.         Our information is that written instructions were issued on 8 December 1999 by the Kanee township authorities to all departments in its jurisdiction prohibiting heads of departments from going on tour and recalling those who were out. Then, commencing from 10 December the village and ward authorities, members of the USDA, Fire Brigade, Red Cross, Police and all civil servants assembled and were assigned to knock on every door in the region and make (even by force) the people sign the prepared forms that had no titles. When some queried the USDA members replied that "this was to find out who approved or disapproved of all the road and bridge building  projects undertaken by the SPDC"  Our information is that those who refused to sign were taken to the police station and locked up.
