Notification 40 (7/99) (translation)

 

 

1. It is the tenth month since the Pyithu Hluttaw representatives have been detained in custody.  This long period of detention is having a deleterious effect on their health.

 

2.  U Khin Kyaw Han, duly elected NLD Hluttaw representative from constituency 2 (Yenangyaung town, Magwe division) was released temporarily on 6 June 1999.  His deteriorating physical condition and loss of weight are very obvious. He was suffering from diarrhea having passed 50 motions in three days, which had not stopped when he arrived back home.

 

3.  Our information is that the representatives that are held by the authorities are given nominal medical examinations about once a month only.  When they fall ill or suffer from injuries, they are required to pay for treatment.

 

4.  While in custody, it cost U Khin Kyaw Han Kyats 2000/- for oral replacement of electrolyte solution and intravenous fluids for the diarrhea he suffered and another Kyats 2000/- for treatment of his injured middle finger.

 

5.  One Hluttaw representative from Natmauk township suffered from a throat infection and could not swallow.  Another from Ngaphe township suffered from bladder stones.  Both had to pay their own medical expenses.

 

6.  Our information is that an allowance of Kyats 14,000/- is allotted for purchase of curry daily for 6 representatives and 4 guards. This works out to Kyats 140/- per head.  If the cost of rice is added, the total expended will not exceed Kyats 200/- per head per day.  Yet, the authorities are claiming that they are spending Kyats 350/- per day on the representatives they have kept in custody.

 

7.  The accommodation and living conditions are not only unsuitable and inadequate, shortage of water deprives them of a daily bath.

 

8.  Under the circumstances, the deteriorating health of the Hluttaw representatives is cause for grave concern and should their lives be endangered we will hold the authorities entirely responsible.
