1.         We have received information that those who now have authority are making preparations to adopt the usual unlawful tactics by using innocent and simple people to denounce U Hla Pe, the legitimate NLD People's Parliament representative of Irrawaddy Division, Moul-mein-gyun Township, Constituency 1 on the 28 February 1999.

 

2.         What is being done creates bad precedents for the country because they are unlawful activities outside the provision of law and we urge that they be halted. We reiterated that instructions to do what is wrong and evil should not be given or encouraged.

 

 

3.         In connection with this matter the original report received by us is reproduced below for the information of everyone.

" Subject ­ Report relating to the activities to damage the reputation of U Hla Pe, the legitimate representative of Constituency 1.

 

This is to report about the pressure, multiple crafty and deceitful tactics, threats and intimidation being applied on the residents of Constituency 1, Moulmeingyun Township by the administrative authorities and the Township Union Solidarity and Development Association (USDA) to force the electorate to declare loss of confidence and withdrawal of support for U Hla Pe, People's Parliament representative.

 

(1)       USDA members who are actively engaged in this activity.

 

1.         Ko Ko Lwin, son of U Kyaw Lwin. He is Secretary of Township USDA and a senior officer in the Township Account Department.

2.         Ko Myint Aung, son of U Bo Tin                     (Township USDA)

3.         Ko Ohn Gyaw, son of U Maung Aye               "          "

4.         Ko Hla Win Maung                                         "          "

(2)       Operators in the different villages and wards

Township USDA members Ko Ohn Gyaw, Ko Hla Win Maung, Ko Hlaing Myo, son of U Pu who is in the Township Land Records Dpartment.

 

This group went in an outboard motor to Lat-but-ta-loke-gyi village to the house of U Than Tun, Chairman of the Village-tract Peace and Development Council (Ya-Ya-Ka) where they assembled other members of the village USDA, one hundred household heads and ten household heads for the purpose of assigning the task of collecting household cards. They were then given instructions as to get the signatures and the fingerprints of the people to launch a no confidence campaign against U

 

Hla Pe, the Peoples' Parliament representative. Then, starting from Pa-gan-pon village they went to every village in this electorate and gave similar instructions to all the USDA members.

ON this day, USDA members (1) Ko Myint Aung, (2) Aung Zaw Hlaing, (3) Myo Swe, (4) Win Hlaing went to the house of the Ya-Ya-Ka Chairman of villages in Gway-gone village tract and assembled all members of the Ya-Ya-Ka, on e hundred household heads, ten household heads, and members of the village USDAs and allotted specific tasks and responsibilities to them.

 

In the village tract of Gway-gone, one villager destroyed the paper without putting his signature to it. Others put their signatures and were made to pay five Kyats each. U Aye Kyaing, the Ya-Ya-Ka Chairman was given the responsibility of collecting the forms to be handed over to four specifically designated USDA members on the 9th February 1999.

The residents of Hte-par-lei village were threatened by Ko Tin Ohn (Ya-Ya-Ka Chairman) with three days of forced labour for those refused to sign withdrawal of support papers.

 

Out of fear, all members whose names were on their household cards put their signatures or fingerprints on the forms.

 

In all the other villages, this house to house method of collecting signatures and fingerprints was applied.

Due to the systematic organisation of the Township USDA, the electorate in Constituency No:1, Moulmeingyun (residents of Myoma Ward No: 1, 2, 10, 11,  and 12) the campaign against U Hla Pe was completed in one and the same day.

 

The methods employed and the active operators are set out below ward by ward.

 

(a)       Operators in Myoma Ward No 1

 

1)         Ko Pho Lone (USDA member and Land Records personnel)

2)         Ko Sein Win (serviceman)

3)         Ko Win Bo (USDA)

4)         Ko Myo Kyi (USDA)

5)         Ko Myint Thein (USDA)

6)         Ko Maung Maung Thein ( Chairman Ya-Ya-Ka)

7)         Ko Win Tin (ten household head)

8)         Ko Maung Than ( Fire brigade serviceman)

 

Method of operation was by visiting every house, obtaining details from household cards and getting their signatures and finger prints on the withdrawal of support schedule.

 

(b)       Operators in Myoma Ward No;2

 

1)         Ko Thein Soe (leader of the USDA)]

2)         Ko Khin Maung Tint (USDA)

3)         Ko Kyaw Lwin (USDA)

4)         Ko Khin Nyunt (Ya-Ya-Ka one hundred household head)

5)         Ko Htay Thein (Ya-Ya-Ka ten household head)

6)         Ko Win Naing (Ya-Ya-Ka ten household head)

7)         Ko Kyaw Aung (Ya-Ya-Ka ten household head)

8)         Ko Soe Myint (Ya-Ya-Ka ten household head)

9)         Ko Ba Kyauk (Ya-Ya-Ka ten household head)

10)       Ko Tun Yee (Ward Fire Brigade)

 

 

(c)       Operators in Myoma Ward 10

 

On 18 February 1999, Township USDA members Ko Ohn Kyaw and Ko Hla Win Maung went to Ko Thant Zin, USDA leader in the ward and gave him instructions.

 

Operators on the field were

 

1)         Ko Thant Zin (USDA ward leader)

2)         Ko Kyaw Myint ( USDA and Fire Brigade serviceman)

3)         Ko Thein Shwe ( USDA and ten household head)

4)         Ko Myint Aye (USDA and ten household head)

 

This group worked in pairs, each pair taking responsibility for five roads as the total number of roads was ten. One house in each road was made the collection point, The ten households head and one hundred households heads summoned residents to bring their household cards to the collection points in every street and particulars were entered in their prepared schedules. Then one person (male, female, adult or youth) was asked to sign and fingerprint the form on behalf of the entire household.

 

(d)       Operators in Myoma Ward (11)

3)         Ko Win Myint (Ya-Ya-Ka Chairman)

This group went from house to house to obtain signatures and finger prints with particulars from household cards to signify withdrawal of support.

 

(e)       Myoma Ward No 12 Operators

 

1. Ko Soe Myint (Ward USDA leader)

2. Ko Soe Aung (Ward USDA member)

3. Ko Ohn Ngwe (Ward USDA member) Ko Kyaw Myint ( Ya-Ya-Ka one hundred household head) ---- and group

 

This group went from house to house to obtain signatures and finger prints with particulars from household cards to signify withdrawal of support.

 

(3)       A summary and examination of the illegal methods employed by the USDA to denounce U Hla Pe in his legimate standing as a People's Parliament Representataive shows that:

 

a)         In Constituency 1, the electorate acted out of fear of impending danger (the nearest knife) and not out of free will and desire.

b)         We have heard that those who compiled with the instructions still hold firm to their original convictions in their hearts.

c)         In some villages and wards there are people who have recently become residents who did not participate in the 1990 elections. The household cards they hold are not genuine.

d)         In cases where senior household members were absent due to work or otherwise, youths of 17 and 18 years had to stand in and put their signatures as representing the household.

e)         Even in cases where a senior person signed for and on behalf of the household, the consent of every inmate was assumed.

f)         Those people who stood loyally for U Hla Pe refused entry to the USDA members.

g)         Some people responded by saying that they had previously voted for U Hla Pe and saw no reason to withdraw their support now.

 

(4)       Information about USDA's plans for future operations.

 

a)         Our information is that this township USDA schedule (withdrawal of support) will be placed before Myaungmya district commission for approval and validation.

b)         That a marn-dat (outdoor pavilion) is being constructed in Nyaung-bin-thar village, Kat-kho village tract to conduct a public display of non confidence in the People's Parliament                      representative on 28 February 1999.

c)         Other information is that people from the wards, villages, and towns that have withdrawn support will be assembled at the football field in town to stage a demonstration (date not given yet).

 

 

(5)       The form (schedule) that was used denoting withdrawal of support and resignation from the NLD in the Irrawaddy Division, Moulmeingyin township, Constituency No1 is attached herewith as APPENDIX. "
