1. To be read as continuation to Notification 7 (2/99)

2. The information received regarding the tactics used to undermine the legally elected People's Parliament Representative U Hla Pe are:-

(1)(a) On 7 February 1999, Zaw Oo, son of U Win Shwe and Kyaw Zwa, son of U Kyaw Yin from Mah-mhwe-gyun village tract, Moulmeingyun Township went to every house in the village and without showing them what was written on the papers, got them to put their signatures at the bottom.The oral explanation given was that their signatures would indicate their consent to proceed with their cultivation peacefully.

(b) The head of one household was suspicious and asked to check the document and found that it related to the loss of confidence and denial of support for People's Parliament representative U Hla Pe.

(c ) When the villagers told the persons who was collecting their signatures that they supported the NLD and that democracy was all about the wishes and desires of the people, the reply given was that these remarks should be addressed to the authorities not to them.

(2)(a) On 8 February 1999, the Chairman of the Kyaik-pe Village Administration and Mahn Kyaw Aye, the veterinarian, Ko Hla Win, Ko Po Chin, and Ko Khin Win(Secretary and members of the USDA) claiming that they needed to inspect household lists took down the names of all the residents in each household on papers that they had prepared and made them sign that they did not support People's Parliament Representative U Hla Pe.

(b) The same procedure is being followed in Byangyi village we are told.


3. These illegal activities against U Hla Pe with a legal standing must be stopped immediately. It is downright disgraceful and scandalous.
