Committee constituted to act for and on behalf of the 1990 Multi-party
General Elections
People's Parliament Statement No. 1
Preamble
1. In May of 1990, the multi-party general elections were held in Burma. It was
free and fair and affirmed as such by the Burmese people and the world.
2. The people exercised their right to freely choose candidates to represent
them in a Pyithu Hluttaaw
(People's Parliament) in keeping with the democratic principles that "sovereign
power lies with the people which is transferred by way
of elections".
3. Therefore, those elected representatives of the people have a duty to
convene a People's Parliament through which they can perform their duties for
the good of the people and the country. Because of this duty, the People's
Parliament must be convened.
4. The elected representatives of the People's Parliament have the
responsibility to solve the many problems, political and social, that the
people are facing today. The People's Parliament that was to be convened
comprising the candidates elected by the constituencies in accordance with the Pyithu Hluttaw(People's
Parliament) Election Law has not materialised.
5. The best way for the people to express their wishes is through a People's
Parliament comprising the peoples representatives.
Since the peoples representatives have been arrested and are suffering
imprisonment, this committee which has been authorised
to act on their behalf undertakes to carry out their duties.
6. Four hundred and eighty five candidates were elected in the 1990 multi-party
general elections, out of which twenty six have been died leaving four hundred
and fifty nine. This committee has been empowered by two hundred and fifty one
NLD Parliament Members and Members who are friends of the NLD. Hence it can
legally act for the People's Parliament.
7. Therefore the "Committee representing the 1990 Multi-Party General
Elections People's Parliament " has been constituted comprising the
following:-

U Aye Thar Aung, Representing the following:-

Mon National Democracy Front
Zomi National Congress
Members
U Tin Oo, Deputy Chairman, National League for Democracy
Daw Aung San Suu Kyi, General Secretary, National League for Democracy
U Lwin, MP-elect, Constituency 1, Thongwa township,
Rangoon Division
U Hla Pe, MP-elect from
No:1 constituency, Moulmeingyun township, Irrawaddy
Division
U Soe Myint, MP-elect from
No:1 constituency, South Okkalapa township, Rangoon

8. The first committee meeting was held on 16 September, 1998.
9. Exercising the authority given as above, the following resolutions were
made:-
(a) The People's Parliament members elected under the 1990 People's Parliament
Election Law can not be removed from office by any law, rules, edicts and
orders nor on their own volition.
(b) Dr. U Saw Mra Aung, Chairman of the Arakan League
for Democracy, MP-elect from
(c) The term of office of this People's Parliament shall be for the period till
a democratic constitution acceptable to the people has been drawn up and
adopted.
(d) Political, social, economic and other problems can be solved and attended
to by the People's Parliament so we warmly welcome the under-mentioned
associations that responded positively to the move for convening the Pyithu Hluttaw.
Consent was given on 14 August 1998 by
(1) Shan Nationalities People's Liberation Organisation (SNPLO) (Peace
Agreement signatory)
(2) Kayan New Land Party (KNLP)
(3) Karenni Nationalities People's Liberation Front (KNPLF) (Peace Agreement
signatory)
And Consent was given on 18 August by
(4) New Mon State Party (NMSP) (Peace Agreement signatory)
10. All laws, rules, procedural laws, orders, and notifications made on and
after the 18 September 1988 without confirmation of the People's Parliament
have no legal authority.
(Note: The chairman of the SLORC spoke on 5 July 1989 as follows:
" I have taken state power today but it will not be that I will do just
what I like. My actions will be in conformity with procedures and systems which
I will submit to the Parliament when the elections are over and a Parliament is
convene").
11. The committee have also adopted the resolutions
hereunder.
(a) All political parties have the right to activities prescribed by law.
(b) Parliament Members shall be exempt from prosecutions for statements and
activities that are part of their legitimate duties.
(c) All political prisoners should be immediately and unconditionally released.
12. Defence forces are indispensable for any country. It has a duty to defend the
people and its country and the constitution. The Defence Services must be
sincere and earn the love and respect of the people and not be outdated in its
capabilities. It must be great in stature, but one with the people, and always
mindful of the will of the people.
Conclusion
13. This committee will continue functioning on behalf of the Parliament
until a Parliament is convened in accordance with the provisions of the 1990
Multi-party Pyithu Hluttaw (People's Parliament)
