Mass rally held in
support of Prime Minister's clarification on seven-point roadmap
YANGON, 13 Oct- A mass rally, organized by the Union Solidarity and
Development Association, was held in support of Prime Minister's clarification
on seven policies and programmes of the State
(roadmap) at Monywa People's Sports Ground in Sagaing Division, yesterday morning.
Present on the occasion were Central Executive Committee members of USDA,
members of township USDAs of Sagaing,
Monywa, and Shwebo
Districts, members of Maternal and Child Welfare Association, Working Committee
for Women's Affairs, War Veterans Organization, Red Cross Society, Auxiliary
Fire Brigade, faculty members and students of University of Monywa,
Institute of Economics (Monywa), Institute of
Education (Sagaing), University for Development of
National Races, Monywa Computer College, Monywa Technological College, Sagaing
Education College, Monywa Education College and Sagaing Cooperative College, Myanmar Thabin
Asiayon, Myanmar Music Asiayon,
Myanmar Writers and Journalists Association, departmental officials, nurses,
merchants, industrialists, workers and local people totalling
21,000.

First, the master of ceremonies announced the commencement of the mass
rally.

made a speech. He said that the mass rally held today is to support the future
political roadmap of the State, the national requirement for the emergence of a
new State constitution. Prime Minister General Khin Nyunt clarified the future
policies and programmes of the State to be

The second part of the speech touches on political developments. In this
part, steps to realize democracy are clearly expressed. It is explained that a
democratic system of a country cannot be exported into and practised in another
as democracy should be based on the historical background and objective
conditions of a nation concerned. A democracy is to be shaped on the basis of
historical trends and objective conditions of a nation concerned. Countries are
different in practising of democracy.
Clarified in the third part of the speech are the seven steps of the
political process to develop a modern and developed democracy in the future in
accordance with the historical background of the nation, the customs and
traditions of the people and the prevailing political, economic and social
conditions. Flourishing of patriotism and Union Spirit among the national races
is of paramount importance for the emergence of a modern developed democratic
nation. Union Spirit is the spirit built on oneness in striving for national
development and cherishing the own land and own nation.
Head of State Senior General Than Shwe has given
guidance, saying that in the today's world events there are some powers that
are attempting to meddle in the affairs of other nations. And it is to be well
aware that the deterioration of Union Spirit will lead to disintegration of
national solidarity. This will result in loosing of sovereignty. The government
has laid down the 12 political, economic and social objectives and is
implementing them for the emergence of a discipline-flourishing democratic
nation. In transforming the nation into the new democratic one, the Prime
Minister has laid down the seven-point political roadmap of the State.
The seven steps of the political roadmap are: (1) Reconvening of the
National Convention that has been adjourned since 1996. (2) After the
successful holding of the National Convention, step by step implementation of
the process necessary for the emergence of a genuine and discipline-flourishing
democratic system. (3) Drafting of a new constitution in accordance with basic
principles and detailed basic principles laid down by
the National Convention. (4) Adoption of the constitution through national
referendum. (5) Holding of free and fair elections for Pyithu Hluttaws
(Legislative bodies) according to the new constitution. (6) Convening of
Hluttaws attended by Hluttaw members in accordance with the new constitution.
(7) Building a modern, developed and democratic nation by the state leaders
elected by the Hluttaw; and the government and other central organs formed by
the Hluttaw.
The successful holding of the National Convention and the emergence of an
enduring State constitution are the most important points out of the
seven-point political roadmap of the State. To draw the enduring State
constitution by representatives of the national races and people from all walks
of life, the National Convention was held in 1993.
However, in 1995, one political force decided to ignore the future of the
country and hold the attitude of individualism seeking the interests of its own
party above the national cause, and carried out a scheme aimed at destroying
the National Convention.
I, on behalf of the people, enthusiastically support the future policies and
programmes of the State as the successful holding of
the National Convention and the emergence of the constitution out of the
seven-point political roadmap are to be implemented phase by phase.
Regarding the constitution, Head of State Senior General Than
Shwe has given guidance, saying that whatever system is practised in the
nation, a State constitution is required. In addition, the constitution, which
is able to serve the interests of the entire national people, must be an
enduring one.
The State constitution which is the most important to the future State needs
to be drafted in accord with the wishes of the national people.
Only when peace and tranquillity prevails can the
nation-building endeavours be carried out phase by phase, and will the
discipline-flourishing democratic nation the entire national people long for
emerge.
As long as a political force in the country is acting with the attempts of
the collaborators of neo-colonialism from abroad who are trying to find ways to
bring down the existing government and as long as this political force
continues to maintain a negative attitude or refuses to change its methods, it
will result in a situation where the golden land that we all hope for will
remain in the distance.
Therefore, the entire national races are to actively participate in
realization of the seven-point political roadmap of the State that could shape
the future of State the entire national races long for.
In conclusion, the entire national people are urged to make firm resolve for
presenting the dangers posed by internal and external destructive elements who are against the interests of the State and its people
and for actively participating in realization of the future State's policies
and programmes by doing their bit with Union Spirit.

August 2003, one can be convinced that today, based on unity of national
brethren and under the leadership of the government that has been dutifully

The Prime Minister made clarifications on the State's seven-point roadmap
consisting of three parts.
The first part deals with specific facts about rapid development in the
sectors of politics, economy and social affairs during the period from its
assumption of the State's duties to date, and the second part touches on a
brief account on State's political developments. In the third part, the Prime
Minister clarified the various steps of the political programme which will be
implemented for the emergence of a modern, developed and democratic State that
corresponds to the political, economic and social conditions of the country and
is based on
With regard to economic growth of the State, in 1988-89, the GDP of the
country was at the lowest mark, but in 2003-2004 fiscal year,
11.1 per cent GDP growth was achieved.
In the agricultural sector, the paddy output in 1988 was 654 million
baskets. In the time of the Tatmadaw government, a total of 151 dams and
reservoirs and 265 water pumping stations as well as sluice gates have been
constructed. Thanks to the implementation of underground water tapping projects
and river water pumping projects, summer paddy in addition to monsoon paddy can
be cultivated. As a result, the paddy output had increased up to 1,000 million
baskets in 2000-2001.
In order to boost paddy production, so far the government has spent over K
63,494 million. Now 38 irrigation facilities projects are under implementation
and arrangements are being made to build 84 more irrigation facilities.
The meat and fish sector plays an important role in the State's economic
sector. In State-owned and private-owned livestock breeding sector, during the
period between 1992-93 and 1995-96, the annual increase of fish and prawn
output was 4.6 per cent when compared with 12 per cent (1.5 million tons of sea
and fresh water fish and prawn) in 2002-2003 fiscal year.
In the industrial sector, the government has been upgrading the State-owned
factories for promotion of economic life based on modern manufacturing process.
At the same time, altogether 18 industrial zones have been established to
industrialize the local regions and to expand the scope of creating job
opportunities for local people. These industrial zones manufacture automobiles,
farm machinery and implements, and electronic appliances.
A total of 157 State-owned and 24,293 private-owned large, medium and small
factories have been constructed. In 1988, there were 27,430 State-owned
factories, in comparison with 51,980 now. For the national development, the
government has implemented servicing sector harmoniously. Consequently, rail
transportation, air and water transportation, communication and electric power
sectors are gaining development momentum.
Realizing that it is needed to ensure development of human resources in
accelerating the State's development momentum in future, the government gives
priority to uplift of the education and health standards of the entire people.
The number of the nation's students was over 5.2 million in 1988, but it has
increased to over 7.5 million.
In the higher education sector, the number of universities and colleges now
is 154, compared with 32 universities and colleges in 1988.
In the health sector, there were 617 hospitals in 1988, and now there are
757 hospitals now. The number of medical institutions has also increased from
four to 14.
Starting from 1989, the government has spent over K 48,000 million plus over
US$ 506 million for the development of border areas, which covers 18 regions of
68 townships.
He assured that the discipline-flourishing democratic nation will emerge
soon as unprecedented economic and social foundations have been constructed.
In the second part, the Prime Minister clarified the State's political
developments. The government has taken up the State's responsibilities since
1988 to safeguard the independence and sovereignty in the interest of the State
and the people. At a time when there were conflicts and power struggles among
underground and aboveground political parties including external and internal
left-wing and right-wing political parties and there was anarchy across the
country, the Tatmadaw bravely assumed the State's duties. So, the nation did
not lose its independence and it assured the security of the people, and trade
businesses could be carried out freely and peacefully. If one turns a blind eye
to these developments and praised the anarchy as democracy revolution, the
country will still be far from democracy, he noted.
He added that the people have witnessed the weak points of multi-party
democracy system and encountered the bitter experiences of weak points of
socialism and centralization.

The State's future seven-point political roadmap is the national duty, which

Professor Daw Khin Naing Oo of the Department of
Management of Monywa University of Economics seconded
the motion calling on the entire national people to actively participate in any
sectors for the successful implementation of the seven-stage future policy of
the State with full sense of Union Spirit.
She said the Prime Minister, in the first part of his speech, explained the
all-round development of the State achieved thanks to the relentless efforts of
responsible officials and the participation of the entire people aiming at the
emergence of a developed and modern nation during the time of the Tatmadaw
government.
Conspicuous achievements were gained in the transportation sector. Instead
of only two river crossing bridges in the past, the government has been able to
construct 159 bridges all of which are above 180-foot, including 25 of them in Sagaing Division. As motor roads and railroads are extended

In the agriculture sector, the government has built dams and reservoirs
wherever possible, totalling the number of facilities
in the country to 151. A total of 13 dams, and 209 small dams built with the
arrangements of the local people emerged in the division. Making best use of
river-water in the country, the government constructed 265 river water pumping
projects and able to supply water for agricultural purpose. In view of these
achievements, it is clear that the government has taken appropriate measures in
the long term interests of the future Union of Myanmar and farmers.
Now, I would like to highlight the second part of the speech or the part
concerning the political conditions of the State. It will clearly be seen that
the Tatmadaw government, being a government that strictly followed the national
politics and taking into account the sectarianism and splits occurred in the
history of the country, has laid down the finest political programme for the
future democratic State. In other words, the government is safeguarding the
nation from the obstructions and interferences of internal and external
destructive elements and some powerful neo-colonialist nations in accord with
the fourfold People's Desire or the voice of the people which emerged from
their feeling. I, on behalf of the people of the division, earnestly support
the speech of the Prime Minister in which he said: "As we have laid down
the correct goal, we will march toward that goal together with the national
people without deviating from it."
As the Union of Myanmar is composed of over 100 nationalities that have been
living together in unity and harmony for thousands of years, Union Spirit is
the most fundamental requirement for

Causes or the national policy, is systematically advancing towards the goal of
the State in accord with the twelve objectives. The entire national people

Our Sagaing Division is the birthplace of many
heroes who, inspired by patriotism, bravely fought against the colonialists. As
is known to all, our division is the birthplace of national heroes including Alaungphaya U Aung Zeya who established
the third Myanmar Empire, Hsinbyushin who was
respected by the neighbouring countries because of
his capability to enhance the power of the nation, and Sitthugyi
Thado Maha Bandoola who was admired even by the enemies during the
time of patriotic and ant colonialist battle. In accord with its historical
traditions, the division now is home to millions of people who will annihilate,
with the full sense of patriotism, the enemies who would invade and bully our
nation, and their spies and lackeys.
I resolutely announce that the people of Sagaing
Division are determined to sacrifice their lives, in accord with the fine
traditions of Alaungphaya, Hsinbyushin
and Maha Bandoola, in
protecting the entire people from the danger posed by internal and external destructionists
who will hinder the successful implementation of the seven- stage programme of
the State, that is of vital importance for the entire people.
The seven-stage nation- building programme is the own policy of the State
Peace and Development Council laid down in the interests of the State and the
people. Its essence is also in agreement with the four political objectives of
the twelve objectives upheld by the people. It will be seen that successful
holding of the National Convention and emergence of a state constitution are
the most important points in the seven stages of the programme.
The National Convention is the place where basic principles required for
drawing a constitution to shape the future democratic State are discussed and
solutions are worked out with the participation of all strata of people and
representatives from all the organizations. Though some progress could be made
in the National Convention that began in 1993, it was retarded because of an
individual who turned her back to it in the interest of a party.
Entire national people of
It is required to resolutely safeguard, together with the strength of the
people, the successful implementation of the positive seven stage programme
phase by phase from the danger posed by internal and external destructive
elements who have been jealous of the tranquillity, unity, and development of the State. Acts of
some powerful nations holding negative views against and putting pressure on
our country with false information they have received will lead the country
further away from democracy.
In conclusion, she urged all to actively participate in the march toward the
national goal of emergence of a modern, developed, and discipline-flourishing
democratic nation with full sense of patriotism, nationalistic spirit, national
solidarity spirit and the Union spirit and earnestly supported the motion
calling on the entire national people to actively participate in any sectors
for the successful implementation of the seven- stage future policy of the
State tabled by U Moe Zaw Hein.
Head of Sagaing Division Agricultural
Mechanization Department U Swe Win seconded the motion calling on the entire
mass of people to participate in any sector for the successful implementation
of the seven-point future policies and programmes of
the state with full sense of Union Spirit. He said the seven-point political
roadmap of the State included in the speech of the Prime Minister is essential
in marching toward a modern developed democratic nation. To successfully
implement the roadmap, it is also important for the entire mass of people to
participate in their respective sector with full sense of Union Spirit.
With respect to the directives of the Prime Minister, all national people
unanimously seconded the seven-stage political programmes
looking forward to the marching of a future modern, developed nation. He said
that the first part of the Prime Minister's speech included the development of
the State; the second part touched on present political climate; and the third
part was the seven-stage future policies and programmes
of the State.
The speech also included the development sectors such as agriculture, meat
and fish, roads and bridges, transport, communications, education and health
with the accurate figures. According to the figures, our State will certainly
reach the stage of modern develop nation soon as it has laid down sound
foundation for development of national economy.
It is the significant fact that with the development of the whole nation, Sagaing Division is also in a position to enjoy the
prosperity of all sectors.
In a bid to turn the Sagaing Division into the
granary of Upper Myanmar, it can now produce 117 million baskets of paddy
compared with a yield of 59 million baskets of paddy in 1988. This is because
the efforts of the Tatmadaw government undertaking the projects such as Kyepinet reservoirs, Myaukyama
reservoirs, Taungyama reservoirs, Kindat
diversion weir, Htanzaloat dam, Thazi
dam, Nwegway dam, Tonkyaw
diversion weirs, Latyatma dam including Zedi diversion weir Thaphanseik
dam, the largest one in South East Asia, other agricultural and irrigation
facilities in the division.
In addition, 99 artesian wells and 54 river water-pumping projects including
the projects of Tatywa, Nyaungbinwin,
Wanpyait, Magyigwa, Magyibok, Amynit and Kobin, 209 small dams and 1670 tube wells were implemented.
Due to the above-mentioned projects for water supply, the region has now
greened and there is enough water. As a result, personal hygiene has progressed
and diseases of trachoma and leprosy have already eliminated.
He said, in the transport sector of the division, 115 mile long Monywa-Yagyi-Kalewa Road has been constructed, 41 mile and
2 furlongs long Kalay-Gangaw road and 100-mile Kalay-Kalaywa-Tamu Road have been tarred, and roads were
extended up to 671 miles of tarred road, 174 miles of gravel road and 118 miles
of earth road. About 289 miles of railroads has also been extended up to 336
miles.
In Sagaing Division, there were 14 above-180
-foot-long bridges in the past and now there are 25 bridges including Hsinbyushin Bridge, Chindwin
Bridge (Monywa), Nyaungbinwin
Bridge, Thamayo Bridge, Meza Bridge and Shweli Bridge. The number of bridges which is under 180 feet long is also increased from 1348 to 1644.
As for the education sector, there were only five universities and colleges
in the past. But, now, 15 universities and colleges namely Monywa
University, Monywa Institute of Economics, Sagaing Institute of Education, Kalay
University, National Races Development University, Shwebo
Degree College, Monywa Computer College, Sagaing Education College, Monywa
Education College, Sagaing Cooperatives College, Sagaing Technical Institute, Shwebo
Institute of Agricultural Science have been opened. At Monywa
Institute of Economics master's degree courses on public management and
business management are being conducted.
In the basic education sector, during the time of Tatmadaw Government 22
basic education high schools, 41 middle schools and 605 primary schools have
been opened in the division. Eleven high schools and middle schools have been
installed with multi-media classrooms. Even Kadunan
national students of Pinlebu and Bamauk
regions and Naga national students of Lahe and Lashi regions are now
pursuing their education with the help of computers and modern teaching aids.
As regards agriculture, 2909621 acres of farmland have been extended to
3930518 acres now, and single cropping has been extended to double cropping and
then to triple cropping. As the livestock breeding is being extended in the
division, there is regional self-sufficiency of foods, and surpluses also can
be distributed to other regions.
In the industrial sector, Monywa Industrial Zone
has been established, and sub-industrial zones were also launched in Shwebo, Sagaing and Kalay. Private entrepreneurs are manufacturing farm
machinery, equipment and parts, vehicles, high speed watercraft, grinding
machines and 51 different items of machinery at 532 small and big factories.
With respect to the health sector, there are 49 stations hospitals and 180
rural health care centres. The number of doctors has
been increased to 365 from 213.
In Sagaing Division there were small airports in Hkamti and Kalay in the past.
Now, Homalin Airport has been opened and Monywa Airport is nearing construction and will be opened
soon.
He continued to say that the emergence of development conditions of the
State is due to the strenuous efforts of the government aiming at the building
of Myanmar society into a peaceful and modern developed society. He said that
in order to build a developed nation if we look forward to the assistance of
others without relying ourselves, our nation will be surelly
influenced by them.
So, all the mass of the people hand in hand with the government are
committed to building the future nation in accord with the seven-point roadmap
of the State without any influences of other big nations.
The seven-point political roadmap highlights the national political path
along which we will have to surely walk. It is also needed to build a peaceful
modern developed discipline-flourishing democratic nation upholding the speech
of the Prime Minister as national duty. All the people of the nation are
required to make endeavours for the stability of the state and consolidation of
national unity.
In conclusion, he enthusiastically seconded the motion calling for the
entire mass of people to participate in any sector for the successful
implementation of the seven-point future policies and programmes
of the state with full sense of Union Spirit.

Eleventh Myanmar Traditional Cultural Performing Arts Competitions was held at
the National Theatre on Myoma Kyaung
Street in Dagon Township this afternoon, attended by patron of the committee
for observance of the competitions Prime Minister General Khin Nyunt.
Also present on the occasion were Secretary-1 of the State Peace and
Development Council Lt-Gen Soe Win, Secretary-2
Lt-Gen Thein Sein, members
of the Panel of Patrons for observance of the competitions, Chairman of the
leading committee for observance of the competitions Chairman of Yangon
Division Peace and Development Council Commander Maj-Gen
Myint Swe and leading committee members, officials
from the State Peace and Development Council Office, departmental heads, work
committee members and sub-committee members for observance of the competitions,
judges of the central level competitions and judges of the State/Division level
competitions, managers of the teams and contestants.
The Prime Minister, together with the Secretary-1 and the Secretary-2,

YANGON, 13 Oct - Prime Minister General Khin Nyunt, accompanied by member of
the State Peace and Development Council, the ministers, the chief of staff
(Navy), deputy ministers, officials of the State Peace and Development Council
Office and officials, on 11 October morning arrived at Magway.
Next, the Prime Minister and party proceeded to Taungdwingyi
in Magway Division by helicopter.
When they arrived at Aungmyinzeya Pagoda in Taungdwingyi, Magway District
Peace and Development Council Chairman Lt-Col Zaw Thein and departmental officials, members of district and
township Peace and Development Councils and members of pagoda board of trustees
welcomed them.
At the briefing hall near the pagoda, Maj-Gen Ye Myint reported to the Prime Minister on damages of the
pagoda, religious buildings and schools caused by an earthquake jolted on 22
September. Next, Col Zaw Min reported on renovation
of damaged pagodas, monasteries and schools by establishing committees and
Senior Assistant Engineer of the Ministry of Industry-2 U Than
Aye on repair of Aungmyinzeya Pagoda.

reported on seismological surveys.

ancient pagodas including Shweintaung Pagoda and Shweyaungdaw Pagoda without affecting original styles as
well as reconstruction of monasteries and schools. He urged the officials
concerned to form the committees for construction tasks.
Afterwards, a ceremony to donate cash and materials for repair of damaged
buildings and pagodas followed at the briefing hall.
At the ceremony, Lt-Gen Ye Myint presented K 20
million each for repair of Shweintaung Pagoda and Shweyaungdaw Pagoda, K 2.5 million for other three pagodas
and K 100,000 each for rebuilding of monasteries totalling
K 51.1 million donated by State Peace and Development Council. Commander Maj-Gen Ye Myint accepted the
donations. Next, Lt-Gen Ye Myint, Maj-Gen
Ye Myint and Col Zaw Min
accepted K 10 million donated by the Central Command, K 5 million and 1,000
bags of cement by Union Solidarity and Development Association, K 5 million and
1,000 bags of cement by Magway Division Peace and
Development Council and donations of ministries and other wellwishers
totalling K 92.35 million. Afterwards, Prime Minister
General Khin Nyunt and party inspected all-round renovation of Aungmyin-zeya Pagoda.
Later, General Khin Nyunt and party proceeded to Shweintaung
Pagoda and inspected damages caused by the earthquake. Next, they visited Taungdwingyi Cultural Museum near the pagoda.
Prime Minister General Khin Nyunt and party also went to Shweyaungdaw
Pagoda near Beikthano Ancient City in Taungdwingyi Township and viewed enshrined religious
objects and the upper parts of the pagoda collapsed in the earthquake. Next. they paid homage to Buddha
Image of Bagan Era. Afterwards, they presented and
robes to members of the Sangha and Sayadaw Bhaddanta Vicitta Ñana of Shweyaungdaw Monastery. Next, the Prime Minister offered
cash for the fund of the monastery to Sayadaw Bhaddanta Vicitta Ñana.
The Prime Minister and party paid homage to ancient Buddha images at the
pagoda and cordially met with pilgrims there.
At noon, the Prime Minister and party arrived at the textile factory
(Project) of the Ministry of Industry-1 in Pwintbyu
Township, Magway Division. At the meeting hall of the
project, Minister for Industry-1 U Aung Thaung
reported on measures being taken by the factory to satisfy the local demand, to
raise the living standard through regional development, to create job
opportunities, and to promote technology with the installation of modern
machinery; and arrangements for cultivation of cotton.
Officials also reported on supply of machinery to the factory and their
installation, availability of water, sending of trainees abroad to attend
machinery maintenance and installation courses and cooperation between the
Ministry of Electric Power and the Ministry of Industry-1 to supply the factory
with electricity.
After hearing the reports, the Prime Minister gave instructions on adequate
supply of raw materials to the factory and constant training to enhance the
competency of staff. Next, the Prime Minister presented a basket of fruit to Mr Cui Wei, Chinese Expert from Tianjin Machinery Import & Export Corporation of the
People's Republic of China.
Later, officials of the factory and engineers conducted the Prime Minister
and party round the factory and presented progress reports on construction of
the factory.
The Pwintbyu Textile Factory (Project) is located
on 681.71 acres of land, near Kanthagyi Village on Lekaing-Pwintbyu motor road, two miles from Pwintbyu, in Magway Division. 87
per cent of construction are on completion. And it is
targeted to finish the construction of the factory in March 2004, and the
installation of machinery in July 2004. Arrangements are under way for the
factory to be able to come into operation in December 2004.
The Prime Minister and party also visited Sandalwood Kyaungdawya
Pagoda in Pwintbyu, where they offered fruits,
flowers and water to the pagoda. Next, Minister for Culture Maj-Gen
Kyi Aung presented reports on maintenance work for cultural heritage being
undertaken by the ministry and gave a brief account of the pagoda history.
Later, the Prime Minister made a donation of cash for all-round renovation of
the pagoda. The Prime Minister and party also offered provisions to the
Presiding Sayadaw of the Sandalwood Monastery and
members of the Sangha.
Afterwards, the Prime Minister and party arrived at the Bagan
Archaeological Museum in the Bagan Cultural Zone and
inspected the museum. At the meeting hall of the museum, a coordination meeting
on preservation of cultural heritage and greening tasks in the Bagan Cultural Zone took place.
At the meeting, Commander Maj-Gen Ye Myint reported on tasks being carried out for the greening
of Bagan-NyaungU region and Popa
region, maintenance of roads within and without the town, and construction of
roundabouts and entrance arch.
Minister for Culture Maj-Gen Kyi Aung also
reported on maintenance of archaeological materials and the preservation of
ancient cultural heritage. Next, the Minister for Hotels and Tourism reported
on tasks being conducted for further development of hotel industries,
convenient visits of tourists and the modernization of hotels.
After hearing the reports, the Prime Minister gave instructions on
systematic excavation and restoration of cultural heritage in the zone,
enhancement of development activities in Bagan region
to attract more tourists, and collective endeavours to make tourism blossom.
Later, the Prime Minister and party inspected the upgrading of the Bagan Thande Hotel, the Bagan Hotel and the Thiripissaya
Hotel in Bagan Cultural Zone and stopped over there.
The Prime Minister, after making inspection tours of Magway
and Mandalay Divisions, arrived back in Yangon by air this morning.

inspects display of Mid-year Myanma Gems Emporium
YANGON, 13 Oct - Prime Minister General Khin Nyunt this afternoon inspected
the display of the 2003 Mid-year Myanma Gems Emporium
that will be held from 15 to 22 October.
The Prime Minister, accompanied by Chairman of Yangon Division Peace and
Development Council Commander Maj-Gen Myint Swe and officials from the State Peace and
Development Council Office, arrived at the Myanma
Gems Mart on Kaba Aye Pagoda Road here at 5.15 pm.
Member of the State Peace and Development Council Lt-Gen Tin Aye, ministers,
the Attorney-General, deputy ministers, members of the Central Committee for
the emporium and officials welcomed the Prime Minister and party.
The Prime Minister and party looked around the gems shops of private
entrepreneurs, jade figurines and gems-painting shops on the ground floor, jade
lots to be put on sale through tender system and bidding system, uncut jade
blocks in the compound of the building.
The Prime Minister and party viewed the gems lots and pearl lots on display
on the third floor. Patron of the Central Committee for the emporium Minister

morning at Insein Locomotive Shed in Insein Township with an opening address by Minister for
Rail Transportation Maj-Gen Aung Min.

YANGON, 13 Oct- A press conference to clarify significant events at the 9th
ASEAN Summit and related Summits, assessment of the summits and rumours about forest depletion due to indiscriminate
felling trees in Myanmar was held at the Tatmadaw Guest House on Inya road this morning.
Present on the occasion were, Vice-Chief of Military Intelligence Maj-Gen Kyaw Win, Deputy Minister for Foreign Affairs U
Khin Maung Win, Deputy Minister for Information Brig-Gen Aung Thein, Maj-Gen Khin Aung Myint of the Ministry of Defence and senior military
officers, heads of department, officials of the Ministry of Information, U Sein Win of Kyodo News Agency, Patron of the Foreign

Maj Theik Soe of the Ministry of Defence acted as master of
ceremonies.
First, Deputy Minister for Foreign Minister U Khin Maung Win explained
important events at the 9th ASEAN Summit and related Summits and assessment of
the summits saying that Prime Minister General Khin Nyunt, together with other
ASEAN leaders, attended the ASEAN Summit and other related summits held in Bali
of Indonesia. The Prime Minister, on 6 October, attended the working dinner,
and on 7 October, the ASEAN Summit, and on 8 October, the Summits of the ASEAN
Heads of State/Government and Heads of State/Government of the People's
Republic of China, Japan and the Republic of Korea, ASEAN-China Summit,
ASEAN-Japan Summit, ASEAN-Korea Summit and ASEAN-India Summit. During the
summits, the Prime Minister and other ASEAN leaders signed the Declaration of
ASEAN Concord II (Bali Concord II); Joint Declaration on Building a Strategic
Partnership of Peace and Prosperity at ASEAN-China Summit; Frmework
Agreement for Comprehensive Economic Partnership Between ASEAN and Japan at
ASEAN-Japan Summit; and Framework Agreement on Comprehensive Economic
Partnership Between ASEAN and India at ASEAN-India Summit.
The Prime Minister and other leaders also witnessed the signing of the
China's Accession to the Treaty of Amity and Cooperation and India's Accession
to the Treaty of Amity and Cooperation. At the summit, commerce ministers of
ASEAN countries including Myanmar signed the Protocol to Amend the Framework
Agreement on Comprehensive Economic Cooperation Between
ASEAN and the People's Republic of China. The significant progress was that
after the working dinner hosted on 6 October, an informal working meeting was
held attended by only the ten leaders of ASEAN countries. At the meeting, the
Prime Minister clarified latest developments in Myanmar. The Prime Minister
made the clarification before any ASEAN leaders had touched on the conditions
of Myanmar. After the clarification, the Prime Ministers of Thailand, Malaysia
and Singapore showed their support for the seven-point roadmap. Other ASEAN
leaders also congratulated the Prime Minister on making the clarification.
There was no discussion about Myanmar at the ASEAN Summit, ASEAN-China,
ASEAN-Korea and ASEAN-India Summits; at ASEAN and China, Japan and Korea
(ASEAN+3) Summit, the Prime Minister of Japan said that he hoped Myanmar would
be able to tackle the situation as soon as possible as the situation in Myanmar
has affected the region. As regards the discussion of Japanese Prime Minister,
Prime Minister of Thailand Dr Thaksin Shinawatra said that future programmes
of Myanmar are firm and resolute and the clarification made by the Prime
Minister previous night showed the pledge for democracy of the government; as a
neighbouring country, Thailand has suffered effects
of instability in border regions and thus solutions are to be found not only to
matters related to Daw Suu Kyi but also to other problems; as regards the
future programmes, he hoped progress will be made
with the passage of time; and all should show support for the government's
endeavours for national recon-solidation.
Again on 8 October, at the ASEAN-Japan Summit, Japanese Prime Minister
Koizumi said that it is important to meet success in implementing democracy
process in Myanmar; he understood Prime Minister General Khin Nyunt is trying
his best for the nation; but Japan is concerned and worried about the situation
in Myanmar; he hoped Myanmar would make progress and produce the best results
that would be acceptable to the international community and Japan; and if there
emerge tangible and durable results, Japan will resume regular assistance to
Myanmar. In response to the discussions, Prime Minister General Khin Nyunt said
that in the opening speech of the Japanese Prime Minister, he touched on
Myanmar; as he had clarified, Myanmar is striving to establish democracy amidst
many challenges; establishing of democracy in accordance with the wish of the peopel of Myanmar is more important than that of an
individual person and a particular organization; and the government will do its
best for Myanmar; and throughout the summits positive attitude was shown
towards Myanmar but it is to be regretted that Japan's attitude was otherwise.
The deputy minister presented the excerpts from the discussion made by Dr
Mahathir bin Mohamad at ASEAN-China Summit on 8 October saying that the
Malaysian Prime Minister said that in the pretext of democracy, some powerful contries are committing acts of agression;
problems could not be solved through voting only in the name of democracy; for
example in Myanmar, there are fighting between one national race and another;
it is necessary to understand the sensitivity of ethnic problems and it is
necessary to give greater attention to the interests of majority than that of
minority; it is difficult to practise western-style
democracy; it is necessary to understand that there may be differences if there
are two countries; he welcomed the political dialogue and said it was not
impossible for Myanmar to take the step; democracy practised in the western
countries is too liberal and transparent to be practised in Asia; one might say
that Malaysia is not in conformity with democracy; arrests have to be made as
preventive measures; there are also racial problems and extremism; and there
was a plot to stage a coup against Malaysian government and thus the government
had to take measures to make arrests.
"The Leaders welcomed the recent positive developments in Myanmar and
the Government's pledge to bring about a transition to democracy through
dialogue and reconciliation. The roadmap as outlined by the Prime Minister of
Myanmar that would involve all strata of Myanmar society is a pragmatic
approach and deserves understanding and support. The Leaders also agree that
sanctions are not helpful in promoting peace and stability essential for
democracy to take root.", stated in the
announcement released after the ASEAN Summit. Therefore, Myan-mar
would like to welcome that announcement and express her gratitude to the
Leaders of the ASEAN.
As is known to all, before the start of the Summit, there had been different
versions of international media, especially west media, predicting that ASEAN
countries would put pressure and make demands on Myanmar. In reality, what they
had anticipated did not take place. All the Leaders of ASEAN countries did
support the seven-point future policy of Myanmar. Moreover, the constructive
developments of Myanmar can be witnessed on the announcement released after the
end of the meeting. And it can also be seen clearly that Japan is the only
country holding negative attitudes.
During the Summits, the Prime Minister met with Chinese Premier Mr Wen Jiabao,
Malaysian Prime Minister Dr Mahathir bin Mohamad, Singaporian
Prime Minister Goh Chok
Tong, Thai Prime Minister Dr Thaksin Shinawatra and Indonesian President Madame Megawati Soekarno-putri, and cordially discussed matters related to
mutual friendship and bilateral cooperation. Such meetings could enhance the
bilateral ties and cement mutual understanding. On those occasions, the Prime
Minister explained the achievements of Myanmar, and the Leaders of ASEAN
countries made an encouraging response to the future policies of Myanmar.
Thanks to these clarifications, true situation of Myanmar, hardships and
challenges encountered in the transition to democracy and the Government's
determination to shape democracy became more understandable.
Summing up, the Bali Summit was important for the ASEAN countries because
future programmes and policies for the ASEAN Economic
Community, ASEAN Security Community and ASEAN Socio-cultural Community could be
laid down and Bali Concord II approved. Furthermore, the entry of China and
India into the Treaty of Amity and Cooperation, one of the foundations of the
ASEAN, will also greatly promote the regional peace and economic cooperation in
the whole region. Myanmar also took it as a meeting in which she could win the
confidence of regional countries in her development and future programmes. Moreover, personal friendship through contacts
among Leaders was gained, and the further cementing of bilateral relationship
realized.
Afterwards, Deputy Minster for Foreign Affairs U Khin Maung Win said that in
these days some foreign media accused Myanmar of indiscriminate felling of
timber that leads to forest depletion and affect economy. The accusation is
totally false because the Ministry of Foresty has
been making tasks on forest such as extended growing of trees, growing of new
trees, conducting research works and tasks for reproduction. Extraction of
trees is systematically based on the international rules and regulations and
procedures. According to the forest resource assessment (FRA- 2000) conducted
by the FAO, Myanmar has a forest covered area of 52% of the country's total
land and area, one of the highest in the Asia-Pacific Region. Myanmar has 150
years of experience with the world renowned Myanma
Selection System (MSS) of forest management and the clear cutting systems has never been practised.
As a result, Myanmar is recognized by the International Tropical Timber
Organization (ITTO) as one of the six countries of the world which are achieving
sustainable forest management (SFM).
The Myanmar Forest Policy has been formulated in a holistic and balanced
manner within the overall of the environment and sustainable development taking
full cognizance of the forestry principles adopted at the United Nation
Conference on Environment and Development, 1992. The policy has identified six
imperatives, namely protection, sustainablity, basic
needs, efficiency, participation and public awareness.
The old Forest Act of 1902 had been replaced by the new Forest Law, which
was enacted in November 1992. The Forest Law (1992) highlights forest
protection, environmental and biodiversity conversation, and extended permanent
forest estates (PFES) and protected areas system (PAS). Both the Forest Policy
and Forest Law are in line with the forest principle laid down at the 1992
UNCED.
Myanmar has indicated its commitment to the sustainable development of
natural resources and environment by ratifying or acceding, and fulfilling its
obligations to the following International Conventions. - the
international Centre for Integrated Mountain Development (ICIMOD), in 1993. -
The UN Convention on Combating Desertification (UNCCD), in January 1994. - The
International tropical Timber Organization (ITTO), in November 1994. - The UN
Framework Convention on Climate Change, in November 1994. - The UN Convention
on Biological Diversity, in November 1994. - The UN Convention on International
Trade in Endangered Species of Wild Flora and Fauna (CITES), in June 1997.
The following are the initiatives taken in cooperation with the national and
international partners which support the development of forestry sector in
general and the national forest programmes (NFPs) in particular. - Criteria and Indicators for
Sustainable Forest Management (C&I for SFM) - Development of Model Forests
- Timber Certification - Code of Practice for Forest harvesting Like other
developing countries, Myanmar is faced with illegal logging to some extent.
Myanmar is taking all possible measures to curb and eventually eliminate the
practice.
The forestry sector of Myanmar will remain important to the sustainable
development of the nation. It provides economic gains; supports the livelihood
of rural communities; maintains and promotes biodiversity of both flora and
fauna; and stabilize soil, water and the whole environment. Accordingly,
Myanmar has been trying its best to strike a balance between harvesting timber
from natural forests and conservation of its biological diversity. It has also endeavoured to contain the problems by educating the
communities within its own capacity in accordance with the policy guidelines.
The queries raised by the journalists were replied by Vice-Chief of Military
Intelligence Maj-Gen Kyaw Win, Deputy Minister U Khin
Maung Win and Head of Department Brig-Gen Than Tun of the Ministry of Defence.
Vice-Chief of Military Intelligence Maj-Gen Kyaw
Win said the KNU insurgents made no offer to enter the legal fold during these
days, and the government always welcomes them. This is included in the speeches
of the leaders of the State, and the government will welcome them, if they
come. But, unlike other organizations, the KNU seems to have no decision of its
own. They seem to act under the guidance of their masters. In 1995 and 1996,
the KNU had made three informal discussions and four formal discussions on
peace with delegates of the government. After the last discussions, the
situation went well. All the requirements had been agreed.
But when the KNU leaders went back to their camps, some associations
including David Eubank, Eugene Thaik and Naw Louisa Benson arrived there. Then, the Ethnic
Minorities Seminar was held and the Metharawhta
Announcement was issued. The announcement was against the previously-discussed
ones with the government. The Methara-whta
Announcement was cancelled and then confirmed again. If there was no control on
them from outside, they might have entered the legal fold after the final
discussions.
Later on, the KNU committed more destructive acts and these were explained
at the press conference. Since 2002 January, the KNU has looted the villages
for 13 times. Innocent villagers were mined and injured for 31 times, the
passenger vehicles robbed for 11 times, mined for five times, roads and bridges
mined for seven times, natural gas pipe line mined for seven times, time-bomb
planted 17 times and village destroyed and people taken for six times, killing
42 innocent people and 156 were wounded. So, the entire public
want the KNU to stop destructive acts and to take part in the activities
for development of the State. The government will welcome the KNU insurgents if
they enter the legal fold.

Gems Emporium meets
YANGON, 13 Oct - The second meeting of the Central Committee for Holding the
Mid Year Gems Emporium for the year 2003 was held at Myanma
gems hall on Kaba Aye Pagoda Road this evening,
attended by Patron of the Central Committee for Holding Mid-Year Gems Emporium
Minister for Mines Brig-Gen Ohn Myint.
Present on the occasion were Chairman of the Central Committee for Holding
Mid-Year Gems Emporium Deputy Minister U Myint Thein, Vice-Chairman Deputy Minister for Transport Col Nyan Tun Aung, Secretary Myanma Gems Enterprise Managing Director U Khin Oo and

First, officials concerned reported on replies of the gems merchants to

National Workshop on
TRIPS and its Impact on Health held
YANGON, 13 Oct - The National Workshop on TRIPS and Its Impact on Health, jointly
organized by the Medical Science Department of the Ministry of Health and the
WHO was held at Traders Hotel on Sule Pagoda Road
here this morning.
Present on the occasion were Deputy Minister for Health Dr Mya Oo, Deputy Attorney-General Dr Tun
Shin, directors-general and officials of the ministry, departmental heads from
the ministries, resident representative Dr Agostino Borra of the WHO, advisers to the WHO, experts, resource
persons and invited guests. Deputy Minister Dr Mya Oo
and resident representative Dr Agostino Borra made speeches.
Afterwards the workshop was held. Deputy Minister Dr Mya
Oo chaired the workshop and made a speech. In the morning session, Adviser to

Medicine-1 acted as the chairman. Dr Kuanpoth of the

Basic Football Coaching
Course opened
YANGON, 13 Oct - The Basic Football Coaching Course 1/2003, jointly conducted
by the Sports and Physical Education Department's Myanmar Football Federation
and the Yangon Division Soccer Subcommittee, was launched at the training hall
of the Youth Sports Training Camp (Thuwunna) here
this morning, with an address by Brig-Gen Thura Aye Myint, Chairman of the Myanmar Olympic Committee and
Minister for Sports. A total of 34 coaches are attending the course, which will
last till 19 October.
The minister also attended the opening ceremony of the National Sports
Administrator's Course 3/2003, jointly conducted by the International Olympic
Committee and the MOC, and addressed it. Altogether 23 trainees are attending
the course, which will last till 17 October.
