Special cards for movement in Ye Township

The civilians in the southern part of Ye Township have to hold one type of card issued by Burmese Army’s local battalions that is more important than the citizen card in their travel to farms and fishing said by a source from the area.

All civilians between age 15 to 40 years have to make the special travel card in a Burmese Army battalion nearby and military officer signed on it and stamped the name of their battalions.  If the villagers are arrested outside of their village without cards and supporting letters from village headmen, they must be fined.

The card concludes the name of villagers, ages and they have to hold the cards along with them while they go to their paddy farms or fishing in the sea.   If one villager is arrested without that special card, they must have pay 20000 Kyat fine to the army, which is equal to their one-month income in the rural area of Burma.

The card, which IMNA received, has 4 inches in length and 3 inches in width and if it loses, they also have to pay 15000-20000 Kyat as fine to army again.

There are fighting between Burmese Army and a Mon splinter group in the area of southern Mon State and northern part of Tenasserim Division and the Burmese Army tried to restrict the civilians to not support the rebels.   The making of cards also try to distinguish between the civilians and rebel soldiers.   Movement restriction against the civilians also make negative impact to the civilians.
