Development in Danger

During the ceasefire ceremony with New Mon State Party, SPDC’s the most powerful man, Lt. Gen. Khin Nyunt, declared that Mon State must be developed within three years.

Hence, for the purpose of development in Mon State, the SPDC constructed gas-pipeline via southern part of Mon State to supply energy for a cement factory .   After this pipeline construction, hundreds of Mon villagers along the route have been forced to contribute unpaid labour and pay for security tax.

Again, when the regime planned to build a bridge across Salween River, some hundreds of civilians in near project site were forced to relocate and have been displaced.

There are many other development projects in Mon State, especially to build self-help tar motor road in villages, in towns and connecting from one village to another.  The authorities sometimes provide some small amount of budget and ordered the authorities concerned to just collect money from the civilians.   The regime’s budget allowances for these projects are always less than 25% of the total requirement.

The habit of collecting money or tax from the civilians for the development is taken root for many years in Mon State and its negative impact is the continual and widespread corruption occurr among Mon State authorities.   Whenever a development project is planned or the authorities have chance to collect money from the civilians, they took 25-50% of total money they have collected from the civilians.   Again, they never have to be accountable for this money.   The question is whether the regime has real commitment for development in Mon State or just to exploit from the Mon people.

Experience among the Mon people is the more development project, the more they would suffer.   In the case of development aid for some foreign governments, it needs to think twice or three times or more.

Local villagers were forced to search landmine along Gas Pipeline Project

Two Villagers from part of south Thanphyuzayat Township, Chock Pa Ling, Wae Kha Meat and Ka Lein Pa Daw were forced to wake up earlier in the morning for landmine searching under the pipeline site with stick or knifes.

Local villagers those who live neat the construction site were forced to pay security fee, care taker duty, ban for work at the garden and ask for laying fence without pay for the sites.

'If Karen place the bombs, we were killed' an old man age 52 from Chock Pa Ling village said.  He added, the Burmese also fear of get kill so they took us for cover.

According the old man, he paid Kyat 500.00 every month and now is up to seventy thousands had been paid for the army during the years.  The money was used for road construction between Krok Pi and Kuen Pri as well as developing road in the village.

Burmese local authority at Thanphyuyat Township, Township Peace and Development Council has called a public meeting for a protection of Gas Pipeline Construction Site in July at the military camp of LIB No [31] base in town, a local headman who has attended the meeting reported.

Thirty headmen from the surrounding villages were called to attend the meeting in terms of protecting any potential attaches of the gas construction site, local source added.

Major Lu Aye said in the meeting 'you guy have to engage and communicate with local gardeners those who work up to the bush.  So when they saw the insurgent groups they then can report to you and you must report us immediately of the sources.

'The cost of leaking of the gas pipeline is worth than any other business's yearly incomes.  So we must protect it and you must inform us any sources of information about the insurgent groups, Maj Aye added.

If the income of the gas pipeline is over than other business's yearly income, the army itself ought to guard it.  Now we have to collect money again from local villagers for the security fee.  Local people blame us for collecting fee from them.  The announcement of No 1/99 that said 'no further forced labor is allowed to practice is useless, a local headman said.

The quality of production of the pine is low and when it leak by itself, the army blamed insurgent groups for any explosion.

The school fee is so high but Burmese teachers did not appear to school sometimes once in a month, local parents expressed with unhappy.

According a Burmese female teacher, school salary is only ten thousands Kyat.  It is impossible to survive at the current consuming rate.  Therefore, we have to find extra works for income for survival.

Burmese teachers have ten thousands Kyat per month and they do have to pay any tax or collections to the government but Mon teachers only earn 3500.00 Kyat by the New Mon State Party.  The Mon teachers come to school daily with less salary but great motivation, local people said.

No Justice can be trailed: the raising power of DKBA in Mon and Karen States

By kun Bop Htaw / September / Bangkok

Power and gun is a key political concept that had taken place in Burmese politics as well as in ethnic minority armed forces in Burma.  Soldier politicians now play once again as an authority in Mon and Karen States after Democratic Karen Buddhist Army [DKBA] has entered to the country as common cease-fire agreement with Burmese military regime in 1994s, There are two main issues to be reported to the world community; justice of local population and power of non-elected state authority in the Mon and Karen Territories.

Justice of local population currently is under chaos without legal procedures in Mon and Karen States.  Local members of DKBA have posted a banner in Pha Ann that said 'don't get a quarrel with DKBA, if so, no justice can be trailed'.  This banner itself abuses the image of Democratic Karen Buddhist Army.  The concept of Buddhist army is hard to find a clear definition in this context while members of the army themselves advocated not complying for justices.

There are three evidences that this column shall be provided to the world community for better understanding the nature of the DKBA and its power sharing with Burmese regime in recent years.  On 27th August 2002, members of DKBA Unit [999] shot three local Burmese soldiers of Unit [22] at Pa Ann Town on transportation gate after the Burmese local soldiers requested to stop for examination of goods that contain in their vehicle. A top army rank of DKBA also got killed on the clash.  According to local source, the vehicle is contained huge of amphetamine tablets and therefore the DKBA refused for examination.

The second evidence of legal concern of the local population is that an accidence that took place in Kaw Kreik Town on 25 July 2002 where local Burmese police was smashed by a vehicle that is driven by local DKBA member.  The police have got serious injuries on his two hands.  Local people has expressed in a local tea shop that some people in the town were abused by the Burmese police in many kinds such as illegal cash collection and they then dislike him for that reason.  A possible of information that local peoples advised the DKBA member to smash the policeman for a lesson.

The third event of legal concern that links with the DKBA members is beating to local Mon man in Pran Dai village in Kaw Kreik Township on 24th July 2002.  DKBA Unit No [906], Corporal San Win beat Nai Oung Burn in the village after he did not response his call in late evening.  Nai Burn believed that was his friend cheated him and ignored the voice.  The reality is local DKBA member was calling him to identify the person.

These three current evidences have insert a serious concerns both local Mon population and others in the areas whether the act of violation is recorded by Burmese regime for legal trial.  As far as local Mon population has learned that there is no legal action sufficiently reacted to the criminals.  Cease-fire is indeed the best solution to find a solution between Burma and non-Burman people in the country.  However, an act of criminal is worse than civil war that there is no sufficient legal trial could take place for the victims.

U Thuzana, as known Myaing Kyi Ngu Sayadaw is head of the DKBA and its supporter.  There is a question to be asked here is what role Thangha Mahanayaka [Supreme Board] of Monk's association of the state could intervene in this social and national conflict.

Human Rights Foundation of Monland has documented various sources of reports that have complained by local Mon villagers of human rights violation have committed by DKBA's members.  The only armed body of the area has enjoy human rights and any rights that benefit for them and their family while un-armed local citizen have suffered by all means of violation.

Overall, there are dozens of conflicts on interests behind cease-fire agreements between DKBA and Burmese military regime.  A clear political mandate is seriously needed to define under this circumstance for a fairness and justice of all citizens of Union of Burma regardless his / her race and religion.

The only people diplomacy and people politics can solve people's social and political problems under freedom and expression and democratic institution in Burma.
