Together with Members of the State Peace and

Quartermaster-General Lt-Gen Thiha Thura Tin Aung
Myint Oo and Lt-Gen Tin Aye of the Ministry of

Oo, the ministers, senior military officers, officials

Kyaing Kyaing arrived at Myanmar Treasure Beach Resort
at 12.15 pm, where they were welcomed by officials
concerned.

in the region; U Te Za and the national hoteliers, on

Quartermaster-General Lt-Gen Thiha Thura Tin Aung
Myint Oo gave a supplementary report.

Regarding the reports, Senior General Than Shwe gave

Then, Senior General Than Shwe gave guidance, saying
that the government is rendering assistance to
national entrepreneurs feeling confident of wianing
their cooperation in building up a modern developed
nation. Only when the nation is built through the
cooperation of the government and national
entrepreneurs, will there emerge a developed nation in
a short time, he added.

Strenuous efforts are to be exerted for the
development of the nation with the use of investments
based on agriculture, livestock breeding and forestry
sectors at a time when measures are being taken for
changing the nation to an industrial one. Yearly, over
US$ 300 million is realized from fish and prawn
breeding industry and efforts are to be made for
extended breeding of fish and prawn. Now, national
entrepreneurs are capable of breeding fish and they
can also operate modern prawn breeding industry.
However, it is still needed to extend fisheries.
Myanmar is blessed with good conditions for breeding
prawn. The meat and fish sector will effectively
contribute toward national economy only if annual
income of prawn industry reaches US $ 400 million or
US $ 500 million, he pointed out. Respective officials
are therefore to organize and encourage national
entrepreneurs to significantly improve modern prawn
breeding industry after laying down a short-term plan,
he said.

sea prawn, Golden Mollusc Co Ltd, 32 ponds, Shwe
Family Co Ltd, 34 ponds, and Max Myanmar, 16 ponds.
Next, Senior General Than Shwe and party inspected the
hotels on the beach.

furlongs from Pathein. Now, it consists of 20 hotels
and resorts, where local and foreign guests enjoy
recreation in open season as well as even in the rainy
season.
On 11 June, before their departure for Pathein, Senior
General Than Shwe and wife Daw Kyaing Kyaing signed in
the visitors' book at Myanmar Treasure Beach Resort. U

The company has bred about 1.2 million river catfishes
with the use of 12 iron cages. It is also breeding
other fish with the use of cages.
Senior General Than Shwe and Daw Kyaing Kyaing and
party inspected the 750-ton cold storage of Yuzana Co
Ltd in Pathein.

At the hall of the company, officials reported to
Senior General Than Shwe and wife Daw Kyaing Kyaing
and party on various kinds of fish caught, various
kinds of fresh water and sea fish and prawns produced
from breeding ponds of the company, and fish and

Then, at the briefing hall, Chairman of Yuzana Co Ltd
U Htay Myint reported to Senior General Than Shwe on

of 5000 tons per year, producing of feedstuff for fish
and prawns by feedstuff factory, creation of jobs for
local people, incomes and work being carried out for
agricultural purpose in Pantanaw Township.
In response to the reports, Senior General Than Shwe
gave instructions. He said that agricultural sector,
livestock breeding sector and forest sector are the
main economic sectors of the State.
Of them, the forest sector has limitation of
development.

However, measures could be taken for development of
the agricultural and livestock breeding sectors with
added momentum under the geographical and climatic
conditions of Myanmar. To ensure development of those
sectors, arrangements are to be made to be able to
carry out livestock breeding work on a wider scale, he
pointed out.
Fish and prawn breeding being undertaken by Yuzana Co
Ltd is making a positive step and continued efforts
are to be exerted on further development of the
project, he added.

In addition, officials are to strive for extending
markets in export of marine products including fish
and prawns. Steps are to be taken to turn the border
trade into the regular trade since marine products are
being exported through both border trade route and
regular trade route. Only when high quality marine
products are produced can the market be more
penetrated, he stressed.
Then, Senior General Than Shwe signed in the visitors'
book of the company.

Next, Senior General Than Shwe and party arrived at
Pathein Airport Extension Project Site. At the
briefing hall, member of the State Peace and
Development Council Lt-Gen Tin Aye reported on
progress in extension of the airport to Senior General
Than Shwe.

Then, Deputy Chief Engineer (Airport) of Public Works
U Tun Paw reported on work being carried out and

3. Secretary-1 addresses annual coordination meeting
   of Development Affairs Committees

YANGON, 13 June - Secretary-1 of the State Peace and
Development Council General Khin Nyunt met with
service personnel at the annual coordination meeting
of Development Affairs Committees of the Development
Affairs Department under the Ministry for Progress of
Border Areas and National Races and Development
Affairs at the National Theatre on Myoma Kyaung Street
at 5 pm today.

The Secretary-1 delivered an address. He said that the
Government has been making all-out efforts for
enabling the Union to keep abreast with the nations of
the world after laying down the national level
projects. In the national level projects, regional
development programmes are being implemented based on
the prospects of regional development. In implementing
the development projects, systematic measures are
being taken for bringing about equitable development
the length and breadth of the nation, for ensuring
all-round development of the respective regions and
for ensuring improvement of socio-economic life of the
local people, he said. In other words, the Government
has been striving for bringing about equitable
development across the nation and enhancing the living
standard of the people while implementing the projects
for national development in combination with regional
development programmes, he pointed out.

In taking measures for regional development, tasks are
to be carried out with full capacity in accord with
the objective. At the same time, it is required to
take it into account that regional development
contributes much to successful implementation of the
national level development projects. At such a time,
the officials of development affairs committees who
are taking duties for urban and rural development are
to strive for realization of the national objectives
through regional development while discharging their
duties. Only when equitable development in states and
divisions is brought about will the entire national
people develop equally. With this concept, the
government has been implementing the border areas and
national races development projects, the special
region development projects and the rural areas
development projects for bringing about equitable
development in all parts of the nation, he stressed.
The staff of development affairs committees play a
crucial role in successfully implementing the 24
regions development projects, which are being
implemented in states and divisions and the five rural
development projects-to ensure better transport in
rural areas, to ensure water supply for agriculture
and drinking purpose in rural areas, to enhance the
education standard of rural people, to uplift the
health care services of rural people and to ensure
economic development of rural areas.

Urban and rural development programmes which are being
implemented by the respective township development
committees and regional development infrastructures
must contribute to national development and
development of economic life of the nation. With this
concept, the officials of the development affairs
committees are to carry out their tasks, he added.
Development programmes being implemented by the
development affairs committees will, in the first
phase, contribute much to development of the
respective regions. The most basic requirement is to
realize the objectives of the five rural development
tasks, to enable the cities to possess the
characteristics of a city, and to ensure development
of cities inclusive of the special development regions
in accord with the characteristics of the special
development regions.
With this end in view, systematic measures are to be
taken for ensuring better transport in districts,
towns and townships to bring about harmonious
development in their districts and townships. The
development affairs committees have laid down a
30-year long-term project from the financial year
2001-2002 to 2030 to 2031 to ensure better transport
in rural areas and are implementing it. According to
the report, it was learnt that priority was given to
development of road, bridge and water supply projects
after designating 2002-2003 financial year as road,
bridge and water supply year.

The government has spent K 1,001.59 million on
construction of roads and K 163.15 million on
construction of bridges in rural areas while building
over 490 bridges and over 1,622 miles of rural roads.
In addition, the Ministry for Progress of Border Areas
and National Races and Development Affairs was
assigned duties to construct roads on western part of
Bago Yoma. In 2002-2003 financial year, the ministry
could implement the whole project.

It is obvious that the development affairs committees
are constructing district-to-district rural roads in
addition to village-to-village roads and
village-to-town roads. With the emergence of
township-to-township roads and district-to-district
roads, the rural people could enjoy the fruits of
better transport, thus further contributing to
development of health, education and economic sectors
in rural areas. Thus, at a time when urban development
is gaining momentum, more attention is to be paid to
rural development. In the process, special emphasis is
to be placed on construction of village-to-village
roads, all season roads linking villages and towns and
new roads.

Development affairs committees have spent K 361.46
million on extension of tasks for supply of sufficient
drinking water in urban areas in 2002-2003 financial
year. Besides, new projects have been implemented for
water supply in other five towns. So far, the
committees have achieved accomplishments in water
supply tasks in 175 towns. For rural water supply, a
total of K 578.29 million has been spent on 4,485
water supply projects in 3,779 villages. Especially,
it is heartening to see that the contributions of
wellwishers make significant progress in tasks for
potable water supply projects in rural regions. It is
also encouraging that fruitful results have been
gained for the people residing in rural areas where
water is scarce.

Up to April 2003, wellwishers had donated over K 530
million in five ceremonies to present cash donations
for rural water supply projects, which covered over
900 tube-wells in villages. Acknowledging the active
participation of the people, the Head of State has
given guidance on speeding up the 10-year rural water
supply project in order to complete it earlier than
scheduled. Referring to the momentum in full swing, it
can be expected that all villages will enjoy fruitful
results during the period of about five years. So,
earnest efforts are to be made to accelerate the
already-gained momentum for achieving further progress
in implementing the project.

In order to speed up implementation of the projects,
altogether over 1,100 vehicles and over 600 units of
machinery have been provided. The respective officials
are therefore urged, combining morale and goodwill, to
make efforts for achieving grater success.

Staff of the development affairs committees are
directly dealing with the people, and so only when
they carry out tasks based on the public's
participation, will they manage to accomplish
achievements.

In line with the guidance of the Head of State, the
five rural development projects are being implemented
to upgrade rural and far-flung areas which lagged
behind in development. Therefore, in order to meet the
objectives of the State, the staff of the development
affairs committees and the Progress of Border Areas
and National Races Department are called on to make
efforts for successful implementation of the five
rural development projects for raising the economic
and social standards of the people after making field
trips right down to the grassroots level.
Therefore, officials of the Development Affairs
Committees are to carry out their respective tasks for
serving interests of the State and the people with
goodwill and to organize the people for their
participation in the development tasks with the
outlook of the public ethics. In conclusion, the
Secretary-1 urged those present to strive with
momentum for implementing border areas and national
races development projects, 24 special development
regions projects and rural development projects in
connection with the development tasks in their regions
for equal development of the State; to make concerted
efforts for uplift of socio-economic life of the rural
people and development of the rural regions with noble
goodwill of the Head of State; and to earnestly
perform departmental tasks adopting as the national
duty to flourish such good results as development of
their regions, uplift of socio-economic standard of
the local people and peace and tranquillity of the
community. After the ceremony, the Secretary-1 and
party inspected documentary photos of development
tasks- supply of water in rural and urban areas,
construction of roads and bridges, beautifying of
towns, rural housing models and rural housing estates,
practical works of GIS (Geographical Information
System) and cities photos taken through satellite.
