4. National Seminar on Trafficking in Persons opens
MNWCWA has been beefing up its efforts in imparting
knowledge
to the national race young women for not being fallen
into the traps of human traffickers
YANGON, 25 May - The opening ceremony of National
Seminar on Trafficking in Persons was held at Dusit
Inya Lake Hotel here this morning. Patron of Myanmar
National Committee for Women's Affairs Secretary-1 of
the State Peace and Development Council General Khin
Nyunt attended and made an address on the occasion.
The seminar was jointly organized by MNCWA, UNICEF,
UN-Inter Agency Project in Combating Human Trafficking
(UNIAP) and Save the Children-UK (SC-CK).
First, MNCWA Patron Secretary-1 General Khin Nyunt
made an address. He said out of the problems facing
international community, the issue of trafficking in
persons has become in the fore. Therefore, the nations
of the world are seeking preventive measures, laying
down effective arrangements and promoting cooperation.
Illegal immigrants are now increasing due to the gap
on development and employment opportunities among the
nations of the world.
As there are cases of illegal crossing of the
boundaries of the respective nations of the world, the
issue of trafficking in persons has grown bigger
through political, economic and social exploitation.
Accepting that the problem of trafficking in persons
has tarnished the dignity of the people and the
nation, the Union of Myanmar is carrying out
preventive measures after laying down effective
arrangements. Moreover, the issue socially effects
young girls and harms safeguarding of lineage that
Myanmar people value. That is why the government is
combating this problem with seriousness as a national
duty. The problem of trafficking in persons facing
Myanmar is not like human trafficking gangs in other
countries. But it is a national concern because it
leads to the ruin of young girls. Showing incentives,
greedy human traffickers are cheating and persuading
needy, poor and innocent young national girls. This
means that they destroy their lives. Therefore the
government is launching effective combating activities
with seriousness accepting the fact that this should
not be ignored.
Myanmar is combating the issue continuously from the
points of view of management and law through
systematic organizational and educational methods.
Concerning prevention against trafficking in persons,
the government assigned duties to Myanmar National
Committee for Women's Affairs. The committee is making
efforts for development of women sector in all
aspects. It lays emphasis not only on violence against
women sector but also on illegal trafficking of women
and children sector.
In 1997, Myanmar attended the first regional seminar
on combating trafficking in persons organized by
Mekong Law Centre. National Plan of Action for
Trafficking of Women and Children laid down at the
first Myanmar Women Conference held in 1998 is being
implemented. Concerning those who work abroad, the
supervisory committees at different levels were formed
under the arrangement of the Ministry of Home Affairs
in 2001 in order to prevent the acts against law. The
committees gave educational talks and opened check
points at the routes of trafficking in persons. Young
girls were sent home and effective action was taken
against human traffickers.
Under MNCWA, Working Committee for Prevention against
Trafficking in Persons led by the Deputy Minister for
Home Affairs was formed with officials of related
ministries, the Union Solidarity and Development
Association, Myanmar National Work Committee for Women
Affairs in July 2002, Myanmar Maternal and Child
Welfare Association and Myanmar Red Cross Society.
Chairman of Working Committee for Prevention against
Trafficking in Persons and members visited southern,
northern and eastern Shan State, Kayin and Rakhine
States in August 2002 and March in 2003 and met local
people. They made discussions on educational talks on
prevention against trafficking in persons.
Officials of the International Committee of the Red
Cross cooperated with members of the committee in
Kengtung and Mongphyat in eastern Shan State.
Educational pamphlets and articles written in national
languages were distributed in the regions in Kachin,
Kayin, Mon and Shan States and Taninthayi Division
bordering neighbouring countries.
Similarly, team leaders of MNWCWA toured villages in
eastern and northern Shan State, Kayin, Mon and Chin
States and Taninthayi Division and discussed
arrangements for enhance-ment of women develo-pment,
prevention against trafficking in persons and
disadvantages of working abroad in meeting with local
national people.
Radio and teleplays depicting prevention against
trafficking in persons were broadcast and workshops
were held and educational discussions were appeared in
women's magazines. Discussions between Myanmar and
Thailand were held for receiving those working
illegally in other country. The reception centre was
opened in Myawady. Medical treatment and social
requirements were given to those who returned to the
centres.
A total of 9,596 persons- 9,283 men and 313 children
have returned to the country and the government sent
those who returned home spending over K 10 million on
transport charges and travelling allowances.
MNCWA and work committees are carrying out the tasks
for women to gain knowledge, to uplift their
education, to learn vocational education and to
increase their income.
In addition, the Ministry for Progress of Border Areas
and National Races and Development Affairs and the
Ministry of Social Welfare, Relief and Resettlement
have established the vocational training schools for
women, the women development centres, the women on-job
training schools and youths rehabilitation camps in
the cities and work well under way for training women
and youths.
The Government departments in cooperation with the
national level committees and social organizations has
been making harmonious efforts for development of
women's sector. It amounts to implementing the
objectives for prevention against trafficking in
persons.
Moreover, the representatives from Myanmar attended
the meetings related to prevention against
traffick-ing in persons held in Laos, Thailand,
Australia, Indonesia, the People's Republic of China
and Japan from 2000 to 2003. Especially, the Myanmar
delegation attended the ministerial level meeting on
prevention against trafficking in persons held in
Bali, Indonesia and discussed matters related to wider
cooperation in the fight against trafficking in
persons. At the same time, steps are being taken for
cooperation with the neighbouring countries-Thailand,
China and Laos.
Arrangements are being made to sign MoU with Australia
on campaign for joint fight against trafficking in
persons in the region.
The Myanmar National Working Committee for Women
Affairs in cooperation with UN Inter-Agency Project
(UNIAP) has been making field trips to States and
Divisions and conducting the short-term courses for
departmental personnel and officials of social
organizations who are engaged in the fight against
trafficking in persons.
In cooperation with international community, as the
committee hand in hand with government depart-ments,
national level committees and social organizations is
making strenuous efforts, the problem of trafficking
in persons in Myanmar is insignificant in comparison
with other countries.
Nevertheless, in the border regions where there is
human trafficking, some remnant insurgent groups
stepped up the subversive acts such as border
transgression, terrorism and planting of mines. In
addition, under the pretext of the refugee camps, they
committed illegal border transgressions and encouraged
the human traffickers. In the context, it is required
to take tough measures to prevent those acts.
In addition, the insurgent groups in the border areas
are driving a wedge among the national races and
making accusations based on racism with every
intention of destroying peace and tranquillity in the
border areas and instigating the trafficking of
national race young women into the other country.
Therefore, MNWCWA has been beefing up its efforts for
imparting knowledge to the national race young women
in border areas for not being fallen into the traps of
human traffickers. The committee also gave educative
talks to enable the young women to have the spirit of
national unity and Union Spirit. Meanwhile, the
Government enlisting the strength of the entire
national people have laid down projects for
development of border areas and national races,
special development region projects and five rural
development tasks and are implementing them with added
momentum. As a result, good foundations to bring about
harmonious development across the nation are emerging.
Since the entire national people have been making
all-out efforts for bringing about equitable
development the length and breadth of the nation, the
economic life of the people and the living standard of
the national races in border areas are making
progress. With an increase in the living standard and
the economic life, the problem of trafficking in
persons will surely be on the ebb.
Thus, those present at the seminar are to make efforts
based on the nationalistic spirit to be able to lay
down future work programmes that will guarantee total
elimination of trafficking in persons in Myanmar.
At the same time, efforts are to be made to refute the
fabrications manufactured by the insurgent groups and
the anti-government organizations as if the national
race young women had been abused. The insurgent groups
and the anti-government organizations did so with the
intention of tarnishing the image of the Government.
In conclusion, Secretary-1 General Khin Nyunt called
on those present at the seminar to make all-out
efforts for the emergence of future work programmes
which are in line with the international standard and
in conformity with the present situations in the
respective regions and Myanmar culture and tradition
and to practically implement them.
Then UNICEF Resident Representative Mr J Bertrand
Mendis made a speech. Trafficking in persons is the
largest organized crime in the world and from all
available figures, there is no sign of abating the
crime. The clandestine nature of the crime makes it
extremely difficult to give reliable estimates about
the number of victims worldwide. However, the US
Congress has estimated that between one and two
million people are trafficked each year worldwide.
According to the Ministerial Meeting on Children of
East Asia and Pacific region, recently held in Bali,
Indonesia, the number of women and children being
trafficked in persons in the region is about 300,000
and it is most occurred in Mekong River Basin. These
are alarming figures and the tremendous toll has had
on the victims and their families have led committed
members of the international community to put the
issue high on the agenda. The World Conference on
Trafficking in Women and Children for Sexual
Exploitation was held in Stockholm in 1996 and in
Yokohama in 2001 for he people to be alert with the
case. Sales and exploitation of human beings
challenges the civil responsibility to protect the
weak and vulnerable within the communities. Moreover,
trafficking in persons also challenges the criminal
justice systems that are responsible for providing a
just, lawful and safe society for all citizens. Work
is underway in Myanmar as well as in several of our
neighbouring countries, to find practical ways to
tackle trafficking. In Myanmar, the groundbreaking
work being done by the mobile teams under the aegis of
the Myanmar National Committee for Women's Affairs and
the UNIAP has already set a benchmark for early
interventions. It is becoming clear that these
interventions are leading edge and have the potential
to become a model for other countries in the region
and the world. The government has also sought to
increase the risks to traffickers through its
commitment to the recently commenced the AusAID funded
regional project to prevent people trafficking. By
engaging with its neighbours and foreign doctors, the
government of Myanmar is demonstrating its commitment
to provide a genuine and practical approach to the
prevention of this crime. Finding answers to this
problem is not a simple task. The problem reaches
across borders and nationalities and respects neither
cultures nor politics. It threatens the welfare and
safety of the most vulnerable within the societies,
and it challenges governments and communities within
the region to reach for more effective and innovative
solutions if it is to be controlled.
After the opening ceremony, Myanmar National Committee
for Women's Affairs Patron State Peace and Development
Council Secretary-1 General Khin Nyunt posed for a
documentary photo together with those who attended the
seminar and cordially greeted them. It was also
