in Pakokku District, on 20 May afternoon.

Also present were secretaries and executives of Magway
Division and Pakokku District, departmental heads,
townselders, officials of NGOs and local people
totalling over 500. Village-tract organizers presented
19,370 USDA membership applications from entire
Twinma, Aingyin, Aingma, Htanthutaw, Waitaung,
Kyaukkan, Pepintaik and Makyisu Village-tracts in
Myaing Township to the secretariat member at the
ceremony.

Then, the secretariat member presented textbooks,
exercise books and VCDs on Physics, for local
students, books and magazines for village libraries
and clothes and bars of soaps for the local people to
officials.

Speaking on the occasion, the secretariat member said
a glance at the situation around 1988 reveals that the
development pace in urban and border areas of the
country was slow because of the lack of peace and
tranquillity. Lack of peace and tranquillity was due
to the deterioration of national solidarity, he said.
Therefore, the government made strenuous efforts to
reinforce national solidarity with great efforts.

As a result, with the return to the legal fold of 17
national race armed groups, development measures in
border areas had been taken with might and main, he
said. Success has been achieved remarkably in every
sector in every region. Internal and external
destructive elements did not lend themselves to the
development tasks. Instead, they are destroying the
achievement in national solidarity and tranquillity.
Internal destructive elements incited national races,
the public and 17 armed groups that had returned to
the legal fold to break up already achieved solidarity
and stability. External destructive elements, with the
help of media, were manufacturing fabrications about
democracy, human rights, narcotic drugs, forced labour
in Myanmar and Myanma Tatmadaw's alleged sexual
harassment against Shan national girls.

The break-down in solidarity would result in the
failure of nation-building tasks. Success already
gained might be lost, he said. The disintegration of
the Union would lead to civil war, bloodshed and
collapse of economy, education, health and transport
of the country. Therefore, it was necessary for the
public to prevent all acts of internal and external
destructive elements, he urged. The distructionists
were trying to hinder the flow of foreign investment
into Myanmar and even force the foreign businessmen to
withdraw their investment from the country, to block
the international assistance to the development tasks,
trade and tourism of Myanmar.

Therefore, it would be found that the acts of the
external and internal destructive elements posed as a
grave threat to the nation and the race. In
conclusion, Brig-Gen Kyaw Hsan said that the local
people as well as members of the USDA should make
efforts to further promote national solidarity,
stability and development in cooperation with the
Government and to crush all the external and internal
destructive elements in accord with the People's
Desires.

Afterwards, Secretariat Member of USDA Minister
Brig-Gen Kyaw Hsan met with secretaries and organizers
