1. Vice-Senior General Maung Aye addresses Graduation
parade of 106th Intake of Defence Services (Army)
Officers' Training School
Yangon, 12 May - Graduation parade of 106th Intake of
Defence Services (Army) Officers' Training School was
held at the parade ground of the school in Ba Htoo at
7.30 am today.
Deputy Commander-in-Chief of Defence Services
Commander-in-Chief (Army) Vice-Senior General Maung
Aye, on behalf of the Commander-in-Chief of Defence
Services, attended and addressed the parade.
Commander-in-Chief (Army) Vice-Senior General Maung
Aye inspected the companies of cadets and took the
salute. Next, Vice-Senior General Maung Aye presented
the best cadet award to cadet Zaw Min Lay.
Then, on behalf of the Commander-in-Chief of Defence
Services, Commander-in-Chief (Army) Vice Senior
General Maung Aye delivered an address. He said:
There is solemn advice I would like to impart to the
cadets on the passing-out parade of Intake No. 106 of
the Officers' Training School of Defence Services
(Army).
You joined the defence services as other ranks and,
because of your good morality, qualifications and
observance of discipline, you were allowed to attend
the Officers' Training School. Now, you are going be
appointed as gazetted officers.
You are the new generation who will continue to uphold
the 12 fine traditions of the Tatmadaw. Our Tatmadaw
is a patriotic one and patriotic spirit means a spirit
of sacrifice for the sake of one's race, language and
religion.
In our fight against the fascists, our patriotic
Tatmadaw practised the strategy of people's militia.
Our resistance against the fascists was successful
only because people and the Tatmadaw stood united.
Therefore, I would like to emphasize the fact that the
most important thing in people's militia strategy is a
sense of oneness of the people and the Tatmadaw.
Tatmadawmen always regard the region where they are
assigned duties as their native place and the local
people as their own parents and relatives. They have a
noble spirit and they strictly observe discipline.
Here, discipline means not only civil and military
laws but also personal code of conduct.
As Tatmadawmen, we have to abide by civil and military
laws as well as military code of conduct. The
observance of 60 codes of conduct - 20 to be practised
individually, 10 to be practised upon one's superiors,
5 to be practised upon one's subordinates, 10 to be
practised upon comrades, 10 to be practised upon
people and 5 to be practised upon enemy - can promote
the dignity of the Tatmadaw. Therefore, there is
command and control at different levels to make sure
that officers as well as other ranks behave in accord
with these codes of conduct. The Tatmadaw values
discipline and regards observance of discipline as its
dignity. You have to serve the interests of the State
and the people, performing duties as good soldiers.
Nowadays the Tatmadaw has taken the responsibilities
of the State and is marching, together with the
people, towards a new, modern and developed nation.
The first prerequisite for the development of the
State is prevalence of peace and stability. It is
necessary for the people to be able to live with full
security for their lives and property, persue
education, seek wealth and practise the faith of their
own choice. People may take peace and stability for
granted. The situation of the world today may be cited
in this respect. The Tatmadaw is essential for the
prevalence of peace and stability in a country.
The Tatmadaw government has been working towards peace
and stability throughout the nation. Not only that, it
is building infrastructures wherever necessary for
economic development.
Our country's economy is based on agriculture. The
country's population is now over 52 million, with an
increase of one million every year. Therefore it is
necessary to boost production for food sufficiency.
For this purpose, dams and reservoirs are being built
wherever necessary.
Altogether 145 irrigation works have been built
throughout the country and 41 are under construction.
In the same way, 265 river water pumping projects have
been implemented. As a result, in the fiscal year
2002-2003, over 40 million acres of farmland have been
put under various crops.
Due to poor transportation in the past, some parts of
our country lagged behind in development. To bring
equitable development to all regions, there needs to
be a network of roads. Building roads and bridges
contributes much towards the rule of law, community
peace and tranquillity, regional development and human
resource development as well as friendship among the
national people. Therefore, over 18,000 miles of motor
roads and 500 miles of railroads have been built. Over
7,500 miles of motor roads and 150 miles of railroads
are under construction. The building of motor roads
and railroads involves the construction of bridges. It
is targeted to build 8 bridges across the Ayeyawady
river and 7 have been completed. The Ayeyawady Bridge
(Yadanabon) is under construction. A total of 162
bridges have been built- 154 bridges with the length
of 180 feet and above by the Ministry of Construction;
5 by the Ministry of Rail Transportation; and 3 by the
Directorate of Military Engineers of the Ministry of
Defence.
Thirty-four bridges including the Thanlwin Bridge
(Mawlamyine) which is to be over 11,000 feet long are
under construction.
We are now promoting the agricultural sector and at
the same time it is necessary to build the nation into
an industrial one. Electricity is very important for
the industrial sector. Therefore, more power plants
were built. In the fiscal year 1988-89, only 2225
kilowatt hours could be generated but in 2002-2003
fiscal year, the generating capacity has reached 5864
kilowatt hours. After the completion of 12 hydel power
plants including Yeywa (780 megawatts), Shweli (400
megawatts), Paunglaung (280 Megawatts) and Tikyit
coal-burning power plant (first phase), over 11,000
kilowatt hours can be generated in a year.
When the nation becomes developed, it will be
necessary to extend the air transport sector. In
building new airports and upgrading the old ones, 13
have been completed and another 13 are under
construction and extension. The State, the people and
the Tatmadaw have been trying to increase the GDP year
after year to be able to build economic
infrastructures.
The growth rate of average 7.5 per cent a year could
be realized in the short-term four-year plan period
from 1992-93 to 1995-96 and 8.5 per cent in the second
five-year short-term plan from 1996-97 to 2000-2001.
And during the third short-term five-year plan, it is
targeted to realize the growth rate of average 6 per
cent a year but the growth rate of 10.5 per cent was
achieved even in the first year 2001-2002. Also in the
second year 2002-2003, it is expected to reach more
than 10 per cent.
National economy develops as we are able to build
infrastructure on self-reliance basis and vice versa.
Because of human resource development, we are able to
build enormous river crossing bridges and dams.
Therefore, health and educational infrastructures
needed for human resource development are being built
throughout the country. These are the results of the
collective efforts of the Government, the people and
the Tatmadaw.
In building the nation in line with the 12 objectives,
the initiative to shape the national economy must be
kept in the hands of the State and the national
people. With this end in view, new rice trading policy
has been adopted. This is in accordance with the
proper evolution of market oriented economic system
and will help remove the restrictions of the old
system. Therefore, the farmers are required to take an
active part in the national economic sector. In the
future also, we will promote the national economy
based on market oriented economic system.
It can be easily seen that infrastructures needed for
national development are emerging. The Government, the
people and the Tatmadaw must make constant efforts for
continued development. The harder we work, the sooner
modern and developed nation will emerge.
To bring harmonious development to all regions of the
State, 24 development regions have been designated and
education and health sectors are being promoted for
human resource development. Moreover, the five rural
development tasks are being implemented.
The Tatmadaw, hand in hand with local people, is
striving for the speedy development of border areas
which lagged behind in development due to the lack of
community peace and tranquillity and rule of law. The
Border Areas and National Races Development Central
Committee spent over K 40,000 million in the fiscal
year 2002-2003 on border area development projects.
Therefore, I would like to urge all of you to take
part in nation-building endeavours wherever you are
posted. In conclusion, I would like to call on you to
try to be a good soldier and perform your duties
conscientiously with the spirit of sacrifice and in
accordance with the motto of our Tatmadaw - the brave
never die. Vice-Senior General Maung Aye then left the
parade ground.
