Yangon, 6 May - The Junior Naval Management Officers
Course No 1/2002 concluded at the parade grounds of
Naval Training Command Headquarters at 7.30 am today.
On behalf of the Commander-in-Chief of Defence
Services, Commander-in-Chief (Navy) Vice-Admiral Kyi
Min addressed the parade.

First, Commander-in-Chief (Navy) Vice-Admiral Kyi Min
inspected the companies of the parade and took the
salute. Next, the Commander-in-Chief (Navy) presented
the best trainee award to Sub-Lieutenant Zaw Zaw Kyaw,
the outstanding award in naval science to
Sub-Lieutenant Soe Myint Aung and the weapon &
communication technology award to Sub-Lieutenant That
Naung.

Then, on behalf of the Commander-in-Chief of Defence
Services, Commander-in-Chief (Navy) Vice-Admiral Kyi
Min made a speech. In his speech he said the trainee
officers had been nurtured through the course by Naval
Training Command Headquarters as competent management
officers of the Defence Services (Navy). The trainee
officers were required to cultivate themselves by
applying what the course had taught them to the
practical deeds. Bio-resources such as fish, prawn,
pearl and edible bird-nest and natural resources
including oil, gas, and minerals are abundant in the
waters of the country. These resources are now being
tapped in the interest of the country. The trainee
officers are to safeguard these resources against loss
and sabotage and to totally crush all the enemies over
and under water who invaded into the waters of the
country. He urged the trainee officers to discharge
the main responsibilities of the Defence Services
(Navy) as prescribed by the motto "We safeguard
Myanmar sea".

Tatmadaw laid down twelve political, economic and
social objectives and has implemented them for the
emergence of a peaceful, modern and developed nation,
upholding our three main national causes as a national
conviction. As the Union Spirit is essential in
building a peaceful, modern and developed new nation,
efforts must be exerted for the flourishing of the
Union Spirit. Union Spirit is the patriotism that
binds all the national races to live together in weal
or woe. The trainee officers should be well aware that
the independence that was restored thanks to the Union
Spirit would be lost due to the deterioration of Union
Spirit. The Government is building Tatmadaw into a
modern one which is strong and efficient to absolutely
safeguard the independence of the State and
sovereignty. In the process, the four armed forces
development tasks have been laid down and are being
implemented. The successful implementation of the four
armed forces development tasks means upholding of the
12 fine traditions of the Tatmadaw, he stressed.

In building a peaceful, modern and developed nation
and the strong and efficient Tatamdaw the officers are
to take the leading role for successful implementation
of the objectives. The leaders are required to possess
16 characteristics of leadership. Thus, trainee
officers are to strive to become the leaders who
possess such characteristics. At the same time, the
trainee officers are to train and nurture themselves
to improve the leadership and to have strong morale.
To become the future leaders, the trainee officers are
to be imbued with the four outlooks-political,
economic and administrative outlooks in addition to
military outlook, he pointed out.

Preserving the fine traditions of Tatmadaw, the
trainee officers are to make efforts to possess the
five basic capabilities which every Tatmadawman should
possess. Moreover, the trainee officers are to bear in
mind the constant training, constant military alert
and constant readiness for combat, he said and called
on the trainee officers to make relentless and
sustained efforts based on the spirit" Unyielding to
the last drop of blood" in defending the Myanma
waters.

After the ceremony, Deputy Commander of Naval Training
Command Headquarters Capt Myint Thein presented the
completion certificates to the trainee officers at
