1. Secretary-1 addresses opening of 12th Conference of

Myanmar Maternal and Child Welfare Association

Taking care of mothers and children is pre-requisite
for national development as well as development of the
will to protect race for perpetuity of State and
people

Taking care of social groups mostly made up of
mothers, children and older persons is custom to be
adopted by international community

Yangon, 25 April? The opening ceremony of the 12th
Conference of Myanmar Maternal and Child Welfare
Association was held at the meeting hall of MMCWA at
the corner of Parami and Thanthuma roads in South
Okkalapa Township here this morning with an address by
Chairman of Myanmar National Health Committee
Secretary-1 of the State Peace and Development Council
General Khin Nyunt.

In his address, Chairman of Myanmar National Health
Committee Secretary-1 of the State Peace and
Development Council General Khin Nyunt said that the
Government has now been mobilizing the strength of
national forces which are striving for the national
development, adding that at such a time development
and progress of MMCWA which is strong and active all
over the nation constitutes success of the national
forces. Due to mobilization and unity of the national
forces, progress has been made in implementation of
the national objectives in spite of hindrance and
difficulties.

The State Peace and Development Council has been
making all-out efforts to enable the nation to stand
shoulder to shoulder with the world nations after
laying down the 12 political, economic and social
objectives.

In striving for the country to keep abreast of the
nations of the world, priority is being given to
development of the maternal and child welfare sector
which plays a key role in development of the social
sector. In the process, a law was promulgated and the
MMCWA was systematically formed in line with the rules
and regulations.

In reality, MMCWA was formed with the conviction of
nurturing a national force which plays an important
role in the activities of maternal and child for
interest of the State and the people.

In addition, taking care of the mothers and children
is a pre-requisite for national development as well as
vitalization of the spirit to protect the race for
perpetuity of the State and the people.

Especially, taking care of the maternal and child
which is the core of a family in Myanmar society based
on families constitutes protection of the Myanma
society. In other words, taking care of the maternal
and child amounts to nurturing of human resources
capable of realizing the objectives of the national
development.

Thus, taking care of maternal and child is social care
which plays a crucial role in the national
development. It also means creation of the future
which guarantees the own nation and race.

Thus, it amounts to building of a strong nation for
future generations and is full of national essence.

In retrospect, taking care of the social groups mostly
made up of mothers, children and older persons is a
customs to be adopted by the international community.

In the international spheres, development of a nation
is prescribed with norms. In prescribing the norm of
social development, health and fitness of maternal and
child and their health care are prescribed as a norm.
Therefore, taking care of maternal and child becomes
more and more important.

At a time when the international community is placing
emphasis on the importance and essence of taking care
of maternal and child, it is encouraging to see the
activities of Myanmar Maternal and Child Welfare
Association in striving for the national development
with the assistance of the government as a social
organization.

The 12-year old MMCWA has 324 township level
associations and 12,992 branches with over 700,000
permanent members and over 2.3 million members
totalling over 3 million.

Members of the association become greater and greater
day by day and tasks of the association are being
extended with national essence.

Only health care services were taken at the start of
the association. Soon after forming of the
association, health care services of maternal and
child were extended. At the same time, measures for
education, increase of family income and social
development tasks were also extended.

In addition, the association has been making constant
efforts for social groups inclusive of children,
youths and older persons.

The association gave lectures on health about 150,000
times to mothers with the aim of reducing mortality
rate of mothers and children in 2002.

It could educate over 8 million of mothers, taking
care of about 150,000 pregnant mothers at 88 delivery
rooms of the association and giving birth to over
10,000 children free of charge at its delivery rooms.

In taking care of child, the association is actively
taking measures for giving education on nutrition,
weighing body weight of the children, feeding
supplementary to children, opening nutrition banks in
villages and demonstrating the cookery at different
levels. In cooperation with WHO, the association is
taking measures for nurturing of nutrition for
children in 27 townships.

It also took measures about 90,000 times for health
education to prevent against iodine deficiency at
children and distributed over 18 million viss of
iodized salt in 2001 and 2002.

With the aim of reducing mortality rate of mothers and
children and development of family life by imparting
knowledge on the family planning, the association took
measures for giving education on family planning and
counselling in 72 townships in cooperation with UNFPA.
In the 2002-2005 project period, those measures are
being extended to 100 townships.

Similarly, in cooperation with UNHCR, the association
is making progress in taking measures for the family
planning and counselling in Rakhine State from 1996 to
date.

In extending tasks for giving educative talks and
health care services to young women and youths, the
association is taking measures widely for prevention
of HIV-AIDS under its own programme as well as in
cooperation with UNICEF, UNDP and Japanese Trust Fund.

The association has opened the disease diagnosis
centre on women in Yangon and is making progress on
disease diagnosis and treatment of breast and uterus
cancers which commonly occurred in women and heart
disease with the use of modern medical equipment.

Especially, the association performed operations on
2,345 cleft lip and palate patients from 1997 to 2002
free of charge in States and Divisions. Since it is a
noble task, the association needs to make efforts all
the more.

The associations at different levels are actively
participating in control of TB and Leprosy. The State
is giving priority to.

It is also found that the association has provided
health care services, cash assistance and medicines to
older persons. In 2002, it did cataract operations on
over 5,000 older persons and gave dental health care
to about 30,000 older persons. It had spent over K 3.7
million on the project.

In the youth development programme, it is imparting
health knowledge including correct idea, skills and
family planning needed for life to the youths at Youth
Training Centers. Accordingly, the association has
been sending trained youths to international workshops
and seminars on youths and meetings.

In the education sector, the association at different
levels have been taking measures for enrolment of
school age children, opening of evening schools and
providing stipends to youths. In 2002, the association
provided stipends to over 130,000 primary school
students, over 56,000 middle school students, over
47,000 high school students and over 1,600 university
students totalling over 230,000.

Regarding the literacy campaign, three Rs courses have
been conducted and as a result, over 70,000
illiterates became literate in 2002. In order to
maintain the momentum of literacy campaign, over 7,000
reading sessions, over 1,700 libraries and 882
community learning centres are being opened.

Similarly, the associations at different levels are
nurturing over 40,000 children in 1,033 pre-primary
schools. These associations have been carrying out
tasks for improving the economy as well as income of
the families and these tasks cover courses on
tailoring, cooking and baking, agriculture, livestock
breeding, makeup, gold embroidery and computer.
Moreover, as regards small loans enterprises, it is
found that about K 143 million has been disbursed to
over 60,000 needy families for doing businesses on a
small scale.

On the whole, it is heartening to see that the MMCWA
is capable of successfully and widely carrying out
health care services and social development tasks for
the entire people including not only mothers and their
children but also children, young people, the aged and
families.

These achievements are being made due to the field
tours of the CEC members and members of State and
Division Supervisory Committees to states, divisions,
districts and townships. It can also be said that the
accomplishments have been achieved through strenuous
efforts made by the associations at different levels
in cooperation with respective social organizations
and government departments.

Especially, the Ministry of Health, the Ministry of
Education and the Ministry of Social Welfare, Relief
and Resettlement are contributing much towards the
tasks.

The Secretary-1 urged the associations at different
levels to make efforts with might and main to maintain
the present momentum of progress.

The associations have built model villages and have
been rendering assistance for the development of the
villages and it is a practical participation in
carrying out the five rural development tasks in line
with the guidance of Head of State Senior General Than
Shwe.

Up to the end of 2002, 648 model villages were built,
and in cooperation with respective ministries, the
associations are to place emphasis on extension of the
tasks and ensuring greater development.

As is known to all, nowadays, in connection with
Myanmar national women, internal and external
destructive elements have intentionally been
perpetrating fabricated news and accusations to break
up the national solidarity. So, central level
officials of Myanmar National Committee for Women?s
Affairs are making field trips to states, divisions,
districts, townships and wards and broadly holding
educative talks and taking organizing measures.

The officials at the central level and different
levels under MMCWA is participating in the tasks of
the committees at different levels of MNCWA and
MNWCWA. He called on all to go on cooperating with
MNCWA and MMCWA for ensuring speedy and effective
implementation of the tasks.

Today is the time when collective endeavours are being
made in unity enlisting the strength of the national
forces for enabling the nation to stand tall and to
keep abreast with the nations of the world.

Thus, in accord with ongoing steadfast participation
in the nation building tasks as volunteers whatever
sectors they are assigned, the MMCWA members are urged
to go on making efforts. At present, SARS disease is
spreading fast in ASEAN and Asian nations and some
western European countries and so Myanmar is taking
preventive measures.

The SARS has not spread to Myanmar but preventive
measures have been carried out to fully to prevent it
from spreading in the nation. Some of Myanmar
nationals have full knowledge on the disease but some
have not. So, the Ministry of Health is holding
educative talks through media coverage.

To enable the citizens to gain knowledge and to put
seriousness on the disease, the preventive as well as
educative measures are being taken under the
leadership of the Ministry of Health. In cooperation
with the ministry, MMCWA and social organizations
should make field trips to grassroots level and
actively participate in the tasks, he said.

In conclusion, the Secretary-1 urged the members of
MMCWA to strive to develop all the sectors of the
Myanmar society based on family development; to help
and coordinate with departments and other bodies to
implement the five rural development tasks in accord
with the guidance of the Head of State; to make
harmonious efforts for consolidating and perpetuation
of the association forged with the aim of serving
national interest; to add greater momentum in its
participation in the nation?s social sector as the
association from the centre to the villages level
bodies is formed to effectively take part in the
social sector.

After the ceremony, the Secretary-1 and party and
guests viewed documentary photos of activities of
MMCWA members at the meeting hall.

Then, MMCWA Chairperson Professor Daw Kyu Kyu Swe and
Vice-Chairperson Dr Daw Khin Win Shwe formally opened
the shops opened to mark the conference.

5. Press conference explains sending of bombers into
nation by insurgent groups including KNU

Announcement to intensify terrorist bomb attacks, not
honour, but shame for KNU

KNU launching destructive acts with pride, ignoring
fact that destruction of nation?s property leads to
obstructing development

Yangon, 25 April ? A press conference explained
sending of bombers into the nation by insurgent groups
including the KNU terrorist insurgents opposing the
government to commit terrorist acts.

At the press conference that was held at Tatmadaw
Guest House here this morning, Minister for Labour U
Tin Winn said the Myanmar-Thai border gates were
reopened in roundabout October 2002. Since then the
border trade has restarted. But the KNU terrorist
insurgents with the intention of destroying the normal
relations between the two nations have been blowing up
mines, killing innocent passengers with small and
heavy weapons and destroying roads and bridges in
Myawady, a border town, and along the
Myawady-Kawkareik Road. The KNU said on 19 April that
it blew up the natural gas pipeline; and on 21 April,
KNU general secretary Phado Mahn Sha announced that
the terrorist insurgent group would intensify its
destructive acts. The KNU has no knowledge to
differentiate between the government-owned property
and the property owned by the nation. It should have
the knowledge that destruction of the gas pipelines,
railroads and bridges, which are the nation?s property
will only cause public sufferings. Ignoring the fact
that destruction of the property owned by the nation
will lead to obstructing national development, the KNU
has been launching its destructive acts with pride.
The KNU has been destroying property of the nation
including gas pipelines and launching terrorist
attacks causing public death and injury since 1949.
The officials concerned will explain the terrorist
acts of the KNU to murder innocent people and destroy
State-owned property during the period from January to
April 2003, without mentioning the incidents occurred
before the period.

Brig-Gen Kyaw Thein of the Ministry of Defence
explained the continuous destructive acts of the KNU
terrorist insurgents.

He said although, the KNU terrorist insurgents have
been declaring good slogans, saying that they are
working for the national and national races? cause and
emergence and flourishing of democracy, actually, they
are constantly committing atrocities blowing up
explosive to cause public injury and death and to
destroy State-owned buildings, bridges and roads,
ransacking villages, randomly killing villagers and
destroying public property. They are committing
planned terrorist acts. The KNU terrorist insurgent
group sponsored an explosive course at Tadoekitha in
Thailand from 12 to 25 February 2003.

ABSDF insurgent group also conducted a similar course
at Htawmai camp, Weigyi region, Thailand, on 14 March.
Trainees of the groups opposing the government
attended the courses. About 60 persons including KNU
vice-chairman Bo Mya, Win Khet of NLD (LA) and central
committee members of ABSDF held a meeting at a place
near Bekalot refugee camp in Thailand on 22 February,
giving orders to provide cash and equipment for the
trainees who completed the explosive courses and to
launch destructive acts in the nation.

The government received information which said that on
March 9, some of the members of KNU No 7 brigade were
selected and assigned them duty to blow up explosives
in Yangon.

Afterwards, the KNU sent bombers into the nation to
commit terrorist acts. During the period from January
to April 2003, the KNU plundered and enjoyed shooting
sprees in villages for nine times, detonated
explosives to kill and injure innocent people for 12
times, blew up bridges and roads for three times, blew
up gas pipelines for three times, set off time bombs
for six times, committed arson and captured innocent
people for two times. Sixteen innocent people died and
57 were wounded in the terrorist attacks. Brig-Gen
Kyaw Thein also explained in detail the destructive
and terrorist acts of the KNU. He said the KNU blew up
the gas pipelines with the wicked intention of
destroying property of the nation to slow down the
pace of national development drive. However, the
government, the people and the Tatmadaw were able to
harmoniously repair the destroyed pipeline within
days.

The world never accepts any form of terrorism. Thus,
it is not an honour, but a shame for the KNU to
announce that it will increase its terrorist bomb
attacks.

The incidents prove that despite its talks on the
cause of nation races and democracy to which it is
giving priority, KNU in practical has been committing
armed terrorist attacks killing innocent people again
and again. These armed terrorist attacks are just
cowardly acts.

Minister U Tin Winn, Vice-Chief of Military
Intelligence Maj-Gen Kyaw Win, Deputy Minister for
Foreign Affairs U Khin Maung Win, Brig-Gen Kyaw Thein,
Brig-Gen Than Tun and Col Hla Min of the Ministry of
Defence replied to queries raised by the journalists.
Local and foreign journalists viewed documentary on
armed terrorist attacks of the anti-government
organizations including the KNU in Yangon city and
towns and villages.

not, have been sent to Malaysia to work there since 14
May 2002 under the arrangement of the work committee
for Myan Gon Myint General Services. To this day, a
total of 1,862 youths has been sent there.

In sending the workers to Malaysia, the association
provided foreign currencies as loans for individual
expenses. A total of 1.15 million worth of US dollars
and foreign currency cheque has been spent so far for
1,862 workers. The youth workers need to work hard
honestly in the field of work they chose. It is also
necessary for them to faithfully settle the foreign
currency loans. Only then will the work of the
overseas job services run smooth and develop. Today is
auspicious not only for the USDA but also for the
families concerned. Among the Myanmar youth workers
having been sent to Malaysia, 15 workers paid the
income taxes to the State and settled the loans to the
association for the first time. Their remittances were
also handed over to their families. Beginning this
month, the remittances of the workers who have settled
their loans will arrive here monthly the following
months.

The office of the work committee for the overseas job
services which is undertaking its tasks in accord with
the guidance of the Head of State, is making
arrangements for the systematic management of
necessary statistics and records. Therefore, the
families concerned will not need to be worried about
the remittances. The work committee is also taking
supervisory measures to carry out its tasks as
smoothly as possible and is making assessment of its
further development. Therefore, it is necessary of
both the workers and their families to follow the
instructions faithfully and dutifully as well as
strive for the benefits of their families, the
association and the State.

father of Maung Kyaw Thu Ya of Wataya Village,
