1. Mercantile Marine Cadet Training Course No CD/30
concludes
Yangon, 12 April? The conclusion of Mercantile Marine
Cadet Training Course No CD/30 and the opening of
Mercantile Marine Cadet Training Course No CD/31 were
held at the Institute of Marine Technology on
Bayintnaung Road in Kamayut Township this morning,
with an address by Secretary-1 of the State Peace and
Development Council General Khin Nyunt.
The parade company took position at the parade ground
and those present saluted the State Flag.
The parade company marched past Minister for Transport
Maj-Gen Hla Myint Swe who delivered a graduating
speech.
He said 300 cadets ? 150 each from Mercantile Marine
Cadet Training Course and Mercantile Engineering Cadet
Training Course?would graduate from IMT and 300 cadets
would attend those two courses.
Altogether 2,060 cadets? 1,087 maritime cadets and 973
engineering cadets?have been produced up to 2003
academic year for human resource development.
He urged the graduating cadets to observe discipline
and procedures of the IMT, to constantly learn modern
marine technology in practice and try to continue
their studies for further examinations at different
levels. He also urged new cadets from CD/31 to try to
be the disciplined ones with good qualifications such
as strong morale, fitness and good character and
maturity in thoughts during the course.
At a time when the government is making efforts for
all-round development the cadets are the forces
produced by IMT in order to provide the strength
needed on State-owned ships. In practising the
market-oriented economy, the institute nurtured the
cadets to meet the requirements of shipping companies
registered in Myanmar. Therefore the cadets are
valuable human resources, he added.
He said economic progress of a nation much depends on
transport and communication sector. Marine transport
is of special importance out of modes of
transportation such as land, water and air. The cadets
are to discharge duties with honesty, diligence and
perseverance based on patriotism and correct thought
upholding Our Three Main National Causes, he said. The
minister urged them to try to become mercantile marine
officers with efficiency on whom the State can rely.
He said IMT has been producing deck officers, maritime
engineers and seafarers working on ships travelling on
international waters with the use of modern teaching
aids in accord with the curriculum prescribed in the
1995 Amendment Convention of International Maritime
Organization. The government is proud of Myanmar
seafarers who are very popular in the world and they
are also foreign exchange earners, he said.
In conclusion, he said the graduating cadets would
discharge their duties at the respective factories and
maritime fields for taking different examinations
after the course. In order to give correct leadership,
he said, they are to nurture themselves to possess
qualifications such as work efficiency, good morale
and clear decision. The cadets are valuable human
resources in building a developed nation. He urged
them to make efforts to become maritime experts on
whom the State can rely upholding Our Three Main
National Causes? non-disintegration of the Union,
non-disintegration of national solidarity and
perpetuation of sovereignty.
After the ceremony, the Secretary-1 met the
graduating cadets of Course No CD/30 and the cadets
of Course No CD/31.
The Secretary-1 said IMT is producing mercantile
officers yearly at a time when the government needs
human resources capable of promoting the interests of
the nation and its people effectively. These
endeavours are most beneficial to the State.
He said the State Peace and Development Council is
making endeavours in every sector for enabling the
Union of Myanmar to keep abreast with the nations of
the world. It is very important to develop all sectors
of the State harmoniously. Moreover, emergence of
human resources capable of promoting progress of the
respective sectors in different fields is a national
requirement, he added.
Today, maritime transport plays a key role in
international trade. Therefore, developing nations in
South East Asia including Myanmar are laying emphasis
on producing seafarers, mercantile officers and
mercantile engineers needed in international maritime
transport, he said.
Now there are over 54,000 seafarers registered in
Myanmar. Among them, over 15,000 are working in turn
on foreign vessels each year, he said.
Nowadays, maritime transport sector has become wider
and wider. Not only passenger and cargo transport but
also petroleum and natural gas transport, which is
important in the world economy, mainly depend on
maritime transport.
Moreover, as world tourism expands more and more
tourists travel by ocean-liners and luxury-liners.
Therefore, more maritime experts and skilled personnel
including mercantile officers, mercantile engineers
and seafarers are needed. Development of human
resources in maritime much benefits the nation.
As science and technologies are advancing, it is most
appropriate to produce skilled maritime officers and
maritime engineers in maritime transport as a
profession, he said.
He said it is worthy to acknowledge the efforts of IMT
that produces experts and skilled personnel for
maritime transport sector. The government has been
providing necessary assistance in all sectors for
upgrading IMT into an institute of international
level.
The MIT has been provided with modern and splendid
buildings, sophisticated teaching aids and
state-of-the-art training facilities. At the same
time, the Government also provided necessary
assistance for the institute to produce mercantile
marine officers and mercantile marine engineers
qualitatively and quantitatively.
With the assistance of the Government, altogether over
40 training courses are being conducted at the
institute. As the curricula in line with rules and
regulations and conventions of the IMO are being
taught at the institute, those training courses are
acknowledged by the IMO.
With a view to producing more and more highly
qualified human resources such as mercantile marine
technicians, marine engineers and architects for
building ships, the Government has established the
Myanmar Maritime University. As a result, the sound
foundation for mercantile marine is progressing in
Myanmar day by day.
At a time when the Government is giving priority to
producing marine technologists, the mercantile marine
officers being produced by the institute are to make
relentless efforts to be outstanding and successful in
the international marine sector.
Myanmar mercantile marine officers are to strive their
utmost for further boosting their good reputation such
as efficiency, dutifulness, honesty, good discipline
and love for their nation and people. In addition,
they are to make efforts to be good citizens who are
loyal to the State while they are discharging duties
as good sons produced by the State.
Nowadays, the destructive elements who are making
attempts to tarnish the image of the State and the
people in the international community while living
abroad with the foreign assistance are approaching and
enticing Myanma seafarers.
At a time when they are being enticed by the
destructive elements, they are required to be loyal to
the State, to uphold the good name of the State and
the people, and not to let themselves influence by
others while nurturing the national spirit and Myanma
spirit.
Myanmar mercantile marine officers are to strive in
harmony in the interest of the State and the people
when they face the hardships and difficulties abroad
by helping each other.
The mercantile marine cadets who started to attend the
course today are to make sustained efforts to become
the outstanding mercantile marine officers by making
the best use of the opportunity to attend the
institute.
In conclusion, the Secretary-1 called on the
mercantile marine officers to make efforts for
enabling the nation to keep abreast of the nations of
the world, for strengthening the national economy, for
earning foreign exchange; to strive to become
outstanding mercantile marine officers who are capable
of boosting the image of the State and the people; to
make efforts to become those who can safeguard and
promote the national interests all the time, and to
preserve the national prestige and integrity by
helping each other.
