paddy can be increased significantly.
Machinery provided by the State for full utilization
of the irrigation facilities must be used effectively.
As the division can become the main rice supplier of
Magway and Mandalay Divisions and Chin State,
personnel concerned should collect the correct data on
the changing soil condition to produce more and more
surplus rice. It is important for the regions to work
in accord with the State's policies.
The most reliable figures and data are required in
drawing plans to ensure regional food sufficiency and
development. The local authorities and departmental

Hsan, executives and members of Magway Division and

Villages in the township.
Speaking on the occasion, Brig-Gen Kyaw Hsan said a
glance at the situation around 1988 reveals that the
development pace in urban and border areas of the
country was slow because of lack of peace and
tranquillity. Lack of peace and tranquillity was due
to the deterioration of national solidarity, he said.
Therefore the government made strenuous efforts to
reinforce national solidarity with great endurance. As
a result, with the return to the legal fold of 17
national race armed groups, development measures in
border areas could be taken with might and main, he
said. Success has been achieved incredibly in every
sector in every region. Internal and external
destructive elements did not lend themselves to the
development tasks. Instead, they were destroying the
achievements in the development of national solidarity
and tranquillity. Internal destructive elements
incited national races, the public and 17 armed groups
that had returned to the legal fold to break up
already achieved solidarity and stability. External
destructive elements, with the help of media, were
manufacturing fabrications about democracy, human
rights, narcotic drugs, forced labour in Myanmar and
Myanma Tatmadaw's alleged sexual harassment against
Shan national girls. The break-down in solidarity
would result in the failure of nation-building tasks.
Success already gained might be lost, he said. The
disintegration of the Union would lead to civil war,
bloodshed and collapse of economy, education, health
and transport of the country. Therefore, it was
necessary for the public to prevent all the acts of
internal and external destructive elements, he urged.
The destructionists were trying to hinder the flow of
foreign investment into Myanmar and even force the
foreign businessmen to withdraw their investment from
the country, to block the international assistance to
the development tasks, trade and tourism of Myanmar.
Therefore, it would be found that the acts of the
external and internal destructive elements posed as a
grave threat to the nation and the race.
In conclusion, Brig-Gen Kyaw Hsan stressed that the
local people as well as members of the USDA should
make efforts to further promote the national
solidarity, stability and development in cooperation
with the Government.
