contribute much towards irrigation, protecting the
farmland from floods in the rainy season and power
generation, he noted. Survey work is to be conducted
to how much electricity will it produce and Yazagyo
Dam project is to be implemented together with
Myaungchaung (Kyawywa) Dam project, he stressed.
Yazagyo Dam will be built on Nayrinsara Creek about
two miles north of Yazagyo Village, Kale Township.
Upon completion, it will irrigate about 4,000 acres of
farmland and generate about four megawatts of
electricity. Myaungchaung (Kyawywa) Dam will be

Tasks for education, health, agriculture, transport
and power supply are being implemented and development
of Kalay region will meet with greater success in the
years to come. The Government with goodwill has laid
down plans and is implementing them for development of
Kalay region that lagged behind in development due to
poor transport in the past. Regional development will
meet with greater success if the authorities make
efforts as much as they can in implementing the
policies and projects laid down by the Government.

Those who are engaged in implementing the projects are
to make field trips right down to grassroots level and
remedial measures are to be taken sector-wise for full
development of Kalay region. As Kalay is a border
region it has to deal with neighboring nation and
sustained efforts are to be exerted to enable the
region to stand shoulder to shoulder with the other
nation. It is important for development of
administrative, economic, education and health sectors
and deterioration in nationalistic spirit will lead to
harming solidarity of Union and perpetuation of
national sovereignty. Loss of nationalism amounts to a
great loss for the State.

Thus, sustained and relentless efforts will have to be

2. The prize presentation for the Life-long National
Literary
   Award for 2001

Duty of today's literature to correctly impart
knowledge, educate and organize people

Over 7,000 different kinds of books including novels,
journals and magazines being published in Myanmar
every year

Yangon, 6 Dec - The prize presentation for the
Life-long National Literary Award for 2001, National
Literary Awards, Sarpay Beikman Manuscript Awards and
13th National Motto, Literary and Photo Competition
was held at the National Theatre on Myoma Kyaung
Street in Dagon Township at 8 am today, with an
address by Secretary-1 of the State Peace and
Development Council General Khin Nyunt.

First, the Secretary-1 delivered an address. He said:
The Union of Myanmar possessing a long history of the
fine traditions of literature and culture can firmly
preserve her literature which is the cultural heritage
till now. It is a pride of all the Myanmar people. The
fine heritage of the national literature and culture
still exists with glory and firmness till today,
because of the efforts of the literati, emerging
throughout the successive eras, to combine their broad
literary knowledge, brilliant mind, life experiences,
clear and profound views and the goodwill in
continuously promoting the national literature that is
serving the national interest. Since the time of
forefathers, the highly-qualified literati have been
able to convey the national literature without losing
its national character all along the journey from the
past to the present.

In addition, they, with the might of the pen, have
been continuously nurturing the national people,
enabling them to build a nation with high civilization
and powerful national strength. In recognition of the
efforts of the literati to glorify the nation and the
people throughout the successive eras, and for the
literature to continue to flourish many years more in
the future, the State is presenting literary awards to
them. At present, endeavours are being made with the
participation of the people for the Union of Myanmar
to stand shoulder to shoulder with the world nations.
The duty of today's literature is to correctly impart
knowledge to, educate and organize the people,
enabling them to acquire advanced science and
technologies, developing human resources to reach the
international standard, upgrading their intellectual
level and improving their spiritual development.

Because of the State's encouragement, dutifulness of
the doyen literati and the efforts of the new
generation literati, a large number of periodicals of
knowledge and aesthetic fields are flourishing in
Myanmar today, there-by laying the firm national
literary foundation. Although there are elements
speaking evil of Myanmar, saying that there is no
press freedom in the nation, over 7,000 different
kinds of books including novels, journals and
magazines are being published in the country every
year. In average, nearly 400,000 copies of the 700
different kinds of books are being published monthly
in Myanmar.

Before 1999, nearly 700 books on the different fields
were scrutinized in 14 genres for the National
Literary Awards. In 2000, the number reached over
1,000. A total of 1,299 books on different subjects
were scrutinized for the 2001 National Literary Awards
and 116 for the Sarpay Beikman Manuscript Awards.
Except from the play, National Literary Awards for
2001 were presented in all the remaining 13 genres.
Since 1962, 368 National Literary Awards have been
presented. In the National Motto, Literary and Photo
Competitions, which began in 1989, 370 prizes have
been presented to the winners. Since its initiation in
1969, the Sarpay Beikman Manuscript Awards have been
presented in 12 genres.

Since then, 512 awards including this year's 27 awards
have been presented. Many of the Sarpay Beikman
Manuscript Award-winning books also won the National
Literary Awards. The Myanmar literature is developing
on the correct national trend, and its quality and
standard are also rising. The National Literary Award
for Life will be presented at the ceremony. It is the
highest literary award of the nation, being presented
only to the doyen literati for their life-long
dedication to the literature without considering
self-interest, while serving the national interest
with the power of the pen.

Only the persons who love literature since their
childhood days, and who devote themselves to the
literary field, with goodwill, enthusiasm and
knowledge as the basic sector, are deserved to be
selected for the most prestigious award. In addition,
continuous emergence of such prestigious person in the
Myanmar literary world is an honour to the nation and
the significant character of the literary world
itself. If all take the example of these persons, the
Myanmar literature will always be fully endowed with
the national essence capable of vitalizing the spirit
and promoting the ability to serve and protect the
national interest at any time in any situation,
leading to awakening the nationalistic fervour and
consolidating the national force. Because of the
penetration of the western thoughts, the voices,
saying that as if the national spirit and belief are
outdated; and that they do not need anymore in the
process of globalization, are becoming louder and
louder.

In reality, these voices are echoing the ideas of some
western nations in their favour. These countries are
applying various means including deceits, saying that
there should be only one social system and social
value in the world; and that the lifestyle and the
social values of the developed countries are the
correct examples for all the global nations;
pressures; and the media to import their ideas.
History stands witness to the fact that a race will be
lost due to vanishing of its characters, resulting
from the ignorance of the national outlook and values.

Since the early period of Myanmar history over 2,000
years ago and till now, the Myanmar people possessing
fine traditions and high civilization, have built and
preserved the profound and gentle national values,
national norms and characters. Social values and moral
conduct based on humanitarian spirit, virtues and
traditions and culture, justice, unity, profound and
gentle religious teachings and knowledge are serving
the interest of the social and religious sectors,
while protecting and preserving the Myanmar characters
in their original style. If we assess the Myanmar
traditions and culture and social values, it can be
seen that the nation already has all the humanitarian
rights, women's rights, equality and freedom of faith.

Myanmar will always stand tall among the world
nations, with the nationalistic fervour as the
constant identity of the people, if all the traditions
and culture, social values and thoughts can be
preserved and promoted in accord with the passage of
the time. Having in mind the clear national outlook
and conviction, all the literati will have to strive
with the power of the pen for intellectual development
of Myanmars, with the possession of the correct
knowledge, the power to know the truth, the ability to
taste the aesthetic values, and the capacity to
promote their knowledge as the objectives.

The pen should also be used as a weapon warding off
the penetration of the alien cultures in order to save
national culture and characters from disappearing. It
is also needed to effectively use the culture and
literature to enable the Union to stand tall among the
world nations. Men of letters can tame the people and
soften their hearts, and at the same time, they are
the creators consolidating the national strength and
promoting the techniques and technologies serving the
national interests. In this era of facing the attacks
and challenges of the media, the pen will have to be
used to enrich the knowledge of the people, and to
enable them to have the national outlook and to know
the dissension and instigation to ward off all acts to
tarnish the nation's image.

In conclusion, the Secretary-1 urged the literati to
stand as a united national force using the might of
the pen to realize the national objectives based on
non-disintegration of the Union, non-disintegration of
the national solidarity, and perpetuation of the
sovereignty; to enhance the intellectual power and
national spirit of the people to face the penetration
of the alien cultures and forceful introduction of the
alien lifestyles and social values; to reinforce the
strength of the literature which have the power to
preserve and promote the national characters,
traditions and culture and to build and defend a
modern and developed nation; and to stand as a firm
national force under the leadership of the MWJA to
continuously serve the national interest. *Then, the

6. South Asia Region Financial Investigation Course
concludes Press conference on course held

Yangon, 6 Dec - Under the joint arrangement of the
Myanmar Police Force of the Ministry of Home Affairs
and the Australia Federal Police (AFP), a ceremony to
conclude South Asia Region Financial Investigation
Course, conducted at the Hotel Nikko from 25 November
to 6 December, was held in conjunction with a press
conference concerning the course at the hotel in Bahan
Township at 9 am today.

Australian Ambassador to Myanmar Mr Trevor David
Wilson and course instructor of AFP Mr Glenn Buscombe
spoke at the closing ceremony. Brig-Gen Khin Yi and
the Australian Ambassador then presented course
completion certificates to trainees. Next, Brig-Gen
Khin Yi, the Australian Ambassador, officials of AFP
and trainees posed for a documentary photo.

Later, the press conference concerning the money
laundering course ensued. Speaking on the occasion,
Brig-Gen Khin Yi said the purpose of the course is to
provide the investigation officers of eight Southeast
Asia countries with investigation techniques in
crushing down the money laundering and investigating
the such cases. A total of 25 trainee officers Ñ eight
from Myanmar, one from Bangladesh, four from
Indonesia, four from Malaysia, one from Nepal, two
from Pakistan, one from Sri Lanka, and four from
Thailand completed the course successfully.

After stipulating the Control of Money Laundering Law
in Myanmar on 17 June of this year, the course is the
first of its kind ever conducted at international
level. Despite the statements prescribed in the laws
to take action against the possession of property
through illegal means and the money launderings under
the Narcotic Drugs and Psychotropic Substances Law
1993, Myanmar, in accord with the UN Transnational
Crime Reduction Convention and the Financial Action
Task Force 40 Recommendations, is in need of adopting
a modern and effective law separately.

Moreover, as world nations decided to prescribe the
law not later than the year 2003 under the resolution
of the UN General Conference in 1998, the Money
Laundering Law was drawn up on 17 June 2002. It is
encouraging to have learnt that such courses will be
conducted in Asia and Pacific regions under the
sponsorship of the AFP in 2003. Myanmar will render
her assistance to the effective implementation of
combating such money laundering cases in cooperation
with the international community harmoniously, he
said.

Afterwards, Director of the CCDAC of the Ministry of
Home Affairs Police Col Sit Aye replied to queries
raised by journalists, correspondents, and media men.
The ceremony then drew to a close.
