2. Emergence of qualified students for Master's Degree
and B.Tech reflects good foundations for emergence of
highly qualified human resources in border areas

Yangon, 9 June - Chairman of the Work Committee for
Development of Border Areas and National Races
Secretary-1 of the State Peace and Development Council
General Khin Nyunt met with arts and science degree
holder students and AGTI diploma holder students of
Nationalities Youth Resource Development Degree
Colleges (Yangon, Mandalay) under the Ministry of
Progress of Border Areas and National Races and
Development Affairs at Diamond Jubilee Hall on Pyay
Road at 11.00 am today and gave necessary
instructions.

In his address, Secretary-1 General Khin Nyunt said
that the government has now been making all-out
efforts for enabling the nation and its people to keep
abreast with the world nations, especially for
development of border areas improvement of the living
standard of the national races residing in the border
areas.

At such a time, the emergence of arts and science
degree holders and AGTI diploma holders from the
Nationalities Youth Resource Development Degree
Colleges (Yangon, Mandalay) at which the national
races of border areas are taught the higher education
is the good results and good foundations resulting
from the genuine goodwill of the government towards
the border areas and national races, he noted. The
national race youths who are graduates from the degree
colleges also are to make strenuous efforts for
development of own regions and for realization of the
national objectives while discharging duties in their
regions, he stressed.

The Union of Myanmar is home to over one hundred
national races who have been living in the union
through thick and thin keeping nests and eggs intact
for years countable by the thousand. In spite of many
national races, they have been living in the Union in
weal and woe like a family. So,it can be said that it
is the Union in which national people should take
pride.

The Union where the national races live in unity and
amity was fallen under servitude of a foreign nation
and subjected to divide-and-rule policy for over one
hundred years. As a result, there were suspicions and
differences among the national races, leaving the
Union to lag behind in development. They are historic
lessons to be drawn for the future.

When the nation regained independence the national
unity was jeopardised due to the driving of a wedge by
the colonialists, power struggle in the time of
parliament and differences in ideology and racialism.
The people in border areas had to live in a terrible
state in the absence of peace and tranquillity for
over 40 years. This being so, the border areas lagged
behind in development, leading to lowering the living
standard of the people. They are real historic events
to be drawn as lessons.

In the time of the State Peace and Development
Council, the national unity has been forged drawing
the lessons from the past. Therefore, peace and
tranquillity prevails in border areas, and progress
has been made with added momentum there owning to
concerted efforts of the government, the national race
leaders and local people.

The national races in border areas have witnessed the
differences between the condition in which the people
had to live in a terrible state for over 40 years and
the condition in which own region and own race are
making progress due to collective and concerted
efforts during the period of over ten years, he said.

The government has been striving for all-round
development of border areas after forming the Central
Committee for Development of Border Areas and National
Races headed by Head of State Senior General Than Shwe
and is carrying out development tasks for border areas
and national races for the first time during the
period of about 150 years. Systematic plans were laid
down and are being implemented for development of
education, health and social foundations in border
regions to ensure better transport and economic
development of the national races.

In striving for border areas development, priority is
being given to development of local people who lacked
knowledge and had lower educational foundations in
successive eras. At the same time, the government has
been placing emphasis on implementing the education
promotion programmes to enable the local people to
have knowledge and education.

As priority is being given to development of education
sector, the government has spent over K 3,195 million
on education sector of border areas under the border
areas and national races development project from 1989
to date.

Therefore, 627 primary schools, 61 middle schools and
62 high schools were opened in border areas and over
58,000 primary school students, over 25,000 middle
school students and over 4,000 high school students
are pursuing education at those education facilities.

In addition, summer Three Rs courses are also
conducted in border areas, helping 28,000 local people
become literate up to 2002.

With a view to producing talent and qualified national
race youths in border areas, 17 national race youth
development training schools and 6 domestic science
schools have been opened. The national race youths are
being trained at those schools and arrangements are
being made for opening of six more national race youth
development training schools in the border areas.

At the same time, two Nationalities Youth Resource
Development Degree Colleges have been opened in Yangon
and Mandalay in accord with the guidance of Head of
State Senior General Than Shwe to enable the national
race youths to pursue the higher education.

The emergence of 120 degree and diploma holders-32
arts and science degree holders and 14 AGTI diploma
holders from Nationalities Youth Resource Development
Degree College (Yangon) and 55 arts and science degree
holders and 19 AGTI diploma holders from Nationalities
Youth Resource Development Degree College (Mandalay)
is the fruitful results of goodwill of Head of State
Senior General Than Shwe towards the national races.

The emergence of 29 persons who are qualified for
Master Degree out of arts and science degree holders
and 20 persons who are qualified for B.Tech out of
AGTI diploma holders reflects the good foundations to
ensure the emergence of highly qualified human
resources in border areas.

The national races who are graduate from the colleges
today will be assigned duties at border areas. This
being so, they are called on to strive for development
of own regions and own races while discharging duties
in accord with the national objectives.

They are also urged to make earnest efforts for
national and regional development as well as
development of socio-economic life of local people
with the prevalence of peace and tranquillity in the
region while striving for development of own regions
and own races.

He said the graduated trainees are to practically
implement the tasks on construction of roads and
bridges, agriculture and livestock breeding, community
peace and tranquillity and prevalence of law and order
and uplift of living standard of local people in the
respective regions. By doing so, all border areas will
develop harmoniously, he said.

Only when equitable development can be made in the
Union and other parts of the country, will the entire
nation develop harmoniously. Only when the living
standard of national people improves in all sectors
will internal force be strong. With high education,
wisdom and knowledge of the people, they can realize
instigations and persuasion from outside, national
solidarity will be consolidated and the Union will
become perpetual, he said.

The Secretary-1 said making efforts for development of
border areas and promoting education, health, economic
and social foundations of national people means
building of basic foundations for perpetuation of the
Union. With this conviction, the graduated trainees
are to dutifully discharge regional development tasks
assigned by the State, he stressed.

He urged them to constantly strive for propagation of
national solidarity spirit and the Union Spirit that
tied the Union firmly in the border areas.

In conclusion, he urged them to successfully implement
the border area development projects being undertaken
by the government at the respective regions, applying
the knowledge gained at the college, to safeguard fine
traditions of the colleges as good organizers, to make
efforts to propagate national solidarity spirit and
the Union Spirit among the people for perpetuation of
the Union, to strive for improvement of living
standard of the national people in border areas.

He wished the graduated trainees success throughout
their life and successful implementation of the tasks
of the State.
