Administrative bodies to make efforts to enable entire
people to enjoy taste of proper administration, peace
and security, rule of law
Yangon, 5 May - Secretary-2 of the State Peace and
Development Council Lt-Gen Soe Win met with the
secretaries of State and Division Peace and
Development Councils and the chairmen of District
Peace and Development Councils at the meeting hall of
the Ministry of Home Affairs this afternoon.
In his address, Secretary-2 Lt-Gen Soe Win said that
the secretaries of State and Division Peace and
Development Councils and the chairmen of District
Peace and Development Councils are those in-charge of
the regions practically implementing the
nation-building tasks region-wise, adding that the
meeting is being held since he would like to meet with
those in-charge of the regions and would like to give
instructions on work being carried out. As the
ministers were also attending the meeting together
with him, they would clarify matters related to work
being carried out, he noted.
Regarding the economic development of the State,
earnest efforts are being exerted for development of
agriculture as the base and all-round development of
other sectors of the economy as well. With this end in
view, there were 19.9 million acres of farmland in
1988 and there are now 26.3 million acres. Since there
is an increase in sown acreage 145 dams and reservoirs
were built and 265 river water pumping projects were
established and those facilities can irrigate tens of
thousands of acres of farmland in the nation. It can
be said that the Government has constructed the basic
infrastructures needed for the agricultural sector. As
a result, double cropping and triple cropping are
being undertaken, thus contributing to increasing
volume of the production value of the agricultural
sector, he stressed. Relentless and sustained efforts
will have to be made and innovative measures need to
be taken. Only then, will the momentum of the progress
be maintained. At the same time, further progress will
also be made.
In accord with the guidance of the Head of State,
emphasis will have to be placed on the development of
industrial sector in parallel with that of the
agricultural sector. Only when there is development in
the industrial sector, will the nation be modern and
developed, he said.
It is incumbent upon officials concerned to establish
private industrial zones to ensure development of the
industrial sector together with the agricultural
sector. Human resources and intellectuals are being
produced for development of the industrial sector. In
addition, power supply projects are being set up to
fulfil more electricity in the nation.
To be exact, d1e government is making all-out efforts
for the development of national economy with added
momentum. In the process, regional administrative
bodies also will have to make efforts for successful
implementation of the project. Earnest efforts will
have to be made for enhancing the living standard of
the national people and boosting the per income while
measures are to be taken for strengthening
administrative sector and emergence of dynamic
administrative machinery on which the people rely.
The State Peace and Development Council government is
the one which is discharging the transitional duties.
It is known to all that the government has firmly laid
down objectives and work programmes for the emergence
of a new, modem and developed nation. To be able to
implement the national objectives and work programmes
region-wise, duties were assigned to administrative
bodies at different levels. The secretaries of State
and Division Peace and Development Councils and the
chairmen of District Peace and Development Councils
who are present at the meeting are those in-charge of
the respective regions.
He spoke of the need for personnel to realize the
noble tasks widely and said it is important to value
their role. Local administrative bodies at different
levels are the ones that fulfill the requirements of
transitional period and they also support national and
regional development, national solidarity and
flourishing of Union Spirit. Therefore, those in the
bodies are to discharge the duties earnestly after
realizing these facts. Based on goodwill, it is
important to serve the interest of the people. He also
said the administrative bodies are to make efforts to
enable the people to enjoy the taste of proper
administration and peace and security, rule of law in
all the regions of the Union. Now the government has
laid down a new rice trading policy in accord with the
market -oriented economic system. All-out efforts are
to be made for effectiveness of the new policy. Local
authorities are to control government organizations in
order not to purchase paddy.
According to the market theory, encouragement must be
given to the emergence of the practice in trading
paddy at the price agreed by buyer and seller through
administrative bodies.

Development Councils and Chairmen of District Peace
and Development Councils reported on political,
economic and social conditions of the respective
regions.
