2. Secretary-1 addresses opening of Get-together of
Outstanding Red Cross Youths
YANGON, 3 May ? The ceremony to open the Get-together
of Outstanding Red Cross Youths 2003 of the Myanmar
Red Cross Society was held at Mya Nyila Hall of Basic
Education High School No 2 in Latha Township at 4 pm
today, with an address by Chairman of National Health
Committee Secretary-1 of the State Peace and
Development Council General Khin Nyunt.
In his address, Secretary-1 General Khin Nyunt said
that the State Peace and Development Council is
endeavouring to bring about development of the nation
so that she would stand tall in the international
community. In doing so the State not only makes use
of the unity of its own national forces but also
creates conditions for the government departments and
the state enterprises as well as the humanitarian
organizations to contribute their share in the
endeavour.
He stressed that the Union of Myanmar, as a developing
nation, while she faces the inequality due to the
disparity in wealth and technological gap within
nations she makes all efforts through the resources
not to lose her national interests available within
the nation.
He explained that certain developed nations impose
sanctions and put pressure on our nation through some
international organizations on political grounds while
at the same time destructive elements within and
without the country make their utmost attempts,
through the support of those developed nations, to
hinder development.
He went on to say that the nation makes all-out
endeavours to overcome the destructive acts of forces
within and without the country, to bring about
prosperity of the nation, not to be dictated by others
and to be able to live with dignity in the family of
nations. At such a time, all the national
organizations that work for the well-being of the
nation are invaluable assets to the nation, he
stressed.
He told the outstanding RC volunteers that the entire
people are now striving to bring about development and
therefore, the nationalism and union spirit attained
has been unprecedented in the contemporary history of
Myanmar and this is proved by the great achievements
in nation-building works of the State, promotion of
the Sasana and active and united involvement of
organizations and individuals in social and
humanitarian activities.
He explained that the Myanmar Red Cross Society has
had a long tradition as humanitarian organization
serving the people, and the State would render support
for it to be an organization playing a greater role in
serving the interests of the nation.
He dwelt on that the present government has taken
steps to ensure that Myanmar Red Cross Society carry
out not only humanitarian activities that it has been
doing throughout its history but also other tasks
working along with government departments and other
social and humanitarian organizations.
He stressed that the State has assigned the society to
be an auxiliary force taking part in works of public
services in addition to its humanitarian activities
and it has been found that the society is taking
systematic steps to extend its organizations and build
the capacity of its volunteers to be able to perform
its newly assigned tasks.
He went on to say that the annual opening of
outstanding youth camps in order to honour their
active participation in the humanitarian activities
would contribute to realizing the objectives of
Myanmar Red Cross Society.
Honouring the outstanding Red Cross volunteers is part
of endeavours of MRCS to recruit and mobilize younger
generation volunteers who will be actively taking part
in its future tasks, he said.
He then urged the Red Cross volunteers to behave and
act in such a way that they will be worthy of the
title ?outstanding? being called and in doing so they
should not only be carrying out tasks serving to their
best their community, their region and the nation as a
whole but be exemplary to others.
He further stressed the need for the volunteers to
help enhance the dignity of the society to which they
belong by maintaining their humanitarian spirit, their
observance of discipline and order and desire to work
for well-being of their nation.
He took the opportunity to remind the people that
certain elements within and without the country are
collaborating with the so-called social organizations
to carry out destructive acts and that adversely
affect the image of bona fide organizations and said
that all must be aware of and keep constant watch on
them. He went on to say that these elements or
organizations seek the support of certain super powers
and international organizations to make accusations
against Myanmar through fabricated stories and these
often take place through collusion in and out of the
country, often on common border areas.
He emphasized that the State is making efforts to find
out the truth regarding groundless accusations against
Myanmar by cooperating with international
organizations that are not influenced by super powers
as well as social and humanitarian organizations that
have high image and that not only the State but also
non-government organizations should be involved in the
endeavour.
He stressed that Myanmar Red Cross Society should be
making efforts to improve the image of the nation by
cooperating more with international social and
humanitarian organizations such as the International
Committee of the Red Cross (ICRC) and the
International Federation of Red Cross and Red Crescent
Societies.
He urged the outstanding Red Cross members to take
more active part, within their respective communities,
in humanitarian activities of Myanmar Red Cross
Society jointly undertaken with ICRC and International
Federation and thus contribute to the well-being of
the nation.

4. Media is to be free from bias and
serves the interest of country and people
Journalism Course No 1/2003 opened
YANGON, 3 May- Journalism course No 1/2003 conducted
by News and Periodicals Enterprise of the Ministry of
Information was opened at the hall of the New Light of
Myanmar Daily on Strand Road this afternoon, with an
address by Minister for Information Brig-Gen Kyaw
Hsan.
Director (News) of NPE U Hla Tun acted as master of
ceremonies. In his address, Minister Brig-Gen Kyaw
Hsan said it was the tenth course after the Tatmadaw
had assumed the State responsibilities. The course was
conducted with three aims - to be proficient in basic
journalism and functions of journalism; to improve
work efficiency and spiritual qualities of the
trainees; and to be able to publish a newspaper which
always serves the interest of the State and the
people. He spoke of the need to materialise these aims
not only during the course but also in the practical
field.
The aims show that the course is important for both
the trainees and the State and the ministry. The
deputy ministers, well-experienced, famous and veteran
journalists themselves would give lectures at the
course. It is said that the four pillars support the
State for peace and tranquillity and development. The
pillars are legislative pillar, judicial pillar,
administrative pillar and mass media pillar. Media,
the fourth pillar, is to reflect the practical life of
the people standing by them closely and supporting
other pillars. The other pillars, in turn, have to
ensure that media is not misused by any organizations
and persons. Media is to be free from bias but serves
the interest of the State and the people. The minister
said the newspapermen are to make sure that the
newspaper has not gone out of control and to safeguard
the interest of the State and the people. Therefore,
to improve spiritual qualities of the trainees is one
of the aims of the course.
The minister said the Ministry of Information is
carrying out media works after laying down three main
objectives as guided by the Head of State. The
objectives are: for the media to cover the entire
country including border areas; to enable the media to
penetrate the international community; and for the
media to stand on the side of the State and the people
while enhancing its efficiency and impact.
He said the trainees would take note of the fact that
the nations with strong media practising the
neo-colonialism bully the ones with weak media in the
world. The powerful nations are destroying political,
economic, administrative, social, cultural and
spiritual conditions of small countries misusing the
power of media. In order to guard against these
dangers, he said, it is necessary to firmly build the
forces of patriotism and the Union Spirit. The
newspapermen need to build the strength of the media
and they also have to build the force of the people.
In conclusion, he urged the trainees to study
journalism in theory and in practice; to make efforts
to realize the aims of the course; to carry out media
works earnestly and freely within the framework of the
policy; to ensure the media works to be able to
penetrate the international community; and to ensure
the media works not to be dogmatic but to be alive and
dynamic by scrutinizing them to which extent they can
serve the interest of the country and the people.
Present on the occasion were Deputy Ministers for
Information U Thein Sein and Brig-Gen Aung Thein,
directors-general and managing directors of
departments and enterprises of the Ministry of
Information, Principal of Journalism Course U Kyaw
Sunn, directors, advisers, chief editors of the
