information was held in the meeting hall of the Ministry of Home Affairs this
afternoon, attended by Secretary-2 of the State Peace and Development Council
Lt-Gen Tin Oo. Also present were member of the Commander Maj-Gen Khin Maung
Than and departments and officials.

The Secretary-2 said that due to efforts of the Committee for Crime
Reduction, Education and Information, the number of crimes is declining
remarkably in the area of Yangon Division year after year; in bringing down
the number of crimes, it can be said that success has been achieved to some
extent; however, everybody should be satisfied with this success, and they
need to keep track of incidence of crime, to take prevention measures and to
expose the cases as soon as they break out; it is also required to seek ways
and means for the prevention of outbreak of crimes; only then can the
outbreak of crimes be prevented and will the people place trust and
confidence in the police force;

The Committee for Crime Reduction, Education and Information has been taking
measures to bring down the number of incidence of crime by laying down five
tasks, and it is found that success has been achieved. As petrols of four
districts of Yangon Division have been made by car, boat and bicycle and on
foot, more and more action can be taken week after week, month after month.

As regards keeping a close watch on those who are given to committing crimes
and likely to do so, prevention measures have been taken according to the
law, and in connection with crime suppression, prevention measures have been
taken against five kinds of theft; the number of outbreak of theft is not
increasing but decreasing week after week and month after month; more and
more measures have been taken to prevent outbreak of crimes. With respect to
giving education on crime reduction to the people, it can be assessed that
success has been achieved to some extent. In taking measures to mete out
deterrent punishment, it is found that cases related to ten kinds of
offences, five kinds of theft and nine kinds of prevention measures have been
sent to the court in a proper and correct way, and the punishment which fits
the crime is to be handed down speedily and correctly.

Priority should be given to crime prevention, exposing and taking action
against crimes, and handing down just verdicts in reducing the crime rate.
Police should be polite in dealing with people, should stay away from acts
that may cause public annoyance and should be disciplined. TVs, radio and
periodicals should be widely used in launching crime education and
information programmes. The committee while maintaining its current success
should strive to gain more in the future. He then invited suggestions that
may lead to gaining momentum and ensuring harmony in launching crime
reduction and prevention activities.

Commander of Yangon Command Maj-Gen Khin Maung Than explained systematic
