Description: Second Pyithu Hluttaw session continues: "THE second Pyithu Hluttaw?s first regular session continued for its 15th day with the presentation of a report on the Union Peace Dialogue Joint Committee (UPDJC) meeting and action taken against a letter of complaint by Defense Services personnel Pyithu Hluttaw representatives to a Member of Parliament?s discussion on an urgent motion. First, Chairman of the Pyithu Hluttaw Ethnic Affairs and Internal Peace-making Committee U Khun Maung Thaung, who took part in the fifth UPDJC meeting, presented a report to the Parliament, calling for government to seize the moment for peace. The chairman also suggested that the UPDJC should be formed with parliamentarians— three from the Pyithu Hluttaw (Lower House) and two from the Amyotha Hluttaw (Upper House)— in the time of the next government. Next, Pyithu Hluttaw Speaker U Win Myint announced that points related to the Letpadaungtaung copper mining and property of Defense Industry No (20) included in discussions of MP U Kyaw Aung Lwin on the MP Daw Khin Sann Hlaing?s urgent motion were deleted in accord with the 2013 Pyithu Hluttaw rules and regulations 158 (c). The second Pyithu Hluttaw session continues for 16th day today."

First, Deputy Pyidaungsu Hluttaw Speaker U Aye Tha Aung announced that Myanmar Parliamentary Union-MPU is set to be formed with 18 members including Chairman Mahn Win Khaing Than, Pyidaungsu Hluttaw Speaker, Vice-Chairman U Win Myint, Pyithu Hluttaw Speaker, and U Aye Tha Aung, Deputy Pyidaungsu Hluttaw Speaker. The regional MP spoke during the second general meeting of the Yangon Regional Hluttaw on 8 February. ?Consultations have been made. There?s been a great deal of discussions. Respective committees will make proposals. This will only be so once committee have been formed. There isn?t anything being carried out yet [to enact laws] for the entire [Yangon] Region, only for my township,” said Daw Sandar Min. She said proposals will be made to solve Yangon?s congestion problems, as well as other problems affecting Yangon residents. ?The most widely felt problems of Yangon residents, such as traffic congestion, must be resolved. Cars were approved for import into Yangon before any proper long-term consideration of the implications the influx of vehicles would have on the city?s congestion. As such, the side-effects of the mass rollout of new vehicles onto Yangon?s streets are not a problem that can be solved immediately. A plan must be drawn up. Various groups must be consulted in order to do so, and discussions must be held. But this problem won?t likely be fixed right away,” said Daw Sandar Min. Description: Pyithu Hluttaw approves emergency motion, formation of three committees: "THE second Pyithu Hluttaw?s first regular session continued for its sixth day with discussions on an emergency motion and the approval process for the formation of three committees yesterday. On their discussions on the motion calling for an immediate end to fighting in Shan State and prompt measures to be taken to aid war-affected local people, parliamentarians including Defense Services personnel representatives stressed the need of ensuring national reconciliation for building a genuine federal Union and moving towards lasting peace through cooperation of all including ethnic armed organisations. On discussions, Union Minister U Aung Min and Deputy Ministers Maj-Gen Aung Soe, Rear Admiral Myint Nwe and U Phone Swe made clarifications. Union Minister U Aung Min said that RCSS has been urged through the Joint Ceasefire Monitoring Committee to adhere to the terms and conditions of the nationwide ceasefire agreement that it signed while dealing with civilians. Regarding TNLA that has no state-level agreement with the government and did not ink the NCA, the Union Minister called for resolving conflicts through negotiations. In his clarification, Deputy Minister for Home Affairs Maj- Gen Aung Soe said that affected people have been accommodated at 17 relief camps with the provision of food, clean water and health care services. Teachers and students who fled the clashes between RCSS and TNLA have been kept at a monastery to continue learning and teaching there. Description: Pyithu Hluttaw calls for preparedness, response plans for El Niño: "THE second Pyithu Hluttaw?s first regular session entered its tenth day, with parliamentarians holding discussions on the El Niño urgent motion submitted by Dr Maung Thin of Meiktila Constituency. A total of 14 MPs discussed the urgent motion calling on the Union government to adopt risk mitigation measures against ill-effects of El Niño which is expected to hit Myanmar this year. In his discussion, Dr Hla Moe of Aungmyay Thasan Constituency stressed the need of launching emergency response and preparedness drills in order to mitigate possible losses in the event of disasters. The MP pointed out that such drills are not conducted yet in the country despite plans had been drawn up by the ministries concerned. He also called for necessary policies to be formulated to purchase rice for State reserves. U Naing Htoo Aung of Ngahtoogyi Constituency also called on officials concerned to gear up for coming El Niño?s impacts, warning that the situation is likely to get worse during this summer as some parts of the country have started suffering droughts and fire outbreaks are reported frequently. In his discussion, U Maung Toe, Secretary of the Public Accounts Committee, made his suggestion to submit plans for the fulfilling of the budget deficiency when the Union budget is submitted to the Pyidaungsu Hluttaw. He also suggested not including state-owned enterprises in the State?s budget and to submit their plans for running their business on a commercial base. The joint bill committee suggested that permission for borrowing money be assigned to the Pyihtaungsu Hluttaw where the budget is insufficient in implementing national projects. Regarding the banking and financial institutions bill which was sent back after disagreement of both parliaments on some parts of the bill, the Pyidaungsu Hluttaw approved 12 points suggested by the Pyithu Hluttaw and four points by the Amyotha Hluttaw. In his reply, the deputy minister said short-term vocational training courses, including technical courses, are set to open in the main building of the institute. The 120-year-old main building of the Insein GTI received a Blue Plaque from the Yangon Heritage Trust last December, acknowledging its status as a significant historic building. Following the discussions of the members of Union-level organisations on findings and remarks of the Joint Public Accounts Committee on the report relating to the Union Budget for 2014-2015, the Pyidaungsu Hluttaw Speaker announced the parliamentary approval to the committee?s report. On the committee?s report, Union Minister for Finance U Win Shein said that the ministry is supervising the budget implementation of the ministries concerned, following the suggestions of the committee in accord with existing rules and regulations and the Constitution. MPs U Saw Hla Tun and U Nyi Nyi Myint read out a report of the Pyithu Hluttaw Bill Committee and Pyithu Hluttaw Public Accounts Committee. Likewise, presentations of reports by the Parliament by Hluttaw Rights Committee, Government?s Guarantees, Pledges and Undertakings Committee and Pyithu Hluttaw Legal Affairs and Special Cases Assessment Commission were also made. Description: Hluttaw Round-up: "THE Pyidaungsu Hluttaw, Pyithu Hluttaw and Amyotha Hluttaw continued their sessions in Nay Pyi Taw yesterday. The joint bill committee of the Pyidaungsu Hluttaw submitted its findings and remarks related to the Specific Goods Tax Bill and to the bill amending the Legal Supports Bill. The speaker of the Pyidaungsu Hlutta asked MPs to sign up to discuss the two bills at the next meeting of the hlulttaw. In the Pyithu Hluttaw, members sought approval for a bill on nuclear prevention, a bill to amend the Land Confiscation Act and another to amend the Protection of the Constitution Law. The bills on industrial design copyright, innovation copyright, and other types of copyright and trademarking were also submitted for approval. The Pyithu Hluttaw agreed to send back the Myanmar Statistics Bill, the Private Education Bill, the Prison Bill and the bill amending the Weapons Act with the remarks of the Amyotha Hluttaw. The bill to amend the 1950 Emergency Provision Act was recorded. The bill to amending 1949 Suppression of Prostitution Act was approved by the hluttaw. Security Bill: "THE 13th regular session of the first Pyidaungsu Hluttaw concluded its discussions on two bills, including the Former Presidents? Security Bill, which Pyithu Hluttaw (Lower House) and Amyotha Hluttaw (Upper House) debated yesterday. Yesterday?s session documented an event in which President U Thein Sein addressed the parliament regarding activities carried out during the Union government?s five-year term. Next, U Thein Tun Oo of Amarapura Constituency read out the Joint Bill Committee?s report on the Condominium Law, which was sent back by the president with remarks. Then, Pyidaungsu Hluttaw Speaker Thura U Shwe Mann sought parliamentary approval on the bill and approved it in accordance with the laws and regulations of the parliament. The UCSB member said regulation 80, which once allowed civil servants to enjoy cash rewards for their earned leave if they do not take it, was suspended as after civil servants received four pay raises under the current government due to the country?s financial situation. Likewise, Deputy Minister for Immigration and Population U Win Myint responded to a question raised by MP U Tin Maung Win of Mandalay Region Constituency 3 on whether there are plans to conduct a census on the Lisu population in Mandalay Region. The deputy minister replied that data on the Lisu population in Mandalay Region will be announced when approval is given after coordination between the departments and organisations concerned. Description: Pyithu Hluttaw: Pyithu Hluttaw discusses proposal to suspend construction of high-rise buildings in Yangon: "THE Pyithu Hluttaw (Lower House) discussed an urgent proposal today that would suspend the construction of high-rise buildings in Yangon until they meet all existing rules and regulations for construction. The parliament put the urgent proposal on record, pledging that it would monitor the issue. Regarding the proposal, Deputy Minister for Construction U Soe Tint replied that the ministry is closely supervising buildings that are being built by the ministry to ensure that they follow the rules. However, he added, the Yangon City Development Committee has set up a subcommittee of experts to supervise the construction of buildings higher than 11 storeys. The construction of buildings across the country should follow the existing construction rules and regulations, the deputy minister said. Also at yesterday?s Lower House session, MPs asked questions about the upgrading of a school in Pakokku Township, the drinking water supply in Bilin Township, the repaying agriculture loans in Tamu District and about permissions to use virgin and fallow lands. MP Dr Soe Moe Aung from Bilin Constituency asked whether the Ministry of Agriculture and Irrigation has a plan to supply drinking water from the township?s Kazai Dam to the wards that face a scarcity of water every summer. Deputy Minister for Agriculture and Irrigation U Khin Zaw replied that the ministry mainly supplies irrigation water to local farms. However, the deputy minister said, the ministry will cooperate with local development affairs departments to supply drinking water to the wards if the departments report on the issue to the ministry. MP U Khin Maung Shwe from Tamu Constituency asked whether the Ministry of Agriculture and Irrigation has any plan to settle the issue of farmers struggling to repay agriculture loans following the loss of their farmlands to floods. The MP also asked for the ministry to arrange for virgin and fallow lands to be provided to farmers who lost their farms. Deputy Minister U Khin Zaw replied that the farmers should request their township?s bank manager to delay the deadline for loan repayment. During the last rainy season, floods damaged 7,318 acres of farmland in Tamu District, of which 4,353 acres have been recovered. At the parliament session, Minister for Health Dr Than Aung suggested that more wards be added to Yangon General Hospital, as the hospital has seen an increase in the number of patients it receives, jumping from around 25,000 in 2013 to 62,500 in 2014."

U Tin Maung Oo from the Shwe Pyi Thar Constituency asked if the Ministry of Immigration and Population had a plan to amend the law and bylaw on issuing of household lists and citizenship identity cards to migrants and squatters. In response to the question, the Deputy Minister for Immigration and Population replied that the ministry has no plans to amend the law and bylaw since the issue came from the internal migration of people. While currently issuing citizenship cards to migrants and squatters, the ministry is facing difficulties in getting correct and complete information and documents from migrants and squatters as they are moving from one place to another frequently.
