Description: Hluttaw: Parliament puts on record Public Debt Management Bill, Bill Amending the Myanmar Lighthouse Act: "THE Pyidaungsu Hluttaw continued its last session in Nay Pyi Taw yesterday, discussing and putting on record bills including the Public Debt Management Bill. During the Wednesday meeting the Pyidaungsu Hluttaw put the Public Debt Management Bill and the Bill Amending the Myanmar Lighthouse Act on record. The Pyidaungsu Hluttaw also announced that it will carry on the National Planning Bill for FY 2016-2017 and the Union Budget Bill for 2016 in accordance with the rules of the Hluttaw Law. The meeting will resume on 28 December."

Description: Pyidaungsu Hluttaw: Customs duties decrease because of FTA agreements, fewer vehicle imports: "MYANMAR collected less customs duties this year, in part because the country imported 28,000 fewer vehicles than in the previous year, and in part became certain taxes were exempted under free trade agreements, Deputy Minister for Finance Dr Lin Aung explained at friday Pyidaungsu Hluttaw session at which MPs recorded one bill, discussed another bill, explained two reports and sought comments on the findings of the report of the Public Account Joint Committee and the Bill Committee. Description: Pyidaungsu Hluttaw: Finance Ministry proposes Union Tax Law Amendment: "THE Ministry of Finance put forward the Union Tax Bill for 2016 to Pyidaungsu Hluttaw yesterday. The Union Tax Bill for 2016, which is based on the Union Tax Law 2015 with new amendments and added content, includes eight chapters and 39 sections, according to Union Minister for Finance U Win Shein. The bill includes proposals such as adding a new tax system, abolishing a tax system, amending the commercial tax for specific goods and adding goods and services which would be free from tax. The ministry also added that tax for mobile phones top-up cards will be collected next fiscal year, netting a possible 80 million kyats revenue. The ministry expects to collect over 6.1 trillion kyats next fiscal year—a 269 million kyat increase from this year. The Bill Amending Criminal Law, the Bill Amending Insurance Permission Law and the Bill Amending Banking Law were approved. Amendments to laws relating to crime, insurance and banking were approved at the Tuesday session of Pyidaungsu Hluttaw."...Pyithu Hluttaw: Pyithu Hluttaw Round-Up: "IN Pyithu Hluttaw (Lower House) yesterday bills amending the Foreign Investment Law and the Myanmar Citizen Investment Law were approved with amendments made by the Amyotha Hluttaw (Upper House). MPs of Pyithu Hluttaw did not agree to 26 amendments made by the Amyotha Hluttaw for the Legal Supportive Bill. The Legal Supportive Bill will be debated in Pyidaungsu Hluttaw."

Description: Pyidaungsu Hluttaw: Pyidaungsu Hluttaw endorses Special Commodity Tax Bill: "THE Pyidaungsu Hluttaw discussed three reports, including a report on the Union Budget, at its latest session in Nay Pyi Taw yesterday. Also, the Joint Bill Committee also discussed the Special Commodity Tax Bill, which was submitted by the Ministry of Finance last Wednesday. The bill committee agreed with the proposal of the ministry, saying indirect tax should be promoted in Myanmar as it is in other developing countries. The committee also recommended that special commodities should be managed only under this law. The Hluttaw invited MPs to sign up in order to discuss the bill at the next session. During the Monday session, Deputy Minister for National Planning and Economic Development Daw Le Le Thein clarified tasks undertaken in the first six months of the 2015-2016 fiscal year. Description: Pyidaungsu Hluttaw: Pyidaungsu Hluttaw passes three amendment bills: "THREE amendment bills received parliamentary approval at the Pyidaungsu Hluttaw yesterday with one report coming under discussion. The Veterinary Council amendment bill, the Foreign Investment amendment bill and the Myanmar Citizens Investment amendment bill were put on record as approved by the parliament. The Projects and Financial Development Joint Committee presented its findings on the report of the first six-month implementation of the National Plan in 2015-16 fiscal year. Six MPs discussed the report, with U Kyi Tha of the Gwa constituency calling for reconsideration of the efforts for the development of the industrial sector. In the first six months of this fiscal year, agricultural products accounted for 25.9 per cent of the total imports while finished industrial products stood at 8.8 per cent, he noted."...Pyithu Hluttaw: ASEAN Highway extension questioned by Pyithu Hluttaw: "THE Ministry of Construction responded to queries on the construction of the ASEAN Highway and the Thuwunna housing estate at the Pyithu Hluttaw yesterday. U Sai Win Khaing of the Theinni (also Hseniw) constituency inquired about the planned compensation to the residents affected by the extension of the ASEAN Highway, known as AH 14 between Lashio and Theinni. Deputy Minister U Soe Tint responded that arrangements for compensation have been made in coordination with local administrative bodies. The AH14 is being expanded into a four-lane highway from 173/3 milepost in Lashio to 205/6 milepost in Thenni. U Thein Nyunt of the Thingangyun constituency asked about the rising rents in Thuwunna housing estate and the possibility of ownership change. Ownership of the house will pass from husband to wife and then to their offspring, the deputy minister responded, adding that the monthly rents range from K1,000 to K3,000 . He called the rents relatively low. ?Property ownership is not transferable,” he said, hinting at a further reduction in rental fees. The Pyithu Hluttaw approved the report submitted by its International Relations Committee and the Criminal Procedure bill as commented on by the Amyotha Hluttaw."...Amyotha Hluttaw: Amyotha Hluttaw approves draft public debt management law: "THE Amyotha Hluttaw yesterday agreed on the draft public debt management law as commented on by the Pyithu Hluttaw. An MP inquired about the possibility of updating the GSM network from 2G to 3G in Chin State, with the deputy minister for Communications and Information Technology responding that steps are being taken to finish the installation of radio stations for GSM towers in the 2015-16 fiscal year."

During the meeting, Deputy Minister for Environmental Conservation and Forestry Daw Thet Thet Zin answered questions raised by MP U Khin Maung Htay of Mandalay Region Constituency No. 10 over farmland issues in Nay Pyi Taw. She said the ministry would remove more than 29,100 acres of farmland in two districts in the Nay Pyi Taw Council Area from the list of protected forests in accordance with rules and regulations. In response to a proposal submitted by MP U Khet Htein Nan urging the Union Government to prevent further deadly landslides in Hpakant, Kachin State, Deputy Minister for Mines U Than Tun Aung clarified that the ministries concerned, the Kachin State Government, the Tatmadaw and armed groups will work together to enforce the rule of law and security in jade-mining areas. The deputy minister pledged that the ministry would scrutinise the number of heavy machines in the at-risk area in order to conserve the environment and protect its resources. He also said measures would be taken to implement the rules and regulations of the Myanma Gems Law and to remove squatters working as migrant workers in Lonkhin and Hpakant from at-risk areas."

In response to the question, Deputy Minister for Education U Thant Shin said 7,843 education staff have been appointed at 1,372 basic education schools in the state to teach 126,705 students. He also called for staff of the departments and MPs to cooperate with teachers, students and parents to increase the passing rate in the state."

The Bill Committee presented their findings from the third amendment bill of the Amyotha Hluttaw Election Law, the third amendment bill of the Pyithu Hluttaw Election Law and the third amendment bill of the Region/State Hluttaw Election Law. Description: Pyithu Hluttaw: Pyithu Hluttaw approves amendments to five bills: "AT the 19th meeting of the current Pyithu Hluttaw (Lower House) session in Nay Pyi Taw yesterday, MPs agreed to amendments proposed by the bill committee to the Pest Control Bill and the Botanical Species Protection Bill, which were returned by the Amyotha Hluttaw with amendments. The Botanical Species Protection Bill was sent back with 35 amendments by Amyotha Hluttaw, three of which were approved by the Pyithu Hluttaw. During the meeting, U Myint Soe, an MP from Pyawbwe Constituency, asked for a plan to invite foreign investment for vehicle manufacturing in Myanmar in order to stimulate the car market with cheaper options. In response to the question, U Myo Aung, the Deputy Minister for Industry, said an Automobile Policy has been drafted by relevant ministries in April last year. Inviting foreign investment to produce cars at home is included in the draft, the deputy minister added."

Description: "Nay Pyi Taw, 28 Aug — The 12th regular session of the Pyidaungsu Hluttaw came to a close on Friday. Representatives discussed a Yen 99.850 billion loan for the Ministry of Rail Transportation and the Ministry of Electric Power from JICA during the Pyidaungsu Hluttaw Session on Friday. Some representatives supported the loan in principle but maintained it is important to spend the funds in the most beneficial way. One representative suggested that ministries provide updates to parliament every six months on the work being carried out using foreign loans. Another representa-tive pointed out that despite the benefits the loan may offer, Myanmar?s current economic slowdown means that the debt will also be a burden. The representative urged ministries to hold themselves accountable for the spending of the funds. Members ultimately approved the plan to accept a loan from JICA, as well as the monogamy law and the signing of the Maritime Labour Convention 2006. Later, Deputy Minister for Social Welfare, Relief and Resettlement Daw Su Su Hlaing explained ongoing disaster management efforts in flood affected areas. She said that disaster relief efforts could be considered a success overall despite some weaknesses in management. She commended the high level of cooperation between experts, civil society organisations and the government and added that state and region governments will be responsible for the reconstruction of flood-hit areas. Speaker of the Pyidaungsu Hluttaw Thura U Shwe Mann explained the achievements of the 12th Pyidaungsu Hluttaw, which includes the passing of 185 laws, 10 motions and approvals for foreign loans. The speaker concluded the 12th regular session by saying that parliament has served the interests of the country and its people."

Description: Pyidaungsu Hluttaw: "Nay Pyi Taw, 25 Aug — Pyidaungsu Hluttaw representatives approved a US$400 million loan from the World Bank on Tuesday. The loan will be split between the Ministry of Livestock, Fisheries and Rural Development and the Ministry of Electric Power. U Maung Toe of Minhla constituency supported the loan and said that although parliament has already approved over US$ 1.4 billion in foreign loans, low interest rates on the loans make further ones viable. Daw Tin Nwe Oo MP disagreed. She said that any spending on unnecessary projects should be cut and stressed that taking another loan while the US dollar prices is rising against the kyat is unwise. The loan was approved by the majority of members during a vote that followed discussions. Meanwhile, the newly appointed Union Minister for Defence Lt-Gen Sein Win and Union Minister for Border Affairs Lt-Gen Kyaw Swe gave an oath before the Hluttaw speaker. Representatives also passed a bill amending the constitutional law as well as the Myanmar Red Cross Society Bill."...Pyithu Hluttaw: "Nay Pyi Taw, 25 Aug — Myanmar?s financial rules do not allow state-run economic organisations to deposit money in private banks, said the Deputy Governor of the Central Bank of Myanmar U Set Aung on Tuesday. The deputy governor was responding to a question raised by U Ohn Ngwe, MP for Myaung. He said that the government?s economic organisations may only open bank accounts at Myanma Economic Banks and added that state-owned banks are permitted to take part in the treasury bill auction and deposit auction as a means of raising revenue to cover expenses. He noted that the Central Bank of Myanmar considers Myanma Economic Bank as a non-competitive bidder in deposit auctions, which is in line with the country?s monetary policies. Meanwhile, U Than Oo of Myawady constituency asked about whether there are plans to reduce toll gate fees for vehicles owned outside Yangon Region. Deputy Minister at the President Office U Kyaw Kyaw Win responded by saying that Yangon City Development Committee currently gives exemptions of toll gate fees to buses, departmental vehicles, government vehicles and cargo trucks. He did not state whether reduced fees for general traffic from outside Yangon is on the cards. The Hluttaw session also approved a bill which amended a 2012 Pyithu Hluttaw Law as well as the Vehicle bill. Secretary of Pyithu Hluttaw Investment and Industrial Development Committee U Kyi Tha read out the industrial bill to members prior to voting."

Description: "Nay Pyi Taw, 21 Aug—Myanmar has planted over 200 acres of star bean on a trial basis and has plans to export the crop, Deputy Minister for Agriculture and Irrigation U Ohn Than told the Pyithu Hluttaw on Friday. Responding to a question on cultivation of the crop, the deputy minister told the Lower House that farmers had permission to grow the crop, also known as the winged bean. In other matters, the deputy minister said the ministry was in the process of transferring a plot of land in Mandalay, including a construction site, to the government. Representatives discussed two bills during the session, passing the bill on roads and bridges."
