Description: "Nay Pyi Taw, 8 July — Parliamentary approval was sought by secret ballot at the Pyidaungsu Hluttaw on Wednesday in connection with the constitution amendment bill of Section 436(b), of which amendment to chapters, sections and sub-sections did not win the support of over 75 percent of the vote of the representatives but Schedules 2 and 5 were approved with over 75 percent of the vote. U Khin Maung Nyo of Loikaw constituency urged the parliament and the central government to continue to use the existing retirement system, which allows civil servants to retire on the day they turn 60. He added that changes to the retirement system are against the will of the people and that the plan to extend the retirement age will involve taking into consideration the population growth, the life expectancy of the people, literacy rate, the population of able workers, unemployment rate, economic aspects, GDP rate and healthcare. According to him, eight of 10 ASEAN countries regard the age of 60 years as retirement age. Myanmar has a life expectancy of 66 years in average, with 64 years for men and 68 for women, he added."

Boiler, television and radio broadcasting, preservation and maintenance of ancient artefacts bills+village-tracts inRakhine and Shan States, Mandalay, Yangon and Ayeyawady Regions]: "Nay Pyi Taw, 9 July — The Pyidaungsu Hluttaw heard vigorous debate Thursday from MPs arguing for and against extending the retirement age for civil servants from the current 60 years. Fourteen representatives discussed two separate proposals on the issue — one seeking to keep the retirement age at 60 and the other pushing to raise it to 63. U Khin Maung Nyo of Loikaw constituency supported maintaining the status quo, while L t - C o l Hlaing Win, representative of defence services, spoke in favour of raising the age, arguing civil servants aged 60 and above with rich experience would contribute a lot to the country, provided they were healthy enough to continue working. U Htan Lain of Mintut constituency was against the proposed extension, saying it could become a barrier to promotion for subordinates. In a similar vein, U Sai Than Naing of Phapun constituency said extension of the retirement age would fuel the unemployment problem. U Kyaw Thu, Chairman of the Union Civil Services Board, said the issue had undeniable pros and cons, but hinted that the board would extend the retirement age if it was deemed to be in the interests of the country and civil workforce. The parliament approved three bills — the boiler bill, the election commission amendment bill and the dams bill — that came from the president with remarks. The parliament also put on record four bills concerning television and radio broadcasting, preservation and maintenance of ancient artefacts and buildings, and development of border areas and national races. Also put on record were issues related to reformation of village-tracts in Rakhine State, Shan State, Mandalay Region, Yangon Region and Ayeyawady Region."

Description: "Nay Pyi Taw, 10 July — U Kyi Tha of the Gwa constituency asked the Pyithu Hluttaw on Friday about the government?s tender policies and procedures, with the deputy minister responding to the query. Daw Lei Lei Thein of the Ministry of National Planning and Economic Development explained directives on tender procedures for procurement, construction, services, and rental, adding that government departments invite tenders for procurement of lower monetary value, but open tenders are required when higher costs are involved. Tender systems differ from ministry to ministry, she said. Dr Win Myint of the Hlaing constituency queried the number of SIM cards sold, annual earnings and taxes from foreign mobile operators. Licences have been issued to Myanma Posts and Telecommunications, Ooredoo Myanmar Ltd and Telenor Myanmar Ltd. Deputy Minister for Communications and Information Technology U Win Than in response said MPT, in partnership with KSGM Co Ltd, sold over 8.66 million SIM cards from September 2014 to June 2015, earning K9.154 billion with commissions deducted and K574.967 billion from calls, mobile data and recharges. Ooredoo is required to pay U S$1.010 billion in tax in three installments for its 15-year mobile services in the country. It has paid K741.653 billion (US $757.5 million), which is 75 percent of the total sum. It will pay the remaining $252.5 million this fiscal year. Telenor has paid K363.155 billion (US $375 million), 75 percent of US $500 it owes to the ministry, with the remaining payment of $125 million to be made this fiscal year. MPT does not have to pay the tax, the deputy minister noted. MPT is licensed for 15 years from 24 March 2014 to 23 March 2030, while Ooredoo and Telenor are licensed from 5 February 2014 to 4 February 2029, with the ministry hinting at possible extension in accordance with the communications laws, rules and regulations. The Pyithu Hluttaw approved the Red Cross society bill, the evidence act amendment bill and the oil well bill."

Description: "Nay Pyi Taw, 7 July — The Joint Bill Committee on Tuesday submitted reports and findings on bills to the Pyidaungsu Hluttaw, including those containing remarks from President U Thein Sein. Members of the committee read out the boiler bill, the amendment bill on the law of the Union Election Commission and the bill on the reservoir law. MPs are invited to discuss these bills in the current session of parliament. U Saw Hla Tun, secretary of the Joint Bill Committee, and members then sought parliamentary approval of the budget bil. Daw Khin Waing Kyi, MP of Yangon region constituency 1, said the interfaith marriage bill would be able to pass into law soon despite international criticism, adding the law would be beneficial for Myanmar women. MPs from Shwepyitha, Yangon Region, and Mahlaing, Mandalay Region, supported the government plan to operate the Yangon City Development Committee and the Mandalay City Development Committee as stateowned enterprises without using the union budget. The Speaker of the Pyidaungsu Hluttaw told parliament to seek approval from MPs on the consti-tutional amendment bill of provision 436 (b)."

Description: "Nay Pyi Taw, 1 July— To save time and money, a referendum on amendment Article 59 (D) is scheduled to be held along with the general election, after informing the chairman of Union Election Commission, the Pyidaungsu Hluttaw Speaker told the parliament on Wednesday. The amendment of the article was passed with 556 votes, or more than 75 percent of members, in the Pyidaungsu Hluttaw on 25 June, and must now be but to a referendum. Speaker Thura U Shwe Mann said he would ask the chairman of UEC to hold the referendum together with the upcoming general election. Dr Banya Aung Soe, MP of Mon state constituency 7, voiced his support for the amendment, which seeks to allow representatives of states and region parliaments select their respective chief ministers. Defence Services representative Lieutenant Colonel Kyaw San Oo said the president can select experienced experts for government ministries in accordance with democratic norms. He also said ministers should prioritize the ministerial affairs rather than their parties? activities. U Thein Swe, MP of Ayeyawady region constituency 10, said committees of parliament should have the rank of Union level, adding that the military should consider amendment of the constitution to promote good relations between the military and the people. MPs from ethnic areas also suggested the amendment would help establishment of national reconciliation and ceasefire agreement."

The session also recorded expenditure from the separate budget of the Union Budget Bill 2015, with the Joint Bill Committee reading the findings on the Union Budget Bill and Special Marriage Bill for Myanmar Buddhist Women. MP U Thein Swe also urged the union government to provide effective and urgent aid to flood victims in Rakhine State, Kayin State and Bago Region, where torrential rains have fallen in recent days. Deputy Minister for Social Welfare, Relief and Resettlement U Bone Swe explained humanitarian work being carried out by the government to help flood victims. Union Minister for Electric Power U Khin Maung Soe clarified the formation of Yangon and Mandalay Electricity Supply Boards as state-owned corporations. Description: "Nay Pyi Taw, 18 June — MPs at the Pyidaungsu Hluttaw on Thursday continued to discuss the education amendment bill, on which the Pyithu Hluttaw and the Amyotha Hluttaw had not agreed. Dr Banyar Aung Moe, U Tin Yu and U Khin Maung Yi argued in favour of the Amyotha Hluttaw?s proposals for designing curricula applicable to real life in terms of the acquisition of knowledge, expertise and critical thinking. The Amyotha Hluttaw has suggested abolishing the current exam system, saying it encourages rote learning. It has also called for inclusion of vocational training on agriculture and livestock at primary and secondary levels. The government?s response to the privatization of the Yeku broadcasting station sparked a debate, with Union Minister of Information U Ye Htut explaining the matter to the parliament."

Description: "Nay Pyi Taw, 9 June — Finance Ministry has decided to invest US$264.5 million in a new infrastructure bank, and the ministry submitted proposal to Pyidaungsu Hluttaw for the approval of $52.9 million, 20 percent of investment at the initial stage. The Memorandum of Understanding of the Asian Infrastructure Investment Bank which will be headquartered in Chinese capital Beijing has specified that the authorized capital of AIIB will be $100 billion with an initial subscribed capital of $50 billion. If Pyidaungsu Hluttaw has approved the investment, Myanmar will have to contribute $52.9 million every year to AIIB for 10 years. Union Minister for National Planning and Economic Development Dr Kan Zaw supported the proposal, with saying that Myanmar is capable of investing the amount of capital. Deputy Minister for Home Affairs Brigadier General Kyaw Zan Myint explained the reports of investigation commission on land confiscation cases, calling for the cooperation of parliamentarians in respective areas. Deputy Minister for Defence Services Maj-Gen Kyaw Nyunt clarified land release of the military as possible as it could, and additional 20,735. 13 acre of land will be handed over under the management of military commands and land management committees in respective areas."

Description: "Nay Pyi Taw, 16 June — Myanmar is ready to sign the UN?s multilateral rights treaty, as the country is undertaking a reform process that aims for public-centered development programmes, Deputy Minister for Foreign Affairs U Tin Oo Lwin told the Pyidaungsu Hluttaw on Tuesday. President U Thein Sein asked the bicameral parliament to discuss Myanmar?s possible membership of the United Nations General Assembly, which adopted in 1966 the International Covenant on Economic, Social and Cultural that came into force in 1976. Regarding the 2014 annual report of the Myanmar National Human Rights Commission, Chairman U Win Mya explained the activities of the commission. Parliamentarians suggested the MNHRC needs to do more across the country and stand as a reliable and independent body for Myanmar people. The Pyidaungsu Hluttaw also approved the Boiler Bill, which had been subject to disagreements between the two houses of parliament, and invited MPs to discuss the amendment of Article 436 (A) and (B) in the 2008 Constitution."

Description: "Nay Pyi Taw, 1 June— Daw Khin Saw Wai, MP of Yathedaung Township constituency, asked the Union government?s plan on Monday to add more engineering subjects at the technological universities in Rakhine state and possibilities of students to learn some subjects in other universities out of this state. Deputy Minister for Science and Technology Dr Ba Shwe said the four major subjects of civil engineering, mechanical engineering, electronic engineering and electrical power engineering have been conducted at 16 universities of this kind across the country. Dr Ba Shwe also said conducting more engi-neering subjects at the universities need to estimate the number of students, the requirement of respective areas and economic plans of these areas. Daw Tin Tin Ye, MP of Kyunsu constituency in Taninthayi region asked the government?s plan to set up a school for labor and delivery nurses and to resume training course on auxiliary nurse midwives in her constituency. Regarding this, Deputy Minister for Health Dr Daw Thein Thein Htay said that the ministry has conducted courses on auxiliary nurse midwives in Kyunsu Tonwship beginning 1 October 2014 with the support of GAVI and the Rakhine state?s government, turning out 30 trainees. She also said the Department of Medical Science has established a school in Myeik and Dawei townships for labor and delivery nurses, adding that no plan for this school in Kyunsu Township yet. MP of Yesagyo Township constituency U Tin Htay Aung asked the substitutions for the transferred healthcare staff at the villages of his constituency. The deputy minister answered that the ministry has assigned Dr Linn Htin from Pakokku People?s Hospital for additional duty to take over Kyatsukyin village dispensary beginning 1 January 2015. Pyithu Hluttaw also invited representatives for discussion on the boiler bill. The Lower House then approved the amendment bill on Amyotha Hluttaw Law 2012 passed by the Upper House together with amendments."

Description: "Nay Pyi Taw, 2 June — Deputy Minister for Agriculture and Irrigation U Ohn Than on Tuesday explained agricultural loans for fiscal 2015-2016 at the Pyidaungsu Hluttaw session. The ministry requested K 1,352.76 billion for agricultural loans to the union government and the leading committee for promotion and protection of farmers? interests, and was allowed to take out loans for K800 billion from Myanma Economic Bank and K400 billion from the Central Bank of Myanmar, according to the deputy minister. However, the central bank of Myanmar law and the law for promotion and protection of farmers? interests require the government to seek approval of the Hluttaw for the central bank loan and the president asked the Hluttaw to approve the loan from the central bank. Deputy Minister for Finance Dr Lin Aung also promised to issue agricultural loans in accordance with the central bank law. The Hluttaw session also discussed the findings of the bill for rights of the disabled and the bill for the Myanmar account council."

Description: "Nay Pyi Taw, 29 May — The Pyidaungsu Hluttaw on Friday turned down the addition of a new section to the fourpoint fourth paragraph of the mining legislation amendment bill, following a heated debate. The two Houses, Pyithu Hluttaw and Amyotha Hluttaw, had held different views on the additional section. Representatives from Kayin State and Mon State spoke in favour of the new section, stressing the fourth paragraph, if left unchanged, would benefit tycoons and prevent the development of small and medium enterprises. The fourth paragraph does not encompass SMEs, with the Bill Committee saying that the new section in question is not meant to discourage them. The committee called for its cancellation, saying that the new change has nothing to do with the mining bill and that national business people are to go by the Foreign Investment Law if they want to work with foreign firms. The proposed section would require local SMEs to seek permission for working with foreign businesses. Union Minister for Mines Dr Myint Aung favoured the cancellation, citing the same implication in the foreign investment law."

Description: "Nay Pyi Taw, 27 May-- The Pyidaungsu Hluttaw on Wednesday discussed an important motion concerning a 5% commercial tax for all recharges from mobile users, with members of parliament calling for its suspension until the 2015-2016 fiscal year. Union Minister for Finance U Win Shein cited two foreign mobile operators, Telenor Myanmar and Ooredoo Myanmar, as stating that the service of telecommunications is internationally regarded as the same as that of information and technology. ?Their complaint has caused confusion in differentiating the two kinds of services.” According to the union minister, the government has informed the Pyidaungsu Hluttaw of the rescheduling of the new tax for the new fiscal year in line with the 2015 Union Tax Law. He said he would accept the parliament?s decision on whether to excuse the application of the new tax in 2015-2016 fiscal year. The parliament decided in favour of the suspension of the 5% commercial tax for all recharges from mobile users. Another motion discussed at the parliament was concerned with inviting tenders for privatization of an old broadcasting station, which was built on nearly 90 acres of land in Mayangon township in 1958. The current broadcasting station is on Pyay Road near the Hanthawady Roundabouts in Kamayut township. Mps called for the suspension of the selloff, demanding the requirements of the tender be reexamined and stressing the need to form an investigative committee to ensure transparency. Deputy Minister for Information U Pike Htway pledged greater transparency in tendering. According to him, the old station will be turned into a media complex. The parliament approved the suspension of the tenders for privatization of the old broadcasting station."

Description: "ay Pyi Taw, 28 May — The Pyidaungsu Hluttaw on Thursday approved loans from South Korea worth tens of millions of dollars and passed the mining legislation amendment bill. Seoul will loan the Ministry of Construction US $137.83 million from its Economic Development Cooperation Fund (EDCF), with MPs voicing support for the move which they described as beneficial to rural development in Yangon and Ayeyawady regions. MPs also agreed on 25,888 million yen (US $21 million) in loans from the Japan International Cooperation Agency to be used for the Ministry of Electric Power and the Ministry of Transport. Daw Sanda Min of Zabuthiri constituency proposed that the Ministry of Finance disburse loans at an interest rate of less than 8.5 per cent, saying banks will receive reloans at an interest rate of 4 percent. The Ministry of Electric Power said the loans will enable it to distribute enough power to meet the needs of the growing population in Yangon."

Description: "Nay Pyi Taw, 26 May — Pyidaungsu Hluttaw Session on Tuesday was overwhelmed with the implementation of the report of the investigating commission to prevent losses from confiscation of farmland and other types of land. Representative of U Aung Thein Lin said that it is necessary to confiscate land after issuing land confiscation orders and compensating land owners for their land at the prevailing prices, adding that land that is not used for permitted purposes must be confiscated while confiscated land must also be returned to former owners if it is not used for the purpose of confiscation. Representative U Khine Maung Yi discussed that the process for returning land lacks transparency and timeframe for the settlement of land confiscation disputes should be set. In addition the representative pointed out that state and region governments are compensating for land differently and standards should be set for land compensation. Representative U Hla Swe was of the view that a few areas of land that have not been returned to former owners in Magway Region should be returned to them."

Description: "Nay Pyi Taw, 21 May — The Central Committee for Management of Land Use will cooperate with parliament to resolve some 8,000 outstanding land disputes, Deputy Minister for Home Affairs Brig- Gen Kyaw Zan Myint told the Pyidaungsu Hluttaw session on Thursday. The deputy minister was reporting on work done by the central committee to prevent losses to the public due to confiscation of land including farms. The central committee is handling all complaints on land confiscation including those sent to the president and the vice presidents, according to the deputy minister. The central committee looked into a total of 10,225 land disputes, with 119,328.678 acres of land returned to former owners as of 15 May, 2015 in addition to 224,403.079 acres released by ministries and private companies, the deputy minister said. Deputy Minister for Labour, Employment and Social Security Daw Win Maw Tun reported to the session on work of the ministry, saying the labour organizations law of 2014, the social security law of 2012, the minimum wage law, the employment and skills development law, and the law amending the leave and public holiday law (1951) have been enacted while four other laws have been repealed. She added that efforts are also being made to complete new bills for foreign workers and worksite health and safety. The ministry is also taking measures for state and private sector workers in special economic zones and industrial zones, as well as to protect Myanmar migrant workers in other countries. A representative of the Pyidaungsu Hluttaw submitted a motion during the session urging the combined houses of parliament and the union government to submit and approve a bill to exempt mobile phone subscribers from a 5 percent commercial tax on their prepaid phone charges in fiscal 2015-2016."

U Nu, a member of Joint Public Accounts Committee, suggested the loan should be agreed as the Ministry of Livestock, Fisheries and Rural Development is carrying out compulsory services for livelihoods of rural populace, while it is promoting the capabilities of government staff, the early response system to natural disaster and the emergency management. He added that the ministry needs the loans to expand implementation of people-centered projects for rural people. Daw Khin San Hlaing, MP from Pale Township constituency, said service charge of 0.7 percent on the loan for more than 30 years will cost millions of dollar, adding that the loans should be used effectively. U Kyaw Khaing Win, a member of Pyithu Hluttaw?s Banks and Financial Development Committee, said the management of the World Bank has agreed the proposed plans which will be implemented by this loan. He also urged the ministry should submit the criteria and reasons to the Hluttaw for implementing the projects in selected townships. In response to the proposals of parliamentarians, Union Minister for Finance U Win Shein said MPs are provided with free accommodation arranged by the Parliament during the period of Hluttaw sessions, however, using any stateowned buildings for the affairs of their parties is deemed breaching political party registration law."

The union minister quoted the State Constitution as granting the President the rights to appoint, approve, transfer and terminate high-ranking officials of the Union Civil Services Board, with UCSB Chairman U Kyaw Thu saying that officials appointed by the President are entitled to their monthly salaries in line with the presidential power, although the Union Civil Service Law and Regulations has no mention of it. U Mahn Aung Tin Myint of the Kayin State constituency urged the Pyidaungsu Hluttaw to include funds in the new fiscal year for the construction of housing for MPs to stay, with the speaker noting that MPs are to stay in government-run guest houses as there is no housing for MPs. The speaker promised to work on the proposal in accordance with the law. Dr Kan Zaw also said he would give top priority to the issue, pledging further discussions with the planning commission and the government."

Arrangements are underway to choose a township in Kachin State in May and a total of 350 business enterprises in 390 villages are being carried out by local people in Kanpetlet, Namhsam and Kyunsu townships under the project, the deputy minister added. As the World Bank viewed the project a success, it offers US$ 400 million loans for implementation of similar projects in other eleven townships, the deputy minister said. Then, the deputy minister sought the approval of the Hluttaw. Deputy Minister for Finance Dr Lin Aung and Deputy Minister for National Planning and Economic Development Daw Lei Lei Thein supported the request. The Pyidaungsu Hluttaw session discussed the motion calling for the Pyidaungsu Hluttaw and the Union Government to fulfill the rights of farmers under Protection and Promotion of Farmers? Description: "Nay Pyi Taw, 2 April — The education amendment bill is found to encompass all the eleven points proposed by student protesters and expected to be approved on 7 or 8 April, an MP said after the Pyithu Hluttaw session on Thursday. U Saw Hla Tun, secretary of the Bill Committee, said that the Amyotha Hluttaw sent the bill to the Pyithu Hluttaw. The bill contains 58 paragraphs with 105 changes, with the Pyithu Hluttaw having agreed with 57 points and amending 48 others. The bill will be resent to the Amyotha Hluttaw after being approved. The Bill Committee stated in its report that the government, the parliament, an education network and a student-led democratic education movement committee held talks on amending the education law based on an 11-point demand by students in February. Students and the education network submitted the education amendment bill, which the parliament agreed to discuss, the report said. The Ministry of Education brought the bill before the Amyotha Hluttaw, which sent it to the Pyithu Hluttaw after hearings with interested groups, including political parties, educationists and legal experts. Another MP asked the Pyithu Hluttaw about the privatization of a hotel owned by a cooperative society. U Than Tun, Deputy Minister for Cooperatives, responded that Bagan Hotel was operated by the cooperative society of NyaungU township, whose members, after a special meeting, decided to hand it over to a cooperative society called Htet Arkar Kyaw. According to existing laws, cooperative societies are registered non-government organizations, with the deputy minister saying that their members reserve the rights to manage their own affairs."

According to the union minister, over K 8 billion was reduced from the budgets of the offices of Pyidaungsu Hluttaw, Pyithu Hluttaw and Amyotha Hluttaw, the constitutional tribunal and 14 ministries. In connection with increased salaries for government employees, he said the new salaries range from K 120,000 in minimum to K 500,000 in maximum. The gap between the lowest and the highest salaries is 4.2 times, with the union minister saying that separate announcements will be made on new rates of salaries for pensioners and other fringe benefits for government staff assigned in remote areas. Dr Kan Zaw, Union Minister for National Planning and Economic Development, briefed the parliament on the first five-year national development plan from 2011-2012 to 2015- 2016, which is part of the 20-year all-round national development project from 2011-2012 to 2030-2031. The first five-year plan includes rural development and poverty reduction, anti- corruption, reinforcement of rule of law, reconstruction of the country?s economic institutions, state-owned investments, citizen investments, foreign investments and control of inflation."

Description: "Nay Pyi Taw, 16 March — Union level officials explained the budgets for ministries at the Pyidaungsu Hluttaw session on Monday. Union Minister for Environmental Conservation and Forestry U Win Tun told the national assembly session that four departments of the ministry asked for less expenditure for fuel oil, maintenance of machinery and receptions than in previous years, but Myanma Timber Enterprise had to seek more funds to pay income taxes for the 2013- 14 fiscal year and cover increased salaries and pensions. According to the union minister, Myanma Timber Enterprise will have little left over after it has paid salaries, wages, commercial taxes and income taxes and, as a result, the ministry will face difficulty if the proposed budget is cut by 5 percent by the Joint Public Account Committee. Union Minister for Health Dr Than Aung said at the session that about 25 percent and 66 percent of the proposed budget of the ministry will be spent on basic public and healthcare services, respectively, and only about 10 percent is allocated for human resources development, administrative and research purposes. Although only about 25 percent is allocated for basic public health, most local and foreign assistance will go to the basic public health sector, the union minister explained. Union Minister for Sports U Tint Hsan said the Hluttaw cut the proposed budget of K 288 million for a new stadium in Lewe to K 100 million and for a synthetic track to K 137.4 million. The union minister said he aimed to build a modern stadium for township level for youths. Union Minister for Industry U Maung Myint explained that the earnings of his ministry dropped because of trade losses, deficits, lack of quality and price-competitiveness, and the hiring of factories to private entrepreneurs. Concerning the ASEAN regional trade agreement, Union Minister for National Planning and Economic Development Dr Kan Zaw said that if faced with unexpected challenges, Myanmar can temporarily revise current customs commitments or suspend reduction of customs duties in accordance with international conventions and rules and regulations."

Union Minister for Finance U Win Shein said that the Legal Framework Agreement (LFA), once adopted, will set a common legal framework in ASEAN to strengthen the coordination and partnership among ASEAN Customs Administrations and relevant line ministries and agencies, and economic operators (importers, exporters, transport operators, express industries, customs brokers, forwarders, commercial banking entities and financial institutions, insurers, and those relevant to the international supply chain) to effectively and efficiently implement the ASEAN Single Window. As a concrete step towards the establishment and implementation of the ASEAN Single Window, the ASEAN Economic Ministers have signed the Agreement to Establish and Implement the ASEAN Single Window on 9 December 2005 in Kuala Lumpur, Malaysia. The ASW Agreement mandated Member Countries, by means of a protocol, to adopt relevant internationally accepted standards, procedures, documents, technical details and formalities for the effective implementation of the ASEAN Single Window. Later, Deputy Minister for Home Affairs Brig- Gen Kyaw Zan Myint told Pyidaungsu Hluttaw to allow Yuan 246 million loan from Exim Bank of China for procurement of vehicles for Myanmar Police Force to ensure rule of law, drug-trafficking control measures and security of public. Union Minister for Health Dr Than Aung pledged a 90% budget spending on public health care and remaining 10% on developing human resources and research projects. Description: "Nay Pyi Taw, 24 Feb — Chairman of Foreign Investment Commission U Zeyar Aung said foreign direct investment in Myanmar reached US$3.676 billion in the first half of 2014 fiscal year started in April. During 17th day of Pyidaungsu Hluttaw session, MIC chairman said a total of 99 new foreign firms were allowed for investments with $3.584 billion and the four operating business companies were permitted for additional $92.786 million during this period. Investment amount of 22 new local firms account for K583.441 billion and $115.501 million, while the existing two businesses were allowed to add K3.828 billion and $0.38 million into their capitals, totaling K587.269 billion and $115.881 million. From the local investments, the total amount of taxes and land rentals will be K20.235 billion and $0.896 million each year. Among foreign direct investments, transportation sector stood first with 36.83 percent, followed by energy sector with 21.90 percent and property development with 16.95 percent. In local investments, property development reached 79.75 percent atop, construction sector at the second with 9.29 percent and industrial sector at the third with 4.81 percent. New foreign investors are from EU countries such as the United Kingdom, France, the Netherlands and Sweden, with increasing investments from Singapore, Vietnam, Malaysia, Thailand, Hong Kong, India, Canada and Luxembourg. Regarding the message from the President U Thein Sein about $300 million loan from Exim Bank of China, Union Minister for Cooperatives U Kyaw Hsan said these loans will be used for micro-finance loans, agricultural items, tools for fishing farms and improvement of cooperative groups. He also said micro-finance loan programme could cover only 23,451 villages out of 63,983 villages across the country, accounted for K100, 000 for each rural family in average. Cooperatives Union Minister said the loans from Exim will be used $220 for members of cooperatives who have not received loans and $50 million for those who have got loans, plus over $30 million for installment sales of agricultural machines. He also noted that supports in these sector are believed to result in social and economic development of Myanmar people and help to reduce poverty rate of the country from 26 percent to 16 percent in 2015 in line with the United Nations Millennium Development Goals."

Union Minister for Cooperatives U Kyaw Hsan explained that borrowing of US$300 million from China Exim Bank will not be burden for the nation and it is not loans for the State to the Hluttaw. Members and cooperative societies are to pay back the loans to the China Exim Bank. Moreover, loans will be disbursed to the people depending on their businesses. Deputy Minister for Finance Dr Lin Aung said that Ministry of Cooperatives has submitted plans on borrowing the loans, paying back it to the lender and arrangements not to lose the loans to the Hluttaw. The ministries need to implement all projects by spending loans borrowed from China Exim Bank under arrangements of Cooperatives Ministry. Deputy Minister for National Planning and Economic Development Daw Lei Lei Thein said that Cooperatives Ministry adopted plans for 2014- 15 fiscal year to give microfinance services to the people, and the ministry will supervise the people to systematically pay back the loans. Representative U Kyi Tha of Gwa constituency said that 42.5 percent of Myanmar?s export earnings came from the sales of natural gas while 23.9 percent came from agriculture sector but industrial sector generated only 11 percent of export earnings. Emphasis should be placed on development of agriculture sector and industrial sector, he added, saying that it is important to get correct data and to link projects for the success of them. He also noted that attacks of Kokang renegade groups are tantamount to threatening stability of Laukkai area and sovereignty of the country. Deputy minister Brigadier General Kyaw Zan Myint, secretary of Land Utilization Management Central Committee, presented the progress of land reallocation schemes with the supporting sub-committees at respective areas. The central committee has implemented the instruction of Pyidaungsu Hluttaw to return the confiscated lands to the owners after informing public through media. Brigadier General Kyaw Zan Myint also said the committee handed over the lands released by government ministries and private firms to original owners, and they have been informed to reclaim their lands with ownership documents. U Khaing Maung Yi, a member of Yangon Region Farmland Investigation Commission, suggested Pyidaungsu Hluttaw?s investigation commission and Land Utilization Management Central Committee should meet to solve remaining problems. During a debate on voting rights of white card holders, U Shwe Maung, an MP of Buthidaung Township constituency, said if the holders of temporary identification documents are not allowed to vote, a total of 1.5 million people in the country will lose the voting rights. U Sai Paung Nup, an MP of Shan State, said many mountain tribes in far-flung areas do not have national identification cards, likely to lose voting rights while their citizen scrutinizing process is very difficult. He support the remark of President U Thein Sein that temporary identification documents are enough for white card holders to vote. Opposing President?s remark, Daw Khin Saw Wai, an MP of Yathedaung Township constituency, said white card holders are not entitled to privileges of citizenship to get voting rights in important matters, especially in sovereignty of the country, saying that the remark is contrary to international citizenship laws. Description: "Nay Pyi Taw, 26 Jan— Pyidaungsu Hluttaw convened its fifth-day meeting Monday, with keeping records on separate funds of development projects in the message sent by President under 2014 Union Budget Bill, and discussing 2015 Union Budget Bill submitted by Ministry of Finance. President U Thein Sein?s message to Pyidaungsu Hluutaw included the use of K12.044 billion from separate funds for 12 projects— each one by Ministry of Home Affairs, Ministry of Border Affairs, Ministry of Agriculture and Irrigation, Ministry of Livestock, Fisheries and Rural Development, Ministry of Construction, Mandalay region government, and Rakhine region government; together with two projects of Shan state government and three projects of Ayeyawaddy region government. U Win Shein, Union Minister for Finance, submitted 2015 Union Budget Bill that emphasized on taxation policy. The proposed bill suggested to promote tax-to- GDP ratio, expansion of basic tax, systematic scrutinizing on tax exemption and tax reduction processes. Regarding government expense policy, the bill mentioned increasing expenses in education and education, prioritizing the immediate effective projects for public, systematic appointment of civil service staff, suspension of less-effective projects, salary increment for government employees, rural development programmes, power supply and water for households and agriculture. Finance minister also submitted the estimated Union Budget for 2015- 2016 fiscal year, based on incomes of union-level departments, as well as foreign grants and loans. He discussed salary increment for government staff and K37.492 billion for free medical treatment for them, with suggestion of K2901.763 billion for the salaries of civil service employees in 2015-2016 fiscal year. The bill also elaborated macroeconomic situations of the State for 2015- 2016 fiscal year, targeted rates for national production and service sectors, economic development, inflation, export volume, import volume, total trade volume, trade deficit and exchange rates. With regard to Japanese Yen 24.678 billion loan from Japan International Cooperation Agency- JICA, Union Minister for Electric Power U Khin Maung Soe explained that the ministry will borrow Yen 24.678 billion from JICA for construction of two 500KV power stations in Meiktila and Toungoo with 0.01 percent interest per year. The loan must be paid back in 40 years. The power station project will supply more electricity to the nation and contribute to economic development of the State. It will be a part of electricity network in ASEAN and Greater Mekong Subregion. The speaker invited MPs to enlist for discussion of loans. Union Minister for Health Dr Than Aung explained the ministry demanded K407.5 billion of ordinary expenditure and K349.9 billion of capital expenditure to spend the two-third of budget on providing medical treatment to the people and the one-third of budget on extension of building. The ministry plans to spend K37 billion on cost of medical treatment for over 900,000 government service personnel. The medical treatment for the people will include basic package and benefit package. Member of Constitutional Tribunal of the Union U Tin Myint sought approval from the Pyidaungsu Hluttaw for K0.050 million ordinary income, K774.97 million of ordinary expenditure and K4.4 million of capital expenditure for the tribunal. Deputy Minister for Home Affairs Brig-Gen Kyaw Zan Myint said that the ministry will carry out tasks spending K44.049 billion on capital expenditure, K33.713 billion on construction, K8.209 billion on machine and machinery and K2.126 billion on other expenditure. The ministry earmarked to get K16.955 billion from four kinds of tax. The ministry will spend K241.968 billion on ordinary expenditure, K44.049 billion on capital expenditure and K32.803 billion on Fire Services Department. Deputy Minister for Religious Affairs Dr Maung Maung Htay reported that the ministry will spend K12,810.611 million of ordinary expenditure and K1565.496 million of capital expenditure on the minister?s office, Religious Affairs Department, Department for Promotion and Propagation of the Sasana and International Theravada Buddhist Missionary University and sought the approval of the Pyidaungsu Hluttaw."

Description: "Nay Pyi Taw, 30 Jan — Parliament has written success stories in passing legislations and practising check and balance policies over the past four years with recognition at home and abroad, the speaker told the Pyidaungsu Hluttaw on its fourth anniversary here on Friday, officials said. The Pyidaungsu Hluttaw could introduce 133 laws in its 11 sessions in four years, with 15 laws in 2011 including the Private Schools Registration Law and the Peaceful Gathering and Demonstration Law. In 2012, it passed 24 laws, some of which included the Union National Planning Law, the Union Budget Law, the Foreign Investment Law, the Foreign Currencies Management Law and the Farmland Law. The parliament succeeded in passing a legislation that approved K30,000 of monthly benefits each to all government workers in its third regular session and K20,000 in 2013 and 2014. There were 37 laws passed in 2013, some of which were the Anti-corruption Law and the Myanmar Investment Law, with two additional approvals for the announcement of emergency state in Meiktila and the formation of a joint study commission for employers and employees rights. The Pyidaungsu Hluttaw formed the Myanmar Parliamentary Union in a bid to facilitate its cooperation and coordination with Region/State parliaments, as well as an investigation commission on land seizures in a bid to do justice to affected people. In 2014, the parliament enacted 57 laws including the Myanmar Special Economic Zone Law, and formed a committee to draft a law on constitutional amendment. Regarding international relations, the speaker said Myanmar joined the ASEAN Inter-Parliamentary Assembly (AIPA) in 2011 and the Inter-Parliamentary Union (IPU) and the Asia-Europe Parliamentary Partnership in 2012. According to the speaker, 94 visits to seminars and parliamentary sessions abroad alongside training courses and workshops at home boosted the capacity of Myanmar parliamentarians and staff and widened their scope of knowledge. He called for strenuous efforts to implement remaining tasks of drafting bills and passing laws in the interest of the entire population. Members of Union- level commissions briefed on the national planning bill for the 2015- 2016 fiscal year and the union budget bill for 2015. The Ministry of Education, the Ministry of Mines, the Ministry of Social Welfare, Relief and Resettlement and the Office of the Attorney-General of the Union elaborated on their budget spending. The Pyidaungsu Hluttaw approved a proposal returned by the President U Thein Sein for a loan of 24.678 billion yen from the Japan International Cooperation Agency (JICA) for the Ministry of Electric Power. The Hluttaw had a report read out of the findings on development funds of the Pyidaungsu Hluttaw for 2013-2014 FY, which was returned by the Office of the Auditor-General of the Union."

Description: Nay Pyi Taw, 20 Jan — The twelfth regular session of first Pyidaungsu Hluttaw convened Tuesday and discussed about borrowing10.500 billion yen loan from Japan International Cooperation Agency, and membership application of Myanmar for Chemical Weapons Convention. U Thaung Tin, deputy minister for Communications and Information Technology, explained the Japanese loan will be spent on telecommunication infrastructure and upgrading Internet connection in six different categories— installation of equipment for Yangon-Nay Pyi Taw-Mandalay fiber network; extension of fiber network in Yangon; setting up metro fiber equipment; expanding bandwidth of national gateway for international communication; upgrading IPv 4 internet system to IPv 6; establishing telecommunication infrastructure at Thilawa Special Economic Zone. The deputy minister added that while mobile telecommunication services are being operated by private companies, the state will operate landline and fax, banking network and special economic zone which need tight security in line with the standards of ITU/APNIC. JICA?s interest rate is 0.1 percent with a 10-year suspension period and 40- year term of settlement. Regarding the message of President U Thein Sein on membership application of Chemical Weapons Convention, Deputy Minister U Tin Oo Lwin for foreign affairs made explanation. The Convention aims to eliminate an entire category of weapons of mass destruction by prohibiting the development, production, acquisition, stockpiling, retention, transfer or use of chemical weapons by States Parties. States Parties, in turn, must take the steps necessary to enforce that prohibition in respect of persons (natural or legal) within their jurisdiction. U Tin Oo Lwin said Myanmar has been a signatory to Biological Weapons Convention after the country has submitted applications at Geneva, Switzerland, on 1 December 2014 for membership to the representatives of the United States, the United Kingdom and Russia which are the founding members of the treaty. The CWC comprises a Preamble, 24 Articles, and 3 Annexes—the Annex on Chemicals, the Verification Annex, and the Confidentiality Annex. The Convention aims to eliminate an entire category of weapons of mass destruction by prohibiting the development, production, acquisition, stockpiling, retention, transfer or use of chemical weapons by States Parties. States Parties, in turn, must take the steps necessary to enforce that prohibition in respect of persons (natural or legal) within their jurisdiction. All States Parties have agreed to disarm by destroying any stockpiles of chemical weapons they may hold and any facilities which produced them, as well as any chemical weapons they abandoned on the territory of other States Parties in the past. States Parties have also agreed to create a verification regime for certain toxic chemicals and their precursors in order to ensure that such chemicals are only used for purposes not prohibited. One-hundred and ninety states have given their consent to be bound by the CWC. Myanmar and Israel have signed but not yet ratified the treaty and four states—Angola, North Korea, Egypt, and South Sudan— have not accede to the treaty. State parties have destroyed 72,524 metric tonnes of chemical weapons accounted for 84.95 percent in the world. Deputy Minister U Tin Oo Lwin said Myanmar?s aspiration to apply for membership of CWC would be a gesture of protection against chemical not only in Asian region, but global community. Membership of CWC will take effect after 30 days of application to UN Secretary-General. U Tin Oo Lwin made a conclusion remark that CWC membership will benefit Myanmar through industrial sector, and a good impression of international community for global peace. Pyidaungsu Hluttaw agreed application for membership of CWC.

Description: Nay Pyi Taw, 22 Jan — The Pyidaungsu Hluttaw discussed the messages of the president on the national education law and six-party talks on Thursday. Secretary of Joint Bill Committee U Saw Hla Tun read out the findings of the committee on the message. The committee recommended amending the national education law, adding that the contents of the message on the law are comprehensive and contribute to stability and peaceful learning environment and the Ministry of Education should come up with the amendment bill as soon as possible. Then, the secretary read out the response of the speaker of the Pyidaungsu Hluttaw to the president?s message on six-party talks. The response to the message urges the president to hold the first found of six-party talks in order to develop the framework and future tasks of the talks as soon as possible. Afterwards, the Pyidaungsu Hluttaw session discussed the bill amending the law on salaries and emoluments of Hluttaw representatives sent back with remarks by the president and approved the bill as recommended by the joint bill committee. Later, a member of the committee read out the bill for holding a national referendum for amending the 2008 state constitution and invited representatives to take part in the discussion at next sessions

Description: Nay Pyi Taw, 23 Jan — Pyidaungsu Hluttaw approved proposals of the government to sign the agreement on establishing a regional secretariat for mutual recognition of ASEAN tourism experts and to receive Yen 10.5 billion loan for the Ministry of Communications and Information Technology from JICA on Friday. For signing the regional secretariat, Deputy Minister for Hotels and Tourism Dr Tin Shwe explained the benefits to be enjoyed form signing the agreement including enhanced capacity, competitiveness, cooperation for tourism promotion, lower restrictions, promotion of ASEAN region into a destination with international standards, development of tourism and services and human resources development. Then, the Hluttaw session approved the proposal. Afterwards, two representatives discussed receiving the loan from the JICA before Deputy Minister for Communications and Information Technology U Thaung Tin explained the arrangements. Later, the Hluttaw session approved the loan.
