Description: Nay Pyi Taw, 20 Nov — Deputy Minister for Home Affairs Brig-Gen Kyaw Kyaw Tun responded to questions for the ministry at the Amyotha Hluttaw session (Upper House) on Thursday. In his response to a question on issuing land grants to families residing in Kanthaya Village formerly registered as Gatekon Village in Taikkyi Township in Yangon Region, the deputy minister said that since the village is situated on pasture land, it is necessary for the township general administration department to apply for the cancellation of the pasture land to the Ministry of Home Affairs in accordance with rules and regulations. To change the name of the village, the Yangon Region chief minister is required to submit his recommendation to the president, according to the deputy minister. If approved, the residents can apply for land grants in accordance with rules and regulation, the deputy minister said. Regarding a question as to whether the ministry has plans to purchase helicopters for the fire brigade, the deputy minister said that despite the efforts of the ministry to improve the skill of personnel in fire brigades by sending them to undergo training at home and abroad, no plan has been made to purchase helicopters as priority has been placed on expanding the fire brigade, substituting old fire engines with new ones and purchasing modern equipment. As to the questions on drug trafficking in Rakhine State, the deputy minister said a number of measures have been taken to prevent the inflow of drugs into the state and that educational measures are also being implemented at schools.

Description: Nay Pyi Taw 21 Nov — The speaker of the Amyotha Hluttaw informed the Hluttaw session on Friday of the approval of the Pyithu Hluttaw on bills amending laws stipulating the salaries, allowances and titles of union level officials, the chairman and members of the Nay Pyi Taw Council, and chairmen and members of self-administered regions and areas. However, the Pyithu Hluttaw sent the bills amending the laws stipulating the salaries, allowances and titles of state/region level officials, representatives of the Pyithu Hluttaw, the Amyotha Hluttaw and state/region Hluttaw representatives and leading members of self-administered regions and areas to the Amyotha Hluttaw with added notes. Afterwards, members of the Amyotha Hluttaw Bill Committee U Tin Mya, U Maung Aye Tun and Deputy Minister for Commerce Dr Pwint Hsan submitted the bill on the budget allocation proposal, the report on repealing the Agricultural Produce Markets Act and the bill repealing the Agricultural Produce Markets Act, respectively. The act was enacted in 1941 so it fails to reflect the current situation. The Amyotha Hluttaw session today also agreed to debate the bills amending the Diplomats and Consular Officers (Oaths and Fees) Act and amending the United Nations (Rights and Exemptions) Act submitted by Deputy Minister for Foreign Affairs U Tin Oo Lwin.

Description: Nay Pyi Taw, 14 Nov — Deputy Minister for Culture U Than Swe on Friday rejected a request by U Hla Swe of Magway Region constituency-12 to the Amyotha Hluttaw on Friday to include Laungshay in Saw, a town in Magway Region, as an archaeological site on the World Heritage List and as a tourist destination. U Than Swe said that there is no plan to inscribe Laungshay on the World Heritage List as it takes nearly four years to collect data for an archaeological site to be submitted. The deputy minister added that one of eight proposed areas has so far been submitted to the United Nations Educational, Scientific and Cultural Organization for inclusion on the list. Other questions asked at the Amyotha Hluttaw were concerned with road construction, agriculture, social welfare and resettlement, culture and power supply.

Description: Nay Pyi Taw, 10 Nov--The Amyotha Hluttaw (Upper House) session on Monday raised questions on two lawsuits concerning disputes over collective saving schemes. Supreme Court judge of the Union U Soe Nyunt responded to the legal questions, saying that the collective saving schemes are based on contracts that all participants contribute a certain amount of money every month and that each participant is entitled to take out the money in turn. If one of the participants breaks the contract, those who suffer losses have the right to file civil suits against the persons who break the contract s, he added. In the lawsuits against those in charge of the collective saving scheme, the accused failed to reimburse the savings entrusted to them and they were found to have breached Section 406 and 420 of the Penal Code. Legal action was taken against them in accordance with the law, the Supreme Court Judge said. However, a breach of contract suit is required to be filed within three years from the incident under the Limitation Act. Therefore, the plaintiffs in the civil suit in Bhamo District lost their suit because they filed the case more than three years after the breach occurred, the chief justice explained.

Description: Nay Pyi Taw, 18 Nov — Maj Zawana, a defense services personnel representative, asked the Amyotha Hluttaw (Upper House) on Tuesday about action taken against unscrupulous oil stations nationwide, with the deputy minister responding that supervisory committees inspect fuel stations to ensure oil quality and accurate measurement. He added that action is taken against fuel stations found guilty of dishonest sales by means of from temporary to total cancellation of their licences. A question was concerned with the possibility of upgrading an industrial ward to an industrial zone in Loikaw, Kayah State. U Aung Thein, Deputy Minister for President Office, responded that it is possible to promote the ward to an industrial zone on condition that industrialists there ask for so, adding that local departments will give loans to manufacturers with complete documents. According to the deputy minister, there are 38 applicants, of whom 18 have been linked with the Small and Medium Enterprises Bank for the loans. Speaking of technical assistance, he said that workshops and seminars have been held between local SME entrepreneurs and those of Germany, South Korea and Japan.

Description: Nay Pyi Taw, 11 Nov—Representatives from Hluttaw Affairs Committee of Amyotha Hluttaw (Upper House) presented its report on security measures for Myanmar immigrants in Malaysia, who are being killed in clashes. The report said that Myanmar delegation led by Myanmar ambassador to Malaysia, military attaché and deputy counselor has discussed the matter to protect Myanmar migrant workers in Malaysia on 10 July 2014, asking for protection on Myanmar migrant workers and investigations on the murder cases. It also said that although the three ministries of Myanmar tried to bring back undocumented Myanmar migrants since 27 December 2013 with the formation of a committee at the Myanmar embassy in Malaysia, few of them contacted it. The report also mentioned that in many accidents Malaysian police could not file the cases though they found the suspects in murder cases due to the lack of concrete evidences, delaying to hand over the cases to the respective courts; in some cases, witnesses dare not give their statements to the courts, causing to close the cases. It also said that Myanmar embassy there has some limitations on resolving the problems of illegal migrants there in accordance with Malaysian laws. Between 2012 and September 2014, police forces of Myanmar and Malaysia worked together on investigations of 21 criminal cases. The report also suggested Myanmar migrant workers in Malaysia to take care themselves when moving around outside by observing the existing laws, and the establishment of a mutual legal assistance mechanism to help investigate on the criminal cases concerned with both countries. During its 28th day session of Amyotha Hluttaw on 11 November, the parliamentarians also discussed housing projects for the homeless, which has been handed over to the Yangon City Development Committee by the Department of Human Settlement and Housing Development.
