The Speaker of Amyotha Hluttaw said that in the 11th regular session of the Hluttaw, union level organization members replied to 153 asterisk questions and 239 non-asterisk questions. The Hluttaw approved six of nine proposals and put two proposals on records. There remains one proposal to be decided in coming session. The MPs also continued the debate on the report of the Constitutional Amendment Implementation Committee. U Zaw Tun of Labutta Constituency said that although the current Constitution was drawn with the purpose to serve the interests of the State and the people, certain sections which are not conformity with the present time need to be amended. Concerning the law protecting females from violence, Deputy Minister for Home Affairs Brig-Gen Kyaw Zan Myint said that females are protected from physical, mental and sexual violence by their fundamental rights in accordance with the state Constitution, existing laws, and traditions. Myanmar signed the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1997 to cooperate with the international community in women?s affairs, according to the deputy minister. In addition, the Ministry of Social Welfare, Relief and Resettlement is drafting a bill to protect females from abuse and gender- based violence due to socioeconomic conditions, conservative traditions and conflicts in cooperation with ministry officials, parliamentary representatives, representatives of political parties, legal experts, CSOs and NGOs working for gender equality and representatives of the United Nations Gender Theme Group, the deputy minister added...Regarding the vehicle import policy, Union Minister for Commerce U Win Myint said that while the ministry has permitted the public to import vehicles regardless of whether they are left-hand drive or righthand drive since 2009, it is taking measures to allow only the importation of lefthand drives of the previous model year in 2015. The Ministry of Commerce issues import permits for vehicles while the Customs Department levies import duties and the Directorade of Road Administration registers the vehicles, according to the minister. Under the programme, the owners of cars over 20 years old, locally made autos and three-wheeled cars can exchange their vehicles for a permit that allows them to import a car with the registration fee waived. He was responding to a question whether the new bill allows anyone to donate their organs if they have the same tissue type as the recipient. Representative U Myat Ko of Sagaing Region Constituency- 12 was in favour of the system of appointing union ministers and deputy ministers from parliamentary representatives, saying that only then will the union ministers and deputy ministers be able to work in the interests of the people. Representative Daw Khin Thanda of Tada-U Constituency said that it is necessary to draw a timetable to undertake amendments of the constitution in six months ahead of the 2015 general elections by enacting a law. Defence Services Representative Lt-Col Moe Kyaw Oo supported the purchase, saying that the government is responsible for raising the living standards of peasant farmers who are suffering losses due to the shortage of farm machinery."...Pyithu Hluttaw: Defence services representative raises question on future challenges for national development tasks: "Defence Services Representative Brig-Gen Tint Hsan raised question on handling future challenges for national development plans and how to handle them at the Pyithu Hluttaw Session on Thursday. Deputy Minister for Culture Daw Sandar Khin responded that only countries that have signed the World Heritage Convention can submit nomination proposals for their properties on their soil to be included on the World Heritage List, adding that member countries are entitled to submit one cultural site and one natural site a year. The nomination list is to be submitted to the World Heritage Centre for review, which will assign a team of experts to evaluate the proposed sites. Description: HLUTTAW SESSIONS:- Pyidaungsu Hluttaw: Strategic plan to be implemented for stability and development of violence-hit Rakhine State: "In order to restore stability and the rule of law in Rakhine State, a border guard police force has been formed with 3,600 personnel from Myanmar Police Force, Immigration cmd National Registration Department and Customs Department in addition to a naval police force for security in the sea, the deputy minister said."...Pyithu Hluttaw: Government provides K1 billion for damaged farmlands in floods and heavy rains: "U Myint Oo of Thanatpin Constituency said it is necessary to provide assistance for flood-hit farmlands in Bago Region and some regions and states due to heavy rains. Deputy Minister for Agriculture and Irrigation U Khin Zaw said that over 147,000 acres of monsoon paddy were flooded in August. Of them, over 57,000 acres of farmlands were damaged in the floods. The Union government provided 1.5 baskets of paddy seeds per acre worth K12,000 each and K6,000 per acre for over 60,000 acres of damaged farmlands through the special fund. Thus, the Union government has delivered over K1.047 billion to the farmers. Some farmers who put their farmlands under paddy plantations in wetland demand the cash assistance, but officials conducted scrutiny for collecting the accurate data for cash assistance. Description: HLUTTAW SESSIONS:- Pyithu Hluttaw: Anti-corruption Commission receives 533 letters of complaint, with three solved: Nay Pyi Taw, 23 Sept— "U Mya Win, Chairman of the Anti-corruption Commission, in his response to a question at the Pyithu Hluttaw (Lower House) session on Tuesday, said that the commission received 533 letters of complaint in a period from 10 March to 21 August this year, with three complaints having been dealt with. Under the anti-corruption law, wealth and property accrued from corruption are liable to be nationalized, he said. He also talked of arrangements to protect informers from possible threats, with help to be sought from the Ministry of Home Affairs as necessary." Description: HLUTTAW SESSIONS: - Pyidaungsu Hluttaw: Local authorities fail to address land confiscation issues: Pyidaungsu Hluttaw?s commission: Nay Pyi Taw, 22 Sept — "Authorities are not doing enough to address land grab problems as recommended by the Pyidaungsu Hluttaw, a representative who is a member of the investigation commission for land confiscation issues reported on her findings to the Pyidaungsu Hluttaw session on Monday. The Pyidaungsu Hluttaw commission recommended that land owners should be compensated for land confiscated for expansion of regiments at prevailing prices, that land should be confiscated just as much as the expansion of regiments and units required, that confiscated land should not be rented instead of returning to land owners and the confiscated land that does not share borders with regiment compounds should be returned to land owners. It also recommended that land owners should be compensated for land confiscated for urbanization and industrial zones at prevailing prices and that confiscated land that is no longer needed as the intended projects have been cancelled should be returned to land owners..."...Pyithu Hluttaw: Ministry to offer technical assistance to small private refineries: Nay Pyi Taw, 22 Sept — "The Pyithu Hluttaw Session on Monday raised questions on technical assistance for small private refineries and Moe Pwint Project implemented to issue citizenship scrutiny cards to citizens, and whether the special order of the government the Union of Myanmar 1955 has been abolished and officials concerned responded to the questions. Concerning the technological assistance for small private refineries, Deputy Minister for Energy U Myint Zaw said that the ministry can help those who want to establish small private refineries based on the design of the refinery, the production process, environmental impacts and standards of the finished products..."...Amyotha Hluttaw: One-stop services for third party injury available at Htaukkyant: Nay Pyi Taw, 22 Sept — "The Amyotha Hluttaw session on Monday raised six questions, submitted one bill and put one proposal o record. Concerning a question on insurance for third party injury, Deputy Minister for Finance Dr Maung Maung Thein said that one-stop services for third party injury insurance have been provided at Htaukkyant since August and arrangements are underway to provide the services at other places.
