Description: "For the purchase and for obtaining the entire paddy crop in the De-pai-yin township, the Secretary of the SPDC (Shwebo district, Sagaing Division) issued oral instructions for the closure of all rice mills operating in the region on 14 November 1999. Our information is that all the mills even those operating in the small villages had to close down immediately...The cultivators and farmers are suffering so much because of the use of force by the dishonest authorities. We request that the matter be inquired into and the suffering of the farmers be alleviated. We seriously denounce these illegal and unjust activities."

Description: "The Myanma-Asia Company with the cooperation of the military and the regional authorities have started a cooking sugar-cane plantation in the village tracts of Wa-sone and Kan-gyi-gone village groups in Hte-Kan-Taik region, Prome township, Pegu Division. 2. Lands that cannot be cultivated and lands that have been cultivated are ruthlessly cut down and cleared, then ploughed with machines leaving no grazing ground for the cattle. This has left the villagers with no land for cultivation and the lands where they had grown some crops were forcefully cleared and ploughed. Survival has become extremely difficult. Even animals are starving. A very pathetic state of affairs..."

Description: "On the pretext that Red Cross training would be given, the township authorities have taken at least 2 or 3 adolescent boys from every village in Sin-baung-wei township, Magwe Division from the 1st of November 1999 and sent them to military camps for training. The cost for such training ( Kyats 20,000 to Kyats 30,000 per 100 boys) has to be born by the villagers. We have heard that Pay-le village has paid over Kyats 30,000 and Kan-chaung village over Kyats 25,000. Explanation given is that it costs Kyats 6000 per month per person for food and uniforms..."

Description: "...The responsibility of elected representatives to the Hluttaw (Parliament) is to assemble together and deliberate on state matters for the welfare of the country but this Hluttaw did not materialise so these representatives endeavoured to convene a Pyuthu Hluttaw (People's parliament) as was their bounden duty. The only response by the "holders of power", (the Military Intelligence units) was to illegally and unjustly seize and incarcerate all NLD parliamentarians-elect, and organising committee members of the NLD starting from the Central Committee right down to the level of the wards and villages, and ordinary members. 3. Instead of admitting their illegal and unjustifiable actions, these "holders of power" are falsely, shamelessly and deliberately claiming and broadcasting that discussions are being held with these persons (whom they have incarcerated). "Discussion" is a word with a good connotation suggesting future benefit. Nothing of the sort is happening. 4. The following questions and answers bear witness to the fact that no such "discussions" have taken place. Referring to the interrogation as discussions is a falsehood..."

Description: "(Note: To be read as a contunuation of Statement 8 (1/99) dated 12 January 1999.) 1. Though the Magwe Division, Yenangyaung township Multiparty Elections Commission was daily demanding that the NLD organising committee produce (within 6 days) the daily list of persons visiting the office, office documents, files and account books, the committee repeatedly refused as instructed by head office. 2. Consequently, (on 11 January 1999), Military Intelligence Service Corporal Thein Hteik and his companion forced U Tint Lwin (executive member of the NlD township organising committee) to accompany them at 1700 hours (not office hours) and compelled him to open the office building door. Then when they demanded that he open the tin trunk in which official papers were kept U Tunt Lwin explained that he did not have the key with him. When Corporal Thein Hteik threatened to break the lock U Tint Lwin returned home. 3. The corporal went to a neighbouring house and fetched a crow bar, hammer, and chisel; then broke the lock, removed all the papers and locked the box with a new lock which he had brought with him. Nothing is known of what papers or articles were taken or left behind..."

Description: "1. In Sagaing Division, De-pae-yin Township, the authorities had made written contracts for advance purchase of paddy at the rate of Kyats three hundred and fifty per basket. It was specifically stated that such purchase will be conditional to a successful harvest. 2. Unpredictable weather condition this year has caused a shortfall and in some cases no planting at all. The farmers were forced to give up all their crops including seed paddy for the next season and are in great trouble. Those who could not plant anything were not exempted and were forced to contribute Kyats seventy per acre (two hundred acres together), to entertain the purchasing party. These farmers are suffering enormous mental hardship. 3. NLD members in De-pae-yin Township are being forced to resign their membership from the party. Should they refuse they have been threatened with their children's removal from schools..."

Description: "On 19 March 1999, Daw Than Than Htay, a member of the National League for Democracy was admitted to the Thingangyun Sanpya(Model) Hospital for emergency surgery because of ruptured appendix. On the evening of the 23 March 1999 at about 17:00 hours, an individual said to be Deputy Police Superintendent Thoung Naing, and one constable went to the hospital and accompanied by the doctor on duty for admission entered Daw Than Than Htay's room where doctors and nurses were present. He questioned the doctor in attendance about Daw Than Than Htay's address -- whether 18, South Dagon shown on the patient's medical record was correct or whether her place of residence was in Magwe Division.The doctor politely replied that because of the patient's critical ruptured appendix, an emergency operation had to be performed and it was against the ethics of the medical profession to discuss the private affairs of patients such as their names and addresses...."

It was at daggers point that he was abducted by four soldiers in uniform on his return from the festival at about 1:00 a.m. Only the next day he was aware of having arrived at Mandalay.
