Description: " In 1996 thousands of migrants were working in Chiang Mai building the hotels, housing estates, and hospitals which now cover the city. At the time there were almost no services available to migrants and when they needed to go to hospital they faced difficulties with language and costs. Migrant Assistance Programme (MAP) started to develop a group of migrants who could interpret in hospitals and provide some health education prevention and promotion on migrant work-sites, mainly construction sites. As MAP became part of the migrant community, the range of issues facing migrant workers became apparent and the activities of MAP expanded to respond to these issues. In 2002 MAP became a registered Thai foundation, taking the Thai name: "Foundation for the Health and Knowledge of Ethnic Labour" but keeping the already English name MAP which had already become familiar with migrant communities..."

Description: Restoration Council of the Shan State – the Political Wing, Shan State Army – the Military Wing Shan State Army (SSA), the military wing of the Restoration Council of the Shan State (RCSS, established 1999), has adopted the policy of drug eradication since 1996 realizing the dangers of drugs affecting its communities badly in many aspects. In 2012, RCSS established a department to carry out its drug eradication policy. It has also been working on the drug policy implementation issues with several organizations including UNODC (United Nations Office on Drugs and Crime), the TNI (Transnational Institute) and others.

Description: Shan State Buddhist University (SSBU) founded in 2014 by Ven. Prof. Dr. K. Dhammasami (DPhil. Oxford) is the first Buddhist university established in Shan State, Myanmar. It is located around serene hills which only takes about ten minutes by car from downtown of Taunggyi, the capital of Shan State. SSBU at present offers MA degree programmes and PhD degree programmes. In our unique degree programmes, students can tap into our rich tradition of excellence in textual, philological, philosophical, psychological and doctrinal study and gain perspective on ways in which Buddhism informs and is informed by the contemporary world. SSBU’s MA programme offers a wide range of courses, including Pali, Tipitaka studies, Meditation, Buddhist Philosophy and Buddhism in Myanmar. The tutors of the students who will also be the MA lecturers of SSBU include Ven. Prof. Dr. K. Dhammasami (Oxford Sayadaw) hammacariya, MA and MPhil. Kelaniya, DPhil. Oxford); Ven. Dr. Senghurng Narinda (MA Kelaniya, PhD Peradeniya); Prof. Peter Koret (PhD SOAS University of London), a specialist on Lao literature and culture; Dr. Susan Conway (BA West Surrey College, MA Goldsmith’s College, PhD Brighton), a Research Associate at SOAS and a specialist on Shan culture; Dr. Aleix Ruiz Falqués (BA Barcelona, MA Pune University, PhD Cambridge), a Pali scholar; Dr. Pyi Phyo Kyaw (BA Oxford, MA SOAS, PhD King’s College, London), a Postdoctoral Fellow of Buddhist Studies at King’s College; Dr. Anuja Ajotikar (MPhil. Pune University, PhD ITT Bombay), a Postdoctoral Research Associate at the Sanskrit Library; and Dr. David Wharton (PhD University of Passau), a specialist on the language, orthography and Buddhist manuscript culture of the Tai Nuea ethnic group. More scholar-tutors will join.Moreover, since 2015, SSBU has been training the teachers of our MA programme. The academic training workshops for our teachers have covered a wide range of areas, including how to teach at a postgraduate level and how to be research-active scholars, all of which are important aspects of good academic practice. We strongly believe that academic excellence comes from continuous academic training and development. Therefore, SSBU provides in-house academic training for our teaching staff to ensure our teachers are of the highest standard. As part of our commitment to academic excellence, library is an important component of SSBU, supporting the university’s teaching, learning and research activities. Description: "...The Shan resistance was born on May 21, 1958. On April 25, 1960 the Shan State Independence Army (SSIA) was formed in Loi La, Mong Yawn, Kengtung state with Hkun Maha as chairman and Sao Hso Hkarn as secretary general. On April 24, 1964 Shan resistance forces formed the Shan State Army (SSA) with Sao Nang Hearn Kham (Mahadevi of Yawnghwe) as chairman. In 1971, the Shan State Progress Party (SSPP) was established and its first congress was held on August 16, 1971. The SSPP signed a ceasefi re agreement with Myanmar government in 1989. Burma army gave a pressure on the SSPP to transform into BGF in 2010. The SSPP/SSA brigade 3 and 7 transformed into BGF in the following year but brigade 1 led by Col. Pang Fa (now Lt. Gen) rejuvenated the SSPP/SSA and have kept the ceasefire agreement even though the Shan army has been some clashes with Burma army...."

Description: "...To support the needs of Shan State youth and children and to operate as a communication center, Shan students and other Shan youth who were working in Thailand founded Shan Youth Power (SYP) in August 5, 2002. Owing to systematic human rights abuses, including mass killings, rape, forced labor, and forced relocation committed by the State Peace and Development Council (SPDC) in Burma, many Shan people in Shan State have been fleeing to Thailand and along Thai-Burma border. No refugee camp is provided for Shan as a shelter. They have to live in different places throughout Thailand and work in low-paying jobs due to their lack of legal status and education. For this reason, SYP undertook to help these Shan migrants and IDPs. For the first three years of SYP’s existence, all of the members worked as volunteers for the empowerment of Shan youths..."

Description: "...TAI Dictionary originally found in Mu-Se, Northern Shan State, it all started when Ven Seng Murng Acchariya was teaching English to students around Myanmar. To improve learners skill, he searched for dictionaries which were based on Tai(Shan), however, could not find any of it. Since then, he talked to Ven Pannyasiri (the publisher of English - Tai Dictionary) to use his book as references. Then with the help of Sangha of Mahavon Temple, Muse (for re-typing the dictionary) and iTSTAR Software Development Co.Ltd, it started with the name Mahavon Foundation Dictionary. The first online dictionary and apps were released on 20.March.2013 as for a memorable event for the Birthday of Ven Seng Murng Acchariya. However, due to some reason in 2015, Mahavon Foundation Dictionary has been stopped and changed its name to TAI Dictionary. As TAI Dictionary is working for non-profit, we now work continuously with the help of donors from around Shan State and sometimes from abroad...."

Description: "Two Shan youth activists forced by SAC troops to transport them in their truck on the Lashio-Muse highway were killed in a roadside ambush by TNLA troops on May 4, 2022. That day, at about 5 pm, the two youth, Sai Jarm Hla (aged 32) and Sai Hseng Harn (aged 29), were driving a pick-up truck on their way from Kutkhai to Muse, when they were stopped by 15 Burma Army troops from Infantry Division (ID) 99 at Nampaw bridge, about 16 miles from Muse. The troops forced the youth to transport them in the back of their truck. At about 5.20 pm, as they were approaching Maw Tawng village, Mong Yu tract, their truck was suddenly shelled by TNLA troops positioned on a hill top. Shrapnel hit Sai Jarm Hla’s chest, leg and hands, while Sai Hseng Harn was hit in his abdomen, head and wrist. Their truck overturned at the side of the road. At least ten Burma Army troops were also killed in the attack. One of the youth’s friends was driving behind them in another car, and arrived at the scene after the attack. He saw Sai Jarm Hla’s truck overturned by the road, and many SAC soldiers around the wreckage. He stopped his car and tried to get out and see what had happened, but some SAC troops who had arrived in another truck forced him to drive on. He then drove to the 105 Mile village, where he called a local welfare group to go and pick up his friends and take them to hospital. When the welfare group arrived by car at the site of the attack, the Burma Army troops refused to let them take the bodies. They then went back to Muse town and called more welfare group vehicles to come to the incident site. The bodies were allowed to be taken away at about 7:30 pm. The bodies were kept at Se Oo, Muse township, and were cremated in the afternoon of May 5, 2022. The deceased youth were both from Kyaukme. Sai Jarm Hla was a leading member of the Tai Youth Network (TYN) and belonged to the secretary team of the Committee for Shan State Unity (CSSU). Sai Hseng Harn assisted with many social welfare activities for his community..."

Description: "Last week, a newly formed Shan political organization known as the Shan State Front for Federal (SSFF) and a Shan political party, the Shan State Liberation Party (SSLP), called for a united front against the military dictatorship and urged reconciliation and a truce between two rival Shan armed groups. It is reported that this new political group comprises Shan youth and intellectuals who want to see unity in Shan State. They claim to fight for democracy, federalism, ethnic states’ rights and the right to self-determination. The group made its announcement on July 7. A few days later, on July 11, it declared war on the State Administration Council (SAC), the governing body established by the military after its coup in February. However, the newly formed Shan group remains something of a mystery, and it is not yet clear how much support it commands. Meanwhile, the two rival ethnic Shan armed groups, the Shan State Progressive Party (SSPP) and the Restoration Council of Shan State (RCSS), have been fighting over a territorial dispute for a month in the mountains of Kyethi Township, southern Shan State. The war has forced thousands of villagers to flee their homes. Influential Shan monks have been trying to stop the conflict. On July 8, the RCSS issued a statement in English and Chinese calling for a peaceful solution to the conflict in northern Shan State. The statement also said that a combined force of SSPP and Ta’ang National Liberation Army (TNLA) troops has been attacking military camps and strongholds of the RCSS in Namtu and Kyaukme townships. “These prolonged armed conflicts have been causing great difficulties for the local populations,” it reads. But behind both the recent and past armed clashes, Shan analysts suspect that the powerful Wa armed group, the United Wa State Army (UWSA), is behind the SSPP and TNLA. This time, according to Shan observers, the SSPP and TNLA are deploying heavy artillery, suggesting some ethnic forces might have been involved in assisting the SSPP. Both the Wa and the TNLA have denied claims the former is backing the latter. Commenting on the ongoing conflict, Sao Pha, the general secretary of the SSFF, told The Irrawaddy that the group is unhappy to see armed clashes between the RCSS and SSPP and said that Shan people want reconciliation between the two Shan groups. In Shan State, he said, the RCSS and SSPP are at loggerheads and engaged in a protracted armed conflict. The Shan are frustrated as two ethnic Shan armed groups are in conflict instead of targeting the Myanmar military. In fact, these two major Shan forces have been fighting each other in northern Shan State since 2016-17. In recent years, the RCSS expanded its territory into northern Shan State, which shares a border with China. Notably, this conflict has worsened since the RCSS signed the Nationwide Ceasefire Agreement (NCA) with the government of former President U Thein Sein in October 2015. Soon after, it expanded its forces to the north, resulting in clashes with the TNLA.

My fellow Nobel Laureates sisters and I spend a great deal of our time talking to youth around the world because we strongly believe that you have the power to bring about positive change. As I told you when we met, I had the good fortune to meet my sister Laureate Aung San Suu Kyi in 2003. Though circumstances have not permitted us to talk since that time, I can say with confidence that she is proud of your achievements. Description: "...This publication was inspired by Daw Aung San Suu Kyi’s 1998 book “Letters from Burma,” which detailed everyday life inside the isolated Southeast Asian nation. Daw Suu deftly combined stories of everything from the seemingly mundane (fixing a leaky roof), to the joyous (the popular Water Festival), to the tragic (the plight of political prisoners) in order to give the reader a full sense of life in Burma. Moved when reading short passages from the book on Daw Suu’s birthday earlier this year, SSSNY students began work on writing their own experiences as citizens of Shan State. Their stories, after three edits, various conferences, and much discussion, now appear here in “Letters from Shan State.” The wide range of topics and emotions covered in their essays speaks to the complexity of life in Burma. Stories of horror, grief, and death are coupled with stories of celebration and blissful moments. In this juxtaposition, readers may get a sense of the lack of flow or rhythm to life in Burma; that at any moment a child’s playtime or a cheerful marketplace can turn into a battlefield. Through this collection of stories, readers see the suffering, but also the indomitable spirit of the people of Shan State; their will and successful effort to maintain some sense of normalcy and native culture despite the chaos that surrounds and at times engulfs them. Perhaps the readers may also see that they are not so very different from the students; that like all people, these students enjoy favorite foods, festivals, and visits to new places. They remember fondly a beautiful day, a big dinner, a family gathering. At times, like all of us, they suffer and struggle to go on. As people from Shan State, from Burma, from Asia, from the world, let us find in these texts not just individual and unique stories of great importance but also the threads of shared human experience, and therefore, a shared responsibility to support the freedom of the people in Shan State and Burma. Description: ''Hostilities in Kachin State and northern Shan State remain almost a daily occurrence. Compared to the first two weeks of June which had five clashes and 12 attacks, July has had nine clashes and nine attacks. Most clashes have occurred in Danai and Hpakant townships. Heavy rains have reduced the number of clashes in the region, yet civilians and combatants still suffer from continued Burma Army advances. Throughout the first half of July there were six military actions in Danai Township. Nawng Nyang and Zup Mai villages, approximately 15 kilometers east of Danai Town and the Myitkyina – Danai highway, as well as Nam Hkam Village, approximately 20 kilometers southwest of Danai Town, were the areas of contention. Over 2000 people were displaced east of Danai in April, some of which only recently emerged from hiding in the jungle. Over the 14th, 15th and 16th of July, there was heavy fighting in Hpakant Township in the region west of Kamaing Town. The biggest battle occurred throughout the day of July 14th when KIA soldiers from Bum Chyang Post defended against approximately 100 Burma Army soldiers from Ja Ra Yang Base. At 1630 Burma Army forces fired four mortar rounds toward Bum Chyang from Ja Ra Yang...''

Description: Chaos reigned in northern Shan State in September. A Burma Army commander threatened to kill everyone in Na Leng Village, the "Restoration Council of Shan State (RCSS) and its armed wing, the Shan State Army-South (SSA-S), has been fighting Kachin, Ta’ang, and other Shan ethnic armies, and Burma Army attacks are increasing post-rainy season. The result is civilians being injured and killed, caught in the middle of this total war. There were at least seven civilian and soldier deaths and 26 civilians and soldiers injured in military battles in September. This fighting has displaced more than 2,185 civilians in northern Shan State. The 26 military actions documented in September in Kachin and northern Shan states is a conservative account and one exclusive to Burma Army and ethnic armed organization (EAO) troop-on-troop engagements, not troop-on-civilian attacks. The military actions included three EAO landmine incidents and one account of a civilian injured by a landmine. The person stepped on a landmine while foraging in the jungle in Waingmaw Township. Elsewhere in Waingmaw, the Burma Army laid landmines in three villages, displacing the remaining households and leaving the villages uninhabitable..."

Description: Introduction: "With 135 ethnic groups divided into eight major national ethnic races,1 Myanmar2 is one of the most ethnically diverse countries in the world. The Panglong Agreement in 1947 tried to set the path for the integration of these nationals into one state. However, with the assassination of the architect of the Panglong Conference General Aung San and the subsequent military takeover of the country, the curtain of ethnic struggles was drawn. Among ethnic groups fighting for their self-adetermination is the Pa-O3. The research focused on the period from 1988 to 2012 because this is the period when most of the ceasefire agreements were signed, which allowed some forms of law and order to return to the local community. The research methodology is mainly qualitative, using. Yet, amid the chaos after the democracy movement in 1988, the military regime managed to sign over 20 ceasefire agreements with various armed groups, among them were with the Pa-O National Organization (PNO) and the Shan State Nationalit ies People?s Liberation Organization (SSNPLO). PNO agreed to ceasefire in 1991 and SSNPLO followed in 1994. Therefore, theoretically, the Pa-O area has been pacified since the 1990s. Indeed, the Pa-O populated region known as Area 6 was granted the status of Self Administrated Zone (SAZ) in 2011. This paper attempts to look into what ceasefire means to the Pa-O people from the perspective of the development of the political economy in the SAZ. Developing on the theory put forward by Mancur Olson (Olson, 2000) that a stationary bandit should provide better development prospects to the local people than a roving bandit, this paper argues that the benevolence of the stationary bandit is not given per se, it needs competition to bring it forward. Since signing the ceasefire agreement and receiving lucrative economic concessions from the central government, the PNO have effectively become a stationary bandit with an informal mandate to rule over the Pa-O area. In a way agreeing with Charles Tilly (Tilly, 1985) that the state is no different from the Mafia, in that they both tax their people in return for providing protection, Olson argued that a roving bandit will only concern about h is short-term gains whereas a stationary bandit will actually try to provide genuine development for the people in order to perpetuate the control over the area. This area has a long history of the ceaseless migrations of the Shan and other ethnic groups; the flow of people has continued even after the border demarcation in the early 20th century. Recently, we could find two contradictory processes- a rigid border control by the state administration and a fluid border crossing of people, goods and information. Description: Abstract: "Pyin-­‐Oo-­‐Lwin has the high quality built environment of the area, with its wealth of historic buildings, conservation areas and historic monuments, represents an important social, cultural, recreational and educational resource as well as helping to make it an appealing place to live, work and visit. This research is focus on conserving of the historic buildings and its surrounding environments in Pyin-­‐Oo-­‐Lwin town. As there is physical degradation because of the impact of urban development, the conservation of these areas will include their development and harmonious adaption to contemporary life‟ (UNESCO 1987). During 19th Century, British made well plan with impeccable signs of urban planning and local architecture and built the many famous buildings in Pyin-­‐Oo-­‐Lwin town. These colonial buildings are standing now as heritage buildings and structures so that targeting conservation resources towards particularly vulnerable group of sites and environments. Because of elevation, situation, climate and verdant environment, it be comes prominent as a famous highland town. In urban areas, increased attention must be paid by the institutions for its conservation; new issues have to be addressed, due to the dramatic changes occurring. It suffers from physical and functional decay and seems to have been seriously affected by inconsistent development. The historic architectural and urban features of Pyin-­‐Oo-­‐Lwin deserve a careful survey and assessment, in order to be protected as a substantial part of Myanmar heritage. It involves actively caring for the heritage, maintaining it in good physical condition, making it readily accessible for study, enjoyment, recreation, and tourism. In this research, it is thoroughly documented the existing conditions of Pyin-­‐Oo-­‐Lwin town and identified the possible heritage areas to be conserved with the development of this town. Then, the study on the principles and methods of conservation and criteria for conservation are presented as literature study to support this research. Description: "Kyaing Tong is the largest and oldest state of Trans -­‐ Than Lwin Region. It is known in history with such variety of names as Gon (Khun) (Than Tun, 2004), Kom, Kyaing Tong (Hman-­‐nan, 2008), Khema Vara and Khema Rahta Jayajotitonkarapur (Scott and Hardiman, 1901). The first people who migrated into Kyaing Tong were Wa or La-­‐wa. They also settled in the other areas of eastern Shan States and Lan Na in northern Thailand (Conway, 2006). There were followed by Gon (Khun) and Lu people. The date of the migration of these people is attributed to the early first millennium AD even though local chronicles mentions the date of early settlements to twelfth century AD (Mangrai, 1981). Later the ethnic group from the neighbouring states of Thailand and Laos comprising Tai Hkun; Tai Lu, Tai Lem, Tai Neu, Tai Yuan, Tai Lao and Tai Htai came to settle in the Trans-­‐Thanlwin Region including Kyaing Tong area (Sai Aung Tun, 2009). They established communities which later developed chiefs known as saophas or sawbwas (in Myanmar) which means lord of the sky. A legend says that Kyaing Tong was firstly founded by a hermit named Tong. The state therefore was named after its founder Keng Tong or Kyaing Tong. However Kyaing Tong chronicle mentions that the first two sawbwas of Kyaing Tong; Mang Kom and Mang Yè belonged to Wa Tribe. Description: Abstract: "Women?s political participation and representation vary dramatically within and between countries. This paper selectively reviews the literature on gender gap and women?s participation in politics, focusing on women?s formal political participation particularly from 2010 general election in Burma/Myanmar. The paper discusses, however, various barriers and challenges including traditional, religion, lack of education, experience in public discussion, participation and more importantly the military drafted 2008 constitution for women?s political participation and representation in Burma/Myanmar. It also explains significance of women?s political participation as well as the role of international mechanisms and gender quotas particularly the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Electoral Quotas System for empowering women?s participation in politics. Then, it explores the gap between the 2008 Constitution and the CEDAW standards. Throughout the review, the paper demonstrates a very low level of women?s political participation from secondary data as well as in-­‐depth interviewed with women parliamentarians explained the challenges and difficulties for women participation in politics of decision-­‐making. It also reveals the most common mechanism for increasing women?s political participation-­‐quotas and in order to have an effective the gender electoral quotas system it is explicitly important both men and women attend training and skills development. Description: Conflicting claims, suspicion and arrests create confusion... "Although the Rangoon regime insists that Shan State is stable, one armed opposition group, the Shan State Army (South), continues to hold out against government pressure to disarm. Relations between Shan groups and the regime are also strained because of the arrest in February of several ethnic leaders, including 82-year-old activist Shwe Ohn. Complicating the situation still further in Shan State is the status of the United Wa State Army, which maintains a de facto ceasefire with the regime while allegedly continuing to engage in a drugs trade protected by their own armed forces. The first ceasefire agreements between Shan ethnic groups and the regime were signed in 1989. The original agreements granted the groups business concessions, particularly in logging, and tax collection autonomy. They also allowed the groups to remain armed—but from early this year the regime has been pressing them to disarm under a program dubbed ?Exchange Arms for Peace.?..."

Description: Originally published as "28 articles on the Shan States of Burma in the newspaper "Nation" in the early 1950s. It was a unique time in the history of the Shan States --- Burma had just gained independence, and in the process the Shans, represented by their various chiefs, or Sawbwas, had willingly formed a union with the rest of Burma.
