PREMIER RELEASES SOCIAL & ENVIRONMENTAL
PERFORMANCE REPORT ON OPERATIONS

Premier Oil plc today released its 2001 Social & Environmental Performance
Report. The report covers the Group's international activities, and focuses on
the environmental and social impact of three key stakeholders; Premier's
employees, its shareholders, and the local communities affected by its
activities.
18 months in the making, Premier's Social & Environmental Performance Report
is unprecedented in terms of processes used to ensure independence and third
party verification. Questions were asked of key stakeholders on the social and
environmental impact of Premier's involvement in its various countries of
operation. The report is a process of self-assessment, and an important first
step in ensuring Premier fulfils its responsibilities to all stakeholders.
EQ Management, an independent consultancy specialising in the assessment of
corporate social responsibility, designed a pilot audit and undertook the
necessary ground research and consultation, in collaboration with local
consultants. Importantly, stakeholders were encouraged to decide the key
issues to discuss, independent of Premier's involvement. Local research
companies were contracted for the direct consultation process with village
communities, minimising the impact of language difficulties and encouraging
honest opinions and attitudes about the impact of Premier's activities. EQ's
methodology, the process, consultation and the report was then verified and
evaluated by the University of Warwick's Corporate Citizenship Unit.
The research indicates that Premier has provided significant and ongoing
support for social development within the communities interviewed. Premier's
social impact is widely considered to be highly positive in terms of health,
education, and increased livelihood options. An example is Premier's social
development programme in Indonesia with the Taman Anak-anak kindergarten. The
school, fully funded by Premier, looks after 94 children aged 3-5 from the
neighbouring villages, and includes a manager, three teachers, and an
administrator. Likewise, in Myanmar, Premier has invested $1.8 million to date
in 16 local community projects spanning the village communities living in the
vicinity of Premier's pipeline activities. All respondents agreed there was
better health and education facilities, and improved roads and water supply
since the pipeline was built.
Premier's Social Performance & Environmental Report is considered a first step
in putting in place the correct management systems and policies regarding
corporate social responsibility and human rights in all its countries of
involvement. The report provides a baseline of Premier's social performance,
and provides targets for continuous improvement in a wide range of areas. This
includes health and safety, environmental practice, community development,
working conditions and labour practices, and human rights protection and
training.
Professor Alyson Warhurst, of Warwick Business School, commented:
"Premier Oil is committed to making positive contributions to the development
of the communities in which they operate, and recognise that the fulfilment of
corporate social responsibilities plays an important role in achieving local
sustainable development goals.
"The comprehensiveness and detail of the report is unique for a company the
size of Premier Oil."
Sir David John, Chairman of Premier Oil, commented:
"The report published today is a first step. It is an independent assessment
of the impact of our world-wide operations, and it demonstrates that we
contribute to the communities in which we operate."
"Inevitably and desirably, it points out areas where we can improve. A wide
variety of groups were consulted and we have reported all the issues that were
raised with us. We are setting clear targets and measurements for such
improvements."
"Our aim is to get the facts independently reported and a matter of public
record. On a whole range of issues we can now say that the impact of our
behaviour is no longer a matter of opinion but a matter of record."
                                                                    16 May
